The County of Yuba is currently recruiting for the position of Senior Civil Engineer in the Public Works Division of the Community Development and Services Agency. Under limited supervision, the Senior Civil Engineer will perform the more difficult professional engineering work including the preparation of civil design plans for various Public Works projects, conducting research studies, performing field inspections and testing, analyzing reports, maps, drawings, or geological data, and procuring permits; act as a resource to staff, contracts, consultants, other agencies and the public regarding areas of assignment; provide lead direction and technical assistance to assigned staff and/or project management; and perform related work as assigned. Incumbents are fully qualified to perform all duties specified as a Professional Engineer by the State of California. This is the master level in the civil engineer series, and reports directly to Principal Engineer.

Examples of Duties:

• Review plans and inspect projects; provide engineering design and code information and ensure that designs meet accepted industry and legal standards, and projects are biddable and buildable.
• Interpret and explain complex and technical laws, codes and regulations and provide information related to Public Works Engineering activities; may receive and respond to complaints and recommend corrective action as necessary.
• Initiate and maintain professional relationships with other departments, businesses, local community and professional organizations.
• Provide direction as a lead worker; expected to review the work of professional civil engineers and support staff to ensure compliance with established procedures related to design, construction and inspection of flood control, storm water management, water resources, bridges, parks, roads and other related projects as well as provide input on assigned staff performance to management; provide guidance to professional and technical staff.

These classes are alternately staffed and incumbents may advance to the higher level after gaining experience, required certifications and demonstrating proficiency which meet the qualifications and expectations for the higher level class. The incumbent to this position will perform engineering work, including preparing design plans, specifications and engineering estimates related to roads, bridges, culverts and other County infrastructure; project management; assist in developing and administering professional services or construction project contracts; review plans and inspect projects; collect and present data and prepare reports; provide information and advice to the public and perform related work as assigned. 

Assistant Engineer: is the entry level in the civil engineer series. Initially under close supervision, incumbents will provide assistance to management staff or higher level engineers in the areas of research, data collection, project administration, preparation of reports and preparation of engineering plans and specifications. Assignments are intended to provide background in the fundamental principles and practices of public service engineering.

Associate Engineer: is the journey level in the civil engineer series. Under general supervision, incumbents independently conduct design, research and construction project inspection and analyses for a variety of projects within the county. Responsibilities may also include providing work direction to technical support staff.

Associate Civil Engineer: is the advanced journey level in the civil engineering series. Under general direction, incumbents perform professional engineer work and prepare civil design plans for various Public Works projects; independently conduct engineering feasibility cost, research and design studies and construction project work; analyses for varied department and agency projects and functions; signing off designs and as-built changes related to roads, bridges, culverts and other County infrastructure and perform related duties as assigned.

California-licensed Professional Civil Engineer are eligible for an additional 2% differential above base salary.

New, Full-time regular hire Civil Engineers are eligible to receive a $10,000.00 signing bonus, which will be split into two equal payments: 50% at the time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.

There are two (2) Full Time Regular Hire vacancies, one (1) in the Engineering Division and one (1) in the Land Development Division.

The Civil Engineer helps define, design and/or review minor projects and phases of large civil engineering projects with complex budgets and timelines. This position exercises substantial initiative, judgment, and expertise to meet program and project needs. The Civil Engineer may be responsible for designing projects, reviewing project plans and specifications prepared by consultants, or reviewing development applications. The Civil Engineer helps in selecting consultants, preparing contract documents, and administering contracts during construction. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work to ensure that work is performed efficiently and effectively for the public good.

Engineering Division
Projects may include such things as: bridge repair and replacement, culvert repair and replacement, new retaining walls, pavement management, road improvements, new stormwater management devices, new traffic management devices and others.

Land Development Division
Projects include a full range of private development from improvements to single family homes and small businesses to new subdivisions with extensive new infrastructure. This position issues and oversees permits such as grading, creek and quarry permits, supports the Road Commissioner role by issuing encroachment permits, transportation permits, and film permits, ensures private development project comply with stormwater regulations, floodplain management requirements, and use of the public rights-of-way, interacts with the public at the Counter and in meetings, and coordinates with the Community Development Agency to develop conditions of approval for development projects.

Hybrid schedule:
The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

Minimum Qualifications:
Registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers and three years of increasingly responsible engineering experience.

About the Position

The Rules and Strategic Policy Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and protect the climate. The Senior Rule Development Engineer (Senior Air Quality Engineer) will: 

• Work closely with professional and technical staff and perform complex scientific research and economic analyses and engineering work for developing regulations to control air pollutants (including those contributing to climate change and contributing to localize air quality impacts in overburdened communities).
• Review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industrial sector with a variety of control options.
• Analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development.

DEFINITION

Under direction, provides lead direction to engineering staff and performs the more difficult and complex professional engineering work in a variety of areas such as permit application evaluation, toxic risk screening and assessment evaluations, compliance audits and source testing; modeling and source inventory; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the specialist level class in this series. In addition to performing the more difficult and complex engineering work, responsibilities include functioning as the project leader for a variety of engineering projects, providing training to other District staff and coordinating technical data gathering and compilation and the preparation of special and technical reports. This class is distinguished from Supervising Air Quality Engineer in that the latter supervises the staff and participates in the activities of assigned air quality engineering responsibilities.

This is the advanced lead level in the professional engineering series. Incumbents provide lead direction to air quality engineers and performs highly specialized and difficult engineering projects. Incumbents are assigned to design and implement programs that require considerable professional knowledge and the use of independent judgement. This class is distinguished from the Principal Air Quality Engineer in that the latter has the responsibility for developing new programs and handling the most difficult, sensitive, or critical projects.

Under the direct supervision, performs a variety of difficult and complex professional officer and field engineering work; prepares plans, designs, and specifications for a variety of the Department of Public Works projects; reviews work prepared by outside consultants; prepares engineering reports; and performs related duties as assigned.

ABOUT THE POSITION

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

Eligible Lists typically remain in effect for six (6) months. However, Human Resources may abolish Eligible Lists at any time during the six (6) month period. Human Resources may extend eligible Lists for up to two (2) years. Eligible Lists may be used for more than one recruitment.
