The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Senior Executive Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.  The salary range for the Senior Executive Analyst classification is $94,224.88  – 143,942.32.00 and with the 5% non-pensionable pay, the salary range is $98,936.13 - $151,139.44.

The Senior Executive Analyst (SEA) is a manager level classification and plays a critical role in developing Analysts and guiding them with their assignments.  The SEA position is distinguished from a Budget Analyst position primarily by the scope and complexity of their assignments, the supervisory role they play, and the ability to independently perform their work. The incumbent will be responsible for operating and/or capital budgetary analysis assignments for a City Service Area (CSA) and several City departments, including assisting their assigned CSA/departments in developing and monitoring their operating/capital budgets; analysis of revenues and expenditures; coordination and presentation of budget information to the City Manager; preparation of the City's annual Operating and/or Capital Budgets; review of budget-related departmental requests; collaboration with departments to resolve budgetary issues; review of City Council memoranda for budget implications and appropriate budget language, conducting research on budget and policy-related matters; and special projects as assigned. During critical times of the year, you will be expected to work overtime, both weeknights and weekends, for the preparation and release of several key budget documents.

The Park Development Project Manager (Class: Project Analyst II or Project Analyst III) will manage park development, landscape improvement and/or watershed planning projects. This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others, for a flexible person at an entry or intermediate level. • Produce landscape improvement plans, details, and specifications, at conceptual design, schematic design, and construction document phases with both hand-drawn graphics, computer graphic programs (e.g. Adobe graphic suite, sketch-up, rivet, and/or any other 3D digital rendering programs), and CAD techniques.
• Produce irrigation designs utilizing Land F/X software.
• Research new construction/architectural products and technologies.
• Perform assessment of architectural barriers and analyze options for barrier removal. 

Depending on the MRCA's needs, watershed planning may be emphasized in the specific job duties, including:

• Analyze various planning documents and processes for consistency and impacts on MRCA's watershed planning priorities. Write formal comment letters and and informal memoranda.
• Participate in planning processes related to the Los Angeles River and other local watersheds, at both regional and individual project scales.
• Identify potential projects and assess feasibility.
• Write and coordinate grant proposals and research new funding opportunities for land acquisition, park development, and related planning efforts.

Depending on the MRCA's needs, management of maintenance funding sources may be emphasized in the specific job duties, including:

• Analyze proposed expenses for eligibility and determine appropriate funding sources for expenses.
• Assist with budget development and monitoring for multiple locations and funds.
• Liaison frequently between operations and maintenance staff and finance staff to ensure smooth administrative processes.
• Distinguish between maintenance and capital expenses and providing documentation for full reimbursement.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. Park Assistant III positions exist in the Routes, Construction and Developed Resources Divisions and specific duties may include but are not limited to:

Duties for the Developed Resources division also include repairs to utility infrastructure, building repairs, and skilled gardening, and assistance during special events.

Duties for the Construction division also include building renovation (carpentry, electrical, plumbing), utility infrastructure repairs, and new construction of park amenities and irrigation systems.

Depending on the division, the position may report to an Operations Manager, Deputy Division Chief or Division Chief. The position does not supervise other staff but may occasionally direct the work of volunteers, court crews, seasonal workers, volunteers, and youth crews. While performing the duties of this job, the employee is regularly required remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. The employee must occasionally move items weighing up to 20 pounds inside the office.

During project site surveys, the employee is regularly required to position self to perform measurement and inventory tasks, frequently move about work sites, operate a mobile system to complete checklists, travel to various park sites, frequently operate measuring tools to record measurements indoors and in outdoor weather conditions, transport tools between vehicles and work sites on a daily basis, and occasionally ascend/descend a ladder to access areas of work.

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. The position will work out of the Los Angeles River Center and Gardens and will be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. Remote working or a hybrid schedule may be allowed, subject to supervisor approval.

MINIMUM QUALIFICATIONS

• B.L.A, B.A. or B.S. degree. 
• Completion of Landscape Architecture degree (bachelor or masters). Completion of an approved extension certificate program meeting education requirements for State of California licensure may be substituted.
• Four (4) years of experience with landscape architect duties. 
• Work experience directly managing landscape improvement projects with force account or via design/build relationship. Provide at least three (3) examples of completed projects.
• Experience in the public sector in park planning and design is desired.
• Ability to speak Spanish is required.

• Current, valid Landscape Architect license with the State of California.

• State of California Building Code and ADAS requirements for public facilities.
• Intermediate proficiency with AutoCAD, BlueDAG, and Land F/X software, or ability to learn.
• Construction practices for architecture and landscape improvements.
• California Environmental Quality Act requirements, or ability to learn.
• Basic proficiency in email and Office 365, or ability to learn.
• Office practices and procedures.

• Cooperate with coworkers and revise project approach as needed to accommodate concerns.
• Travel to various park sites to conduct site evaluations and evaluate projects.
• Maintain files and records in an orderly manner.
• Prioritize varying tasks and projects to manage multiple projects at once.
• Work independently to handle multiple tasks under deadlines.
• Revise work approach to address changed conditions.
• Complete projects and follow oral and written directions.
• Consistently follow established procedures.
• Exercise discretion and sensitivity to confidential information.
• Communicate to a variety of audiences about projects and objectives.
• Read maps and navigate through greater Los Angeles, in both urban developed and undeveloped open space areas.

• Accurate use of measuring devices for distance, height, slope and adjacencies. 
• Demonstrated creativity and ability to troubleshoot landscape construction issues
• Spatial analysis.

• Excellent oral and written English language skills. Not required to be a native English speaker, but fluency in English will be required.

• Excellent organizational skills.
• Establish and maintain cooperative relations with those contacted in the course of work including the general public.
