EDUCATION/EXPERIENCE

• Assistant Engineer is the initial classification in the engineering job class series requiring EIT and two years of Junior Engineer level experience (a master’s degree shall count for 1 year of post degree engineering experience).

LICENSES

• Assistant Engineer requires an Engineer in Training (EIT) certification.

ESSENTIAL JOB FUNCTIONS

Explains, interprets and analyzes affordable housing policies and regulations for the public. Implements and interprets the local, state and federal legislation on inclusionary housing policies. Provides information to housing developers regarding compliance with regulatory agreements for residential projects.   Negotiates complex agreements and policies related to affordable housing, effectively soliciting the input of developers, affordable housing advocates, and other stakeholders. Manage housing consultant contracts. Reviews proformas and financial assistance options. Evaluates requests for loans and grant financing and bond issuances for projects leading to funding recommendations. Coordinates and facilitates the development of affordable subsidized and inclusionary housing in the Spring Lake Specific Plan area, as well as infill sites throughout the City. Manages and monitors affordable housing program (all inclusionary units) for rental and for sale properties. Administers the City’s Community Development Block Grant and Continuum of Care programs including funded activities. Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting. Administers projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks. 

OTHER JOB FUNCTIONS

Researches and analyzes technical and statistical data to implement goals, objectives and policies of the Housing Element and makes recommendations to improve program activities. Prepares and presents staff reports to a variety of audiences. Education:

One (1) year of responsible work experience in housing, community development, public administration, or a related field is preferred.

Two (2) years of professional work experience in housing, community development, public administration, or a related field.

The City of San Rafael, Child Care Division is accepting applications for Child Care Aide to work in our School-Age Program.  We are looking for people who are available Monday thru Friday from 2:00 – 6:00 pm.  This is a great part-time position for someone who attends school in the morning.  No weekend work required!

This position performs the following essential job duties (including but not limited to):

• Assist Director and Instructors in planning and implementing activities.
• Assist in the supervision of children at the child care center or on outings/trips.
• Assist in the cleaning and maintenance of equipment and materials.
• Assist in the preparation and cleanup of snacks.
• Other related duties as assigned.

• Child guidance methods.
• Developmentally-appropriate practices and curriculum.

• Accept direction from supervisor.
• Establish and maintain effective relationships.
• Work as scheduled.

• Some experience with school age children, preferably 6 months.

SPECIAL REQUIREMENTS:

• Department of Justice and FBI fingerprint clearance
• Prefer possession of a valid California Driver’s License
• Must have a current TB test clearance

PHYSICAL DEMANDS:

Must be able to perform physical activities such as but not limited to lifting or carrying children or heavy items (up to 40 lbs.) unassisted, reaching, bending, standing, or walking. The employee is occasionally required to sit, climb or balance, twist, stoop, kneel, crouch or crawl. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Under the general direction of the Town Manager, plans, schedules, and directs the work of the Public Works Department, which includes providing supervision of street improvements, permits, traffic control, pavement markings, parks and public landscaping, storm drains, street sweeping, building maintenance, and general engineering functions; performs related work as required.

EXAMPLES  OF DUTIES

Prepares and presents public works related items and issues to the Town Council. Plans and supervises the capital improvement program, street maintenance program, storm drain and disaster related repairs and all aspects and equipment related thereto; periodically inspects streets and all public facilities for deficiencies and recommends corrective actions and priority of work; estimates labor, materials, and oversees initiation of projects including street openings, retaining walls, flood control and drainage facilities; manages the Town’s participation in the Marin County storm water pollution prevention program; manages the Town’s GIS program; prepares plans and specifications for bidding procedures; interacts with the Consulting Town Engineer and/or supervises engineering functions; provides complex and responsible administrative support to the Town Manager; prepares departmental budget and controls expenditures; personnel administration within the department; participates in code enforcement and in other activities, as required.
