DEFINITION:

Under general supervision of the Finance Director, the incumbent in this classification performs professional accounting, auditing, and financial analysis work in support of a broad range of City financial functions; provides first-line supervision to support staff; performs related work as required.

EXAMPLES OF DUTIES (illustrative only):

• Performs responsible accounting and auditing work in specified financial areas as assigned, for example, prepares journal entries and balances, maintains the City’s general ledger, and reconciles accounts.
• Assists in the preparation, implementation, and control of annual operating and capital improvement budgets. 
• Reviews policies, procedures, and practices in the areas of licensing, revenue collection, purchasing, accounts payable, payroll, and similar areas of operation and control to improve efficiency and effectiveness; recommends and implements improvements. 
• Reviews business data processing applications and recommends and implements improvements; may be required to convert manual processes into automated systems. 
• Plans, organizes, staffs, directs, and controls the work of support staff including the monitoring, evaluation and revision of work assignments.
• Answers questions from City staff, contractors, vendors, and others regarding the activities of the department.
• Assists auditors in auditing the City’s accounting and reporting systems.
• Review and document job performance and provide employees with counseling to improve or remedy performance.

Yuba Water Agency is seeking a skilled, detail-driven Construction Inspector II to support major infrastructure projects that protect communities, enhance water reliability, and strengthen the region’s long-term resilience. This role offers the opportunity to work on high-impact public works—from dam safety improvements to hydropower facilities, and recreation facilities—while contributing to one of California’s most forward-thinking water agencies.

The Construction Inspector II plays a vital part in ensuring that Yuba Water Agency’s capital projects are built safely, accurately, and in full compliance with plans, specifications, and regulatory requirements. This position conducts daily field inspections, documents construction progress, verifies contractor work, and collaborates closely with engineers, project managers, and external partners. • Safely and appropriately supervise campers at all times.
• Plan and lead arts, crafts, games and sports according to the theme of the week.
• Serve as a mentor and role model to campers by modeling positive behavior at all times.
• Use positive discipline with campers and communicate effectively with parents and guardians.
• Effectively collaborate with fellow camp staffers and Parks and Recreation Department staff.

Minimum Qualifications:

Supervision:

Under the general supervision of the Recreation Coordinator and Camp Director, Camp Coordinators are responsible for the day-to-day operations of their assigned summer day camp:  executing weekly curriculums by ordering supplies, supervising their camp staff, and leading all of their camp activities on a daily basis.  The City of Orinda offers two city-run camps:  Camp Orinda and Camp Orinda Jr.

Camp Orinda is a full-day (9:00 am to 4:00 pm) traditional camp for 6 to 11 year olds.

Camp Orinda Jr. is a half-day camp (9:15 am to 12:45 pm) for 3 1/2 to 5-year olds.

Essential Duties:

• Execute the camp curriculum in accordance with the Camp Director and Recreation Coordinator.
• Lead arts, crafts and games according to the theme of the week.
• Participate in weekly camp debriefs with Camp Director.
• Offer leadership, guidance and direction to Camp Counselors.
• Supervise Counselors-in-Training (CIT), pair CIT's with experienced Camp Counselors, and delegate CIT weekly duties during CIT camp week.
• Serve as a mentor and role model to campers and communicate effectively with guardians and families.
• Safely and appropriately supervise all campers.  Camp Orinda Coordinator will supervise campers on weekly field trips around the East Bay.
• Monitor supplies and create weekly supply list.
• Ensure the health and safety of all campers are prioritized in all summer camp programs.

Minimum Qualifications:

Supervision:

Under the general supervision of the Recreation Coordinator, the Camp Director assists the Recreation Coordinator in the administration of summer camp staffing, programming, training and camper/family relations.  The Camp Director is responsible for overseeing the camp coordinators and camp counselors, and the Director is the on-site camp liaison for families. 

This position is a 40 hour per week Monday through Friday seasonal position during summer.  In addition to staff recruitment and selection and summer program planning hours prior to camp start dates, there is also an opportunity to continue employment on a part-time basis with the Parks and Recreation Department during the school year to assist in the planning and implementation of Orinda Youth Sports (OYS), adult sports, and the Orinda Teen Advisory Council (OTAC).

Essential Duties:

• Collaborate with Recreation Coordinator to develop, coordinate and facilitate summer camp programs and activities.
• Oversee camp staff, and promote a safe, supportive and engaging environment for all staff.
• Assist Recreation Coordinator in staff hiring and training and with staff scheduling and evaluation.
• Lead weekly debriefs involving city-run summer camps with Camp Coordinators.
• Direct Counselor-in-Training camp during last one week of summer.
• Utilize strong communication and decision-making skills to handle crisis management, discipline, or troubleshooting issues related to campers, families or staff.
• Maintain fiscal records and work within budget to order and maintain camp supplies and resources.
• Act as liaison between families, campers, staff, and Parks and Recreation Department.

The City of Newark is seeking a knowledgeable Equipment Mechanic I/II with hands-on automotive experience to join our Public Works Maintenance Division. This position is responsible for maintaining and repairing City vehicles and equipment; ability to repair gasoline, diesel powered, or alternative fuel powered automotives; organization and log of tasks done and perform a variety of technical tasks relative to assigned areas of responsibility.

EXAMPLE OF DUTIES

• Perform routine maintenance on vehicles and equipment, including oil changes, lubrication, tune-ups, minor repairs, and limited fabrication or welding.
• Inspect, diagnose, and repair mechanical and electrical components, including tires, batteries, cooling systems, and related parts.
• Clean and detail vehicles; transport vehicles and supplies; maintain an organized shop and accurate service records using computer systems.
• Provide quality customer service and maintain positive working relationships with staff and the public.

In addition to the duties above, the Equipment Mechanic II:

• Perform repairs and adjustments to vehicles including fleet automobiles and police patrol vehicles, light and heavy trucks including emergency vehicles, heavy construction equipment and various related gasoline, diesel and alternate fuel engines, electrical components, braking systems, transmissions, and steering systems and other mechanisms.
• Make repairs to a variety of power tools and equipment, including compressors, blowers, chain saws and mowers.
• Work with contractors on repair assignments; may inspect contracted work to ensure that specifications and contract requirements are met.

EXPERIENCE AND TRAINING

Any combination of experience and training that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Equipment Mechanic I
  • Possession of a high school diploma or equivalent, and six (6) months of general automotive or equipment maintenance and repair experience. 
  • Six (6) months of of general automotive or equipment maintenance and repair experience.
     
• Equipment Mechanic II
  • Possession of a high school diploma or equivalent, supplemented with specialized training in automotive and heavy construction equipment maintenance and repair, or a related field. 
  • Two (2) years of increasingly responsible experience performing automotive and general equipment maintenance work similar to that of an Equipment Mechanic I with the City of Newark. 

License and Certification

• Equipment Mechanic I
  • Possession of a valid driver license and a satisfactory driving record throughout employment.
     
• Equipment Mechanic II
  • Possession of a valid California Class A driver's license (with tank endorsement when applicable) within one year of appointment.  Positions performing safety sensitive functions are subject to the Federal Highway Administration Department of Transportation (D.O.T.) regulations and the City's Administrative Regulation concerning drug and alcohol testing as a continuing condition of employment with the City.
  • Possession of a valid California M1 (motorcycle operator’s license) within one year of appointment. 
  • Possession of Automotive Service Excellence (ASE) certifications are desirable. 

The Town Clerk is a key member of the Town’s Executive Team, responsible for a wide range of essential duties and responsibilities.  Responsibilities include preparation of agendas, noticing, posting, and recordation of public meetings and outcomes; preparation and coordination of meeting materials; and planning and managing elections consistent with the California Elections Code.

This classification oversees, directs, and participates in all activities of the Town Clerk Office, including short and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Town Council and Town Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, municipal functions and activities, including the role of an elected Town Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering Town goals and objectives within general policy guidelines.

ESSENTIAL FUNCTIONS:

• Assumes full management responsibility for all Town Clerk’s Office programs, services, and activities including records management, elections administration, Town Council support, licensing, and management/support services.  Manage the Council rules of procedure policy, as well as provide Council orientation and on-boarding process for incoming Councilmembers.

• Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department; establishes, within agency policy, appropriate budget, service, and staffing levels.

• Manages and participates in the development and administration of the department’s budget; directs the forecast of additional funds needed for staffing, equipment, and supplies.

• Selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations.

• Works with employees to correct deficiencies; implements discipline and termination procedures; responds to staff questions and concerns.

• Coordinates and assists in the facilitation of the Town’s Ethics and Sexual Harassment Prevention training.

• Serves as the Clerk of the Town Council and Geological Hazard Abatement District; attends meetings and oversees the recording of all official proceedings; supervises the preparation of public notifications, agendas, minutes, and other documents; directs the publication, filing, indexing, and safekeeping of all proceedings of the Town Council. 

• Supports Town’s boards, commissions, and committees including development of enabling legislation, policies and procedures; recruitment, interview and appointment of members; management of member disclosure and training requirements; monitoring of term expirations, attendance and compliance with all applicable rules and regulations; processing resignations, removals, vacancies, and reappointments; and oversight department staff liaisons including providing resources, guidance, and training. 

• Administers the public hearing process for the Town Council; supervises the coordination of public hearing packets and public notices of hearings in accordance with various government code requirements and legal deadlines. 

• Oversees the operations of the Town-wide records management program, and records preservation and destruction; sets and ensures legal compliance retention schedules for Town records; develops and updates records retention policies and procedures; serves as the Town’s Public Records Act (PRA) administrator, including intake, tracking, coordination with departments, and timely response to public records requests, researches Town documents, historical information, and other information as needed; attests, indexes, and files all legislative actions. 

• Plans, manages, and conducts municipal elections and special elections; ensures compliance with the California Elections Code, Political Reform Act, and other government codes; provides candidate filing services, nomination assistance, and informational materials; maintains election documents for public inspection; oversees printing of sample ballot material; declares election results; administers and files oaths of office. 

• Serves as Filing Officer and Filing Official for the Political Reform Act; manages the Town’s disclosure requirements for designated employees, distributes forms and notifications; conducts required audits; advises and trains candidates, committees, and treasurers on filing requirements; determines and collects fines for late filing; ensures campaign contribution limits and other requirements are met; corresponds with the Fair Political Practices Commission (FPPC) as appropriate.  Coordinate and conduct training on FPPC regulations.  Manages the codification and maintenance of revisions to the Municipal Code; tracks ordinance adoption, effective dates, posting and publication requirements, and maintains historical ordinance records.

• Provides contracts and agreements administration to ensure documents are signed and recorded in a timely manner, including the receipt and filing of bid documents; supervises contract bid openings and performance bonds.

• Accepts and logs claims filed against the Town to record necessary information and forward for processing.

• Represents the Town Clerk Office to other Town departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues. 

• Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of municipal government. 

• Monitors changes in laws, regulations, and technology that may affect Town or departmental operations; implements policy and procedural changes as required. 

• Responds to difficult and sensitive public inquiries and concerns and assists with resolutions and alternative recommendations. 

• Ensures staff observe and comply with all Town and mandated safety rules, regulations, and protocols.

• May serve as a staff liaison to a designated committee, board, or commission within the Town. 

• Performs related duties as required.

Under general supervision, the Neighborhood Preservation Inspector ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas.  This is a classification in the Economic and Community Development Department.

CLASS CHARACTERISITICS:

The Neighborhood Preservation Inspector is the full journey-level classification.  This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.

EXAMPLES OF DUTIES (illustrative only):

• Work closely with homeowners and businesses to achieve compliance.
• Interpret ordinances, policies and procedures, and code enforcement concepts.
• Prepare reports and recommendations on code enforcement matters, and gain voluntary compliance.
• Coordinate actions with other departments or jurisdictions.
• Prepare reports, legal documents, and letters.
• Prepare case information and present evidence at appeal hearings and other legal proceedings.
• Inspect and investigate land use, and site and environmental conditions.
• Other related duties as assigned.
