The Department of Planning, Building and Code Enforcement (PBCE) is currently recruiting to fill multiple Code Enforcement Inspector (CEI) I/II positions in the Code Enforcement Division.

The Code Enforcement Division is looking for self-motivated individuals with experience working in an inspection, regulatory, or enforcement environment with strong interpersonal skills, and a commitment to continuous improvement.

Responsibilities include but are not limited to:

- Perform inspections and complaint investigations of moderate difficulty involving code violations on residential, commercial, industrial, vacant, or other private property to ascertain and gather facts related to applicable ordinances, codes, laws, rules, and regulations, and determine and institute proper enforcement action with conclusive results.

- Issue administrative citations and notices. Researches and prepares cases for review by quasi-judicial board. Utilizes administrative remedy process to conduct enforcement. May participate in civil proceedings.

- Manage caseload and related tasks; respond timely and in compliance with internal procedures, policies, and target inspection response times.

- Explain, interpret, and make presentations of ordinances, codes, laws, rules and regulations to customers, residents, community groups, agencies, businesses, and other entities. Participates in community meetings or events.

- Prepare notices, orders, reports and correspondence for review and approval by supervisor.

In addition, Code Enforcement Inspectors may be required to work a flexible schedule that may include working evenings or weekends. Applicants with bilingual skills are encouraged to apply.

Salary

Code Enforcement Inspector I: $79,191.84 - $96,183.36 annually

Code Enforcement Inspector II: $91,728.00 - $111,493.20 annually

These amounts include an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

The total salary range for the Media Relations and Communications Specialist/Manager position (classification could be Council Community Relations Coordinator or Council Community Relations Director – Unclassified commensurate with experience) is $58,631.04 - $109,791.76. The Mayor serves as the political leader in San José, and under the City Charter, is responsible for recommending policy, program, and budget priorities for the City. The Office of Mayor-Elect Matt Mahan is seeking an organized, creative, and energetic individual who is passionate about serving the community of San José and committed to advancing the Mayor’s vision for the City. The individual will join a dynamic team led by the Chief Communications and Marketing Officer that is responsible for carrying out a comprehensive and multi-faceted media relations and communications operation.   

Responsibilities for this position may include, but are not limited to the following:  

• Writing and editing press releases, media advisories, speeches, opinion pieces, mayoral correspondence, news and feature articles and a wide variety of other communications materials. 
• Assisting with scheduling and drafting content for a multi-faceted social media strategy to effectively engage the community and constituents with the Mayor's policies, positions, and goals. 
• Conduct a range of media outreach strategies, including placing stories in media outlets; coordinating operations, such as scheduling, for media requests and interview preparation; pitching media, and managing media lists. 
• Conduct research and prepare information for media interviews, media memos, strategy sessions, and to advise on policy decisions.

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing elected official and does not extend past the end of the elected official's or appointing authority's term. The Position

Under the direction of the Youth and Family Services Administrator, the Senior Program Coordinator plays a unique role overseeing the early childhood mental health program, providing direct counseling services and supervising several staff counselors and interns.

The Senior Program Coordinator typically has specialized experience, training and qualifications that enable the position to work effectively with children 0-8 years, parents and youth caregivers.

The Senior Program Coordinator works closely with the division’s Clinical Supervisors and Quality Assurance Specialist to ensure that clinical services comply with all policies, procedures and legal regulations, and that client services are delivered at the highest standards. The position also coordinates with other key positions in the Human Services Department to help clients have easy and timely access to coordinated services throughout the Human Services Department and/or with other partner agencies.

Examples of Duties

- Oversee and coordinate the direct services under the early childhood mental health program, working closely with the counselors and interns assigned to the program.
- Provide administrative and clinical supervision and consultation to YFS counselors and interns/trainees who are providing direct counseling services to children 0-8 years, parents, and family members, while maintaining close cooperation with the Youth and Family Services Division’s Clinical Supervisors and Quality Assurance Specialist.
- Provide direct counseling and early childhood consultation services to children 0-8 years, parents, and family members.
- Together with the YFS Administrator, understand policies and trends related to the provision of early childhood mental health services; and represent the division at County and/or school district meetings.
- Ensure direct service staff and interns are familiar with and fully utilize client Electronic Health Record System and becomes a key user representative on system implementation team.
- Oversee clinical documentation and compliance with State Medi-Cal documentation standards in partnership with Clinical Supervisors and Quality Assurance Specialist.
- Manage the client intake and referral process for the early childhood mental health program.
- Ensure that staff meet contractual and quality assurance goals and audit requirements.
- In partnership with YFS Administrator, Clinical Supervisors, and the Human Services Department’s Fund Development Officer respond to requests for proposals, develop grant work plans, narratives, and budgets.
- Oversee early childhood grant deliverables and reporting for the division.

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

Under guidelines provided by the State of California, the MSSP Case Manager provides case management to frail seniors who are MediCal eligible and 65 years of age and older, to support them to live in their own home. This position joins a multi-disciplinary team of a social worker and a nurse and will perform case management functions in the cities of Fremont, Newark, Union City and Hayward. This position requires driving to conduct community visits, including visits to client homes and medical facilities. Participants in the MSSP program have significant medical and/or caregiving deficits and are at risk of further deterioration and/or institutionalization. The Case Manager will evaluate clients for medical appropriateness (RN only), conduct assessments (health and/or psychosocial), formulate detailed care plans, access/advocate for services, and monitor client care. The program serves a diverse client population, and the candidate must feel comfortable working with monolingual non-English speaking clients and/or through interpreters.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

- Manage a caseload of 28-32 clients comprised of older individuals with complex medical conditions.
- Conduct comprehensive client assessments, and develop and monitor service plan.
- Collaborate with team members, Human Service programs, and community agencies.

- Advocate for clients in accessing services.

- Supervise interns in graduate and undergraduate programs.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who are unhoused or housing insecure, and who may have complex social and medical needs including health care, financial assistance, employment opportunities, as well as housing assistance. As a member of the Human Services Department, this position reports to a Clinical Supervisor, under direction of the division manager of Homeless Care and Response (HCR), and is characterized by the responsibility to provide comprehensive psycho- social assessments and develop and implement care plans. These plans may focus on connecting clients  to public benefits, obtaining budgeting skills, accessing medical care, and obtaining more stable living arrangements. The position works within a team of professionals and will be required to work collaboratively with team members and community partners.  In order to perform responsibilities, the Case Manager will be required to conduct site visits in the company of another staff member in the field to locations where homeless persons may reside,  to medical facilities, and other community locations.

Examples of Duties

- Manage a caseload of clients comprised of individuals with complex medical and co-occurring conditions, including SUD, mental illness, or homelessness.
- Conduct comprehensive client assessments to develop appropriate service plans and monitor them closely.
- Assist clients to develop support systems to maintain independent living, self-sufficiency and family stabilization.
- Provide crisis intervention.
- Collaborate with supervisor, team members and other Human Services programs and community agencies.
- Make site visits and provide other community interventions as needed.
- Conduct inter-agency and/or family conferences.
- Provide supportive counseling and advocacy for clients.
- Monitor services provided for each client.
- Maintain timely electronic documentation of services, reporting, and billing.
- Prepare and present training and educational programs and publicity materials.
- Supervise interns in graduate and undergraduate programs placed at HCR.
- Prepare written and statistical technical reports.

The Position

The Human Services Department currently has a part-time Counselor position in the Aging and Family Services (AFS) Division’s Senior Peer Counseling program.  The Counselor position is an integral member of the Senior Peer Counseling program offering supervision and training to the senior peer counselors who in return provide emotional and mental health support to homebound elders in their place of residence. In collaboration with a clinical supervisor and other members of a multidisciplinary team, such as AFS care managers, the Counselor will provide active guidance, leadership and training to the senior peer counselors and limited direct care services to the seniors in home. The Counselor will interact with seniors and their families by conducting in-home assessments, using the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM 5), to develop thoughtful and creative care plans. In addition, the Counselor will provide reports that are due as part of the contract. 

The Ideal Candidate

The ideal candidate will be a Licensed Marriage and Family Therapist, Licensed Clinical Social Worker, Licensed Professional Clinical Counselor, or Licensed Psychologist.  Additionally, the selected candidate will demonstrate excellent customer service; maintain effective working relationships with internal and external customers; exhibit skills in oral and written communication; demonstrate creative problem solving techniques; experience working with older adults and different ethnic and cultural groups; display keen observation and evaluation skills of clients; and supervisory experience and facilitation of groups is highly desirable.

Minimum Qualifications

Any combination of education and experience that would provide the knowledge, skills and abilities required to perform the essential duties of the job would be qualifying.  A typical way to accomplish this includes:

Education: Master’s degree in Psychology, Social Welfare, or comparable field.

Experience:

Two (2) years of progressively responsible experience providing counseling services.

Special Requirements:  This position may be required to work other than business hours and requires the ability to travel independently within and outside of City limits.
