The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

Under guidelines provided by the State of California, the MSSP Case Manager provides case management to frail seniors who are MediCal eligible and 65 years of age and older, to support them to live in their own home. This position joins a multi-disciplinary team of a social worker and a nurse and will perform case management functions in the cities of Fremont, Newark, Union City and Hayward. This position requires driving to conduct community visits, including visits to client homes and medical facilities. Participants in the MSSP program have significant medical and/or caregiving deficits and are at risk of further deterioration and/or institutionalization. The Case Manager will evaluate clients for medical appropriateness (RN only), conduct assessments (health and/or psychosocial), formulate detailed care plans, access/advocate for services, and monitor client care. The program serves a diverse client population, and the candidate must feel comfortable working with monolingual non-English speaking clients and/or through interpreters.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

Examples of Duties

- Manage a caseload of 28-32 clients comprised of older individuals with complex medical conditions.
- Conduct comprehensive client assessments, and develop and monitor service plan.
- Collaborate with team members, Human Service programs, and community agencies.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who are unhoused or housing insecure, and who may have complex social and medical needs including health care, financial assistance, employment opportunities, as well as housing assistance. As a member of the Human Services Department, this position reports to a Clinical Supervisor, under direction of the division manager of Homeless Care and Response (HCR), and is characterized by the responsibility to provide comprehensive psycho- social assessments and develop and implement care plans. These plans may focus on connecting clients  to public benefits, obtaining budgeting skills, accessing medical care, and obtaining more stable living arrangements. The position works within a team of professionals and will be required to work collaboratively with team members and community partners.  In order to perform responsibilities, the Case Manager will be required to conduct site visits in the company of another staff member in the field to locations where homeless persons may reside,  to medical facilities, and other community locations.

Examples of Duties

- Manage a caseload of clients comprised of individuals with complex medical and co-occurring conditions, including SUD, mental illness, or homelessness.
- Conduct comprehensive client assessments to develop appropriate service plans and monitor them closely.
- Assist clients to develop support systems to maintain independent living, self-sufficiency and family stabilization.
- Provide crisis intervention.
- Collaborate with supervisor, team members and other Human Services programs and community agencies.
- Make site visits and provide other community interventions as needed.
- Conduct inter-agency and/or family conferences.
- Provide supportive counseling and advocacy for clients.
- Monitor services provided for each client.
- Maintain timely electronic documentation of services, reporting, and billing.
- Prepare and present training and educational programs and publicity materials.
- Supervise interns in graduate and undergraduate programs placed at HCR.
- Prepare written and statistical technical reports.

The Budget Analyst position in the City Manager’s Office is responsible for operating and/or capital budgetary analysis assignments for a City Service Area (CSA) and several City departments, including assisting their assigned CSA/departments in the development of their operating/capital budgets; analysis of revenue and expenditure projections; coordination and presentation of budget information to the City Manager as appropriate; preparation of the City's annual Operating and/or Capital Budgets, Annual Report, Mid-Year Budget Review, and Fees and Charges Report; review of budget-related departmental requests; collaboration with departments to resolve budgetary issues; review of City Council memoranda for budget implications and appropriate budget language, if necessary; conducting research on budget and policy-related matters; and special projects as assigned. During critical times of the year this position will be expected to work overtime, both weeknights and weekends, for the preparation and release of several key budget documents.

ESS employees develop, organize, and coordinate assigned plans, programs, and/or special projects for the City and its environmental services; and act as a primary resource to City officials, the community, and businesses.
 
Typical duties for ESS positions across the department include:
• Developing and evaluating assigned environmental program goals and policies
• Developing, monitoring, and overseeing contract terms and negotiations, grant proposals, and project budgets
• Analyzing and interpreting data to prepare presentations and written reports
• Assisting the public with environmental compliance issues and City provided environmental services through coordinating environmental outreach events and programs, as well as preparing public education material regarding environmental services information

Watershed Protection Division’s Stormwater Management Group – Trash Load Reduction Team
 
The Trash Load Reduction Team is responsible for coordinating, supporting, reporting, and implementing the Trash Load Reduction C.10 provision of the City’s National Pollutant Discharge Elimination System Stormwater Permit (Permit). This position coordinates the implementation of projects in collaboration with other City departments and external partners. Key projects of the Trash Team include trash capture projects, the Direct Discharge Trash Control Program, creek assessments, cleanup coordination, grant and contract management, and reporting. 
 
Watershed Protection Division’s Stormwater Management Group – Monitoring and Pollutants of Concern Team
 
The Monitoring and Pollutants of Concern (MPC) Team focuses on reducing pollutants to storm drains from routine municipal operations; implementing control methods for pollutants of concern, such as polychlorinated biphenyls (PCBs), mercury, trash, pesticides, etc.; and assessing exempted and conditionally exempted non-stormwater discharges. The MPC Team works collaboratively with internal and external partners to address these regulatory requirements, and team members frequently support one another in various stormwater management activities to ensure compliance with the City’s National Pollutant Discharge Elimination System Stormwater Permit.
 
Integrated Waste Management Division’s Residential Services Team
 
Residential Services oversees San José’s Residential Garbage and Recycling Program, which provides curbside garbage and recycling, yard trimmings, garbage processing, household hazardous waste drop offs, and junk pick up to approximately 331,000 households and over 140 City facilities through four contracted service providers with an annual budget in excess of $150 million. This ESS helps co-manage contractor agreements, perform data management and analysis for reports and presentations, and implement Senate Bill 1383 requirements and other state and local solid waste regulations.
 
Responsibilities include:
• Monitoring and evaluating contractor operations and performance to continuously improve service delivery and provide excellent customer service
• Providing public education and environmental advocacy

Sustainability and Compliance Division’s Sustainability & Policy Team 
The Sustainability and Policy team implements initiatives that support vital utilities for the community. This position assists the Energy and Water Building Performance Ordinance (BPO), which requires owners of large buildings in San José to benchmark energy and water use and make improvements if standards are not met. BPO staff annually assists more than 2,000 local building’ owners with compliance. Responsibilities include:
• Maintaining databases, noticing, and providing customer service for benchmarking and invoicing compliance
• Conducting data quality control, data analysis and visualization to prepare technical reports and presentations

Sustainability and Compliance Division’s Municipal Environmental Compliance Group
 
The Municipal Environmental Compliance group provides technical support in the assessment, investigation, and cleanup of environmentally impaired or potentially impaired City properties/projects. Projects include fuel leak investigations, closed landfill compliance, and property acquisition investigations.
 
Responsibilities include:
• Performing Phase I Environmental site assessments and technical report writing
• Soil and groundwater sampling and field inspections.

Salary Information
The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Environmental Services Specialist Series classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. 

The annual salary range for the positions are presently as follows:
Assistant Environmental Services Specialist: $75,260.64 – $91,465.92
Associate Environmental Services Specialist: $87,207.12 – $105,967.68
Environmental Services Specialist: $96,139.68 – $116,844.00

Please note that the above salary ranges are inclusive of the five percent (5%) ongoing non-pensionable compensation pay.

Role Description

As a Clinical Psychologist for the County Adult Assistance Program(CAAP), you will conduct professional-level work in screening and assessing CalWORKS and CAAP clients to identify and document disabling mental health conditions and associated functional limitations that enable them to qualify for Social Security Benefits.

Essential Duties Include:

• Conducts screening and assessment of clients with mental health related complaints, collateral interviews with primary care and behavioral health staff, and medical records review to support clients’ application for Social Security Benefits.
• Selects, administers, scores, and interprets appropriate psychological tests of intelligence, personality, aptitude, achievement, interest and other specialized areas and conducts diagnostic clinical interviews with emotionally disturbed, mentally ill, chemically dependent, and intellectually disabled adults to assess their impairments to provide medical evidence in support of clients’ application for Social Security Benefits as needed.
• Prepares psychological reports presenting diagnostic findings, interview findings, functional assessments, clinical evaluations, and recommendations for the Clients’ SSI eligibility.
• Reviews and evaluates psychological, psychiatric and/or neuropsychological data and case material.
• Provides education, consultation, and information to community providers, and CAAP’s multi-disciplinary team on adult adjustment problems, mental illness, chemical dependence, culturally relevant services, and other topics related to SSI eligibility.
• Supervises psychology interns and subordinate clinical staff not including class 2574 Clinical Psychologist; conducts staff training programs both within the clinic or unit and for line agency personnel.

The City of Sunnyvale is seeking a highly motivated individual for the position of Senior Water Pollution Control Operator. The ideal candidates will have a journeyman level understanding of Wastewater Treatment and the associated equipment and controls required to operate those systems. The Sunnyvale Water Pollution Control Plant is a Class V Wastewater Treatment Facility with Recycled Water production.
The Sunnyvale Water Pollution Control Plant is undergoing an exciting transition, we are replacing original processes, structures and equipment with the latest treatment technologies and we would like you to be part of that upgrade.  The SWPCP is currently constructing new Screening, Pumping, Grit Removal, Sedimentation, Odor Control, Power Distribution and SCADA system as the first major replacement effort.  The Plant is also in design for a new Secondary Treatment process with Dewatering and Thickening to carry the city forward in our on-going effort to protect the bay and provide high quality Recycled Water.

The Senior Water Pollution Control (WPC) Operator provides support for their team members on an assigned shift. The Senior WPC Operator, as the shift supervisor oversees the operation, inspection and maintenance of the treatment process, plant equipment and facilities.  The Senior WPC Operator is a reliable communicator that prioritizes tasks and ensures that Operators, Maintenance, and other team members work in a safe and productive environment.

The minimum qualifications for education and experience can be met in the following way:

Graduation from high school or tested equivalent, and

Three years of experience in the operation and maintenance of a wastewater treatment plant.

Possession and continued maintenance of a valid class C California driver's license and a safe driving record and possession of a valid Grade III Wastewater Treatment Plant Operators Certificate issued by the California State Water Quality Control Board is required for this position.

About the Position
The Assistant to the City Manager is a key member of the Office of Administration, Policy, and Intergovernmental Relations (API).  The position will assist the Director by supporting organizational capacity-building around policy development and data-driven decision making, and aligning program and policy priorities internally and externally. The position enhances the City Manager’s Office internal planning and management, and supports streamlining inter-departmental coordination for programs, policies, and initiatives. The Position

The Human Services Department currently has a part-time Counselor position in the Aging and Family Services (AFS) Division’s Senior Peer Counseling program.  The Counselor position is an integral member of the Senior Peer Counseling program offering supervision and training to the senior peer counselors who in return provide emotional and mental health support to homebound elders in their place of residence. In collaboration with a clinical supervisor and other members of a multidisciplinary team, such as AFS care managers, the Counselor will provide active guidance, leadership and training to the senior peer counselors and limited direct care services to the seniors in home. The Counselor will interact with seniors and their families by conducting in-home assessments, using the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM 5), to develop thoughtful and creative care plans. In addition, the Counselor will provide reports that are due as part of the contract. 

The Ideal Candidate

The ideal candidate will be a Licensed Marriage and Family Therapist, Licensed Clinical Social Worker, Licensed Professional Clinical Counselor, or Licensed Psychologist.  Additionally, the selected candidate will demonstrate excellent customer service; maintain effective working relationships with internal and external customers; exhibit skills in oral and written communication; demonstrate creative problem solving techniques; experience working with older adults and different ethnic and cultural groups; display keen observation and evaluation skills of clients; and supervisory experience and facilitation of groups is highly desirable.

Minimum Qualifications

Any combination of education and experience that would provide the knowledge, skills and abilities required to perform the essential duties of the job would be qualifying.  A typical way to accomplish this includes:

Education: Master’s degree in Psychology, Social Welfare, or comparable field.

Experience:

Two (2) years of progressively responsible experience providing counseling services.

Special Requirements:  This position may be required to work other than business hours and requires the ability to travel independently within and outside of City limits.

The City of San Jose’s Community Energy Department’s is seeking a Principal Power Resources Specialist to join the Power Supply Team. Successful candidates should have a deep knowledge of California energy markets, relationships, and experience working with a variety of energy market participants, including: large energy trading firms,
independent power producers, investor owned and municipal utilities, and CCAs. • Extensive experience with energy contracts including energy and capacity transactions, the Edison Electric Institute (EEI) agreement, and short-term Western Systems Power Pool (WSSP) transactions, tolling agreements, and long-term power purchase agreements.
• Strong data analytics skills, experience implementing strategies, data driven in order to improve power portfolio performance.
• Experience in managing power bids and requests for proposals.
• Knowledge related to power generation technologies, major asset owners, risks and benefits of various power sources and contract structures.
• Knowledge and experience working with regulatory compliance agencies such as: the California Public Utilities
Commission (CPUC), the California Independent System Operator (CAISO) , CEC, FERC
• Experience with CAISO markets, or another RTO, power scheduling and settlement functions to ensure compliance and reduce market risks and costs.
• Experience developing long and short-term resource plans; including utility integrated resource planning to develop an electric utility’s resource needs to cost effectively meet expected electricity demand over a long-term planning horizon.

Education and Experience Requirements

-Education: A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business. A Master’s degree is highly desirable.

-Experience: Six (6) years of progressively responsible related experience overseeing and administering energy resources operations, planning, purchasing, scheduling, or contract negotiations.

-Acceptable Substitution: A Master’s degree in a related field, may be substituted for up to two (2) years of the required experience. There is no substitution for the required bachelor’s degree.

The City of Redwood City invites you to apply for the position of Casual Maintenance Custodian Assistant. Under the direction of the Custodial Supervisor, the Casual Maintenance Custodian Assistant serves as the worker in the duties of care and cleaning of assigned buildings and related facilities.  The incumbent may be required to travel between several City buildings during their scheduled shift.  This recruitment is to fill a position that has been designated to cover a night shift from 5 p.m. to 1:30 a.m., including weekends.  This recruitment may also be used to fill similar casual positions throughout the City;  shifts and schedules may vary and may include daytime shifts as needed. 

This is a non-benefited casual position.  A casual employee may not work more than 1000 hours per fiscal year.
