The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Senior Executive Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.  The salary range for the Senior Executive Analyst classification is $94,224.88  – 143,942.32.00 and with the 5% non-pensionable pay, the salary range is $98,936.13 - $151,139.44.

The Senior Executive Analyst (SEA) is a manager level classification and plays a critical role in developing Analysts and guiding them with their assignments.  The SEA position is distinguished from a Budget Analyst position primarily by the scope and complexity of their assignments, the supervisory role they play, and the ability to independently perform their work. The incumbent will be responsible for operating and/or capital budgetary analysis assignments for a City Service Area (CSA) and several City departments, including assisting their assigned CSA/departments in developing and monitoring their operating/capital budgets; analysis of revenues and expenditures; coordination and presentation of budget information to the City Manager; preparation of the City's annual Operating and/or Capital Budgets; review of budget-related departmental requests; collaboration with departments to resolve budgetary issues; review of City Council memoranda for budget implications and appropriate budget language, conducting research on budget and policy-related matters; and special projects as assigned. During critical times of the year, you will be expected to work overtime, both weeknights and weekends, for the preparation and release of several key budget documents.

The Enterprise Strategic Support Engineer will be providing hybrid meetings and Council systems strategic support under the Productivity and Collaboration Application Program. This role and responsibilities will address help desk tickets submitted from the City Council Offices and City Manager’s Office to resolve speed, capacity, and security issues of software applications, application performance upgrades, equipment and/or complications from urgent hybrid meetings. The City of San José is recruiting for an IT Support Manager in the Information Technology Department. As a technical manager, this position will be responsible for overseeing infrastructure service and day-to-day operations for the City’s Emergency Operation Center (EOC).

The IT Support Manager supports the essential technologies needed to operate the City’s EOC in disasters, including the core network infrastructure, computing servers, storage, enterprise applications, collaboration tools, Mobile Device Management, Motorola Computer Dispatch workstations, and video and audio systems. The EOC technologies include a multi-layer redundant/backup network connectivity with a localized data center, servers, and storage. This allows the EOC’s technology services available during large-scale emergency events.

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment.

The IT Support Manager is a member of the IT Department with a mission to support the EOC. The work plan defines the business requirements with priorities set by the Office of Emergency Management. As a member of the EOC response team, the IT Support Manager will need to be available onsite to support the emergency event. Work hours during an emergency event could be after City’s business hours or on the weekend.

Duties may include but are not limited to:

• Providing technical leadership for the City’s enterprise infrastructure which includes: network, servers, hyperconverged infrastructure, desktops and mobile devices, Active Directory, VPN, Federation Service, Public/Private Cloud support, enterprise storage, system management and monitor, enterprise system backups and restore, as well as Disaster Recovery of EOC IT services.

The City Manager’s Office provides strategic leadership that supports the Mayor and City Council, and motivates the organization to deliver high quality services that meet the community’s needs. The City Manager’s Office of Administration, Policy, and Intergovernmental Relations, under the direction of the Director, coordinates internal budgets and hiring, citywide public policy, and legislative affairs. About the Position
The Assistant to the City Manager is a key member of the Office of Administration, Policy, and Intergovernmental Relations (API).  The position will assist the Director by supporting organizational capacity-building around policy development and data-driven decision making, and aligning program and policy priorities internally and externally. The position enhances the City Manager’s Office internal planning and management, and supports streamlining inter-departmental coordination for programs, policies, and initiatives. The position is responsible for facilitation and collaboration across Departments to advance the development, implementation, and evaluation of programs and services that support the City Manager’s Enterprise Priorities, City Council Committees, and other services that resolve critical issues. This position assists both internal and external stakeholders to achieve City goals.

Proven ability to effectively communicate with a broad set of stakeholders including team members, senior and executive leadership, internal and external stakeholders, and the residents of San José.

Key position responsibilities include, but are not limited to:
• Analyze organizational structures, functions, procedures, and practices; provide analysis and recommendations of various kinds and levels of services provided by City government to create improved efficiencies.
• Coordinate activities and provide information and staff reports to assist the City Manager and senior and executive staff, City Council Members, City task forces, and committees.
• Oversee the performance of the organization in meeting the City's goals and in carrying out directives of the City Manager and Emergency Operations Center (when activated).
• Establish and maintain good working relationships with a diversity of individuals, community groups, and organizations to ensure that the City's programs effectively serve the San José community.
• Carry out special studies, investigations and prepare reports and recommendations to the City Manager.
• Represent the Director as assigned.
• May supervise professional and/or support staff as assigned.
• Evening and weekend work is occasionally required.

Selection Process
