The Engineering Division plays a crucial role in maintaining the City’s reputation for excellence in infrastructure development, planning, and community enhancement.
The Public Works Department is made up of four divisions: Engineering, Building Inspection, Maintenance, and Environmental Services. The City Engineer will be a key leadership position oversees the Engineering Division, ensuring the efficient delivery of public works projects, transportation initiatives, and infrastructure improvements that enhance the quality of life for our residents.
The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. This includes the review and approval of subdivision maps, street designs, stormwater management, and adherence to city and state standards for engineering projects. As a vital contributor to the City’s long-term development, the City Engineer will manage the City's Capital Improvement Plan (CIP), ensuring that infrastructure projects are aligned with the needs of our growing community.

A streetscape project funded with regional grants and state earmarks, celebrating a beginning to development of the downtown area.

This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department.
A few key aspects of this position are:
Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements.
Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection.
Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives.
Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders.
Grant Applications & Management: Apply for federal and state grants to fund various public works projects. Monitor the expenditure and compliance of awarded grants.
Collaboration & Communication: Provide guidance to other City departments and the public on civil engineering and urban development matters. Represent the City in regional discussions and public meetings.

EXPERIENCE AND TRAINING
Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
Possession of a Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a closely related field.
Experience:
Six (6) years of progressively responsible professional civil engineering work including three (3) years of supervisory and project management experience.
License:
Possession of a valid driver license and a satisfactory driving record throughout employment.
Current registration as a Civil Engineer in California.

COMPENSATION & BENEFITS
The City offers an outstanding benefits package that includes:
- Health Insurance: The City contributes the following amounts to employee health and welfare benefits:
- Employee only: $932
- Employee + 1 dependent: $1,862
- Employee + 2 or more dependents: $2,460
If employee declines all medical insurance with the City, employee may receive up to $450 cash in lieu per month. If employee participates in the cafeteria plan, but does not utilize the full benefit, employee will receive up to $450 “cash-back” per month. Any cash back will be paid to the employee in taxable compensation. Proof of medical insurance is required.
- Retirement: CalPERS 2.5% @ 55 for Classic members or 2.0% @ 62 for New PEPRA members. The City does not participate in Social Security. The City participates in Medicare.
- General Leave: 184 to 264 hours of general leave accrual each year, depending on length of service. Up to 80 hours of general leave may be converted to pay per fiscal year.
- Management Leave: Up to 56 hours per fiscal year.
- Holidays: 13 paid holidays per year.
- Deferred Compensation: Voluntary participation.
- Life Insurance: City-paid $50,000 policy.
- Educational Reimbursement: Up to $10,000 lifetime benefit
- Long-term and Short-term Disability: Voluntary participation.
- Health Allowance: $100/month
- Wellness: On-site bicycle lockers, and employee wellness activities such as workshops, fitness challenges, and informal meetings.
- Health & Fitness: Employees and eligible family members have free use of the gym, exercise equipment and aquatic facilities at the Silliman Activity and Family Aquatic Center, as well as resident rates for classes and rentals
