San Mateo County Health is seeking well-qualified individuals for the position of Public Authority Payroll/Personnel Services Specialist. The current vacancy is in the Public Authority.  NOTE: This is not a County position.

This is a full-time position working Monday–Friday. A hybrid schedule may be available; however, approximately four on-site workdays per week are anticipated based on operational needs and County requirements. The position is currently located in San Mateo, CA, but will relocate to South San Francisco, CA, planned for December 2026. This role requires travel throughout the County and periodic travel within the State of California.

There is currently one vacancy that requires Spanish bilingual fluency.  

 

Public Authority
The Public Authority (PA) was established by the San Mateo County Board of Supervisors in 1993 for the purpose of administering the provider components of the County of San Mateo's In-Home Supportive Services (IHSS) program. The IHSS Program provides homecare services to Medi-Cal eligible individuals who are aged, blind or disabled to assist them to remain safely in their homes as an alternative to out-of-home care. The Public Authority provides personnel and payroll services for IHSS caregivers, and Registry caregiver services for IHSS recipients.
  
 The Public Authority Payroll/Personnel Services Specialist duties include:

• Performing technical and specialized office support work, relating specifically to employer-of-record, payroll, and benefits administration, which may require the use of independent judgment and the application of technical skills.
• Serving as Officer of the Day according to an established schedule.
• Performing related duties as assigned.

 

The ideal candidate will possess the following:

• Written and Verbal Communication Skills in Spanish and English – Guide sensitive conversations with caregivers regarding payroll-related issues in person, over the phone, or via email.
• Public Speaking – Present program information during new caregiver orientation.
• Organizational Skills - Maintain a caseload and provide payroll, benefit, and personnel services for caregivers. Maintain case notes on work performed.
• Interpersonal Skills – Manage a high call volume and support lobby visitors with responsiveness and efficiency. Build cohesive working relationships with program staff within Aging and Disability Services. Strong customer service skills.
• Judgement and Decision Making - Perform quality assurance oversight on payroll, case, and provider management activities and make appropriate referrals to the Program Integrity Unit. Evaluate timesheet errors and manage corrections according to State program regulations.
• Basic Business Data Processing – Create and/or update caregiver profiles in the State’s computer system.
• Experience with Microsoft Office – Maintain Outlook calendar, communicate with staff via Teams, create and edit Excel spreadsheets to log and track phone calls/messages.
• Administrative - Accurately process and scan documents. Ability to utilize multiple IT systems seamlessly.
• Collaboration and Teamwork – Work collaboratively with program staff, caregivers, and community partners to ensure efficient service delivery and maintain positive working relationships across teams.

Duties may include, but are not limited to, the following:

• Conduct enrollment interviews, verify and accurately enter applicant information into the State’s Case Management Information and Payroll System (CMIPS) application.
• Conduct new provider orientation.
• Process requests for employment verification in a timely manner.
• Evaluate timesheet errors and manage corrections according to State program regulations.
• Manage administration of IHSS provider benefits.
• Communicate with clients, providers and social workers regarding implementation of all aspects of provider management in the IHSS program.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 
Payroll/Personnel Coordinator II: One year of journey level general or fiscal office support experience which has included payroll or personnel assistance OR two years of general clerical or office assistant experience.
 

Knowledge of:

• Methods and practices related to payroll and personnel processes in a complex, public agency.
• County labor contracts, Civil Service Rules and other related policies and procedures.
• Standard processes for completing and processing varied payroll and personnel documents.
• Office administrative practices and procedures, including record keeping and the operation of standard office equipment.
• Basic business data processing and business arithmetic, including percentages and decimals.
• Correct English and Spanish usage, including spelling, grammar and punctuation.
• Record keeping principles and procedures.

Position Summary

Under general direction of the Director of Budget & Financial Analysis, performs complex financial, analytical, and administrative work supporting the District’s capital grant and accounting programs. Maintenance Worker I

This is the entry-level class in the Maintenance Worker series. Initially under close supervision, incumbents with basic maintenance experience learn City infrastructure, systems, grounds, parks, facilities, use of tools and equipment, and a wide variety of practices and procedures. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Maintenance Worker II

This is the journey-level class in the Maintenance Worker series responsible for performing the full range of duties required to ensure that City infrastructure, grounds, parks, and facilities to which assigned, are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned areas. Positions at this level are distinguished from the level I by the performance of the full range of duties as assigned, working independently and exercising judgment and initiative. ABOUT THE POSITION:
The Housing Coordinator supports the Housing and Community Development division by assisting in the formulation and implementation of the City’s affordable housing policies and programs. This position monitors the City’s inventory of affordable housing units for compliance with the applicable deed restrictions or affordability covenants, assists developers in complying with the City’s Affordable Housing Ordinance, and coordinates the funding processes for the City’s affordable housing funds. The Housing Coordinator stays current with local, state and federal housing laws and helps advance the various affordable housing policies and programs in the City’s Housing Element. This may include drafting funding agreements, reviewing scopes of work for housing rehabilitation projects, and income verification of applicants for affordable housing programs.

DEFINITION

Under the direction of the Housing and Community Development Manager, the position is responsible for the development, coordination and oversight of the City’s housing policies and programs to meet the City’s long and short-term housing goals and objectives.

EXAMPLES OF DUTIES

Identify and work with for-profit and non-profit housing development organizations in developing affordable housing projects; negotiate and monitor contracts; develop and evaluate RFP’s relating to affordable housing development; assist in developing new housing assistance programs, new housing development projects, criteria for new construction programs, and in negotiating lending agreements and contracts with financial institutions for housing programs; work on site acquisition for housing programs. Knowledge of: Real Estate lending practices and underwriting standards, and housing development finance; as well as, knowledge and experience with housing funds and HUD’s Community Development Block Grant (CDBG) and HOME programs along with laws, regulations and funding requirements relating to State and Federal assisted housing programs.

Ability to: Prepare clear and concise written reports and recommendations, both written and oral, to the City Council, Daly City Housing Development Finance Agency, and at public meetings; maintain effective working relationships with City Council members, City Staff, the real estate development community, non-profit organizations, civic groups and the general public. Additionally, be sensitive to the housing needs of the City’s
lower-income residents, and translate knowledge into policy options for City Council and Housing Development Finance Agency programs. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Bachelor’s degree in Public Administration, Business Administration, Economics, Planning, Sociology or a related field. A Master’s degree is highly desirable.

THE DEPARTMENT

The Parks, Recreation & Community Services Manager – Senior Services is responsible for leading the operations, programs, services, and community engagement efforts that support Redwood City’s older adult population. This position oversees a broad range of senior services, including recreation programming, wellness initiatives, social services coordination, special events, facility operations, partnerships, and community outreach, while helping ensure the City’s brand new 45,000 square foot senior center continues to be a welcoming, active, inclusive, and responsive community space.

This role provides leadership and oversight for the day-to-day operations of senior services programs and facilities, including staff supervision, budget administration, program development, strategic planning, contract management, and customer service delivery. The Manager works collaboratively across City departments and with community organizations, regional agencies, volunteers, and service providers to support programs and services that enhance quality of life, social connection, health, and lifelong learning opportunities for older adults.

The Manager also serves as a key liaison to community stakeholders and the Senior Affairs commission, helps guide long-range planning efforts related to aging services and ensures programs and services reflect the evolving needs of Redwood City’s diverse senior community. Responsibilities include overseeing operational logistics, evaluating program effectiveness, supporting staff development, and maintaining strong partnerships that advance the City’s commitment to accessible and high-quality community services.

ABOUT THE POSITION

The City of Redwood City Public Works Services Department invites you to apply for the position of Public Works Maintenance Worker III Equipment Operator in the Right-of-Way Division. The Right-of-Way Division is responsible for maintenance of the City’s public right-of-way including streets and roadways, parking lots, roadway markings and painting, streetlights, traffic signals and signs, and street cleaning.  

The position will report to the Public Works Field Supervisor and will serve as a skilled maintenance worker operating a variety of heavy equipment in the construction and maintenance of public right-of-way- assets, assist in scheduling and reviewing work, perform a variety of skilled tasks in the construction, maintenance, repair streets and sidewalks, and occasionally lead a field crew in assigned work. Work will include the skillful operation of construction and maintenance equipment such as street sweepers, backhoes, paving machines, dump trucks, rollers, trucks, tractors, and skip loaders. The position will be involved in the construction and maintenance operation of streets, sidewalks and gutters, will spread asphalt in patching and repairing streets, read and interpret maps of service areas and sweeping districts, and provide technical guidance to less experienced workers.
