The Town of Moraga is seeking a dynamic Administrative Assistant to provide support to the Town Manager.  Under general supervision, the Administrative Assistant performs a wide variety of routine to complex office, administrative and technical support tasks requiring the ability to apply specialized functions or services in order to support an assigned department; assists the public personally or directing by providing information to requests according to established procedures; sorts, logs and maintains records and other documents; follows policies, procedures and work methods associated with assigned duties; and performs related duties as required in a manner that is responsive, cost effective, and innovative. 

DISTINGUISHING CHARACTERISTICS:

The Administrative Assistant is the journey level in the Administrative Assistant series, in which employees are assigned the full scope of duties in an assigned department with only occasional instruction or assistance as unusual or unique situations arise. Incumbents perform a full range of administrative support duties, including organizing and coordinating workload; preparing reports; coordinating and assisting with the development of technical documents; and explaining Town ordinances, all requiring considerable department/program knowledge. This classification is distinguished from the next higher classification of Senior Administrative Assistant in that the latter performs the most difficult and responsible types of duties assigned to classes within the series.

ESSENTIAL FUNCTIONS

• Performs a wide variety of routine to complex office and administrative tasks and duties in support of a department director and department activities, including organizing and coordinating work; sets priorities and meets deadlines.
• Maintains liaison between the Town Manager and department staff, other Town staff, officials and staff of other agencies to obtain and relay information and coordinate activities.
• Assists the public by phone and receives visitors at the counter; listens to and receives complaints; demonstrates an understanding of applicable policies, procedures and work methods associated with assigned duties; responds to questions and concerns from the general public; represents the Town to all callers and visitors in a professional and customer friendly manner.
• Coordinates and sets up public hearings, meetings and workshops on a regular basis. This requires agenda preparation, meeting set-up (whether in person or in an online portal), preparation and distribution of meeting minutes and agenda packets, coordination with staff, and technical proficiency in running Zoom meetings and webinars to provide public access to meetings.  This position requires attendance at meetings to provide support to staff in conducting the meeting.
• Maintains a variety of databases for tracking operational, financial and statistical information; generates reports.
• Interprets and applies Town policies, procedures, and administrative directives, and communicates laws and regulations in response to inquiries or complaints; refers inquiries as appropriate.
• Participates in special projects as assigned; collects and compiles a variety of department information; prepares report of findings.
• Develops, revises and maintains operating and administrative procedures; develops forms and reports for departmental use.
• Assists in the tracking of a department budget and project budgets; prepares budget reports; monitors and classifies expenditures; tracks and reconciles bills; produces budget reports; researches and resolves discrepancies.
• Researches data and compiles information to be used in special projects and comprehensive reports.
• Sorts and distributes time sensitive or confidential mail for follow-up as necessary; independently responds to letters, electronic communication and general correspondence.
• Develops, maintains and archives a variety of files and records for information related to a department; maintains manuals and updates resource materials.
• Responds to requests for documentation related to assigned area of responsibility; explains and interprets assignment area policies and procedures to internal or external customers.
• Establishes and maintains a wide variety of filing and reporting systems as necessary; develops record keeping procedures; provides relevant information for reports and correspondence.
• Edits and updates Town website.
• Issues, receives, and processes various routine applications, forms; applies departmental policies and procedures in determining completeness of applications.
• Coordinates the attendance of public outreach events; represents the Town at such events related to Town services and priorities.
• Uses computers to enter, prepare and proofread drafts, labels, forms, envelopes and a variety of documents; prepares and distributes a variety of documents; prepares and distributes public hearing notices; maintains accurate files and records.
• Orders supplies; prepares invoices for payment; monitors expenditures; sorts and distributes mail.
• Builds and maintains positive working relationships with co-workers, other Town employees and the public using the principles of good customer service.

The Position

Under the direction of the Youth and Family Services Administrator, the Senior Program Coordinator plays a unique role overseeing the early childhood mental health program, providing direct counseling services and supervising several staff counselors and interns.

The Senior Program Coordinator typically has specialized experience, training and qualifications that enable the position to work effectively with children 0-8 years, parents and youth caregivers.

The Senior Program Coordinator works closely with the division’s Clinical Supervisors and Quality Assurance Specialist to ensure that clinical services comply with all policies, procedures and legal regulations, and that client services are delivered at the highest standards. The position also coordinates with other key positions in the Human Services Department to help clients have easy and timely access to coordinated services throughout the Human Services Department and/or with other partner agencies.

Examples of Duties

- Oversee and coordinate the direct services under the early childhood mental health program, working closely with the counselors and interns assigned to the program.
- Provide administrative and clinical supervision and consultation to YFS counselors and interns/trainees who are providing direct counseling services to children 0-8 years, parents, and family members, while maintaining close cooperation with the Youth and Family Services Division’s Clinical Supervisors and Quality Assurance Specialist.
- Provide direct counseling and early childhood consultation services to children 0-8 years, parents, and family members.
- Together with the YFS Administrator, understand policies and trends related to the provision of early childhood mental health services; and represent the division at County and/or school district meetings.
- Ensure direct service staff and interns are familiar with and fully utilize client Electronic Health Record System and becomes a key user representative on system implementation team.
- Oversee clinical documentation and compliance with State Medi-Cal documentation standards in partnership with Clinical Supervisors and Quality Assurance Specialist.
- Manage the client intake and referral process for the early childhood mental health program.
- Ensure that staff meet contractual and quality assurance goals and audit requirements.
- In partnership with YFS Administrator, Clinical Supervisors, and the Human Services Department’s Fund Development Officer respond to requests for proposals, develop grant work plans, narratives, and budgets.
- Oversee early childhood grant deliverables and reporting for the division.

The Position

The Police Public Service Assistant (PSA) III is assigned to the Police Department’s Crime Lab and provides support to the Forensic Specialists and Crime Scene Investigators during operations in the Crime Lab. The Police Public Service Assistant III position requires excellent customer service and communication skills.

Examples of job duties include:

• Ordering and purchasing supplies.
• Re-supply evidence packaging area and appropriate lab areas.
• Clerical tasks, to include typing, running stats, electronic filing tasks, etc.
• Pick up and return evidence as needed.

The Position

The Public Service Assistant (PSA) II is assigned to the Police Department’s Red-Light Camera Unit. Under direct supervision of the Traffic Enforcement Project Specialist, the Public Service Assistant II will perform administrative tasks in support of the Police Department’s Red-Light Camera Unit. This position is a temporary/part-time appointment and may work up to 20 hours a week.

Examples of job duties include:

• Order and prepare court packets of red-light violation from Red Flex for review by court commissioner and defendants.
• Research and understand several sections of the vehicle, government and evidence code as it pertains to red light violations.
• Prepare trial by written declaration packets.
• Research and print out DMV information, including photos and convictions for case files.
• Assist with conducting enforcement sign and equipment verifications.

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

Under guidelines provided by the State of California, the MSSP Case Manager provides case management to frail seniors who are MediCal eligible and 65 years of age and older, to support them to live in their own home. This position joins a multi-disciplinary team of a social worker and a nurse and will perform case management functions in the cities of Fremont, Newark, Union City and Hayward. This position requires driving to conduct community visits, including visits to client homes and medical facilities. Participants in the MSSP program have significant medical and/or caregiving deficits and are at risk of further deterioration and/or institutionalization. The Case Manager will evaluate clients for medical appropriateness (RN only), conduct assessments (health and/or psychosocial), formulate detailed care plans, access/advocate for services, and monitor client care. The program serves a diverse client population, and the candidate must feel comfortable working with monolingual non-English speaking clients and/or through interpreters.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

- Manage a caseload of 28-32 clients comprised of older individuals with complex medical conditions.
- Conduct comprehensive client assessments, and develop and monitor service plan.
- Collaborate with team members, Human Service programs, and community agencies.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who are unhoused or housing insecure, and who may have complex social and medical needs including health care, financial assistance, employment opportunities, as well as housing assistance. As a member of the Human Services Department, this position reports to a Clinical Supervisor, under direction of the division manager of Homeless Care and Response (HCR), and is characterized by the responsibility to provide comprehensive psycho- social assessments and develop and implement care plans. These plans may focus on connecting clients  to public benefits, obtaining budgeting skills, accessing medical care, and obtaining more stable living arrangements. The position works within a team of professionals and will be required to work collaboratively with team members and community partners.  In order to perform responsibilities, the Case Manager will be required to conduct site visits in the company of another staff member in the field to locations where homeless persons may reside,  to medical facilities, and other community locations.

- Manage a caseload of clients comprised of individuals with complex medical and co-occurring conditions, including SUD, mental illness, or homelessness.
- Conduct comprehensive client assessments to develop appropriate service plans and monitor them closely.
- Assist clients to develop support systems to maintain independent living, self-sufficiency and family stabilization.
- Provide crisis intervention.
- Collaborate with supervisor, team members and other Human Services programs and community agencies.
- Make site visits and provide other community interventions as needed.

The Airport Department is currently recruiting to fill a Maintenance Worker II vacancy within the Maintenance Services Section. The Airport Maintenance Services Section is responsible for the maintenance, repair and improvements to Airport building facilities and properties on a seven day a week, twenty-four hour a day operation schedule. The Maintenance Worker II position at Mineta San José International Airport may lead a crew and/or performs skilled and semi-skilled work in public facilities and airfield maintenance. 

Typical duties for this position include, but are but are not limited to: 

- Maintaining a large area campus, including repair of asphalt and landscape care. 

- Repairing roadways, sewers, and landscape care (mowing, edging, tree care) 

- General carpentry and door hardware 

- General interior plumbing (various pipes & fittings, restroom fixtures) 

- General building construction maintenance and repair (flooring, drywall, tile, etc) 

- Safe operation of motor vehicles and equipment and knowledge of safety practices and procedures used in repair and maintenance of roadways and ground areas of large campuses.

Mineta San José International Airport is accepting applications for the position of Maintenance Assistant.

The Maintenance Assistant position is responsible for raking leaves and debris, digging post holes, trimming hedges and trees, as well as cleaning large areas that contain debris, weeds, abandoned materials, catch basins and gutters. The Maintenance Assistant will also be required to safely operate pressure washers, scrubbers, sweepers, pick-up trucks, as well as tractors with flail mower attachments. Other responsibilities include assisting with forming, pouring and finishing of new concrete surfaces, and working on landscape projects near roadways, which may involve proper set-up of roadway markings and traffic control. In addition, this position will be responsible for planting ground covers, flowers, plants and trees, using a variety of soil amendments and fertilizers. The use of power hand tools for the maintenance and repair of plumbing fixtures, doors, roofs, sanitary sewer line cleaning, changing lamps, emptying trash and picking up trash/debris in assigned areas will also be required.

Other duties may include:

- Digs holes, trenches, and ditches using picks, shovels, jack hammers, spades, cultivating forks, post hole diggers and other tools; loads, unloads, shovels, and rakes sand, gravel, dirt, fertilizer, loam, asphalt, and other materials.

- Participates in the repair of sewer lines, checking of sanitary sewers, laying of sewer pipes, and installation of sewer connections.

- Performs labor in the planting, cultivating, trimming, removing, watering, and spraying of lawns, plants and other vegetation.

- Mows and trims lawns, rakes leaves, hoes weeds, clears paths and trails, empties trash containers, cleans equipment, structures, and facilities, such as courts, swimming pools, park grounds, restrooms and work areas.

- Performs labor in the erecting of tree supports

- Sets up cones and barricades for traffic and safety control, may perform as a flag person.

- Lifts heavy weights.

- Operates small dump trucks, light flatbed trucks, portable cement mixers, small sweepers and other equipment.

- Uses tools such as air spades, tampers, picks, shovels, hoes, rakes, pruning shears, rototillers, trimmers, shears, edgers, loppers, pruners and other items.

- Uses general carpentry, mechanical and hand tools, such as saws, drills, wrenches, hammers, screwdrivers, ladders and other tools.

- Is responsible for safe operation of equipment and tools.

- Is responsible for vehicle and pedestrian traffic safety in work areas.

- May provide information and deal with the public.

- May complete vandalism reports, work orders and other related service forms.

- Incumbents in this position are required to possess and maintain all Airport grounds and Airside Operations Area (MOAP) driving privileges.
