The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management. 

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment. The ideal candidate must take full ownership of managing all endpoint services and operations and successfully lead projects to completion. This position demands a proven ability to resolve complex technical issues with limited resources. Most importantly, a team leader, team player, and positive attitude are essential to this position.

Key duties may include but are not limited to:

• Managing a Tier-1 helpdesk team to provide excellent customer service requested via online tickets, phone, and walkups.  
• Providing endpoint services management for UCaaS/VoIP, PCs (Windows 10/11 OS), conference rooms, Zoom, etc.
• Designing and overseeing implementation for newly introduced client service project initiatives and ensuring operationalization transitions to the IT Tier-1 support.
• Managing the ticket queues ensuring quality service and promoting fast turnaround time.
• Maintaining and improving the Information Technology Infrastructure Library (ITIL) based operational standards and services.  
• Overseeing customer hardware/software quoting and purchasing operations.
• Monitoring and providing analysis of reports and metrics to management and customers as needed.
• Coordinating and managing key third-party vendor relationships.
• Creating and managing training and development plans for direct reports. 
• Tracking maintenance renewals and subscriptions for users-owned services, hardware, and/or applications.
• Managing escalations and/or complaints and utilizing best judgment and discretion to resolve them.
• Improving customer service quality results by conducting surveys; evaluating and re-designing processes; establishing and communicating service metrics; and, monitoring and analyzing results.
• Improving productivity, quality, and customer-service standard based on customer services metrics.

The Enterprise Strategic Support Engineer will be providing hybrid meetings and Council systems strategic support under the Productivity and Collaboration Application Program. The City of San José is recruiting for an IT Support Manager in the Information Technology Department. As a technical manager, this position will be responsible for overseeing infrastructure service and day-to-day operations for the City’s Emergency Operation Center (EOC).

The IT Support Manager supports the essential technologies needed to operate the City’s EOC in disasters, including the core network infrastructure, computing servers, storage, enterprise applications, collaboration tools, Mobile Device Management, Motorola Computer Dispatch workstations, and video and audio systems. The EOC technologies include a multi-layer redundant/backup network connectivity with a localized data center, servers, and storage. This allows the EOC’s technology services available during large-scale emergency events.

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment.  

The ideal candidate must be able to take full ownership of managing the IT infrastructure, business collaboration tools, and City applications to support the EOC and lead projects to completion. Infrastructure operations include identity management, private and public cloud infrastructure, server virtualization, system management and monitoring, client and server Windows Operating Systems and client applications, etc. Business collaboration tools include Microsoft Office 365 Productivity Suite, Microsoft Teams, SharePoint, related Office 365 Suite offerings, and Zoom. The IT Support Manager is a member of the IT Department with a mission to support the EOC. The work plan defines the business requirements with priorities set by the Office of Emergency Management. As a member of the EOC response team, the IT Support Manager will need to be available onsite to support the emergency event. Work hours during an emergency event could be after City’s business hours or on the weekend.

Duties may include but are not limited to:

• Providing technical leadership for the City’s enterprise infrastructure which includes: network, servers, hyperconverged infrastructure, desktops and mobile devices, Active Directory, VPN, Federation Service, Public/Private Cloud support, enterprise storage, system management and monitor, enterprise system backups and restore, as well as Disaster Recovery of EOC IT services.

The City of San José is seeking an experienced Deputy Director to oversee Energy Resiliency for the Department. The Deputy Director will report directly to the Director and provide City-wide leadership to explore, develop, coordinate, and deliver a comprehensive package of strategies, programs, and projects to improve energy resiliency. This is a time-limited (overstrength) position - budgeted for two years. At the end of this period, this role maybe converted to a regular position within the City of San Jose, evolve into a position within the management team of Google, or another third party, or be eliminated. This is an exciting new role helping to define the future of microgrids within the economic and political infrastructure of one of America’s most dynamic cities. A key responsibility of this position is to oversee all aspects of the City’s approach to enabling an advanced energy microgrid to serve Google's Downtown West Mixed-Use Plan. A major component of the Downtown West Project is an innovative large microgrid to more efficiently handle some of the utility needs of the development. Google is proposing an advanced microgrid electrical distribution system with renewable energy generation and storage resources distributed throughout the development. One of the main benefits of the microgrid is more resilient, clean, and affordable energy for the community within the Project. The Deputy Director will provide strategic leadership to advance the microgrid and is an integral part of the City’s executive team. Responsibilities include:

•Lead the development of a business plan and draft agreements for the City to provide electric distribution service to the development to enable the microgrid. The business plan would include expected rates, tariffs, operations, and organizational structure and include a detailed analysis of the opportunities and risks including the economic, climate, and resiliency risks and benefits of the City providing this service.

•Collaborate and lead technical work streams with Google to advance the microgrid.•Oversee and provide direction to consulting team(s) to develop the business plan, agreements, and any other technical analysis needed.

•Liaise with PG&E and consulting team(s) to advance the transmission interconnection of the microgrid, including overseeing various engineering studies and construction agreements.

•Oversee technical consultants to the develop the City’s engineering design and construction standards for the microgrid.

•Lead the development of City Council memorandums and other documents needed to advance the project.

This position will also work to advance several Citywide initiatives to improve energy resiliency and lessen the impacts of public safety power shutoff (PSPS) events and other power interruptions. These responsibilities include:

•Collaborate with the Office of Emergency Management and City Manager’s Office to provide technical guidance on the City’s Power Vulnerability Plan and response to PSPS events.

•Lead the development of innovative programs to advance onsite generation resources within the community.

•Identify opportunities and funding resources to improve the energy resiliency of City facilities; including evaluating technical resources, cost impacts, and climate impacts.

The City Council has a Digital Inclusion and Broadband Strategy that seeks to accelerate the deployment of wired and wireless broadband for all people while making it more inclusive for the digitally underserved (closing the digital divide).  Executing this strategy requires accelerating Broadband permitting with the telecom providers for small cell, macro cell, and fiber optic infrastructure, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and managing the day-to-day permitting workflow for the City’s Small Cell and Macro Cell Teams that execute the Permitting and Inspection processes for the City.

The Broadband Permitting Project Manager (Senior Executive Analyst) works as a member of the Civic Innovation Team reporting to the Broadband Manager (Assistant to the City Manager) responsible for Broadband and Digital Inclusion.

The Broadband Permitting Project Manager directly influences over $1B in private sector investment into the City. This private sector investment creates jobs, increases regional GDP, delivers Smart City capability, and delivers economic opportunities for the digitally under-served.

The Broadband Permitting Project Manager role requires a broad set of skills including project management, stakeholder coordination, strategic thinking, contract management, public policy, team leadership, and public collaboration. They will ensure City’s departments fulfill permitting in partnership with telecom providers demand by permitting communications facilities including cell towers, small cells, macro cells, and underground fiber optics, and conduit runs.  This role requires collaboration with various city departments including, but not limited to, other offices within the City Manager’s Office; the Emergency Operations Center; Planning, Building, and Code Enforcement; Fire; Library; Public Works; and the Office of Economic Development. • Execute and coordinate broadband permitting service levels across multiple departments with a balance of meeting industry needs and ensuring safe, well designed, and consistent review process.

The Information Technology Department is seeking a Usability and Accessibility Senior Analyst to be part of the City’s two-year program to expand San José 311 feature development, customer experience, and geographic equity. The Senior Analyst will lead and perform usability and accessibility work on digital service delivery analysis and/or improvement. This position will play a key role in ensuring new services are developed in a way that bridges access, language, and ease of use barriers experienced disproportionately by underserved portions of our community. As a Senior Analyst, you will also be serving as both an expert and an educator in your discipline, establishing practices across departments and providing guidance and training to other city staff.
