THE POSITION

The City of Dublin is looking for Lifeguard/Swim Instructors to perform lifeguard duties including enforcing City public swimming pool rules, monitoring pool patron conduct, and perform emergency rescue and lifesaving techniques, if necessary, and teach swimming classes.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Enforce swimming pool rules and regulations, including ensuring orderly conduct by pool patrons.
• Assist in providing instruction for a variety of swimming classes for all ages and ability levels.
• Assist swimmers who are in distress and administer a variety of first aid and/or life saving techniques, as appropriate.
• Assist in maintaining pool areas in a safe and clean condition.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform other duties as assigned.

The City of Brisbane is currently recruiting Police Officer candidates at the Academy Graduate and Lateral level.  Police Officers are responsible for performing a wide variety of law enforcement duties involving the prevention of crime, protection of life and property, and the enforcement of laws and ordinances; controls traffic flow and enforce state and local regulations; perform investigative work and other related police work assignments.  Duties and hours will vary with assignments.  A full job description is available online at www.brisbaneca.org.

The Brisbane Police Department strives to meet the expectations of our citizens and preserve their quality of life by working under the Community Oriented Policing and Problem Solving (COPPS) strategy, partnering with the community to solve problems.  Our dedicated staff consists of 15 sworn positions and 3 non-sworn positions reporting to our Chief of Police.  Specialty assignments include School Resources Officer, Traffic Officer, Detective and North County SWAT.

Qualifications:

For all candidates:

1. Minimum 21 years of age
2. U.S. Citizen or Permanent Resident Alien who is eligible and has applied for citizenship
3. Graduation from an accredited or approved U.S. high school or equivalent
4. Possession of California Driver’s License and able to maintain satisfactory driving record
5. Able to meet POST standards of adequate physical stature, endurance and agility.
6. Free from felony convictions or domestic violence convictions

Academy Graduates:  Possess a certified POST Basic Course Completion Certificate of at least 800 hours issued within the past three years.

Academy Attendee:  Currently enrolled in a POST Basic Academy of at least 800 hours as a “non-affiliate.”  (Must successfully complete academy to be appointed)

Lateral Candidates:  Completion of POST approved basic academy and actively employed by a California Law Enforcement Agency as a Peace Officer within the past 12 months, has successfully completed probation, and possess a POST Basic Certificate of at least 800 hours. 

SALARY:  $7,102.30 - $7,457.41 - $7,830.27 - $8,221.78 - $8,632.87 per month. Additional 2% COLA increase effective June 30, 2019. Appointments to this classification are normally made at the first step of this five-step salary range.  Candidates are also eligible for additional salary incentives including Holiday Pay, Education Incentives, and other special assignment pays.

SELECTION PROCESS:

Applications will be screened for completeness.  After an initial screening of applications, those applicants that meet the minimum qualifications and appear to best meet the Department’s need will be invited to participate further in the recruitment process and will be contacted for an oral panel interview.   Candidates must receive a score of 70% or higher on the oral interview exam to be placed on the initial eligibility list.  A limited number of candidates from the eligibility list will be invited for an interview with the Police Commander and Police Chief.  Depending upon the number of candidates in each recruitment set, this process may be altered.    After a mutual interest has been established, a thorough background investigation will be conducted, including fingerprinting and a polygraph.  Upon successfully passing the background investigation, candidates must successfully complete a psychological evaluation, medical evaluation, including drug testing, and provide proof of legal right to work in the U.S. prior to appointment.  The Police Chief will make the final recommendation for appointment.

Public Safety Dispatcher: Under general supervision, to receive and transmit routine and emergency telephone, radio and computer messages; to keep a variety of police records; and to do related work as required.

Typical Duties: On an assigned shift, receives and transmits information by telephone; receives and transmits voice radio calls from Police, Mutual Aid Frequencies, and Public Works units; obtains and records information; dispatches appropriate equipment to emergency scenes; keeps radio contact with units on patrol and on assignment; maintains a variety of records including, but not limited to, logs of calls for service and case log of criminal incidents; operates telecommunications and information systems including computer aided dispatch (CAD) and the 9-1-1 telephone system and computer equipment; monitors a variety of radio frequencies which may result in the transmission of assignments or requests to other agencies.

Minimum Qualifications:

Education & Experience: Equivalent to graduation from high school. Two years clerical experience with public contact responsibilities or closely related experience.

Knowledge of: Modern office methods and procedures; correct English usage, spelling, punctuation and grammar.

Ability to: React quickly and calmly to emergency situations; meet the public with courtesy and tact; establish and maintain cooperative working relationships; understand and interpret map information; understand and carry out  verbal and written directions; learn police procedures and assume responsibility for performing assigned duties with a minimum of supervision; learn the operation of radio communications  and computer equipment; hear accurately and distinctly; speak clearly and precisely; write legibly; work any assigned shift (day, swing, midnight, or a variation including weekends and holidays); accurately input a variety of material on a computer keyboard at a rate that satisfies the needs of the department.

Hours of Work: Public Safety Dispatchers typically work 40 hours per week (4/10 Plan) on a six-month rotating shift basis – days, evenings, midnights – or a variation including weekends and holidays.

Applicants must also submit proof of successful completion of either the Criticall Dispatcher test with a passing score or the P.O.S.T. Entry-level Dispatcher Test with a T-score of 50 or above.  The P.O.S.T Entry-level Dispatcher Test will be held at the South Bay Regional Public Safety Training Coyote on 8/27/19, 9/30/19, 10/25/19, and 11/26/19.  The Criticall Dispatcher tests will be held at the South Bay Regional Public Safety Training Coyote on 9/5/19 and 10/2/19.  Please make arrangements to sign up for one of these tests in advance.   

Lateral applicants that are currently employed as a Public Safety Dispatcher (non-probationary) do not need to submit proof of test scores, however a California POST Dispatcher Academy Certificate is required.

A typing certificate certifying a minimum of 40 wpm dated within one year of the application date must be submitted along with the City application.  Online typing certificates will not be accepted.  If you do not have a typing certificate, please schedule an appointment at a vocational school, or a staffing agency. Essential Duties

Experience, Education and Training:
Applicants must have a high school diploma/GED and completed 30 college semester units at an accredited college or university. Reserve Police Officers provide a wide variety of law enforcement services to the community. We are continuously seeking paid Reserve Police Officers who are committed to the vision of pioneering a new way of policing. Reserve Police Officers augment our full-time Police Officers in their primary duties and have the opportunity to work various assignments within the department to gain and expand their expertise.  Upon completion of a Field Training Program, Level I Reserve Police Officers work with minimal supervision to independently provide general law enforcement for the duration of their assignment. Level II Reserve Police Officers work under direct supervision providing general law enforcement and/or support duties for the duration of their assignment. 

A Police Officer that is appointed to the Reserve Program will work in a part-time temporary capacity. Hours worked are not to exceed 960 hours (Non-PERS) during the fiscal year.  Incumbents will be required to work a minimum of 16 hours per month and participate in one full day of training per month.

Unique Shift Schedule

A career as a Police Officer assigned to patrol is demanding.  We recognize this and want our officers to truly experience work/life balance.  We have strategically incorporated these values into the benefits and work schedule programs outlined.  Officers are scheduled on 10 or 12.5 hour shifts, depending on their assignment, including a regular training day.  The crown jewel of our schedule is the Mini-Sabbatical which allows full time patrol officers to annually receive four consecutive weeks of paid time off; that’s in addition to vacation time.  That is a month off every year to spend with family!  For us, it’s family first.

Minimum Qualifications

• Experience and Training: Applicants for full-time or Level I Reserve Police Officer must have graduated from a P.O.S.T. basic academy, Modules III, II, and I, or, to be considered a lateral officer, have one-year experience in a municipal or general law enforcement agency with six months of recent patrol experience. (Applications from current Academy attendees may be accepted if within 90 days of graduation.)
• Level II Reserve Police Officers must possess a valid Module II certificate or training equivalent.
• Education: Equivalent to graduation from high school
• Certifications: Possession of a valid California Basic P.O.S.T. Certificate*
• License: Possession of a valid California Driver’s License at time of appointment

Selection Process

Personal History Statement and will be subject to a polygraph or voice stress analysis examination and background investigation, using P.O.S.T. guidelines (http://www.post.ca.gov/selection/).  Upon receipt and review of the background report, a conditional offer of employment may be presented.  Final candidate(s) must then pass medical, drug/alcohol screening, and psychological examinations conducted by City-appointed physicians.

Your completed application must include the following:

• If applying as an Academy Participant/Graduate candidate -
  • Proof of current enrollment in or recent graduation from a California POST Academy; and
  • Proof of a T-Score of 42.5 or higher on the California POST Entry Level Law Enforcement Test Battery
• If applying as a Lateral candidate -
  • California POST Basic certificate OR Certificate of Completion from an accredited California POST Basic School awarded or renewed within the previous consecutive thirty-six months at the time of application
