The Midpeninsula Regional Open Space District (Midpen) Ranger is a challenging generalist position offering a wide variety of responsibilities and opportunities to exercise independent judgment while working on Midpen preserves. Rangers patrol on foot, in all-terrain vehicles, on motorcycles, and in four-wheel drive patrol trucks. Rangers ensure safe public use of preserves and provide visitors information while enforcing Midpen land use regulations and applicable laws. Rangers also respond to emergency calls including medical aid and wildland fires. Rangers provide public relations, interpretive services, and perform limited maintenance and resource management work on Midpen properties and facilities. Peace Officer Standards for Rangers: Applicants must meet the standards for being a California Peace Officer as outlined in Government Code Section 1031. Probationary Ranger employees must complete Midpen’s requirements for training of Peace Officers by attending and successfully completing a Midpen approved law enforcement academy by the end of their probationary period, unless they have recently successfully passed an equivalent academy, and possess or have the ability to obtain a California Penal Code 832 certificate.

Basic Job Requirements: Must have the ability to enforce pertinent laws and regulations; administer first aid and CPR; operate and maintain various power tools and equipment; operate emergency patrol vehicles and two-way radios; communicate clearly and concisely both orally and in writing; and perform wildland fire suppression duties as needed.

Certificates Needed: A valid California driver license; valid professional rescuer CPR certificate and Medical First Responder or equivalent; a Midpen approved Fire Suppression Training certificate; certification in the Incident Command System courses as specified under the National Incident Management System (NIMS) or, the ability to obtain required certificates prior to completion of the employment probationary period.

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to an Associate degree from an accredited college or university with major coursework in law enforcement, resource management, natural sciences, or a related field and one (1) year of experience in the protection, operation, or maintenance of a park, forest, public recreation area, or the equivalent. Experience or training in wildland firefighting and law enforcement is desirable.

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform all related emergency services and maintenance and construction work on Midpen lands. Shift schedules may include evening, weekend, and holiday hours.

• Two years of college study/job experience in horticulture, arboriculture and landscaping related fields.
• Certified Arborist (International Society of Arboriculture) status.

• Review project plans for potential impacts to Street and Heritage Trees; advise and comment on impacts with the goal of enhancing and preserving the valuable landscapes.
• Review Planning Applications and Building Permits consistent with Chapters 13.35, 13.52, 23.70 and 27.71 of the San Mateo Municipal Code.
• Review Arborist Reports and evaluate Project Arborist recommendations to ensure proper protection of Street and Heritage Trees.
• When necessary, conduct site visits to verify accuracy of tree data presented and tree protection measures are in place prior to issuance of a building permit.
• Provide accurate information to the public at the public counter, on the phone, video conference or by email.
• Perform regular monitoring site inspections to ensure tree protection measures are in place and adequate.
• Ensure that development projects are adhering to the Best Management Practices. That review of projects is completed judiciously and within the timeframe needed.
• Attend public hearings, as necessary.
• Develop guidelines as needed to make the tree protection process smoother for residents, developers and City staff.

• Plan, prioritize, assign, supervise and review the work of staff involved in the skilled repair and maintenance of the City’s vehicle and equipment fleet.
• Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for various fleet maintenance activities including recommendations related to replacement of fleet vehicles and equipment as appropriate, and monitor and control related expenditures.
• Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement disciplinary procedures.
• Inspect and review work-in-progress and closed work orders on a regular basis; assess effectiveness of operations and performance, and make recommendations for modifications as needed.
• Inspect and monitor the City’s fuel storage tanks for compliance with Federal, State, and local legislation and rules and regulations; ensure compliance with hazardous waste requirements.
• Ensure compliance with all applicable laws, rules, and regulations including Department of Transportation, California Highway Patrol, Federal Transit Authority, CalOSHA/OSHA, Environmental Protection Agency, California Air Resources Board, California State Water Resources Control Board, California Department of Industrial Relations and other pertinent local, State and Federal laws, ordinances and rules.
• Develop and recommend preventive maintenance and purchase/disposal schedules of the City’s fleet vehicles and equipment.
• Prepare specifications and requests for quotes/proposals related to maintenance and repair services; review and approve change orders, service agreements and invoices.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of skilled automotive and equipment maintenance and repair related to a full-service municipal fleet environment.
• Equipment, tools and materials used in the repair and maintenance of modern and sophisticated automotive, light and heavy equipment, transit vehicles, and alternative fuel vehicles.

Utility Billing - Department of Finance
