POLICE DEPARTMENT

The Wheatland Police Department is responsible for providing public safety for the city. Services provided by the Police department include uniformed patrol, investigative services, traffic enforcement and administration. Dispatch services are provided under a contract with the Yuba County Sheriff. The Police Department is staffed with 11.5 FTE positions, of which 9 are authorized sworn positions. The authorized department staffing includes 1 Police Chief, 1 Sergeant, 6 Officers, 3 part-time Reserves and 2 non-sworn positions.

The position is open to both external candidates as a Limited Term position and current County employees through a Work-Out-of-Class assignment (up to 18 months).

 

This is a Limited-Term position. ABOUT THE UNIT

The Budget, Policy & Performance (BPP) unit manages the County’s $5 billion budget, oversees performance reporting, coordinates fiscal policy, and leads strategic initiatives across departments. Analysts are deeply involved in building the County’s operating and capital budgets from the ground up, gathering data, consulting with departments, evaluating requests, and helping shape budget strategy.

KEY RESPONSIBILITIES

Budget Development and Creation

• Collaborate with assigned departments to build detailed annual and mid-cycle operating and capital budgets.
• Provide departments with guidance on budget assumptions, salary and benefits projections, and cost containment strategies.
• Analyze revenue forecasts, expenditure plans, and fund balances to ensure accurate, balanced budgets.
• Draft budget documents, schedules, narrative justifications, and presentations for leadership and the Board of Supervisors.
• Monitor departmental compliance with budget policy, timelines, and reporting standards.
• Support the County’s transition to enhanced or new budget platforms and tools.

 

Fiscal Policy and System Support

• Lead or contribute to major budget system administration efforts, including testing, implementation, training, and troubleshooting.
• Maintain accuracy and consistency of budget data across departments using a variety of systems and Excel-based tools.
• Use financial models and data visualization to highlight trends, risks, and opportunities.

 

Strategic and Analytical Work

• Evaluate fiscal implications of department proposals and develop funding recommendations.
• Produce reports, dashboards, and decision packages that support executive decision-making.
• Support capital planning, resource allocation, and long-term financial forecasting.
• Conceive of and execute analytical projects for County Executives and the Board of Supervisors.

 

Performance and Project Management

• Track program and policy performance across departments to ensure alignment with fiscal priorities.
• Coordinate and manage special projects, including the Children, Youth & Family Budget, Youth Commission, Lean improvement initiatives, and Measure K funding allocations.
• Engage with stakeholders at all levels to implement policy and funding strategies.

Qualifications

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying, unless otherwise specified. A typical way to qualify is: 

• A bachelor’s degree in public administration, business, finance, political science, or related field plus three years of analyst experience; OR
• A master’s degree in the same fields plus one year of analyst experience; OR
• Five years of progressively responsible analyst experience in a public or nonprofit agency.

 

Knowledge of

• Public budgeting and financial management processes in government.
• Financial reporting, cost accounting, and multi-year forecasting.
• ERP or similar systems, Excel modeling, and data presentation tools.
• Local government operations and interdepartmental coordination.

 

Skill/Ability to

• Independently manage the full lifecycle of departmental budget development.

This position performs a wide range of semi-skilled and skilled tasks essential to maintaining well-cared for and professional court facilities.

The Court Utility / Maintenance Worker performs a broad range of skilled and semi-skilled maintenance, repair, custodial, and logistical services in support of court facilities. The work differs from higher-level trades classifications in that the work is generalist in nature and does not require journeyman-level certification. It differs from custodial-only classifications by requiring maintenance, repair, carpentry, and equipment support skills.

• Perform painting, furniture repair, minor carpentry, and wood restoration
• Repair and replace window coverings, fixtures, and building hardware

This is a full-time position working Monday–Friday. A hybrid schedule may be available; however, approximately four on-site workdays per week are anticipated based on operational needs and County requirements. The position is currently located in San Mateo, CA, but will relocate to South San Francisco, CA, planned for December 2026. Public Authority
The Public Authority (PA) was established by the San Mateo County Board of Supervisors in 1993 for the purpose of administering the provider components of the County of San Mateo's In-Home Supportive Services (IHSS) program. The IHSS Program provides homecare services to Medi-Cal eligible individuals who are aged, blind or disabled to assist them to remain safely in their homes as an alternative to out-of-home care. The Public Authority provides personnel and payroll services for IHSS caregivers, and Registry caregiver services for IHSS recipients.
  
 The Public Authority Payroll/Personnel Services Specialist duties include:

• Performing technical and specialized office support work, relating specifically to employer-of-record, payroll, and benefits administration, which may require the use of independent judgment and the application of technical skills.

The Superior Court of California in San Mateo County is seeking qualified candidates for the position of Court Senior Accountant – Exempt.

 

Under direction the Senior Accountant plans, oversees, coordinates, and monitors a significant accounting functional area in the Court’s Finance Office.  The Senior Accountant may assign, direct, review, and evaluate the work of accounting professional and support staff and will perform complex professional accounting work. 

 

The Senior Accountant is either the supervisory and/or the advanced specialist level in the professional accountant series. Incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work. Incumbents may identify and implement full accounting systems, initiate modifications to fiscal recordkeeping systems, make projections of revenues and expenditures, and participate in the budgeting process.  Senior Accountants model a culture of transparency, accuracy, and clarity in all matters of the Court.

• Provide direction, supervision, training, and work review to and evaluation of assigned professional and fiscal support staff on a project or ongoing basis.

Qualifications

Education Requirement:

This classification requires the successful completion of a minimum of twelve semester units of college level accounting coursework. 

 

Experience and Education:

In addition to the required 12 semester units of college level accounting coursework, any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required knowledge and skills is:

• Equivalent to graduation from a four-year college or university with major coursework in accounting, finance, business administration, or a closely related field and one year of journey level accounting experience.

Position Description: 

The County of San Mateo is seeking a capable and multifaceted Assistant Director to assist the Director of the Family Justice Center with strategic planning, program development, and management of the County’s new Center.

Under the Leadership of the Family Justice Center Director, the County is working with community partners and stakeholders to develop a one-stop holistic service and support center for families and survivors of domestic violence, child abuse, sexual assault, and other forms of abuse. The mission of the Center is to support survivors and their families by creating a single destination to receive crucial services and support.

The San Mateo County Family Justice Center is a County-run multi-agency, multi-disciplinary service center where both public and private partner agencies assign staff on a full-time or part-time basis to provide services from one location. The Center’s focus will be on reducing the number of times survivors tell their story, reducing the number of places they must go for help, and through active collaboration with community-based organizations, increasing the quality of services and support they receive.

· Consult with County and external subject matter experts on relevant program issues.

· Participate in securing contracts with outside vendors, consultants, or organizations.

· Provide oversight for the program budget that ensures the accomplishment of program and service objectives within budget restrictions.

· Prepare detailed written reports, policies, procedures, and contracts.

· Assist in completion of phase one of the Family Justice Center

Requirements: 

This project requires extensive research, careful planning, and successful collaborations. As such, the selected Assistant Director will need the following competencies:

· Subject Familiarity – Has comprehensive knowledge of the most current information, theories, techniques, practices, and procedures regarding victim assistance and family justice, or a strong willingness to learn the subject.

· Fact Finding – Identifies information needed to address an issue. Locates appropriate sources and pursues leads to additional sources. Effectively questions and digs for details and quality information.

· Effective Communication – Possesses the interpersonal skills needed to build relationships with interagency partners, the County Board of Supervisors, other County departments, and community-based organizations.

· Planning and Organizing – Ability to facilitate effective courses of action to ensure that work is completed efficiently.

· Problem Analysis and Problem Solving – Uses sound and logical judgment to spot and analyze problems, develop alternative solutions, and initiate corrective action.

· Emotional Intelligence – Perceives, understands, and manages personal emotions and the emotions of others during interpersonal interactions.

· Collaboration – Works with others toward an agreement and negotiates to find mutually acceptable solutions. Effectively gains consensus between differing parties in sensitive situations.

In addition to possessing the above-listed competencies, any combination of education, training, and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

· A minimum of five years of increasing responsible experience in the areas of project management, victim assistance program management, program development, or management of non-profit or community-based organizations.
