The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects. 

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.
• Recommend and prepare conditions of approval for Planning entitlement projects.
• Review private and public development improvement plans and subdivision maps for compliance with state and local codes, regulations and standards, and compliance with the requirements of project approval.
• Review development encroachment permits, building permits, grading and sitework permits and other permit applications, including technical reports and documents such as hydrology and hydraulic reports, stormwater management reports, and geotechnical reports.
• Review legal property descriptions, ordinances, assessment plans and other written materials.

• Makes engineering calculations, completes design drawings, makes and revises maps, charts and diagrams.

• Assist Public Works Inspectors in resolving construction issues.

• Perform field inspections of various municipal construction projects, in progress and upon completion.

• Respond to applicants, contractors, consulting engineers regarding technical information and project related issues; assist and coordinate project resolutions with applicant’s team and City team.
• Coordinate projects with various agencies, such as Caltrans, Union Sanitary District (USD), Alameda County Water District (ACWD), and Alameda County Flood Control District (ACFCD)

• Perform work in accordance with local, State, and Federal standards and regulations

• Attend Alameda County Cleanwater Program committee meetings.

• Schedule and track progress of land development projects.

• Prepare staff reports, as well as presentations for City Council, and other legislative bodies; respond to the public and other inquiries orally and in writing.

• Develop Requests for Qualifications (RFQs) and participate with other department staff in the selection of consulting engineers.

• Serve as Project Engineer on Public Works capital improvement projects and transportation engineering tasks as needed.

EXPERIENCE AND TRAINING
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. 
• Three (3) years of civil engineering experience, including one year of lead responsibility. 
• Registered as a licensed Professional Civil Engineer in the State of California.
• Possession of a valid driver license and a satisfactory driving record throughout employment.

Under the general direction of the Deputy Executive Director of Projects, the Director of Project Delivery will Plan, organize, manage, and provide oversight of assigned staff and consultants in the delivery of capital projects. Manage the capital program and coordinate activities with other Alameda CTC staff, local agencies, and regional transportation and state agencies; manage assigned activities in coordination with other internal departments and outside agencies, including major interaction with the California Department of Transportation (Caltrans) District 4 staff. Manage multifaceted and multi-disciplinary capital projects, programs, studies, and initiatives. Provide complex assistance to the executive team in various areas of expertise; and perform related work as required.

Under general direction, the Planning Manager performs a variety of management and complex planning functions which includes, but is not limited to, supervision of the Planning Division staff; management of complex land use projects and plans and related tasks; presentations before the City Council, Planning Commission and other City commissions, committees and community groups; serving as a member of the City’s Management Team and performing related tasks as required.

 

CLASS CHARACTERISITICS:

This is a single position management classification reporting to the Economic and Community Development Director. The incumbent is responsible for managing the activities of a division engaged in current and long-range planning, zoning, and development services. The incumbent has considerable latitude in the application of departmental policy and follows general guidelines or professional and administrative standards in accomplishing assignments; the incumbent is expected to identify policy issues and work with other staff to develop options and recommend solutions.

 

EXAMPLES OF DUTIES (illustrative only):

• Plans, organizes, and directs the overall work activities of the Planning Division.
• Reviews and evaluates the job performance of the subordinate personnel, providing training as needed.
• Oversees the review and analysis of development proposals, including participation in the more complex and major projects; interprets and enforces zoning ordinance provisions and other codes related to community standards.
• Conducts presentations on planning recommendations and other planning-related topics before the Planning commission, City Council, community groups and organizations; works with other City departments in coordinating the division’s programs and projects.
• Conducts research and analysis of land use and related issues.
• Prepares environmental review documents.
• Prepares long range planning documents (e.g. General Plan update, Specific Plans, Climate Action Plan, etc.) and updates to the Zoning Ordinance.
• Manages a variety of consultants working on current, long range, and environmental planning projects.
• Participates in regional advisory groups including: Alameda County Transportation Commission Technical Advisory Committee, MTC Regional Advisory Working Group, East Bay Energy Watch Strategic Advisory Committee, Energy Council Technical Advisory Group, and Spare the Air Southern Alameda County Resource Team;
• Manages the City's sustainability efforts.
• Prepares written reports; may serve as secretary to the Planning Commission, the zoning administrator and act as Economic and Community Development Director in the absence of the Director.

THE POSITION: This limited term position supports the Youth and Family Services Bureau (YFSB) in the Police Department to strengthen and enhance services provided to Hayward families to keep youth positively engaged in the community and out of the juvenile justice system. The Lead Program Assistant works with YSFB mental health counselors to provide case management, life skills training, diversion, restorative justice, and other services.
The limited term position is dependent on ongoing funding for the program. Funding has already been secured through FY2026 (June 30, 2026) with the possibility of an extension or permanent funding in FY 2027.

The Lead Program Assistant is a Citywide classification; current vacancies exist in the Police Department however future citywide vacancies may be filled from this recruitment. You are:

The Position

The Fremont Police Department is recruiting for the position of Animal Services Supervisor. Under direction, the Animal Services Supervisor supervises and participates in the work of the field and/or animal shelter section of Animal Services Administration of the Police Department. The Animal Services Supervisor may supervise operations in the absence of the Administrator; and performs related duties as required.

Education/Experience: College level course work in Administration of Justice and/or Veterinary Technology (formerly known as Animal Health Technology) and four years of progressively responsible animal control experience with a city, county, or humane society. Experience as a lead worker and/or supervisor and/or a two-year college degree in Veterinary Technology or Administration of Justice is highly desirable.

Acceptable Substitution: Possession of a valid Registered Veterinary Technician (RVT) certificate (formerly known as Animal Health Technician certificate) issued by the State of California may be substituted for one year of the above stated experience requirement.

Licenses/Certificates/Special Requirements:

• Possession of a Class C Driver License.
• Possession of valid certificates in Standard First Aid, Cardiopulmonary Resuscitation and successful completion of a Penal Code 832 course within first year of employment.
• State certification to perform euthanasia is required prior to employment.
• Willingness to work a variety of shifts.
• This position is required to wear a uniform.
