ABOUT THE POSITION

The Community Development Department (CD) is seeking a value-driven team player to fill the position of Planning Intern. This internship provides an excellent opportunity for an enthusiastic college level student seeking broad experience within a dynamic City Planning Division. The Planning Division of the Community Development Department administers City Council policies contained in the General Plan, Zoning Ordinance, and other plans and ordinances. In addition, the Division establishes new and amended rules governing land use and urban design for adoption by City Council from the platform of the General Plan. The Division provides staff, professional service, and administrative support relating to the development, improvement, and preservation of affordable housing opportunities.

The Planning Intern will assist with a number of projects and efforts throughout the Division, which may include:

• Review of minor planning applications and building permits for compliance with required standards
• Prepare approval letters, staff reports, and presentations to the Zoning Administrator
• Shadowing and assisting Planning staff during public counter hours
• Conducting research for various strategic planning studies that could include Redwood City Greater Downtown Area Plan, Historic Preservation Ordinance updates.
• Preparing updates to forms, handouts, and other materials.
• Other appropriate tasks as needed.

Special Requirements:

Must be willing to work at City Hall for a minimum of three business days from Monday- Thursday per week. Of the three workdays, one day must be Tuesday.

About the Finance Department
The Finance Department is responsible for the overall financial management of the City, including
oversight of the citywide operating budget of $272 million ($175.8 million General Fund) for FY 25-
26 with 550 budgeted FTEs and a capital improvement program budget of $61.5 million. The
Department’s core function is to maintain a strong and secure financial position for the City by
providing comprehensive financial and analytical services to the City Council, City management and
staff, and the public. With a staff of 18.0 FTE and an annual budget of $4.5 million the Finance
Department provides the following services including Accounting and Financial Reporting, Budget,
Treasury and Revenue Management, Purchasing, Accounts Payable, Payroll, and Debt Service. In

The Opportunity
The Deputy Director of Finance assists in planning, directing, organizing, and coordinating the
operations of the Finance Department. This position manages assigned functional areas, which may
include accounting, payroll, revenue and treasury operations, and/or budget planning. The Deputy
Director provides highly responsible technical and professional staff support, serves as a key
member of the department’s leadership team, and performs complex financial and operational
analyses to support the City’s strategic and fiscal objectives.

Position Summary

Under general direction of the Director of Engineering Contracts, performs technical work related to preparation of contract documents, requests for proposals and formal bids, and administration of professional services agreements and construction contracts. May act as a liaison between District staff and professional consulting engineering firms or construction contractors. May serve as a contract administrative assistant to project engineers on design and construction projects. Maintains detailed and accurate records of contract compensation invoices, progress payments, status and schedules. Communicates with other District departments regarding engineering contracts. Performs related work as required.

Essential Responsibilities

• Assists in preparation of requests for proposals and formal bids, professional services agreements, and construction contract documents
• Assists with the preparation of contract amendments and contract change orders
• Performs invoice reviews and confirms invoices comply with contract requirements
• Reviews contractors' certified payrolls for compliance with contract requirements; performs labor and Small Business Enterprise / Disadvantaged Business Enterprise (SBE/DBE) compliance duties, such as, but not limited to, verifying certified payrolls with inspection daily diaries, performing contractor and sub-contractor employee interviews, verifying on-site postings of Federal and State required notices, keeping current records of Federal and State Wage Determination changes
• Assists with the review of extra work bills from contractors
• Assists with maintaining Engineering Department budgeting and accounting records
• Types correspondence, reports, forms and specialized documents related to the engineering contracts
• Researches information on the Internet and in the electronic and hard copy files for government rules, regulations and codes, historical information and certified documents
• Composes contract correspondence
• Assists with compiling Daily Diaries, matching them to their respective Extra Work Bills and entering the information onto a spreadsheet
• Prepares spreadsheets and reports for project status, summary of submitted invoices, requests for anticipated budget increases, etc.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service
• Performs additional related duties as assigned
• Regular and reliable performance and attendance is required

San Mateo County’s Regional Operations Center, located in Redwood City, is home to Public Safety Communications (PSC). The Center boasts state-of-the-art equipment and communication systems, including a brand-new Computer-Aided Dispatch (CAD) system. The facility provides all the tools for dispatchers to be successful both personally and professionally. The floor-to-ceiling windows in the Center allow plenty of natural light and employees can enjoy the use of an on-site gym, Quiet Room, and large, fully equipped employee kitchen.

PSC’s leadership philosophy centers around a commitment to customer service, dispatcher well-being, and overall excellence. PSC is committed to providing ongoing training and strives for a team environment with open lines of communication. Examples Of Duties

Employees in this classification are trained in, and perform the following duties:

• Receive business or emergency calls for law enforcement, fire, medical, and other public service agencies.
• Screen information to determine the nature of the call, perform call classification, determine priority and jurisdiction, and document activity.
• Screen and prioritize telephone workload.
• Remain cognizant of workloads and specific systems status.
• Provide support and assistance in a team concept during day-to-day operations and critical or large-scale incidents.
• Assist in the coordination of mutual aid incidents.

The City of Burlingame is currently recruiting for an Accounting Assistant I/II/III to perform a variety of accounting support duties, which (depending on the needs of the department) may include customer service in person and by telephone, accounts payable, accounts receivable, utility billing, cashiering, payroll, and general accounting duties.  The current opening is for Accounts Payable.

DISTINGUISHING CHARACTERISTICS:

Accounting Assistant I

The Accounting Assistant I is the entry-level classification in the accounting support series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine accounting support and customer service duties while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. Upon successful completion of one year as an Accounting Assistant I and gaining experience in at least two of the functional areas of the department, incumbents are eligible for promotion to the class of Accounting Assistant II. This classification is distinguished from the next higher level classification of Accounting Assistant II by the performance of work requiring a knowledge of at least two support function areas listed below and a greater degree of independence of action.

Accounting Assistant II

The Accounting Assistant II is the journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, and related support duties with minimum supervision. Assignments are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision when required. Upon successful completion of one year as an Accounting Assistant II and gaining experience in all accounting support functional areas of the department, they are eligible for promotion to the class of Accounting Assistant III. This classification is distinguished from the next higher classification of Accounting Assistant III in that the latter is the advanced journey-level class that has experience in and can work independently in all accounting support functional areas.

Accounting Assistant III

The Accounting Assistant III is the advanced journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, customer service, treasury and related support duties with minimum supervision. Incumbents are expected to be able to fully perform the duties and responsibilities in all of the department’s assigned functional areas. This classification is distinguished from the next higher classifications of Accounting Technician, Payroll Technician and Treasury Technician in that the latter are the para-professional level classes that perform a variety of specialized and complex task related to their assigned program area. 

SUPERVISION RECEIVED/EXERCISED:

Accounting Assistant I

Receives immediate supervision from one or more higher-level Finance staff, depending on assignment. Incumbents in this class do not routinely exercise supervision.

Accounting Assistant II

Receives general supervision from one or more higher-level Finance staff, depending on assignment. Incumbents may exercise technical and functional supervision over assigned staff.

Accounting Assistant III

Receives general supervision from one or more higher-level Finance staff, depending on assignment.  Incumbents may exercise technical and functional supervision over assigned personnel.  

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant I/II/III. A typical way of obtaining the required qualifications is to possess the equivalent of:

Accounting Assistant I

One year of clerical accounting experience, including public contact and some financial record keeping and report preparation, and a high school diploma or equivalent, supplemented by bookkeeping or accounting course work.

Accounting Assistant II 

In addition to the above, one year of experience equivalent to an Accounting Assistant I with the City of Burlingame, including the ability to perform the duties of at least two of the listed functional areas.

Accounting Assistant III

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant III. A typical way of obtaining the required qualifications is to possess the equivalent of one year of experience equivalent to an Accounting Assistant II with the City of Burlingame, including the ability to perform the duties of all of the functional areas.  

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data, and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

ABOUT THE POSITION

The City of Menlo Park is seeking a Water Quality Specialist for the Public Works department. Under general direction, the Water Quality Specialist is responsible for performing the full range of duties required to ensure that the quality of water supplied by the City provides the highest level of safety for public use and complies with all Federal, State, and local regulations through performance of water microbiological, chemical, and physical testing and analysis and a cross-connection control. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Chief Water Operator in that the latter is the full supervisory-level class in the division, acts as the Chief Operator, and is responsible for organizing, assigning, supervising, and reviewing the work of assigned staff involved in water quality and maintenance operations and activities.

Performs a variety of unskilled or semi-skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance and replacement of Town water, sewer, street and storm drainage facilities and systems.

ESSENTIAL DUTIES

Typical duties include but are not limited to:
•    Perform required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and backfilling.
•    Perform routine cleaning, inspection and preventive maintenance of equipment and refers defects or needed repairs to supervisor.
•    Performs all duties in conformance with appropriate safety and security standards.
•    Maintains Corporation Yard and other Town facilities.
•    Responds to residents' requests for service.
•    Maintains a variety of records relating to maintenance activity.
•    Assists in determining the locations of water, storm drain and sewer lines from the appropriate sources prior to excavation.
•    Drives trucks of various sizes and weights in the loading, hauling, and unloading of equipment and supplies.
•    Work in adverse weather conditions.

Possible 40 or more hours per week (Subject to change) up to total 960 hours of temporary employment.
