POLICE DEPARTMENT

The Wheatland Police Department is responsible for providing public safety for the city. Services provided by the Police department include uniformed patrol, investigative services, traffic enforcement and administration. Dispatch services are provided under a contract with the Yuba County Sheriff. The Police Department is staffed with 11.5 FTE positions, of which 9 are authorized sworn positions. The authorized department staffing includes 1 Police Chief, 1 Sergeant, 6 Officers, 3 part-time Reserves and 2 non-sworn positions.

THE POSITION

The roles in the Accounting series support the City’s finance team by performing complex accounting tasks, preparing and reconciling financial data, assisting with the payroll and budget processes, and delivering responsive customer service.

IDEAL CANDIDATE

The ideal candidate for the Accounting Technician classification has a solid background in the municipal accounting process and regulatory compliance, can prepare clear and accurate financial reports, has some experience with payroll software, Excel, and payroll processing, and communicates effectively while working collaboratively and maintaining confidentiality when handling sensitive information.

The successful candidate will have experience supporting month-end, quarterly, and year-end accounting and reporting activities, and may assist with payroll-related filings, labor cost analysis, and audit support. This role requires knowledge of accounting principles, internal controls, financial reporting and office systems, applicable laws, and customer service practices, along with the ability to perform technical accounting tasks. The successful candidate will be able to analyze and interpret financial data, use specialized software, explain policies, provide responsive service, work effectively with diverse groups, and carry out duties safely and efficiently.

The ideal candidate for Senior Accounting Assistant is a capable and knowledgeable accounting professional who is trained in assigned functional areas and able to work with greater independence and responsibility. They confidently handle more complex accounting tasks such as reconciliations, troubleshooting discrepancies, preparing reports, and managing sensitive public and vendor interactions. This successful candidate will bring strong organizational skills, sound judgment, and a customer-service mindset, and may assist with training others, improving processes, or supporting system updates. At the I level, they are comfortable working with close supervision while learning standard procedures for processing items such as accounts payable, cash receipts, deposits, business licenses, or payroll. At the II level, they demonstrate increased independence, accuracy, and efficiency in maintaining records, reconciling documents, entering data, and assisting with routine reports. Accounting Technician

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Experience: Two years of increasingly responsible technical level experience in accounting or finance to demonstrate possession of the required knowledge and abilities. Experience performing fiscal record keeping or accounting work in a government finance environment is desirable. 
• Training: Equivalent to an Associate’s degree from an accredited college in business, accounting, finance or a related field.

Senior Accounting Assistant

• Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
• Experience: Three years of experience similar to that of Accounting Assistant II with the City of San Rafael.  
• Education: An Associate of Arts with course work in accounting or bookkeeping.  
• Supplemental course work in accounting, office management, computer science or related field is desirable.
• License or Certificate Possession of, or ability to obtain, a valid California driver’s license. 

Accounting Assistant I/II

• For AA I: High school diploma or general education degree (GED) with some course work in accounting preferred;
• For AA II: an AA preferred; two years related experience and/or training; or equivalent combination of education and experience.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

The ideal candidate for the Assistant Director of Community and Economic Development is a collaborative and strategic municipal leader with core competencies in Building and Code Enforcement with broad experience across community and economic development operations. The ideal candidate for the Deputy Building Official classification is a seasoned building inspection professional with strong technical expertise and proven supervisory experience.   • Experience: Five (5) years of progressively responsible community and economic development experience, including (2) two years of supervisory experience. 

Chief Building Official

• Any combination of experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:
  • Experience: At least 6 years of progressively responsible professional experience construction related inspection and design review, and code enforcement with at least 3 years in a supervisory capacity. Practical experience with principles and practices of organization, administration, budgeting, and personnel management for a municipal government is preferred.
  • Training: Equivalent to an associate degree from an accredited college with major work in construction technology, engineering, or related field.
    • ICC certification as a Building Official must be obtained within one year of employment
  • Certificates, Licenses, Registrations
    • Valid CA driver’s license is required.

Deputy Building Official

• Education/Experience
  • Graduation from high school or equivalent based on courses taken from an accredited educational institution.  Associate of Science degree in Building Inspection or related field is preferred.  
  • Five (5) years of progressively responsible experience in building inspection, including commercial, of which at least two (2) years must be in a supervisory capacity.   
• Certificates, Licenses, Registrations
  • Valid CA driver’s license.  
  • Must maintain ICC certification in at least three of the following areas:
    • Commercial building inspector, combination building inspector, electrical inspector, plumbing inspector or mechanical inspector.  These certifications are required at time of hire.  
    • In addition, Plans Examiner certification from ICC is required, but may be obtained within 6 months of hire. 

ABOUT MILL VALLEY

Mill Valley is a full-service city located 10 miles north of San Francisco and has a rich history with engaged residents. Mill  Valley is primarily a suburban community, with a thriving downtown and distinctive residential neighborhoods. The City’s approximately 14,000 residents live in a 4.8 sq. mile area. 

ABOUT THE OPPORTUNITY

The Neighborhood Response Group (NRG) Coordinator position will be filled within the Management Analyst Series and will be housed in the City Manager’s Office/Administrative Services Department.

The City plans to recruit flexibly within the Management Analyst Series (Management Analyst I or II) and will determine the appropriate level based on the qualifications, experience, and overall fit of the selected candidate. At the minimum, this position will be filled on a part-time basis at 15–20 hours per week.

Based on fit between the candidate and the City, we are willing to consider up to full-time employment, including a benefited position, depending on what the top candidate brings to the table and their ability to fit other needs of the City. The City is open to hiring up to full time with benefits for the right individual whose skills, availability, and experience align with organizational needs.
 

KEY RESPONSIBILITIES

This is a unique and rewarding opportunity for a community-oriented individual to lead local disaster preparedness efforts and other community related projects/programs. Primarily, you will play a vital role in building community resilience by organizing and empowering residents to prepare for, respond to, and recover from emergencies. You will develop and manage the City’s Neighborhood Response Group (NRG) program, working directly with Mill Valley residents to strengthen neighborhood connections and provide vital emergency response training. 

Key responsibilities include (but are not limited to):

• Recruiting and mentoring block captains, training volunteers, developing outreach strategies, and serving as a liaison between residents and City Staff
• Supporting the Emergency Preparedness Commission (EPC)

THE OPPORTUNITY

The City of Mill Valley is seeking an enthusiastic and dependable individual to join our team as a Maintenance Worker I in the Facilities Division. This position will be assigned to the Community Center and Aquatics & Fitness Center where you will play a vital role in keeping our recreational spaces safe, clean, and welcoming for all visitors.

The Maintenance Worker I classification is designed for individuals who are beginning or growing their careers in facilities maintenance. Employees in this role start under general supervision while learning a wide range of facility maintenance tasks. At the Community Center/Aquatics & Fitness Center, you will assist with building maintenance, respond to service requests, work directly with staff and the public, and support the operation of key amenities including the pool, spa, and kitchen facilities. Essential Duties (include but are not limited to): 

• Inspect Community Center/Aquatics & Fitness Center facilities regularly for safety issues, repair needs, and custodial concerns
• Troubleshoot and complete basic electrical, plumbing, carpentry, and painting tasks including fixture replacement, minor repairs, and surface preparation
• Perform custodial work such as trash removal, cleaning, vacuuming, window washing, and moving or rearranging equipment or furniture
• Perform minor maintenance on building systems including heating and air conditioning units, flooring, gutters, and downspouts
• Assist with room and event setup as needed.
• Respond to maintenance service requests from departments and address public concerns related to facility upkeep
• Collaborate with outside contractors when required
• Maintain accurate logs of maintenance activities, repairs, and supply needs
• Participate in on call duties during critical incidents or major events when assigned
• Maintain pool and spa operations including safe chemical handling, equipment care, and minor part replacement
• Perform minor repairs on kitchen equipment including refrigerators, freezers, stoves, and similar appliances
• Perform other related duties as assigned

Under the general direction of the Town Manager, plans, schedules, and directs the work of the Public Works Department, which includes providing supervision of street improvements, permits, traffic control, pavement markings, parks and public landscaping, storm drains, street sweeping, building maintenance, and general engineering functions; performs related work as required.

Prepares and presents public works related items and issues to the Town Council. The Town of San Anselmo is seeking applications for the full-time position of Senior Building Inspector in the Public Works and Building Department.  It is an exciting opportunity to work in a broad range of areas, to help shape the future of the Town.

The Department of Public Works maintains the Town’s infrastructure to support the community. With a staff of 15, the department is responsible for the operation and maintenance of the following public facilities: roads, parks, buildings, parking, equipment, and vehicle fleet. THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Make field inspections of buildings and public works permits to ensure compliance with approved plans, specifications, and applicable building, electrical, plumbing, and mechanical codes, statutes, and regulations of the Town, county, state and federal agencies.
• Review, approve and issue permits for construction work.
• Check plans and specifications for completeness, accuracy, and compliance with codes and ordinances.
• Investigate code violations and complaints.
• Conduct residential resale inspections, prepare and issue reports upon the sale of all residential property.
• Perform re-inspections and follow-up as necessary to gain compliance.
• Provide information and guidance to the public regarding codes, ordinances, and the permitting process.

• Resolve difficult and complex code interpretation, enforcement, and inspection problems, issues, and conflicts.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.
