The City of Hayward is seeking a Senior Utilities Engineer with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Utilities Engineer is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The ideal candidate will possess in-depth knowledge of wastewater treatment and related water/wastewater infrastructure projects. This position will serve as a key member of the team that will manage and deliver a $100 million treatment system upgrade for the City’s Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.  
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, storm water management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain knowledge and abilities would be:
 
Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.
 
Possession and maintenance of a valid Class C California driver's license.

Senior Electrical Engineer

Position Summary

 

Under direction, perform varied professional and electrical engineering work at an advanced level of difficulty in the field and office. Perform assessments of and prepare written reports documenting the existing electrical systems and loads at existing facilities. Work with other engineers and technicians on design of new facilities and rehabilitation/retrofit of existing facilities. May supervise subordinate engineering personnel engaged in design and construction work. May act as resident engineer on major capital improvement projects and as oversight engineer on in-house maintenance and repair projects. Interpret, explain and carry out electrical engineering design, inspection and construction methods and procedures. Essential Responsibilities

• Assists in the preparation of complex contract documents
• Conducts correspondence and prepare technical engineering reports in connection with a wide variety of projects

Minimum Qualifications

 

Education and/or Experience: 

• Bachelor's degree in Electrical Engineering
• Five years position-related electrical engineering experience, including design, estimate and specification preparation and the inspection of construction work
• One-year supervisory experience is desirable

 

Required Licenses:  

• Registration (P.E. license) as an Electrical Engineer in the state of California. Must have a PE license as an Electrical Engineer for at least 5 years. 
• Must possess and maintain a current, valid California driver's license and satisfactory driving record. No reckless driving and DUI infractions within the last 7 years. No more than 2 moving violations within the last 3 years. May operate District vehicles.

 

Physical Requirement: 

• Must inspect construction work on the Golden Gate Bridge, other structures and buildings, climb scaffolds, catwalks and ladders
• Carry test, inspection and electrical equipment that may weigh up to 50 pounds

The City Council has a Digital Inclusion and Broadband Strategy that seeks to accelerate the deployment of wired and wireless broadband for all people while making it more inclusive for the digitally underserved (closing the digital divide).  Executing this strategy requires accelerating Broadband permitting with the telecom providers for small cell, macro cell, and fiber optic infrastructure, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and managing the day-to-day permitting workflow for the City’s Small Cell and Macro Cell Teams that execute the Permitting and Inspection processes for the City.

The Broadband Permitting Project Manager (Senior Executive Analyst) works as a member of the Civic Innovation Team reporting to the Broadband Manager (Assistant to the City Manager) responsible for Broadband and Digital Inclusion.

The Broadband Permitting Project Manager directly influences over $1B in private sector investment into the City. This private sector investment creates jobs, increases regional GDP, delivers Smart City capability, and delivers economic opportunities for the digitally under-served.

The Broadband Permitting Project Manager role requires a broad set of skills including project management, stakeholder coordination, strategic thinking, contract management, public policy, team leadership, and public collaboration. The Community Energy Department is seeking an Associate Electrical Engineer to support an emerging program which is intended to increase the City’s overall energy resiliency.  This newly formed Associate Electrical Engineer position will collaborate with staff from other departments, consultants, vendors, private developers, and other partners to identify, assess, develop and deliver innovative energy resiliency projects, including participating in the potential development of a City utility to provide electric distribution service to a large development project.

The Associate Electrical Engineer will perform a diverse set of professional electrical engineering-related assignments which are primarily focused on the engineering, design, and implementation of electric distribution microgrids, distributed energy resources, and other electrical projects within new residential, commercial and other land-use developments, as well as City-owned facilities.  The person selected will have knowledge and experience related to the design, construction and operation of high voltage electric transmission and distribution systems, building and other facility electrical systems, and renewable energy generation and storage solutions.  Knowledge and experience related to the design and operation of component-level or integrated electronic circuitry is not applicable to this position.

Knowledge and experience in the following specific areas is directly relevant to this Associate Electrical Engineer position: Experience in electrical power system and microgrid design, including transmission, distribution, generation and storage. Knowledge of electrical power transmission and distribution equipment and operation comprised of 115KV, 21KV, 12KV, 4.16KV and 480V switchgears, substations, breakers, switchboards, panel boards, UPS, generators, substation equipment, and SCADA.  Knowledge of designs for equipment installation, underground duct banks, conduit and other raceway systems, power and control cables and grounding.  Knowledge of building and facility electric distribution, metering and power backup systems and equipment.  Knowledge of renewable energy devices such as wind and solar generators and storage batteries.  Knowledge of distributed energy resource systems implementation and management.  Knowledge of federal and state electric energy laws, regulations, and procedures.  Knowledge of PG&E tariffs, interconnection processes, system impact and facility studies, and transmission and distribution services and operations.  Familiarity with the principles and practices of project and construction management.  Ability to exercise professional level judgment in the application of codes and standards expressed in the California Code of Regulation Title 24, PG&E Greenbook, Institute of Electronic and Electrical Engineers (IEEE), American National Standards Association (ANSI), National Electric Code (NEC), Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), California Mechanical Code (CMC), the California Plumbing Code (CPC), The California Energy Code (CEC), the National Fire Protection Code (NFPA), and will be familiar with the California Building Code (CBC), the California Fire Code (CFC).

• Define, prioritize, and assign the work tasks of other staff and consultants, and regularly review progress and make necessary adjustments to ensure satisfactory performance of the work.
• Prepare, review and/or analyze designs, improvement plans, specifications, and other engineering documents for a variety of electrical systems, including but not limited to electric power transmission, distribution, generation, and storage.

• Prepare and/or review documents and specifications used to procure professional consulting services, products or equipment, and other items needed to implement electrical systems and energy resiliency projects.
• Prepare written reports and presentations as the basis for important discussions, requests, actions, and approvals by internal and external stakeholders, including City Management, City Council, other City departments, developers, and community groups.
• Provide accurate, timely and appropriate verbal and/or written responses to stakeholder requests, questions or concerns.

About the Positions

The Office of Racial Equity is hiring two Assistant to the City Manager positions. Each position is described below:

Racial Equity Manager

The Racial Equity Manager (Assistant to the City Manager) is a key position in the City Manager’s Office of Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Leading and managing systems change in an organization;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Developing, implementing, and leading diversity, equity, and inclusion programs, policies and practices with demonstrable outcomes;

The Racial Equity Manager responsibilities include the following:

• Develop, manage, implement, and evaluate a comprehensive workplan to achieve the goals and performance measures of the Office of Racial Equity;

• Build coalitions and alliances with community and organizations known for advancing social justice and anti-racism strategies;

• Create and maintain a citywide infrastructure that embeds an equity culture and enables the organization to advance racial equity;

• Support City departments in the development of Racial Equity Action Plans and in evaluating, with a racial equity lens, current City policies, procedures and programs related to (but not limited to) recruiting and hiring, outreach, community engagement, procurement and contracting, permitting, code enforcement, housing development, and workforce development;

Immigrant Affairs Manager

The Immigrant Affairs Manager (Assistant to the City Manager) is a key position in the City Manager’s Office Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Working directly with immigrant and refugee serving organizations and communities;

• Familiarity with legislative process, advocacy towards immigration policy and initiatives;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Being a bridge-builder with the San José community and trusted to be a local partner on immigrant and refugee issues;

• Understanding of welcoming and belonging principles;

• Developing programs, policies, or practices that are culturally and linguistically appropriate; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation

The Immigrant Affairs Manager responsibilities include the following:

• Develop, manage, and implement programs to create a welcoming environment for immigrants and refugees, including the Welcoming San José Plan;

• Develop and implement strategies that support the integration of various immigrant and refugee groups in San José, including civic leadership academies and citizenship campaigns;

• Develop and implement strategies and programs aimed at promoting a greater understanding of immigrant communities by City staff, including increasing translation and language inclusion services Citywide, and facilitating cultural responsiveness training;

• Develop and facilitate ongoing partnerships with other agencies and organizations, including Santa Clara County, Rapid Response Network, Refugee and Immigrant Forum, Cities for Citizenship, and other networks that prioritize immigrants;

• Leverage the work of local non-profits and identify opportunities for partnership;

• Serve as a liaison between the City and the immigrant and refugee community;

• Oversight of Human Services Commission

• Work with the City Manager’s intergovernmental relations team to track local, state, and federal immigration legislation and develop new City policies and programs accordingly;

• Supervise and manage a Senior Executive Analyst and an Executive Analyst; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity. Bilingual in Spanish or Vietnamese is preferable but not required.

Effective 7/1/2020, the pay range for this classification is $96,470.50 to $122,137.60.

The San José Fire Department (SJFD) is seeking to fill four (4) Associate Engineer positions in the Bureau of Fire Prevention (BFP). The Bureau of Fire Prevention (BFP) Development Division contributes to the Department’s mission through its primary focus on key areas of responsibility that include; public education and outreach services, investigation of fires to determine cause and origin, and code compliance activities such as plan review and inspection.

Under the general supervision of a Senior Engineer, the Associate Engineer position performs a variety of professional engineering, plan review, and inspection work.

Typical duties include, but are not limited to the following:

- Examine plans, perform calculations and review specifications for commercial, industrial, and residential buildings for compliance with the California Building Code, California Fire Code, California State Fire Marshal regulations, and
applicable NFPA standards and local ordinances.

- Provide technical advice to consultants, architects, engineers, contractors, developers, department officers and staff, and the Fire Marshal on the application or interpretation of fire safety codes/regulations, and on the resolution of fire safety issues found in the preliminary design of buildings.

- Analyze and evaluate proposals for alternate materials, methods of construction, and/or variances to fire safety codes and regulations.

- Conduct field inspections to ensure that the finished construction complies with approved plans.

The subject of the incumbent’s tasks will be focused on one or more of the following Sections of BFP areas: Building Life Safety Systems, Fire Suppression Systems, Fire Detection/Fire Alarm Systems, Hazardous Materials and Site Development.
