Role Description

This is a full-time, on-site role for a Director of Finance located in Boulder Creek, CA. The Director of Finance supervises, oversees and manages the activities and operations of the Finance Department including financial reporting, general accounting, purchasing, warehousing and inventory control; budget preparation, accounts receivable, accounts payable, payroll, debt administration, revenue management, administration of invested funds and performs other related duties as required.

• Principles and practices of public agency finance, including general and governmental accounting, auditing, and reporting functions.
• Fundamentals of investment management, monitoring of assets, and required reporting.

• Advanced accounting and financial reporting systems.
• Advanced principles and practices of public agency budget development and administration and sound financial management policies and procedures;
• Principles and practices of effective management and supervision including planning, organizing, reviewing work, and training and evaluating staff.
• Computer applications related to accounting, budgeting, and fiscal management.
• Principles, practices, and trends of public and business administration.
• Applicable Federal, State, local, and district laws rules, regulatory codes, ordinances, and procedures relevant to the assigned area of responsibility;
• Strong communication, organizational, and leadership skills
• Experience in the water utility industry is a plus

Education, Training and Experience

• Bachelor's Degree in Accounting, Finance, Business or related field
• 5+ years of progressively responsible experience in finance, accounting, or auditing preferably in governmental/ municipal agency

The Santa Clara County Housing Authority (SCCHA) is seeking an experienced leader who will lead, manage, organize, plan and oversee the staff and activities of the Agency’s Innovation and Impact team including developing housing policy, program design, implementation and evaluation. Will work collaboratively with the leadership team and the community to bring meaningful opportunities and impact to the communities SCCHA serves.

The Assistant Director of Innovation and Impact plays an important role in leading the policy work and resident community initiatives, from innovation through evaluation.  This position will oversee and manage the Agency’s Moving to Work (MTW) Plan process in partnership with the leadership team and stakeholders, and requires knowledge of local, state, and federal regulations related to housing programs.

MAINTENANCE WORKER (Full time)

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

The Department: The Suisun City Police Department is a progressive and proactive law enforcement agency. As a result of its proximity to neighboring jurisdictions, the employees of the Suisun City Police Department remain extremely busy as they address the needs of the community. The Position: Under supervision (Public Safety Dispatcher I) or general supervision (Public Safety Dispatcher II)  the incumbent performs a variety of duties involved in receiving, evaluating, prioritizing, and relaying calls for emergency and non-emergency public safety assistance; dispatches appropriate units and coordinates response of emergency personnel; maintains, processes, and distributes police records; operates a variety of telecommunications equipment, including radio, telephone, and CAD systems; and performs a wide variety of specialized clerical duties involved in the preparation, maintenance, and release of materials related to law enforcement activities.

DISTINGUISHING CHARACTERISTICS

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

SUPERVISION EXERCISED AND RECEIVED 

Receives general supervision from supervisory or management staff in assigned department.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;

• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. COMPENSATION & BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary:  $6,538 to $8,468 per month. Placement within the range depends on experience and qualifications.

Resumes will not be accepted in lieu of a City employment application.  Typing certification of 40 wpm net (5 minute test taken within the last 12 months) must be submitted with application.  Currently employed lateral applicants from a POST certified agency are not required to submit a typing certificate. Certificates will only be accepted from a recognized business, adult school, or employment agency. Online typing test results will not be accepted. Applications received without a valid typing certificate, or not meeting the minimum words per minute (40 wpm net) will not be considered and applicants will not be contacted to correct the deficiency.

SELECTION PROCESS

CONTINUOUS RECRUITMENT: Candidates are encouraged to apply early.  Initial screening of applications is tentatively set for March 29, 2024.  After that, applications will be reviewed on an ongoing basis.  You must ensure complete submission of employment application and typing certificate as recruitment may close at any time.  The most qualified applicants based on background and experience as evidenced by their application, will be invited for an oral board interview, which is weighted 100%.  To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.

A thorough background check, as well as a physical, drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.
