The position, under administrative direction, oversees the activities of the Health and Human Services Health and Wellness Division which includes Behavioral health, Substance Use Disorder and Public Health. Assures compliance of department activities with department goals and objectives, state and federal laws, and county policies and procedures; and performs related duties as assigned.

• Monitors operations and procedures; evaluates division and program issues, and recommends and implements solutions; develops and approves recommendations for improving the division’s operations and processes.

• Conduct building plan reviews and proposed construction for code compliance.
• Conduct field building inspections and issue correction notices for building code compliance.
• Conduct inspection of public works, infrastructure, capital improvement, and private development construction projects for workmanship and conformance with approved plans, specifications, contract provisions, safe working practices, Storm Water Pollution Prevention Plans (SWPPP), Air Quality, and/or OSHA requirements.
• Assist the public in providing building code and municipal code information both In the field and at the counter.
• Assist in issuing permits and maintain inspection records.
• Issue correction notices to individuals in violation of established building, sanitation, and related codes.
• Establish and maintain tracking documentation for each violation.
• Receive, document, and investigate complaints concerning noncompliance with building ordinances.
• Identify and abate dangerous and derelict structures in the community by proactively enforcing state and city ordinances.
• Initiate investigations based on analysis of preliminary information.
• Contact individuals and discuss possible violations, alternatives for solving noncompliance problems and time periods for correcting them.

This position will perform a variety of responsible law enforcement and crime prevention work, including patrolling assigned areas, answering calls and complaints, investigating crimes, serving civil papers, and providing court room security; enforce all federal and state laws and local ordinances related to public safety and welfare.

WHAT YOU’LL DO

• Performs routine patrol duties, including but not limited to patrolling assigned areas of the County; responding to emergency calls and/or public calls for assistance; investigating disturbances, prowlers, burglaries, thefts, vehicle accidents and other crimes; checking buildings for physical security, etc.

• Administers first aid in emergency situations.

• Issues traffic citations.

• Serves warrants, subpoenas and civil documents.

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
• Maintains the safe and orderly operation of the County jail facility; monitors security cameras and door warning lights; screens and monitors visitors. Inspects all of inmates’ incoming and outgoing mail and telegrams.

DEFINITION: Under general supervision the aide assists in planning, organizing, and implementing preschool programming for children ages 3-5 years old. Program hours are M-F PM 8:30am – 1:00pm and/or MWF 8:30am - 1:00pm. Approximately 15 – 30 hours a week. Substitute and floating positions also available 8:30am - 1:00pm.

Under the direction and supervision of the Lieutenant, the Police Sergeant participates in patrol, and may oversee the law enforcement, Police Dispatch and Animal Control activities during an assigned shift. This position leads, inspects, gives instructions to, counsels and provides direction to personnel; completes reports, citations, and other required document reviews to ensure thoroughness, grammar, and spelling; maintains discipline and ensures that department rules, regulations and policies are followed; participates in police patrol activities, including the enforcement of local, state and federal laws, issuing citations, making arrests. This position may also be in charge of an area of responsibility such as training and scheduling, investigations or support services as needed in addition to their patrol supervision responsibilities. The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. Under the administrative direction of the City Administrator, the Community and Economic Development Director will plan, organize, direct and coordinate the City’s community and economic development program and will represent the city in matters of economic development; and performs related work as required.

This is a department head position who will coordinate the City’s efforts in promoting community and economic development. The incumbent will serve as Executive Director of the Successor Agency to the Redevelopment Agency. The incumbent serves as liaison with local, state and federal economic development agencies, and brings various program activities together into a City-wide coordinated and planned economic development strategy. The Community and Economic Development Director acts with a high degree of independence of action in the assigned area of responsibility to attain objectives according to policy guidelines. The incumbent is expected to develop methods and procedures and solve problems encountered. Except where a deviation in policy is involved, most work is not reviewed directly by supervisor and when work is reviewed, the review is directed toward final outcomes and results

The Director will direct and coordinate the City's economic development efforts that may include financing, site selection, supplemental outreach recruitment and existing business expansion and development entitlement assistance. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Manages permit processing, planning, building plan checking and inspections, code enforcement, historic preservation and development engineering. Directs research and preparation of various reports, proposals, and studies. Chairs committees comprised of key employees from other city departments in order to respond in a coordinate manner to the development needs of applicants. Represents the City at various meetings. Performs related work as required. 

ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures. 

Have the ability to plan, organize and administer comprehensive economic development programs; coordinate a task force designed to respond to developmental needs of applicants; prepare comprehensive reports, make effective oral presentation and maintain effective public relations; exercise good judgement in the handling of municipal affairs; formulate and administer budget; operate a vehicle observing legal and defensive driving practices; establish and maintain effective relationships with those contacted in the course of work; deal with a wide variety of planning, building and code/zone customers and reaching a satisfactory resolution to difficult and complex problems; maintain confidentiality and determine what information can be dispensed; coordinate with various departments for plans and permits review; manage the performance of others in the department with regards to scheduling inspections, computerized data entry, permit issuance, public relations, complaint, planning and community and economic development conditions and monetary follow-up. 

PHYSICAL DEMANDS & WORKING CONDITIONS: Strength, light work-lifting, carrying and/or pushing 25 pounds maximum; incumbents are required to attend periodic evening meetings; and required to travel within and out of City to attend meetings. 

PREREQUISITES: This position requires equivalent to a bachelor’s degree from an accredited college or university with major course work in business administration, urban planning, economics or a closely related field.

A master’s degree in one of these fields is desirable.

A minimum of three years of increasingly responsible experience in managerial-level work in economic/business development and municipal services.

Possession of a valid California driver's license and a satisfactory driving record.
