What's the Role?

The City is a complex agency with over 50 funds including several CFDs, a total budget of over $89.7 million.

The ideal candidate for this position must be an effective finance professional, creative problem solver and adaptable to change.  Under general direction, performs complex work of considerable difficulty in governmental accounting and financial analysis. Plans, organizes, manages and directs the activities of the Accountants, Accounts Payable, and Payroll within the Finance Department, provides highly complex staff assistance to the Director of Finance within the Finance Department; performs other related duties as required. Experience in government accounting is a plus!

 

Distinguishing Characteristics

The Accounting Manager is the management-level class responsible for assisting the Director, or designee, in the day-to-day administrating, directing and managing of assigned divisions. This classification is distinguished from that in the lower classification of Principal Accountant by their responsibility for overall management of the accounting division.

 

Supervision Received/Exercised

Receives general direction from the Director of Finance or his/her designee. Exercises direct supervision over professional, technical, and clerical accounting staff.

Minimum Qualifications

The following are minimal qualifications necessary for entry into the classification.

Education and/or Experience

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Manager. A typical way of obtaining the required qualifications is to possess the equivalent of eight (8) years of increasingly responsible experience in public sector finance, including four (4) years in a supervisory or management capacity, and a bachelor’s degree in accounting, finance or a related field. A master’s degree in a financial field may be substituted for two years experience.

License/Certificate

Possession of, or ability to obtain, a valid class C California driver’s license. A CPA certification is highly desirable.

This position is in the Mid-Management/Confidential employee group.  The probation period is 12 months.

RETIREMENT

PERS 2% at 60 for classic members and 2% at 62 for new members. Members pay employee portion plus 3% employer share.  The City participates in Social Security and offers voluntary deferred compensation accounts.

 

HEALTH AND LIFE INSURANCE

Lincoln offers medical plans through CalPERS.  The City pays the majority of the premiums and offers a cash benefit for waiving medical coverage.  Employees are eligible for full retiree health through the Public Employee Medical and Health Coverage Act (PEMHCA) vesting schedule per GC 22893.

Dental premiums are paid by City for employee and dependents; the City pays vision premium for employee, any dependent premiums are paid by employee.  Voluntary medical and dependent care flexible spending accounts are available.  Employer-sponsored life insurance benefit paid by City, and optional voluntary life insurance, critical illness and accident plans available for employee purchase.

 

ANNUAL PAID LEAVES

Vacation accrues based on years of service and starts at 88 hours.  Sick leave accrues at 96 hours. The City offers 10 city-paid holidays and 16 hours of floating holiday; floating holiday has a cash out option if unused.
