The City of Berkeley is currently accepting applications for Behavioral Health Clinician I and/or Behavioral Health Clinician II in the Health, Housing & Community Services (HHCS) Department. A commitment to cultural competence and a wellness/recovery orientation are essential to the work of the Mental Health and Aging Services Divisions. 

The employment eligible list established from this recruitment will be valid for one year, during which the department will have access to the list for all current and future vacancies.

Behavioral Health Clinician I:
Behavioral Health Clinicians at this level provide a variety of community behavioral health services to clients and to the community in an outpatient setting. Responsibilities include conducting assessments; performing case coordination, care management, and rehabilitative services; providing diagnosis and treatment plans; providing psychotherapy; providing linkage to resources and support to maintain resources; and preparing reports, case summaries, and other required forms.

Behavioral Health Clinician II:
At this level, Behavioral Health Clinicians handle more complex or difficult client cases. In addition to the responsibilities of a Behavioral Health Clinician I, incumbents at this level may lead teams conducting intake assessments and crisis intervention. 

Required Qualifications

Both positions require a master's degree from a recognized school of Social Work, Counseling, Psychiatric Nursing, or other Marriage and Family Therapy eligible discipline, or a doctorate degree in Psychology. 

Behavioral Health Clinician I:

Field placement of at least one (1) year in a medical, psychiatric, or community mental health setting

AND

Registration as an Associate Marriage and Family Therapist (AMFT), Associate Clinical Social Worker (ACSW), and/or Associate Professional Clinical Counselor (APCC) with the State of California Board of Behavioral Sciences (BBS) OR a Registered Psychologist with the Board of Psychology. 

Behavioral Health Clinician II: 

Two (2) years of experience in an out-patient clinic, hospital, child guidance clinic, mental health program, or family agency which included regular psychiatric consultation

AND

License as a Clinical Social Worker, Marriage and Family Therapist, LPCC, or Psychologist, as provided for by California state law.

THE POSITION

Tri-City is looking for one (1) individual to serve as a Psychiatrist I/II for the Adult Outpatient Clinic. The Psychiatrist I/II will provide medical and psychiatric treatment and diagnostic services to clients in the caseload of Tri-City and provide collaborative work with a multidisciplinary team in a public mental health agency. Provide integrated, effective, and high quality behavioral health care to the residents of Pomona, Claremont and La Verne with moderate to severe functional impairment due to mental illness.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Perform intake and diagnostic interviews on a scheduled and emergent basis.
• Participate in diagnostic staff evaluation of clients.
• Provide medical psychiatric treatment of clients.
• Maintain and disseminate medical records and reports in compliance with Federal, State and Agency regulations, including Health Insurance Portability and Accountability Act (HIPAA) and The Health Information Technology for Economic and Clinical Health Act, Public Law 111-005 (“HITECH Act”).
• Submit required statistical and other requested information on a timely basis.
• Consult and provide information to other agencies that are coordinating their work with that of the behavioral health service agency.
• May serve on Utilization Review Committee, Medication Review Committee, and chair Peer Review Committee as assigned.
• May conduct specialized research, special studies, and services.
• Provide medical consultative services to the behavioral health services staff; lead team conferences and provide clinical direction in unit(s) to which assigned.
• Perform other duties as assigned.

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

Under guidelines provided by the State of California, the MSSP Case Manager provides case management to frail seniors who are MediCal eligible and 65 years of age and older, to support them to live in their own home. This position joins a multi-disciplinary team of a social worker and a nurse and will perform case management functions in the cities of Fremont, Newark, Union City and Hayward. This position requires driving to conduct community visits, including visits to client homes and medical facilities. Participants in the MSSP program have significant medical and/or caregiving deficits and are at risk of further deterioration and/or institutionalization. The Case Manager will evaluate clients for medical appropriateness (RN only), conduct assessments (health and/or psychosocial), formulate detailed care plans, access/advocate for services, and monitor client care. The program serves a diverse client population, and the candidate must feel comfortable working with monolingual non-English speaking clients and/or through interpreters.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

Examples of Duties

- Manage a caseload of 28-32 clients comprised of older individuals with complex medical conditions.
- Conduct comprehensive client assessments, and develop and monitor service plan.
- Collaborate with team members, Human Service programs, and community agencies.
- Conduct home visits and provide other community interventions as needed.
- Conduct inter-agency and/or family conferences.
- Advocate for clients in accessing services.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who are unhoused or housing insecure, and who may have complex social and medical needs including health care, financial assistance, employment opportunities, as well as housing assistance. As a member of the Human Services Department, this position reports to a Clinical Supervisor, under direction of the division manager of Homeless Care and Response (HCR), and is characterized by the responsibility to provide comprehensive psycho- social assessments and develop and implement care plans. These plans may focus on connecting clients  to public benefits, obtaining budgeting skills, accessing medical care, and obtaining more stable living arrangements. The position works within a team of professionals and will be required to work collaboratively with team members and community partners.  In order to perform responsibilities, the Case Manager will be required to conduct site visits in the company of another staff member in the field to locations where homeless persons may reside,  to medical facilities, and other community locations.

- Manage a caseload of clients comprised of individuals with complex medical and co-occurring conditions, including SUD, mental illness, or homelessness.
- Conduct comprehensive client assessments to develop appropriate service plans and monitor them closely.
- Assist clients to develop support systems to maintain independent living, self-sufficiency and family stabilization.
- Provide crisis intervention.
- Collaborate with supervisor, team members and other Human Services programs and community agencies.
- Make site visits and provide other community interventions as needed.
- Conduct inter-agency and/or family conferences.
- Provide supportive counseling and advocacy for clients.
- Monitor services provided for each client.
- Maintain timely electronic documentation of services, reporting, and billing.
- Prepare and present training and educational programs and publicity materials.

ABOUT THE POSITION

Under general supervision, the Communications Officer, as a member of the Police Department, transmits and receives information over the police and public works radio system; dispatches routine and emergency calls for service; types, records, and files information; handles emergency and non-emergency telephone calls utilizing complex technical aids, such as computer aided dispatch systems (CAD), and performs related work as assigned.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Receives emergency and non-emergency telephone calls from the public for police, fire, or other emergency services; determines the nature of the call and the resources necessary to respond.
• Monitors police radio communications; maintains contact with police units to track officer status and respond to need for additional resources; monitors various radio channels to keep abreast of county-wide police activities affecting the City and assist other county agencies with mutual aid.
• Prioritizes requests for police and other public safety services; determines availability and location of patrol units; transmits information and dispatches police personnel and equipment in response to calls; routes calls for fire and emergency medical assistance to the Santa Clara County Fire Department.
• Assists police personnel in the field by quickly and accurately researching and relaying criminal history information and other requested data.
• Receives and coordinates requests for emergency Public Works assistance outside of the City’s normal business hours (pertaining to full municipal services in Los Altos, and sewer maintenance requests in Los Altos Hills and the surrounding unincorporated areas).

(Lateral applicants that are currently employed as a Public Safety Dispatcher (non-probationary) do not need to submit proof of test scores, however a California POST Dispatcher Academy Certificate is required.)
• Completion of college-level coursework is highly desirable

Certificates:

• Possession of a typing certificate with a minimum of 50 wpm dated within one year of the application date must be included as an attachment.
• Possession of Basic P.O.S.T. Dispatch Certificate is highly desirable and may be substituted for work experience.

DEFINITION

To operate a computer aided dispatch system receiving calls and dispatching police, fire or other City services.

DISTINGUISHING CHARACTERISTICS

This is a journey technical level position in which incumbents are expected to independently perform the full range of duties assigned. This class is distinguished from the Communications Supervisor in that the latter provides technical and functional supervision over assigned communication personnel.

The Communications Center in the Support Services Division of the Hayward Police Department is responsible for dispatching both Police and Fire Services throughout the City of Hayward. The Hayward Police Department is one of 18 CALEA (Commission on Accreditation for Law Enforcement) accredited police departments in California and is committed to maintaining CALEA's high standards and broadly recognized excellence.
The Communications Center is frequently the first point of contact that a member of the public will have when requesting assistance from the City of Hayward. The information gathered by the communications operator during this contact is critical to a positive outcome. The Communications Center consists of six (6) stations with each communications operator assigned to a specific job.
 


 

Essential Duties

Duties may include but are not limited to the following: 

Receives emergency and non-emergency calls from the public, private companies and other jurisdictions.

Dispatches police and fire personnel or other City services in response to such calls.

Relays emergency and non-emergency information to public safety personnel in the field.

Relays information to other agencies as required.

Monitors multiple frequencies.

Maintains accurate record of location and status of public safety units.

Operates a manual dispatch system when necessary.

Assists in relaying information during response to natural disasters.

Performs related work as necessary.

Experience: Two (2) years of heavy public contact experience while performing multiple tasks simultaneously. Public Safety dispatch experience is desirable.

Education: Equivalent to the completion of the twelfth (12th) grade.

Licenses and Certificates: Completion of the California Commission on Peace Officer Standards and Training (POST) Basic Public Safety Dispatcher course is highly desirable.

OTHER REQUIREMENTS
Typing Certificate: A typing certificate with 35net words per minute must accompany your application.
