General Description

As a Mental Health Counselor in the Human Services Department, incumbents will provide a full range of culturally responsive intake assessments, individual, family and group counseling, and crisis intervention services to enhance the mental health of those in need.

The Counselor is part of a larger Human Services team that includes psychologists, nurses, social work case managers, a family partner (peer support specialist), substance use disorder intervention specialists, and interns. Counselors receive continuous clinical training, consultation and professional development opportunities and receive supervision from a Clinical Supervisor.

The current vacancy is for a part-time (20 hours per week) position is the Youth and Family Services (YFS) Division with prorated benefits working with children, youth, and their families.

Examples of Duties

• Conduct intake assessment which includes, psycho-social functioning, family and peer relationships, cultural/language needs and family strengths; develop care plans that respond to the individual’s or families’ values and strengths.
• Establish clinical diagnoses and identify list of problems and needs.

• Provide therapy and supportive services to individuals /children and families from varying cultural backgrounds.

We're looking for a Supervising Public Health Nurse to manage programs in our Public Health Division! Join us in our mission to achieve health equity and optimal health for all people in Berkeley through systems change, service provision, and collaboration with community members and partners.

As a Supervising Public Health Nurse, you will have the opportunity to direct the Family Support Services Unit or the Communicable Disease Prevention and Control Unit. You will supervise nursing and support staff, develop program goals and policies, and perform professional nursing work within your program. You may also coordinate and supervise the operation of health-related services like Targeted Case Management and programs involving education, prevention, and coordination of resources.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: Equivalent to graduation from a four-year college or university (accredited by the National League for Nursing) with major coursework in nursing and four (4) years of general public health nursing experience with involvement in project leadership or program planning, including one (1) year of lead-level experience. A master's degree in public health or public health nursing is desirable.

The Position

Behavioral Health Clinician I:
Behavioral Health Clinicians at this level provide a variety of community behavioral health services to clients and to the community in an outpatient setting. Responsibilities include conducting assessments; performing case coordination, care management, and rehabilitative services; providing diagnosis and treatment plans; providing psychotherapy; providing linkage to resources and support to maintain resources; and preparing reports, case summaries, and other required forms.

Behavioral Health Clinician II:
At this level, Behavioral Health Clinicians handle more complex or difficult client cases. In addition to the responsibilities of a Behavioral Health Clinician I, incumbents at this level may lead teams conducting intake assessments and crisis intervention. 

Required Qualifications

Both positions require a master's degree from a recognized school of Social Work, Counseling, Psychiatric Nursing, or other Marriage and Family Therapy eligible discipline, or a doctorate degree in Psychology. 

Behavioral Health Clinician I:

Field placement of at least one (1) year in a medical, psychiatric, or community mental health setting

Registration as an Associate Marriage and Family Therapist (AMFT), Associate Clinical Social Worker (ACSW), and/or Associate Professional Clinical Counselor (APCC) with the State of California Board of Behavioral Sciences (BBS) OR a Registered Psychologist with the Board of Psychology.

Desirable Experience: Experience in high level complex, high volume recruitments, and compensation analysis. The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

Under guidelines provided by the State of California, the MSSP Case Manager provides case management to frail seniors who are MediCal eligible and 65 years of age and older, to support them to live in their own home. This position joins a multi-disciplinary team of a social worker and a nurse and will perform case management functions in the cities of Fremont, Newark, Union City and Hayward. This position requires driving to conduct community visits, including visits to client homes and medical facilities. Participants in the MSSP program have significant medical and/or caregiving deficits and are at risk of further deterioration and/or institutionalization. The Case Manager will evaluate clients for medical appropriateness (RN only), conduct assessments (health and/or psychosocial), formulate detailed care plans, access/advocate for services, and monitor client care. The program serves a diverse client population, and the candidate must feel comfortable working with monolingual non-English speaking clients and/or through interpreters.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

- Manage a caseload of 28-32 clients comprised of older individuals with complex medical conditions.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who are unhoused or housing insecure, and who may have complex social and medical needs including health care, financial assistance, employment opportunities, as well as housing assistance. As a member of the Human Services Department, this position reports to a Clinical Supervisor, under direction of the division manager of Homeless Care and Response (HCR), and is characterized by the responsibility to provide comprehensive psycho- social assessments and develop and implement care plans. These plans may focus on connecting clients  to public benefits, obtaining budgeting skills, accessing medical care, and obtaining more stable living arrangements. The position works within a team of professionals and will be required to work collaboratively with team members and community partners.  In order to perform responsibilities, the Case Manager will be required to conduct site visits in the company of another staff member in the field to locations where homeless persons may reside,  to medical facilities, and other community locations.

Examples of Duties

- Manage a caseload of clients comprised of individuals with complex medical and co-occurring conditions, including SUD, mental illness, or homelessness.
- Conduct comprehensive client assessments to develop appropriate service plans and monitor them closely.
- Assist clients to develop support systems to maintain independent living, self-sufficiency and family stabilization.
- Provide crisis intervention.
- Collaborate with supervisor, team members and other Human Services programs and community agencies.
- Make site visits and provide other community interventions as needed.
- Conduct inter-agency and/or family conferences.
- Provide supportive counseling and advocacy for clients.
- Monitor services provided for each client.
- Maintain timely electronic documentation of services, reporting, and billing.
- Prepare and present training and educational programs and publicity materials.
- Supervise interns in graduate and undergraduate programs placed at HCR.
- Prepare written and statistical technical reports.

The Department

The Human Resources Department is responsible for the following program activities:

• Organizational development
• Employee benefits and payroll administration

The Position

The Human Resources Analyst I/II will perform a wide range of responsibilities in the Human Resources Department. The current vacancy will primarily focus on recruitment and examination responsibilities. This recruitment may also be utilized to fill an additional vacancy to support the benefits function within the Human Resources Department.

Examples of job responsibilities may include, but not limited to the following:
• Compile and analyze HR metrics and data from a variety of sources and HR systems (NEOGOV and PeopleSoft 9.2) to make recommendations.
• Prepares reports with data results, including presenting and explaining findings/recommendations related to human resources policies and processes.
• Assists in the interpretation and application of human resources rules, policies, legislation and MOUs.
• Recruitment & Examination:
− Plan, develop and administer the full cycle recruitment/selection process and activities.
− Provide analytical support with position classification/compensation to support client departments’ hiring/staffing needs.
− Identify and implement industry best practices for hard-to-fill positions.
− Utilize social media and other recruitment marketing sources to attract and increase candidate pools.
− Implement efficiencies that will result in reducing the time to hire.
• Benefits Administration:
− Provide analytical support with the administration of benefits programs, including the City’s retiree medical reimbursement program, deferred compensation governance, leave administration, Affordable Care Act (ACA) and the City’s annual open enrollment process.
− Support HRIS (PeopleSoft 9.2) testing activities to support benefits programs and processes: open enrollment, ACA, CalPERS, including the development and implementation of new functionality (e.g.., onboarding) within PeopleSoft 9.2.
