The City of San Jose’s Community Energy Department’s is seeking a Principal Power Resources Specialist to join the Power Supply Team. Successful candidates should have a deep knowledge of California energy markets, relationships, and experience working with a variety of energy market participants, including: large energy trading firms,
independent power producers, investor owned and municipal utilities, and CCAs. Experience successfully managing and improving power portfolio performance for a large utility or power trading firm is highly preferred. The ideal candidates have strong analytical skills with extensive experience related to power trading and origination, and contract negotiations in California energy markets. The positions will be part of a fast-paced team, often working on multiple high-priority projects and short deadlines. Good judgment, initiative, and cooperation with other staff and outside stakeholders will be an asset to this position.

This position will report to the Deputy Director of the Power Resources Division. Successful candidates should possess the following:

• Extensive knowledge of energy market indices, pricing trends, seasonal market dynamics, and experience using this knowledge to improve power portfolio performance.
• Extensive experience in contract negotiations with large energy trading firms, utilities, and renewable developers.
• Extensive experience with energy contracts including energy and capacity transactions, the Edison Electric Institute (EEI) agreement, and short-term Western Systems Power Pool (WSSP) transactions, tolling agreements, and long-term power purchase agreements.
• Strong data analytics skills, experience implementing strategies, data driven in order to improve power portfolio performance.
• Experience in managing power bids and requests for proposals.
• Knowledge related to power generation technologies, major asset owners, risks and benefits of various power sources and contract structures.
• Knowledge and experience working with regulatory compliance agencies such as: the California Public Utilities
Commission (CPUC), the California Independent System Operator (CAISO) , CEC, FERC
• Experience with CAISO markets, or another RTO, power scheduling and settlement functions to ensure compliance and reduce market risks and costs.
• Experience developing long and short-term resource plans; including utility integrated resource planning to develop an electric utility’s resource needs to cost effectively meet expected electricity demand over a long-term planning horizon.

Education and Experience Requirements

-Education: A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business. A Master’s degree is highly desirable.

-Experience: Six (6) years of progressively responsible related experience overseeing and administering energy resources operations, planning, purchasing, scheduling, or contract negotiations.

-Acceptable Substitution: A Master’s degree in a related field, may be substituted for up to two (2) years of the required experience. There is no substitution for the required bachelor’s degree.

About the Positions

The Office of Racial Equity is hiring two Assistant to the City Manager positions. Each position is described below:

Racial Equity Manager

The Racial Equity Manager (Assistant to the City Manager) is a key position in the City Manager’s Office of Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Leading and managing systems change in an organization;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Developing, implementing, and leading diversity, equity, and inclusion programs, policies and practices with demonstrable outcomes;

• Cross-system collaboration to achieve collective impact;

• Serving as a coalition-builder with the San José community and trusted to be a local leader of racial equity;

• General administration such as budgeting, report writing, and creating mechanisms to track performance and communicate results; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation.

Central abilities key to this position include excellent communication, strategic planning, leadership and interpersonal skills, strategic thinking, a commitment to customer service, and coalition building. The Racial Equity Manager responsibilities include the following:

• Develop, manage, implement, and evaluate a comprehensive workplan to achieve the goals and performance measures of the Office of Racial Equity;

• Build coalitions and alliances with community and organizations known for advancing social justice and anti-racism strategies;

• Create and maintain a citywide infrastructure that embeds an equity culture and enables the organization to advance racial equity;

• Support City departments in the development of Racial Equity Action Plans and in evaluating, with a racial equity lens, current City policies, procedures and programs related to (but not limited to) recruiting and hiring, outreach, community engagement, procurement and contracting, permitting, code enforcement, housing development, and workforce development;

• Design and implement a budgeting for equity training, tools, and process;

• Develop and implement dynamic and professional development and skill development opportunities centered on equity, in partnership with training consultants;

• Supervise and manage a Senior Executive Analyst and interns;

• Work collaboratively with the Immigrant Affairs staff to ensure alignment with access and engagement priorities; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity.

Immigrant Affairs Manager

The Immigrant Affairs Manager (Assistant to the City Manager) is a key position in the City Manager’s Office Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Working directly with immigrant and refugee serving organizations and communities;

• Familiarity with legislative process, advocacy towards immigration policy and initiatives;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Being a bridge-builder with the San José community and trusted to be a local partner on immigrant and refugee issues;

• Understanding of welcoming and belonging principles;

• Developing programs, policies, or practices that are culturally and linguistically appropriate; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation

The Immigrant Affairs Manager responsibilities include the following:

• Develop, manage, and implement programs to create a welcoming environment for immigrants and refugees, including the Welcoming San José Plan;

• Develop and implement strategies that support the integration of various immigrant and refugee groups in San José, including civic leadership academies and citizenship campaigns;

• Develop and implement strategies and programs aimed at promoting a greater understanding of immigrant communities by City staff, including increasing translation and language inclusion services Citywide, and facilitating cultural responsiveness training;

• Develop and facilitate ongoing partnerships with other agencies and organizations, including Santa Clara County, Rapid Response Network, Refugee and Immigrant Forum, Cities for Citizenship, and other networks that prioritize immigrants;

• Leverage the work of local non-profits and identify opportunities for partnership;

• Serve as a liaison between the City and the immigrant and refugee community;

• Oversight of Human Services Commission

• Work with the City Manager’s intergovernmental relations team to track local, state, and federal immigration legislation and develop new City policies and programs accordingly;

• Supervise and manage a Senior Executive Analyst and an Executive Analyst; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity. Bilingual in Spanish or Vietnamese is preferable but not required.

Position and Duties:

The City Council has a Digital Inclusion and Broadband Strategy that seeks to accelerate the deployment of wired and wireless broadband for all people while making it more inclusive for the digitally underserved (the digital divide). Executing this strategy requires negotiating value exchange relationships with telecom providers, overseeing the creation, adoption, and execution of balanced broadband friendly policies, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and setting the vision, strategy, and priorities for the Small Cell Team in the Department of Public Works, and the Macro Site Team in the Planning, Building, and Code Enforcement Department that executes the Permit to Inspect processes for the City.

The Broadband Manager reports directly to the Director of Civic Innovation and works closely with the Deputy City Manager responsible for 21st Century Infrastructure.

The Broadband Manager directly influences over $1B in private sector investments into the City of San José over the next seven years. This private sector investment creates thousands of jobs, dramatically increases regional GDP, delivers hundreds of millions of dollars of Smart City capability, and delivers tens of millions of economic opportunities for the digitally underserved.

The Broadband Manager requires a broad set of skills including strategic thinking, negotiation, telecommunications experience, public policy, team leadership, and public collaboration.  They will negotiate value exchange agreements to generate the demand for broadband deployments and ensure City’s departments fulfill that demand by permitting communications facilities including macro site, small cells, and underground fiber optics.  This role requires collaboration with various City departments including, but not limited to the City Manager’s Office of Administration, Policy, and Intergovernmental Relations; City Manager’s Budget Office; Mayor’s Office; Information Technology; Planning, Building and Code Enforcement; Public Works; and Transportation. The Broadband Manager will also work closely with innovative technology companies to evaluate ways to accelerate broadband deployment, including Smart City technology within the new context of COVID-19 public health, and the shelter-in-place dynamics that highlight the value of digital inclusion. Collaboration with public interest groups, community organizations, and other stakeholders will also be required to ensure public adoption of broadband deployment, especially the deployment of small cells on street lights. Finally, the Broadband Manager will work closely with the City’s Library Department and external stakeholders to ensure progress of social justice for the digitally underserved people in San José.

The Broadband Manager responsibilities include the following:

• Negotiate value trading agreements with broadband providers that promote economic development, digital inclusion, and support for Smart Cities.

• Direct the development of balanced broadband friendly policies.

• Direct the City departments involved with broadband deployment.

• Collaborate with external stakeholders on community concerns with broadband deployments.

• Measure compliance with agreement terms and conditions.

• Evaluate new technologies and approaches to accelerate broadband.

• Report progress to City Council and external stakeholders.

• Advise on federal, state, and local regulations including rulings from the Federal Communications Commission (FCC) and the California Public Utilities Commission (CPUC) and recent court decisions.

• Advise on proposed telecommunications resiliency standards for broadband deployments from and emergency operations perspective such as the CPUC Wireless Resiliency Strategy and the City of San José Power Vulnerability Plan.

• Supervise and manage the Small Cell Permitting Project Manager.

• Manage the Digital Inclusion Program in relation to public-private partnership contract requirements and in relation to City and community stakeholders to advance digital inclusion.

This is a permanent position in the City Manager’s Office.

THE POSITION / JOB DUTIES

The Police Public Service Assistant (PSA) III is assigned to the Police Department’s Animal Services Unit and provides daily support with the customer service and animal shelter operations. Examples of job duties include:

· Assist with animal behavioral assessments.

· Assist potential adopters through the adoption process by completing forms and accurately entering adoption information into the database.

· Process animal intakes while explaining the process to the customer and assisting with paperwork and entering data.

· Process cash handling activities with regards to adoptions, intakes, outcomes, and pet licensing.

· Assist with caring for the animals by providing food, water, basic grooming, and enrichment activities to minimize shelter environment stress.

· Preparing and administering vaccinations to animals entering the facility.

· Assist with behavior assessments for the placement of animals.

· Data entry and clerical support.

· Perform related duties as assigned.

QUALIFICATIONS

Experience: Professional experience working with animals is preferred.

Special Requirements:  Must be 18 years of age.  The selected candidate must be willing to work a variety of shifts, including days, afternoons, weekends, and holidays.  Ability to lift and carry up to 40 pounds.

COMPENSATION

Hourly Rate: $16.67 - $20.26. Placement within the range will be made depending upon the qualifications and experience of the selected candidate.  This is a part-time/long-term temporary assignment and may work up to 20 hours per week.
