The City of Saratoga has an exciting opportunity to join our Community Development Department, Planning Division.

This front-line team member in the City's Planning Division will provide a high level of customer service by effectively assisting the public and City staff. The position will report to the Development Manager and work collaboratively with the Associate and Senior Planner team.

This position provides professional planning services for property owners, developers, contractors, and the general public; performs professional, technical, statistical, and analytical duties involving land use or planning studies for a variety of public or private development projects; reviews development and land use applications, and zoning and site plans; assists the public in person, via phone and other communication methods, answering questions and providing information regarding zoning, land use, development standards, approved development proposals; completes technical assessments; and related work.

Library Assistants are part of a Branch Leadership Team that supervises clerical operations and clerical staff at a branch library or a major unit within the Martin Luther King, Jr. Library. Currently there is one vacancy. 

Position Duties

The position is responsible for training and supervising clerical staff in the performance of a range of duties; providing direct customer service; organizing, assigning, and reviewing the workflow and processes; creating daily and weekly work schedules; interpreting policies and procedures; resolving customer and computer related issues related to circulation activities; serving as the branch or unit resource for computer technology operations and troubleshooting equipment problems; developing clerical unit procedures and objectives; tracking and monitoring budgets and balancing fund accounts; verifying revenue collected; developing and implementing employee training; tracking and follow up on facility maintenance problems; compiling statistical reports; and serving on system-wide committees. Schedule will include some evenings, Monday and Saturday rotations, and occasional Sunday shifts.  Bilingual skills preferred.

DESCRIPTION:

The Department:

The Santa Clara Fire Department was established in 1854 when local residents formed the Columbia Hose Volunteer Fire Company. Today, the city has 9 fire stations (one more in design process) consisting of 8 engines, 2 trucks, 1 rescue/light unit, 1 hazardous materials unit, 1 ambulance and 2 command vehicles. The fire department is comprised of 175 personnel staffed across five divisions and serves a population of approximately 130,000 people spread over 18.4 square miles.  The Fire Administration Division provides management, organization, and support for the various divisions of the fire department actively engaged in the protection of life and property.  The Emergency Medical Services Division is responsible for training personnel to deliver pre-hospital emergency medical services to people who live, work and visit in Santa Clara.  The Community Risk Reduction Division is primarily responsible for fire safety education, fire cause determination, inspection of high hazard occupancies, and fire code enforcement. This division also maintains a vital role as technical consultant to the fire department, the City, and the business community, advising on site construction, process installation, and the safe use and handling of hazardous materials as outlined in federal, state, and local regulations. The Field Operations Division efficiently manages over 11,000 emergency responses annually.  The Training Division provides services to the Fire Department, other City departments, industry, and the community at large.

The Position:

Firefighter I is the entry level classification in the Firefighter series. An incumbent in this classification responds to medical emergencies, fire alarms, performs rescue services, and protects life and property endangered by fire. When qualified and assigned, Firefighter I's may be assigned to paramedic duties. Performs related duties as assigned.

• A valid California Firefighter Joint Apprenticeship Committee (CFFJAC) Candidate Physical Ability Test (CPAT) card issued within 6 months prior to the date of a conditional offer of employment
• Successful completion of a City of Santa Clara approved Fire Academy is required within 6 months of appointment
• Possession of a valid California Class C driver's license is required at time of appointment. A valid California Class C driver's license with Firefighter endorsement is required within 24 months of appointment 
• All of the listed licenses and certifications must be maintained as a condition of continued employment in this classification for as long as they are required

Desirable Qualifications:

• Demonstrated proficiency in a second language, in accordance with the City's needs
• Military experience, journey-level status in the building construction trades, or other work experience relevant to the fire service
• Community service experience
• Completion of thirty (30) or more units of coursework in Fire Science/Technology at an accredited college
• An associate's or higher-level degree from an accredited college or university
• Possession of a valid California Paramedic (EMT-P) license (required prior to appointment to a Paramedic assignment)
• A valid California Class A or B commercial driver's license

Other Requirements:  

• Typically assigned to a 56-hour workweek (24-hour shifts); may be assigned to a 40-hour workweek as required
• May be required to work odd and unusual hours, including weekends and designated holidays and to be subject to call-back in the performance of job duties
• Must be able to perform all of the essential functions of the job assignment

Physical Requirements:

• At least 21 years of age 
• Able to distinguish primary colors (red, green, amber), each eye free of any abnormal condition or disease which might affect performance of job duties, visual acuity in each eye of at least 20/50 vision (uncorrected) and 20/30 (corrected), and normal night vision

Overview:

The Senior Engineer (Electrical) is to provide specialized electrical engineering expertise, particularly related to low and medium voltage electrical distribution systems and low voltage motor control centers used in industrial facilities, including water treatment plants. This individual will serve as a subject-matter expert, support ongoing capital projects throughout all phases—planning, design, and construction, act as the Owner’s representative for electrical engineering, and manage consultants and professional services agreements. Their role includes troubleshooting complex electrical issues, assisting with design modifications, and managing capital improvement (electrical) projects, such as the Electrical Improvement Project at Water Treatment Plants and providing electrical engineering support for the Reliability Improvement Project (RWTP). The Senior Engineer (Electrical) will also support the Treatment Plant Projects Delivery Units ongoing efforts to enhance facility operations and ensure the successful delivery of vital infrastructure upgrades.

Key Responsibilities include, but are not limited to:

• Manage complex, politically sensitive, and/or large treatment plant capital improvement projects through all phases, including planning and design; supervises multi-division teams and coordinates and collaborates with external agencies.
• Provides electrical and power engineering support for projects under the Treatment Plants Project Delivery Unit.
• Develop the scope of work, initiate, negotiate, and manage consultants and professional services agreements as assigned, including overseeing the contract process to on-board, maintain the current agreement, and close the agreement at the end of the project.
• Serve as a technical expert in electrical engineering, including on-site troubleshooting during construction, as well as coordinating and overseeing complex electrical shutdowns.
• Schedule, lead, and participate in project meetings to discuss electrical and power design elements. Mentor, train, and supervise subordinate staff.
• Assumes responsibility for the review and preparation of engineering studies, reports, design, and contract documents for compliance with electrical engineering standards and principles, stamps and/or signs such work to assume project (electrical) engineering responsibility.

• Planning, designing, and inspecting all phases of industrial electrical distribution engineering projects.
• Troubleshooting and repairing existing industrial electrical distribution (both hardware and software).
• Leading, coordinating and implementing full cycle industrial to electrical distribution projects ensuring no disruption of mission critical operations.
• Collaborating with project teams to ensure that projects in planning, design, and construction phases are abiding by industrial to electrical distribution standards.
• Developing technical policies and procedures and making recommendations for changes and improvements to existing standards and procedures.

Treatment Plants Project Delivery Unit (Position Code 1099) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Position Duties

The Library Department is seeking four (4) Literacy Program Specialists (LPS) to join our team and change the lives of those we serve! Literacy Program Specialists are community connectors. They are responsible for coordinating programs and services provided by the library. They identify community needs, collaborate with partner organizations, and guide library customers to information and helpful resources. Specialists are responsible for performing a variety of professional duties including: implementing grants; planning/implementing or finding partners for library programs; conducting community outreach; evaluating the effectiveness of programs, computer software, and online learning tools; formulating a strong partnership with other Library units (Family Learning Centers, Early Education, Expanded Learning, College and Career Pathways, Digital Empowerment, and SJPL Works); and having knowledge of current literacy trends. The salary range for Literacy Program Specialist is approximately $91,094.64 - $110,532.24 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

Family Learning Center Coordinator 

SJPL is seeking a dynamic, community-oriented Literacy program specialist to lead educational and family engagement programs at one of the  Family Learning Centers. This role involves developing and delivering culturally responsive services such as adult literacy, ESL, digital skills, citizenship, workforce readiness, and access to community resources through the bridge libraries while collaborating with library staff, educators, nonprofits, and volunteers. The coordinator will also conduct outreach to raise awareness, supervise volunteers, manage program logistics, and track participation and impact via data collection. Ideal candidates will bring strong communication, multi-tasking and organizational skills, experience working with diverse communities, and a deep commitment to equity, inclusion, and family-centered service.

English Second Language (ESL) Programming Coordinator (Overstrength)*

SJPL is seeking a passionate, community-focused, and experienced ESL Program Coordinator to lead, design, and implement high-quality programs and services that reflect the needs of San José’s diverse community. This role will be responsible for the coordination of citywide ESL programming, staff, volunteer and instructor training, community partnerships, and oversight of the California Library Literacy Services (CLLS) ESL grant. The ideal candidate will be skilled in ESL assessment, curriculum development, cross-cultural communication, program evaluation, and community engagement.  

Resilience Corps Learning Pathway Specialist (Overstrength)*

The College and Career Pathways Unit is seeking a passionate and community-driven Literacy Program Specialist to manage, develop, enhance, and administer the Resilience Corps Learning Pathway program. This vital role focuses on supporting SJPL’s administrative responsibilities associated with the state grant-funded program, including data collection and management. The position will also oversee the worksite experience of participants within the workforce development program who are assigned to SJPL as their worksite and act as a liaison with key community partners. The ideal candidate will be a champion of workforce and education equity, with a strong and demonstrated commitment to building trust with and, uplifting, and empowering young adults. Responsibilities include developing and delivering equity-oriented and diversified training strategies, grant and data management, partnership development, and the development of impactful programs that connect people to opportunities to uplift and empower San José’s youth and young adults.

ESL and Workforce Development Grant Coordinator (Overstrength)*

SJPL is seeking a dynamic, mission-driven leader to coordinate and manage citywide ESL and workforce development programs, aligned with the evolving needs of our diverse community. This role will serve as the project lead for the prestigious Carnegie grant-funded initiative, Libraries as Pillars of Education and Democracy, aimed at strengthening SJPL’s role in civic education, economic mobility, and lifelong learning.  This strategic position blends direct program oversight with cross-sector collaboration, community engagement, volunteer training and grant management to advance equitable access to educational and economic opportunities for all San José residents. Work Environment: This full-time position is part of the Land Stewardship & Trails Department at Midpen’s Administrative Office in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding. A minimum of three days on-site in the office is required per week. This is primarily a sedentary office classification.  Must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Some fieldwork may be required, which involves the ability to walk for short distances over rough terrain, drive vehicles over unimproved roads, and stand for extended periods.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field and three (3) years of professional analytical experience equivalent to a Management Analyst I at the District. Public sector experience is preferred and previous supervisory experience is desirable.

Licenses & Certifications Required:   Possession of a valid California Driver’s License.

The Departments: 

Community Development Department

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents. The Housing and Community Services Division is staffed by nine (9) full-time positions. Specific activities within the Division include administration of the City’s inclusionary housing program for rental and ownership units, loans for new affordable housing development and rehabilitation, the long-term compliance of the City’s affordable housing portfolio, and management of the City’s Redevelopment legacy assets and Housing Element program implementation. The Division also administers the City’s federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs. These grants are used to promote affordable housing, rehabilitate substandard housing, facilitate neighborhood improvements, remove barriers to persons with disabilities, prevent homelessness and reduce its impacts, and to fund public services for low- and moderate-income residents. The Housing and Community Services Division of the Community Development Department is currently hiring for two Staff Analyst II positions. 

The Compliance Staff Analyst II in this Division will be essential in administering and monitoring compliance of the City's Affordable Housing Programs. This position ensures that multifamily housing projects comply with local, state, and federal regulations. The Staff Analyst II will review, interpret, and apply these regulations, as well as the City’s affordable housing agreements. Responsibilities include overseeing compliance for the affordable rental portfolio, monitoring both existing and new inclusionary units, collaborating with developers on initial marketing and lease-ups, and assisting with complex issues related to rental compliance and reporting requirements. Additionally, the Staff Analyst II will report directly to the Housing Development Officer and provide administrative and clerical support.

The Housing Policy Staff Analyst II in this Division will be responsible for implementing a range of new policies and programs in the City’s adopted 2023-2031 Housing Element. This position will help track changing state laws and requirements, conduct research and policy analysis, plan and conduct stakeholder outreach, coordinate and manage consultants, serve as the City’s liaison to the Santa Clara Community Planning Collaborative, gather and organize data for analysis and mapping, manage ordinance updates, write staff reports, evaluate programs, draft presentations for City Council, and more. This position will report jointly to the Housing & Community Services Manager and the Planning Manager.

Department of Public Works

The City of Santa Clara's Department of Public Works (DPW) seeks a results-oriented and innovative Staff Analyst II to serve out the Department's mission to provide the highest quality public works services to the residents and businesses of Santa Clara, the development community, and other stakeholders in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. Currently, DPW has one (1) open position in the Administration Division. The Staff Analyst II in this Division will be essential in administering and monitoring the budgets for the Department’s Capital Improvement Projects and analyzing financial data and coordinating with all levels of personnel and stakeholders.   In addition, the candidate will lead the implementation of changes to how the Department’s staff time is tracked and accounted for within project budgets. The ideal candidate for this position will have a strong financial background and high-level technical support and complex financial analysis related to budget. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline oriented. The position requires the use of considerable initiative, judgment, analysis, coordination, and interpersonal skills. This position will be providing budget related support to the division, program and project managers. The Position: 

The Staff Analyst II is responsible for advanced level program analysis and higher level administrative duties in support of assigned programs and activities. Assigned programs could include housing development, housing policy analysis, community development, public works capital improvement program project implementation, community outreach, historic preservation, financial analysis, budget and revenue/expenditure tracking, advanced planning, public/private housing rehabilitation, management analysis, building services, human services, criminal statistics, solid waste, recycling, waste prevention, sustainability, urban runoff pollution prevention, and federal/state grant programs and activities. Performs related duties as assigned. 

The Staff Analyst II works under general supervision and is expected to work within established procedures and policies of the work unit. This classification performs professional work involving program management, budget administration, and research. The Staff Analyst II analyzes data, prepares reports, and make recommendations to improve efficiency and effectiveness.

Minimum Experience Requirements: 

Six (6) months of experience performing analytical work.

Acceptable Substitution: 

A Master's Degree from an accredited college or university in one of the above fields may be substituted for the six (6) months required analytical experience.

License/Certifications: 

Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.

Other Requirements:  

Must be able to perform all of the essential functions of the job assignment.

Incumbents of this classification may be required to occasionally work overtime and odd and unusual hours.
