The Park Development Project Manager (Class: Project Analyst II or Project Analyst III) will manage park development, landscape improvement and/or watershed planning projects. The projects will be related to MRCA's capital improvement projects, which include urban river restoration, public access, open space conservation, master planning, and park development. Projects may consist of design and construction of new park amenities, creation of parkland in urban neighborhoods, renovation of infrastructure and buildings, acquisition of land, and planning in a watershed context. Capital projects include renovation of existing facilities, new construction by contractors and force account, and fee acquisition of land interests.

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others, for a flexible person at an entry or intermediate level. Project managers must also build community support, seek funding opportunities, actively cooperate with other government agencies and non-profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for improvements, land acquisition, and major maintenance projects in nature parks within greater Los Angeles, and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Ability to speak Spanish is required.

This position may report to the Deputy Chief of Park Development, Chief of Watershed Planning, or other Executive-level staff depending on MRCA's needs. Assorted tasks may be supervised by Executive Staff and may include participation in multi-division teams. The position supervises no other staff. 

ESSENTIAL FUNCTIONS

• Implement multiple projects simultaneously: The project manager is the central point of contact on all issues concerning assigned projects and will be responsible for project quality. Perform project tracking, scheduling, and budget management.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Perform day-to-day administration of grants, prepare required reports and ensure conformance with grant agreements.
• Cooperate with other team members to accomplish project goals.
• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.
• Manage project budgets with funding from multiple sources, keeping abreast of status and expense eligibility requirements, identifying solutions to shortfalls, and keeping up to date as projects evolve.
• Assist with coordination of construction. Coordinate with others to monitor progress of in-house staff (force account) and subcontractors, assure compliance with plans and specifications, and troubleshoot as needed.
• Prepare Requests for Proposals/Requests for Bids, and review bids. Select and manage contractors and consultants in conjunction with other staff. Ensure bidding process meets applicable regulations. Assist with estimating and selection of vendors for best value.
• Maintain files, including documentation and authorization for expenses, project progress, contracts and grant agreements, project budgets, contacts, board actions and all other items related to a project’s development.
• Manage the CEQA compliance process for potential projects.
• Provide support to coworkers on other projects.
• Analyze, verify and obtain payment approvals for invoices.
• Maintain good habits of answering and responding to incoming telephone calls, correspondence, and when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.
• Perform related duties as required.

NON-ESSENTIAL FUNCTIONS

• Lead and participate in group hikes, project site tours, and kayak trips with project stakeholders.
• Quantify and describe the greenhouse gas emissions benefits of potential projects based on latest accepted science, research, and generally accepted methodology.
• Represent the agency in public forums.

Depending on the MRCA's needs, landscape architecture may be emphasized in the specific job duties, including:

• Produce landscape improvement plans, details, and specifications, at conceptual design, schematic design, and construction document phases with both hand-drawn graphics, computer graphic programs (e.g. Adobe graphic suite, sketch-up, rivet, and/or any other 3D digital rendering programs), and CAD techniques.
• Produce irrigation designs utilizing Land F/X software.
• Research new construction/architectural products and technologies.
• Perform assessment of architectural barriers and analyze options for barrier removal. 

Depending on the MRCA's needs, watershed planning may be emphasized in the specific job duties, including:

• Analyze various planning documents and processes for consistency and impacts on MRCA's watershed planning priorities. Write formal comment letters and and informal memoranda.
• Participate in planning processes related to the Los Angeles River and other local watersheds, at both regional and individual project scales.
• Identify potential projects and assess feasibility.
• Write and coordinate grant proposals and research new funding opportunities for land acquisition, park development, and related planning efforts.

Depending on the MRCA's needs, management of maintenance funding sources may be emphasized in the specific job duties, including:

• Analyze proposed expenses for eligibility and determine appropriate funding sources for expenses.
• Assist with budget development and monitoring for multiple locations and funds.
• Liaison frequently between operations and maintenance staff and finance staff to ensure smooth administrative processes.
• Distinguish between maintenance and capital expenses and providing documentation for full reimbursement.

JOB SPECIFICATIONS

MINIMUM QUALIFICATIONS

Position and Duties:
Racial Equity Senior Executive Analyst is integral to the City Manager’s Office of Racial Equity.

DESCRIPTION/RESPONSIBILITIES:
Position and Duties:
The City Council has a Digital Inclusion and Broadband Strategy that seeks to accelerate the deployment of wired and wireless broadband for all people while making it more inclusive for the digitally underserved (closing the digital divide).  Executing this strategy requires accelerating Broadband permitting with the telecom providers for small cell, macro cell, and fiber optic infrastructure, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and managing the day-to-day permitting workflow for the City’s Small Cell and Macro Cell Teams that execute the Permitting and Inspection processes for the City.

The Broadband Permitting Project Manager (Senior Executive Analyst) works as a member of the Civic Innovation Team reporting to the Broadband Manager (Assistant to the City Manager) responsible for Broadband and Digital Inclusion.

The Broadband Permitting Project Manager directly influences over $1B in private sector investment into the City. This private sector investment creates jobs, increases regional GDP, delivers Smart City capability, and delivers economic opportunities for the digitally under-served.

The Broadband Permitting Project Manager role requires a broad set of skills including project management, stakeholder coordination, strategic thinking, contract management, public policy, team leadership, and public collaboration. They will ensure City’s departments fulfill permitting in partnership with telecom providers demand by permitting communications facilities including cell towers, small cells, macro cells, and underground fiber optics, and conduit runs.  This role requires collaboration with various city departments including, but not limited to, other offices within the City Manager’s Office; the Emergency Operations Center; Planning, Building, and Code Enforcement; Fire; Library; Public Works; and the Office of Economic Development. Collaboration with public interest groups, community organizations, and other stakeholders will also be required.

The Broadband Permitting Project Manager responsibilities include the following:
• Execute and coordinate broadband permitting service levels across multiple departments with a balance of meeting industry needs and ensuring safe, well designed, and consistent review process.

Additional Information:
The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Senior Executive Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

About the Positions

The Office of Racial Equity is hiring two Assistant to the City Manager positions. Each position is described below:

Racial Equity Manager

The Racial Equity Manager (Assistant to the City Manager) is a key position in the City Manager’s Office of Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Leading and managing systems change in an organization;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Developing, implementing, and leading diversity, equity, and inclusion programs, policies and practices with demonstrable outcomes;

• Cross-system collaboration to achieve collective impact;

• Serving as a coalition-builder with the San José community and trusted to be a local leader of racial equity;

• General administration such as budgeting, report writing, and creating mechanisms to track performance and communicate results; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation.

Central abilities key to this position include excellent communication, strategic planning, leadership and interpersonal skills, strategic thinking, a commitment to customer service, and coalition building. The organization is looking for proven leaders, that enjoy working through complex issues to find creative and innovative solutions and process improvements.  Due to the complexity and scope of authority involved, this position requires someone who can work both independently and interdependently.

The Racial Equity Manager responsibilities include the following:

• Develop, manage, implement, and evaluate a comprehensive workplan to achieve the goals and performance measures of the Office of Racial Equity;

• Build coalitions and alliances with community and organizations known for advancing social justice and anti-racism strategies;

• Create and maintain a citywide infrastructure that embeds an equity culture and enables the organization to advance racial equity;

• Support City departments in the development of Racial Equity Action Plans and in evaluating, with a racial equity lens, current City policies, procedures and programs related to (but not limited to) recruiting and hiring, outreach, community engagement, procurement and contracting, permitting, code enforcement, housing development, and workforce development;

• Design and implement a budgeting for equity training, tools, and process;

• Develop and implement dynamic and professional development and skill development opportunities centered on equity, in partnership with training consultants;

• Supervise and manage a Senior Executive Analyst and interns;

• Work collaboratively with the Immigrant Affairs staff to ensure alignment with access and engagement priorities; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity.

Immigrant Affairs Manager

The Immigrant Affairs Manager (Assistant to the City Manager) is a key position in the City Manager’s Office Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Working directly with immigrant and refugee serving organizations and communities;

• Familiarity with legislative process, advocacy towards immigration policy and initiatives;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Being a bridge-builder with the San José community and trusted to be a local partner on immigrant and refugee issues;

• Understanding of welcoming and belonging principles;

• Developing programs, policies, or practices that are culturally and linguistically appropriate; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation

The Immigrant Affairs Manager responsibilities include the following:

• Develop, manage, and implement programs to create a welcoming environment for immigrants and refugees, including the Welcoming San José Plan;

• Develop and implement strategies that support the integration of various immigrant and refugee groups in San José, including civic leadership academies and citizenship campaigns;

• Develop and implement strategies and programs aimed at promoting a greater understanding of immigrant communities by City staff, including increasing translation and language inclusion services Citywide, and facilitating cultural responsiveness training;

• Develop and facilitate ongoing partnerships with other agencies and organizations, including Santa Clara County, Rapid Response Network, Refugee and Immigrant Forum, Cities for Citizenship, and other networks that prioritize immigrants;

• Leverage the work of local non-profits and identify opportunities for partnership;

• Serve as a liaison between the City and the immigrant and refugee community;

• Oversight of Human Services Commission

• Work with the City Manager’s intergovernmental relations team to track local, state, and federal immigration legislation and develop new City policies and programs accordingly;

• Supervise and manage a Senior Executive Analyst and an Executive Analyst; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity. Bilingual in Spanish or Vietnamese is preferable but not required.
