SUMMARY DESCRIPTION

Performs technical and paraprofessional work supporting both the department and City planning operations including current and long-range planning,  environmental compliance review, processing development proposals, interacting with applicants, developers, consultants, the public, and external agencies, organizations and community groups, and other technical-level functions.

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring administrative, analytical, and specialized technical skills to perform semi-complex municipal planning duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency in planning. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform a wide range of administrative, operational, and technical tasks supporting planning programs and functions.
• Process, review, and evaluate plans, required planning documents and construction plans for completeness, consistency, and regulatory compliance.
• Administer zoning, land use, subdivision, and environmental regulations; provide recommendations on project issues, and assist applicants to ensure all requirements are met within established time frames.
• Interact with the public, and internal and external stakeholders;  serve as liaison to City staff, applicants, developers, consultants, and external organizations and agencies regarding City codes, policies, processes, and requirements.
• Conduct site visits; investigate zoning issues and complaints; advise property owners, developers, and the public on relevant City ordinances and regulations.
• Prepare reports and make public presentations to the Planning Commission, City Council, and other public groups.
• Conduct specialized planning studies, research, and analysis for current and long-range planning issues, including environmental evaluations and General Plan updates.
• Develop ordinances, resolutions, and regulations related to planning matters.
• Oversee and coordinate the current planning process including project scheduling for Historic Design Review Committee and Planning Commission, and project review with other staff.
• Maintain accurate and up-to-date planning records and data.
• Perform other related duties as assigned.

NOTE: Advanced Water Purification Center is categorized as a Wastewater facility, and interning at this facility only qualifies for Wastewater treatment operator licenses. Both Rinconada and Santa Teresa water treatment plants are conventional T-5 drinking water facilities.
 
INTERNSHIP LOCATION STATUS:
This internship position will require the selected candidate to report on-site 100% of the time, adhering to strict safety protocols. Interns will be placed at one of three locations, the Silicon Valley Advanced Water Purification Center, the Rinconada Water Treatment Plant, or the Santa Teresa Water Treatment Plant.

 

• Currently enrolled in or completed an Engineering, Science, or Water Related Program in the last six (6) months.
• Pursuing state certification to be an operator at a Drinking Water Treatment Facility or an Advanced Water Treatment Facility. (PLEASE NOTE: high school graduates are automatically qualified to take the entry level Grade T1 state exam and obtain their certification right away)
• Community service and safety orientation.
• Curious and mechanically inclined.
• Able to do shift work.

• 5 am start, shift pass down.
• Learning safe work practices.
• Training with a certified water plant operator to perform plant rounds and associated duties.
• Performing basic water sampling and analysis.
• Perform cleaning e.g., hosing down basins, sweeping, organizing, general housekeeping.
• Learning to monitor water plant through SCADA computer system.

• Be currently enrolled in or have completed in the last six months: Engineering, Science, or Water Related Program.
• Be able to commit at least 15-20 hours a week. (We can work around your school schedule.)
• Live within 150 miles of their primary physical work location by their start date.

What You’ll Do

The Assistant Planner/Associate Planner performs professional level work in the field of current planning and/or advance planning to promote the City’s Mission and Values. The current vacancy may be filled at either level based on experience.

Assistant Planner - is the entry level class in the professional planning series and is distinguished from the Associate Planner by the performance of less complex tasks and duties in the fields of current or advance planning, which require the application of fundamental planning principles. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience.

Associate Planner - is the journey level class in the professional planning series and employees within this class are distinguished from the Assistant Planner by the performance of the full range of duties as assigned, which require the application of professional knowledge and skills to various municipal planning, zoning, and environmental problems and the preparation of specific reports and plans. The position provides opportunity for independent judgment in planning work details and making technical determinations. Work in this class is distinguished from that of Assistant Planner by the greater complexity of assignments including preparing zoning code and general plan amendment studies, and by the greater independence with which the incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Planner or, when filled from the outside, require prior professional planning work experience.

The Assistant Planner receives general supervision from a Senior Planner or higher level department personnel. Position Duties

The Parks, Recreation and Neighborhood Services Department is currently seeking to fill 2 full-time Maintenance Worker I vacancies in the Parks Division.

The salary range for this classification is: $68,473.60 - $83,304.00

Actual salary shall be determined by the final candidates’ qualifications and experience.

This is the journey-level class in the Maintenance Worker classification series responsible for performing the full range of semi-skilled tasks for assigned maintenance operations and programs. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Maintenance Worker II in that the latter class performs the more complex work assigned to the series.

Some assignments require candidates to be willing and able to work weekends, holidays and/or other shifts as needed.

Duties of the Maintenance Worker I position include, but are not limited to:

• Maintaining park grounds which may include, but is not limited to: irrigation, cultivation, pruning, planting, and transplanting a variety of turf, shrubs, trees, and plants. 

• Operating mowing equipment in parks and athletic fields and operating triplex gang/rotary mowers, power edgers, tractors, rototillers, sprayers, dump and other trucks, power chain saws and other light power equipment and hand tools used in grounds and maintenance work. 

• Applying fungicides, herbicides, insecticides, and fertilizers. 

• Maintaining and making minor repairs to playgrounds, picnic areas, athletic fields and sport courts, park trails, and firebreaks as well as make minor repairs and adjustments to irrigation systems, mowers, and miscellaneous equipment. 

• Performing clean-up and litter pick-up functions, cleaning pools and fountains, scheduling automatic irrigation controllers, maintaining work-related records, and preparing corresponding reports. 

• Explaining programs and policies to the public, providing lead guidance to less experienced workers, assisting in firefighting and rescue duties in wilderness park areas, and may be responsible for vehicle and pedestrian traffic safety in work areas. 

• Must be willing and able to lead various unpaid labor and volunteer participants.

The City of Patterson’s Public Works Department is seeking to fill a Full-Time Environmental Compliance Specialist position.

The Emergency Dispatcher I/II position in the Sheriff’s Department performs a variety of difficult work in the provision of 24-hour-per-day, seven-days-per-week public safety emergency dispatch service, including all 911 communications. Emergency Dispatcher I is the entry level class in the Emergency Dispatcher series.  It differs from Emergency Dispatcher II in that the II level is fully trained as a dispatcher and may provide training for the Dispatcher I. WHAT YOU’LL DO

• Receives incoming calls from the public; determines type of assistance required, including law enforcement, fire or ambulance personnel, etc., and dispatches emergency and non-emergency radio and telephone communications to appropriate jurisdictions and agencies.
• Operates a law enforcement 911 communications network.
• Maintains radio communications with field personnel as necessary to relay messages and information, and to determine the location and safety of field personnel.
• Performs a variety of clerical duties as required, including but not limited to answering business telephones; processing and/or maintaining department records, including case files; compiling information and statistics for reports; preparing criminal history reports; entering/cancelling/retrieving data on computer; ordering supplies, copying and filing documents, etc.
