This position performs a variety of highly complex technical para-professional administrative duties in support of fiscal and accounting procedures, including budget preparation and auditing a variety of financial records under limited supervision. JOB DUTIES

The Auditor-Controller Manager is distinguished by the level of responsibility of managing multiple components of accounting, administrative and auditing systems, fiscal staff development, and program analysis. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next six (6) months.

Plans, develops, and evaluates Auditor-Controller Division’s goals, objectives, policies and procedures; interprets laws and regulations; develops systems and standards for program evaluation; assures the Auditor-Controller Division’s activities follow all applicable laws, policies and regulations. Directs the Auditor-Controller Division’s operations; evaluates issues and recommends solutions; prioritizes and assigns projects; identifies and communicates strategies, goals and objectives. Performs the most difficult and complex accounting tasks in the Auditor-Controller division, including preparing financial audits, reports and statements.

The Judicial Council of California is accepting applications for the position of Manager in Budget Services.

This position will provide direct management oversight for the Trial Court Budget Management section within the Budget Services office, which includes the Court Budget unit (CBU) and the Funds and Revenues unit (FRU). The CBU is responsible for administering allocations and reimbursements of approximately $3 billion annually to the 58 trial courts, and provides budgetary support for various trial court programs. The FRU carries out advanced budgetary, technical, and analytical responsibilities related to the administration of judicial branch funds, including backfill for the Ability to Pay program and oversight of statewide collections.

This position directs Judicial Council staff support for the Trial Court Budget Advisory Committee and its subcommittees, managing administrative functions within the Judicial Council committee process to ensure that funding included in the budget is allocated to the trial courts in a timely and proper manner.

This position also represents the Budget Services office and the Judicial Council in interactions with a wide range of partners and stakeholders, including the Judicial Council’s Executive Office and senior management, trial court leadership, county government departments, and state agencies such as the Department of Finance, the State Controller’s Office, and the Legislature. THE POSITION

The roles in the Accounting series support the City’s finance team by performing complex accounting tasks, preparing and reconciling financial data, assisting with the payroll and budget processes, and delivering responsive customer service.

IDEAL CANDIDATE

The ideal candidate for the Accounting Technician classification has a solid background in the municipal accounting process and regulatory compliance, can prepare clear and accurate financial reports, has some experience with payroll software, Excel, and payroll processing, and communicates effectively while working collaboratively and maintaining confidentiality when handling sensitive information.

The successful candidate will have experience supporting month-end, quarterly, and year-end accounting and reporting activities, and may assist with payroll-related filings, labor cost analysis, and audit support. This role requires knowledge of accounting principles, internal controls, financial reporting and office systems, applicable laws, and customer service practices, along with the ability to perform technical accounting tasks. The successful candidate will be able to analyze and interpret financial data, use specialized software, explain policies, provide responsive service, work effectively with diverse groups, and carry out duties safely and efficiently.

The ideal candidate for Senior Accounting Assistant is a capable and knowledgeable accounting professional who is trained in assigned functional areas and able to work with greater independence and responsibility. They confidently handle more complex accounting tasks such as reconciliations, troubleshooting discrepancies, preparing reports, and managing sensitive public and vendor interactions. This successful candidate will bring strong organizational skills, sound judgment, and a customer-service mindset, and may assist with training others, improving processes, or supporting system updates. They are dependable, detail-focused, and contribute to efficient and accurate accounting operations across the organization.

The ideal candidate for Accounting Assistant I/II is a detail-oriented and reliable individual with a basic understanding of accounting and clerical processes who is eager to support day-to-day financial operations. At the I level, they are comfortable working with close supervision while learning standard procedures for processing items such as accounts payable, cash receipts, deposits, business licenses, or payroll. At the II level, they demonstrate increased independence, accuracy, and efficiency in maintaining records, reconciling documents, entering data, and assisting with routine reports. Accounting Technician

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Experience: Two years of increasingly responsible technical level experience in accounting or finance to demonstrate possession of the required knowledge and abilities. Experience performing fiscal record keeping or accounting work in a government finance environment is desirable. 
• Training: Equivalent to an Associate’s degree from an accredited college in business, accounting, finance or a related field.

Senior Accounting Assistant

• Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
• Experience: Three years of experience similar to that of Accounting Assistant II with the City of San Rafael.  
• Education: An Associate of Arts with course work in accounting or bookkeeping.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.

The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. Conditions of Employment:
Prior to employment, the selected candidate will be required to complete the following:

1. Submit official transcripts (applies to all faculty or educational administrative positions)
2. Submit verifications of prior employment
3. Satisfactory references
4. Successfully being cleared for employment through the background checking process
   In addition to background checks, the District may review publicly available information about a candidate on the Internet. 5. Present original documents for proof of eligibility to work in the United States
6. Approval of your employment by the SMCCCD Board of Trustees
7. Provide a certificate of Tuberculosis exam for initial employment.
8. Have fingerprints taken by a Live Scan computer (Clearance must be received prior to first day of employment). Please note that the California Education Code requires, in part, that community college districts shall not employ or retain in employment persons in public school service who have been convicted of certain felonies, a misdemeanor drug charge (including alcohol offenses) or misdemeanor moral turpitude (sexual offense) crime. However, consideration may be given to those whose drug convictions occurred more than five years ago. A conviction for other crimes may not necessarily disqualify you from the job for which you may be applying.
