The City of Sunnyvale is seeking a highly motivated individual for the position of Senior Water Pollution Control Operator. The ideal candidates will have a journeyman level understanding of Wastewater Treatment and the associated equipment and controls required to operate those systems. The Sunnyvale Water Pollution Control Plant is a Class V Wastewater Treatment Facility with Recycled Water production.
The Sunnyvale Water Pollution Control Plant is undergoing an exciting transition, we are replacing original processes, structures and equipment with the latest treatment technologies and we would like you to be part of that upgrade.  The SWPCP is currently constructing new Screening, Pumping, Grit Removal, Sedimentation, Odor Control, Power Distribution and SCADA system as the first major replacement effort.  The Plant is also in design for a new Secondary Treatment process with Dewatering and Thickening to carry the city forward in our on-going effort to protect the bay and provide high quality Recycled Water.

The Senior Water Pollution Control (WPC) Operator provides support for their team members on an assigned shift. The Senior WPC Operator, as the shift supervisor oversees the operation, inspection and maintenance of the treatment process, plant equipment and facilities.  The Senior WPC Operator is a reliable communicator that prioritizes tasks and ensures that Operators, Maintenance, and other team members work in a safe and productive environment.

The minimum qualifications for education and experience can be met in the following way:

Graduation from high school or tested equivalent, and

Three years of experience in the operation and maintenance of a wastewater treatment plant.

Possession and continued maintenance of a valid class C California driver's license and a safe driving record and possession of a valid Grade III Wastewater Treatment Plant Operators Certificate issued by the California State Water Quality Control Board is required for this position.

POSITION SUMMARY:
Under general supervision, the Police Officer performs a variety of law enforcement, crime prevention, and public service duties; controls traffic flow, enforces State and local traffic regulations; and performs additional related tasks as assigned. This position will serve the public in traffic enforcement, patrol operations, and community-oriented policing assignments. Specialty assignments include Investigative Services, Auto Theft, School Resource Officer, Motorcycle Officer, SWAT, Hostage Negotiations, Tactical Response, and K-9 Officer positions. 

The Police Officer position may be filled by an entry-level applicant. Entry Level applicants will be sent to a POST-approved academy upon appointment and enter into the field training program immediately upon graduation from a POST-approved academy.  

 MINIMUM QUALIFICATIONS:

• KNOWLEDGE OF:
  The City of Los Altos geographical area, demographic make-up, government structure, and current challenges faced by the community. The candidate should have an understanding of the local community’s expectations with regard to public safety services and current challenges facing the city. The candidate should understand modern police methods and procedures, as well as community oriented policing and problem solving, and have an overall understanding of current events and issues surrounding the law enforcement profession as a whole.

• EXPERIENCE & EDUCATION:

  • An Associate Degree or completion of sixty (60) semester units of college level courses is highly desirable 
  • Must possess a valid California driver’s license with a satisfactory driving record 
  • Must provide verification of the following test results (Verification must be provided on agency letterhead where test was administered, must include test results, and tests must have been completed within 1 year of application date):  
    • Must have completed the California POST Entry-Level Law Enforcement Test Battery (PELLETB)
      • Must have successfully completed the California POST physical agility test (known as the Work Sample Test Battery (WSTB)
    • Must be able to successfully complete a 1.5 mile run in 14 minutes or fewer

COMPENSATION & BENEFITS:
The salary range for this position ranges from $109,308.45 up to $132,865.10 annually. Placement within the range will be DOE. This is a full-time, non-exempt position represented by the Los Altos Peace Officer’s Association.

The City Manager’s Office provides strategic leadership that supports the Mayor and City Council and motivates the organization to deliver high quality services that meet the community’s needs. The City Manager’s Office of Racial Equity (ORE) is responsible for advancing a citywide racial equity framework that will examine and improve San José’s internal policies, practices, and systems to eradicate  structural and/or institutional racism that exists in  City government and ultimately improve outcomes for Black, Indigenous, and People of Color. ORE will achieve this goal through community engagement, policy analysis and development, trainings, data collection, as well as stronger accountability measures for City departments. Position and Duties:
Racial Equity Senior Executive Analyst is integral to the City Manager’s Office of Racial Equity.

The ideal candidate will have substantive experience in:

DESCRIPTION/RESPONSIBILITIES:
Position and Duties:
The City Council has a Digital Inclusion and Broadband Strategy that seeks to accelerate the deployment of wired and wireless broadband for all people while making it more inclusive for the digitally underserved (closing the digital divide).  Executing this strategy requires accelerating Broadband permitting with the telecom providers for small cell, macro cell, and fiber optic infrastructure, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and managing the day-to-day permitting workflow for the City’s Small Cell and Macro Cell Teams that execute the Permitting and Inspection processes for the City.

The Broadband Permitting Project Manager (Senior Executive Analyst) works as a member of the Civic Innovation Team reporting to the Broadband Manager (Assistant to the City Manager) responsible for Broadband and Digital Inclusion.

The Broadband Permitting Project Manager directly influences over $1B in private sector investment into the City. This private sector investment creates jobs, increases regional GDP, delivers Smart City capability, and delivers economic opportunities for the digitally under-served.

The Broadband Permitting Project Manager role requires a broad set of skills including project management, stakeholder coordination, strategic thinking, contract management, public policy, team leadership, and public collaboration. They will ensure City’s departments fulfill permitting in partnership with telecom providers demand by permitting communications facilities including cell towers, small cells, macro cells, and underground fiber optics, and conduit runs.  This role requires collaboration with various city departments including, but not limited to, other offices within the City Manager’s Office; the Emergency Operations Center; Planning, Building, and Code Enforcement; Fire; Library; Public Works; and the Office of Economic Development. Collaboration with public interest groups, community organizations, and other stakeholders will also be required.

The Broadband Permitting Project Manager responsibilities include the following:
• Execute and coordinate broadband permitting service levels across multiple departments with a balance of meeting industry needs and ensuring safe, well designed, and consistent review process.
• Coordinate with City departments involved with broadband deployment.
• Coordinate with the City’s Emergency Operations Center on telecommunications.
• Support Digital Inclusion efforts and oversight of the City’s Digital Inclusion Partnership.
• Collaborate with external stakeholders on community concerns with broadband deployments including individual residents and supporting community outreach.
• Measure weekly permitting performance and compliance with carrier agreement terms to drive improvements and provide clear communication.

The City of San Jose is recruiting for a part-time School Crossing Guards in the Police Department during the normal school year.  Work involves providing for the safe conduct of elementary and junior high school children across heavily traveled streets and reporting problems requiring possible police action. Positions may involve substituting at different corners or a regular location assignment.  IN GENERAL, THESE ASSIGNMENTS ARE A SPLIT SHIFT WITH APPROXIMATELY 10 HOURS PER WEEK.  School Crossing Guards are required to work outside regardless of weather conditions and must be able to provide a uniform as specified by the Police Department.   Work includes outside duties and exposure to weather.  Work may include the physical ability to sit, stand, walk quickly, step up/down from the curb, reach, push and/or pull, twist and or rotate, bend, lift and carry up to 10 pounds, use hands hold and use a stop sign the entire shift, use other hand to stop traffic and use a whistle at the same.

Racial Equity Manager

The Racial Equity Manager (Assistant to the City Manager) is a key position in the City Manager’s Office of Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Leading and managing systems change in an organization;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Developing, implementing, and leading diversity, equity, and inclusion programs, policies and practices with demonstrable outcomes;

• Build coalitions and alliances with community and organizations known for advancing social justice and anti-racism strategies;

• Create and maintain a citywide infrastructure that embeds an equity culture and enables the organization to advance racial equity;

• Support City departments in the development of Racial Equity Action Plans and in evaluating, with a racial equity lens, current City policies, procedures and programs related to (but not limited to) recruiting and hiring, outreach, community engagement, procurement and contracting, permitting, code enforcement, housing development, and workforce development;

• Design and implement a budgeting for equity training, tools, and process;

• Develop and implement dynamic and professional development and skill development opportunities centered on equity, in partnership with training consultants;

• Supervise and manage a Senior Executive Analyst and interns;

• Work collaboratively with the Immigrant Affairs staff to ensure alignment with access and engagement priorities; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity.

Immigrant Affairs Manager

The Immigrant Affairs Manager (Assistant to the City Manager) is a key position in the City Manager’s Office Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Working directly with immigrant and refugee serving organizations and communities;

• Familiarity with legislative process, advocacy towards immigration policy and initiatives;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Being a bridge-builder with the San José community and trusted to be a local partner on immigrant and refugee issues;

• Understanding of welcoming and belonging principles;

• Developing programs, policies, or practices that are culturally and linguistically appropriate; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation

Central abilities key to this position include excellent communication, strategic planning, leadership and interpersonal skills, strategic thinking, a commitment to customer service, and coalition building. The organization is looking for proven leaders, that enjoy working through complex issues to find creative and innovative solutions and process improvements.  Due to the complexity and scope of authority involved, this position requires someone who can work both independently and interdependently.

The Immigrant Affairs Manager responsibilities include the following:

• Develop, manage, and implement programs to create a welcoming environment for immigrants and refugees, including the Welcoming San José Plan;

• Develop and implement strategies that support the integration of various immigrant and refugee groups in San José, including civic leadership academies and citizenship campaigns;

• Develop and implement strategies and programs aimed at promoting a greater understanding of immigrant communities by City staff, including increasing translation and language inclusion services Citywide, and facilitating cultural responsiveness training;

• Develop and facilitate ongoing partnerships with other agencies and organizations, including Santa Clara County, Rapid Response Network, Refugee and Immigrant Forum, Cities for Citizenship, and other networks that prioritize immigrants;

• Leverage the work of local non-profits and identify opportunities for partnership;

• Serve as a liaison between the City and the immigrant and refugee community;

• Oversight of Human Services Commission

• Work with the City Manager’s intergovernmental relations team to track local, state, and federal immigration legislation and develop new City policies and programs accordingly;

• Supervise and manage a Senior Executive Analyst and an Executive Analyst; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity. Bilingual in Spanish or Vietnamese is preferable but not required.

*Effective the first full pay periods following 1/1/2024, a 3% Cost of Living increase and up to 4% equity adjustment will be applied to the hourly wage for the Police Officer Trainee position (totaling 14% in two years).

THE POSITION:

Under direct supervision, the Police Officer Trainee attends a Commission on Peace Officer Standards and Training (P.O.S.T) approved Police Basic Recruit Academy and successfully completes the academic and physical training required for appointment to the classification of Police Officer Recruit II. Police Officer Trainees are considered at-will employees. Police officer probationary status begins when the trainee is sworn in as a Police Officer Recruit II after completion of the police academy.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following:

• Participate in a P.O.S.T certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
• Receives training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
• Receives academy and field training to become a Police Officer.
• Learns proper handling and firing of firearms, report writing and emergency vehicle operation. 
• Develops an understanding and working knowledge of the California Penal, Vehicle, Health and Safety Codes. 
• Develops an understanding of proper evidence collection and preservation methods.
