The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects. 

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.
• Recommend and prepare conditions of approval for Planning entitlement projects.

EXPERIENCE AND TRAINING
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. 
• Three (3) years of civil engineering experience, including one year of lead responsibility. 
• Registered as a licensed Professional Civil Engineer in the State of California.
• Possession of a valid driver license and a satisfactory driving record throughout employment.

The Judicial Council of California is accepting applications for the position of Engineer for the Facilities Services office.

The Engineer will perform engineering design review, and options analysis in the areas of mechanical, electrical, and plumbing systems for judicial branch facilities. Incumbent will assist facility management staff in the more complex facility maintenance engineering activities including1) development and control of operating and maintenance procedures, 2) analysis of design maintainability and operability, and 3) other related technical support.

Incumbent will work directly with regulatory agencies such as Division of the State Architect (DSA), Board of State and Community Corrections (BSCC), Division of Occupational Health and Safety (Cal/OSHA), and local city and county Departments of Public Works (DPW) to explain the Judicial Council’s approach to code compliance in designs for new capital projects, facility modification projects, and correction of code violations in existing court facilities. The mechanical professional engineer (PE) license in the state of California is required to provide credible authority as the incumbent negotiates with the regulatory agencies and to validate incumbent’s decisions that may affect the safety of court facility occupants.

May oversee contractors and subcontractors during design and construction and may perform evaluations of “as built” conditions to assure compliance with plans, specifications, regulations, and applicable standards.

The Program Manager, Infrastructure & Capital Projects will be responsible for the engineering functions that support infrastructure and capital projects for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure for battery electric buses (BEBs) and hydrogen fuel cell electric buses (FCEBs)paratransit vehicles, and non­revenue vehicles totaling nearly 400 vehicles. Other projects include sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North and South Base Facilities.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in Civil, Mechanical, or Electrical engineering or a closely related field.
• Seven (7) years full-time increasingly responsible project management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

Engineering Division

This  position will lead an engineering team that will include substation engineering, Transmission system engineering and distribution system engineering. This position will be responsible for performing and managing the design of substation and transmission line projects from conception through construction and commissioning. THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;
• Supervises office and field survey activities;
• Advises survey staff regarding methods and techniques of surveying;
• Provides direction to the Survey Department's Record Drawing Group as needed;
• Coordinates surveying activities with real estate agents, engineers, inspectors, contractors, etc.;
• Attends pre-construction meetings or assigns survey staff to attend and keeps informed on projects and related activities;
• May recommend design changes to conform with field conditions;
• May administer consultant contracts;
• Supervises personnel performing office and/or field work required for preparation of Record of Survey Maps, Parcel Maps, Corner Records, legal descriptions, and construction layout plans for VTA projects;
• Serves as Responsible Charge as described in the Professional Engineers' and Land Surveyors' Act including stamping, signing, and certifying the correctness of documents;
• Interprets legal descriptions of real property;
• Uses AutoCAD, Softdesk, and other computer aided design software in the development of maps and calculations;
• Interacts with various public and private organizations;
• Prepares clear and comprehensive reports and technical correspondences;
• Performs technical surveying work as required including GPS surveying, running level loops, and producing maps and legal descriptions;
• Performs related work as required.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

• All phases of land surveying and map preparation, including GPS and GIS;
• Laws and regulations pertaining to land surveying in the State of California, including the State Professional Engineers' and Land Surveyors' Act, Subdivision Map Act, and County ordinances;

Ability to:
