The Judicial Council of California is accepting applications for the position of Manager in Budget Services.

This position will provide direct management oversight for the Trial Court Budget Management section within the Budget Services office, which includes the Court Budget unit (CBU) and the Funds and Revenues unit (FRU). The CBU is responsible for administering allocations and reimbursements of approximately $3 billion annually to the 58 trial courts, and provides budgetary support for various trial court programs. The FRU carries out advanced budgetary, technical, and analytical responsibilities related to the administration of judicial branch funds, including backfill for the Ability to Pay program and oversight of statewide collections.

This position directs Judicial Council staff support for the Trial Court Budget Advisory Committee and its subcommittees, managing administrative functions within the Judicial Council committee process to ensure that funding included in the budget is allocated to the trial courts in a timely and proper manner.

HCD is recruiting for a Housing and Community Development Specialist II/III. The Specialist position will have job duties with a focus on managing, as the subsidy lender, affordable housing development projects from predevelopment through permanent conversion (“Development-focus”).

The Specialist may also have the opportunity to work on activities that are more programmatic in nature and will require the Specialist to provide a variety of program support services including developing program objectives, preparing Notices of Funding Availability (NOFAs), evaluating project proposals and underwriting, understanding and applying HUD and other program regulations, and providing technical assistance to and working with community groups on housing-related issues. Under the direction of the Director and Assistant Director, the Sustainability Program Manager leads the six-member Climate Resilience team focused on reducing greenhouse gases in county operations, improving watershed water quality, implementing community resilience initiatives, and incorporating resilience in policy and planning documents. 

 

Responsibilities include overseeing implementation of the Government Operations Climate Action Plan; Stormwater Municipal Regional Permit compliance; County employee commute alternatives program; Green Business Program; and adaptation and resilience planning to address impact such as extreme heat, drought, sea level rise, and wildfire smoke. The role also involves overseeing program budget, grant administration, vendor contracts, and monitoring policy and program developments.

The Manager, Government and Community Affairs reports to the Director, Government and Community Affairs and is responsible for strategic development and management of government and community relations with a primary focus on the San Mateo County Transportation Authority (SMCTA), with additional work on San Mateo County Transit District (SamTrans) and the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA). This position will focus on local agency, stakeholder, and community engagement and assist with regional, state, and federal efforts. 

Essential Functions & Duties

• Plan and execute robust, diverse, and inclusive broad-based communications and direct engagement with relevant communities; primary focus is capital construction projects for SMCTA, SamTrans, and SMCEL-JPA, secondary focus is engagement for strategic planning projects; work closely with technical staff and supervise consultant work.
• Lead GCA communications support for strategic planning and capital construction projects the SMCTA is providing technical assistance on.
• Build support for projects, manage agency relationships and lead engagement with residents and local stakeholders including elected officials, cities, business, and community groups.

In this role, you will lead projects involving statistical analyses, program management, personnel matters, operations support, policy and procedure development, or other areas specific to your assigned department. You'll make recommendations for action and assist in budget development and management. This is a city-wide classification with specific responsibilities dependent upon the department or division. Examples include:

• City Manager's Office: Assist in policy, procedure, and budget development and management including the Biennial Budget and Capital Improvement Program. 

• Public Works: Coordinate and provide oversight of large portions of the department's Capital Improvement Plan. Assist Public Works divisions with the resolution of complex and special project budget issues.

MINIMUM QUALIFICATIONS

Equivalent to graduation from a four-year college, preferably with major coursework in business or public administration, economics, accounting or a closely related field, and four (4) years of progressively responsible full-time, professional experience in public administration, management, or business involving budget and fiscal accounting control.

A master's degree in public administration, financial management or accounting is highly desirable and may be substituted for one (1) year of the professional-technical experience. Some positions may require successful completion of college-level accounting courses such as budgetary, managerial, and governmental accounting.

Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is: 
Equivalent to graduation from a four-year college or university with major coursework in computer science, mathematics, business administration, or a closely related field and two (2) years of professional experience in systems design and analysis, systems integration, and/or programming of applications for computer systems. Experience in systems design and analysis, systems integration, and/or programming of applications for computer systems may be substituted for the education requirement on a year-for-year basis.

In addition to the qualifications outlined above, the ideal candidate will have a combination of technical and business acumen to navigate and resolve a wide array of projects and issues.
