Description

The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects with a particular emphasis on Land Development. 

EXAMPLES OF DUTIES

  • Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
  • Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.
  • Recommend and prepare conditions of approval for Planning entitlement projects.
  • Review private and public development improvement plans and subdivision maps for compliance with state and local codes, regulations and standards, and compliance with the requirements of project approval.
  • Review development encroachment permits, building permits, grading and sitework permits and other permit applications, including technical reports and documents such as hydrology and hydraulic reports, stormwater management reports, and geotechnical reports.
  • Review legal property descriptions, ordinances, assessment plans and other written materials.
  • Makes engineering calculations, completes design drawings, makes and revises maps, charts and diagrams.
  • Assist Public Works Inspectors in resolving construction issues.
  • Perform field inspections of various municipal construction projects, in progress and upon completion.
  • Respond to applicants, contractors, consulting engineers regarding technical information and project related issues; assist and coordinate project resolutions with applicant’s team and City team.
  • Coordinate projects with various agencies, such as Caltrans, Union Sanitary District (USD), Alameda County Water District (ACWD), and Alameda County Flood Control District (ACFCD)
  • Perform work in accordance with local, State, and Federal standards and regulations
  • Attend Alameda County Cleanwater Program committee meetings.
  • Schedule and track progress of land development projects.
  • Prepare staff reports, as well as presentations for City Council, and other legislative bodies; respond to the public and other inquiries orally and in writing.
  • Develop Requests for Qualifications (RFQs) and participate with other department staff in the selection of consulting engineers.
  • Serve as Project Engineer on Public Works capital improvement projects and transportation engineering tasks as needed.

EXPERIENCE AND TRAINING
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

  • Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. 
  • Three (3) years of civil engineering experience, including one year of lead responsibility. 
  • Registered as a licensed Professional Civil Engineer in the State of California.
  • Possession of a valid driver license and a satisfactory driving record throughout employment.

Ideal Candidate

The ideal Associate Civil Engineer (Land Development) will be an experienced, licensed civil engineer with a passion for public service and community engagement; have a strong background and comfortable with handling large-scale projects and well versed with the full range of professional and technical engineering work, including knowledge of public and private infrastructure  improvement designs, civil design, hydrology and hydraulics, landscape and irrigation, subdivision maps, FEMA, NPDES, and C.3 requirements.  

The ideal candidate can work independently, bringing projects to completion within established time guidelines.  Is an independent thinker who takes in stride a constantly changing environment, energetic, and is an excellent communicator with the demonstrated ability to synthesize and summarize information and make effective public oral presentations. This position is ideal for a solution-oriented professional who can analyze problems, identify solutions, project consequences of proposed actions, and implement recommendations.

Successful candidates should possess good interpersonal and leadership skills with the ability to easily adjust to a variety of situations.  This position is ideal for a hands-on professional that enjoys taking on a wide variety of projects while working closely with staff to ensure a high performing customer service-oriented work environment is maintained.

COMPENSATION & BENEFITS

Associate Civil Engineer Salary:

Hourly - $66.44-$88.75 / Annual - $138,195.20-$167,960.00

The City offers an outstanding benefits package that includes:  

  • Health Insurance:  The City contributes the following amounts to employee health and welfare benefits:
    • Employee only: $932
    • Employee + 1 dependent: $1,862
    • Employee + 2 or more dependents: $2,460

If employee declines any or part of the City's cafeteria plan, employee may receive up to $450 cash-in-lieu per month. Any cash out will be paid to the employee in taxable compensation. Proof of medical insurance is required.

  • Retirement: CalPERS 2.5% @ 55 for Classic members or 2.0% @ 62 for New PEPRA members. The City does not participate in Social Security. The City participates in Medicare.
  • General Leave: 184 to 264 hours of general leave accrual each year, depending on length of service. Up to 80 hours of general leave may be converted to pay per fiscal year. 
  • Management Leave: Up to 56 hours per fiscal year.
  • Holidays: 13 paid holidays per year.
  • Deferred Compensation: Voluntary participation.
  • Life Insurance: City-paid $50,000 policy.
  • Educational Reimbursement:  Up to $10,000 lifetime benefit
  • Long-term and Short-term Disability: Voluntary participation.
  • Health Allowance: $100/month
  • Wellness: On-site bicycle lockers, and employee wellness activities such as workshops, fitness challenges, and informal meetings.
  • Health & Fitness: Employees and eligible family members have free use of the gym, exercise equipment and aquatic facilities at the Silliman Activity and Family Aquatic Center, as well as resident rates for classes and rentals

The most qualified candidates will be invited to a panel interview scheduled for the week of August 11, 2025. The department interview will be scheduled at a later date.
