This position may be filled at either the Management Analyst I or II level, depending on experience and department needs.

Ideal Candidate

What You’ll Do: 
  • Provide analytical and strategic support to the Public Works Director, City Engineer, and Public Works Services Manager
  • Monitor and report on capital improvement project budgets  
  • Track grants and special funding sources that support key initiatives  
  • Help develop and manage budgets and financial forecasts for Public Works  
  • Analyze expenditure and revenue trends; prepare clear reports and presentations  
  • Manage the rate‑setting process for sewer service and solid waste fees  
  • Coordinate and develop agreements with external agencies and consultants  
  • Conduct research, surveys, and studies that inform department operations  
  • Assist with contract administration, financial tracking, and compliance tasks  
  • Collaborate with internal departments and external partners on data and projects  
  • Support audits, documentation, and process‑improvement efforts  
  • Take on special projects and contribute to overall department administration  

Examples Initiatives You May Work On:
  • Support development of the FY 2026-27 Public Works Department budget 

  • Assist with establishing updated sewer rate service rates and financial forecasts 

  • Help create and track a RethinkWaste compliance and reporting program 

  • Contribute to development of a stormwater funding strategy 

  • Support improvements to the Public Works asset management system 

  • Assist with Municipal Regional Permit (MRP) reporting and regulatory compliance 

  • Represent Public Works in coordination with regional partners such as RethinkWaste 

  • Coordinate APWA Reaccreditation program process 

 

What You’ll Bring to the Team: 
  • Strong analytical and problem‑solving skills, especially when working with complex operational and infrastructure projects.
     

  • Clear and confident written and verbal communication, with the ability to translate technical information for a wide range of audiences.
     

  • Skill in prioritizing and managing multiple assignments in a fast‑moving, service‑oriented environment 
     

  • The ability to work both independently and collaboratively within a team that supports citywide goals 
     

  • Experience in budgeting, accounting, finance, or other work that supports data‑driven decision‑making
     

  • A bachelor’s degree or equivalent in public administration, business, finance, civil infrastructure, or a related field 
     

  • Prior experience in local government public works or public service is a plus

Time Off

Vacation

Earn vacation monthly, with accrual increasing as your years of service grow.

Administrative Leave 
Eighty (80) hours of administrative leave granted on January 1 of each calendar year (pro-rated based on hire date).

Holidays
Receive 12 official holidays each year. After completing one year with us, you’ll also earn an additional 2 floating holidays. 

Sick Leave
Accrue 8 hours of sick leave each month, which can be used for personal illness or to care for a family member.

The City makes a monthly contribution of $335.00 per month into employee's 457 Deferred Compensation Account.  In addition, employees can make pre-tax contributions via payroll deduction. 

Retirement Health Savings (RHS) Account
We support your future healthcare needs in retirement by making contributions to a Retiree Health Savings (RHS) account based on your years of service. You become fully vested after 10 years of continuous service.

  • 1–5 years: $150/month

  • 6-10 years: $200.00/month

  • 11–15 years: $250/month

  • 16+ years: $300.00/month

Special Instructions


Application Screening

All applications will be reviewed and the most qualified applicants will be selected to continue in the selection process.
