Overview:
The Information Systems Analyst III (ISA III) is a journey-level technical professional responsible for leading the design, development, implementation, and ongoing support of complex enterprise information systems. This role is essential in delivering reliable, secure, and efficient technology solutions that support core business operations, including enterprise applications, IT infrastructure services, and internal business processes.
The ISA III translates business requirements into technical solutions, troubleshoots and resolves complex system issues, and collaborates with cross-functional stakeholders to deliver scalable and secure technology capabilities. This position may also serve as a technical lead and/or project manager on high-impact initiatives, including system implementations, automation, application and infrastructure management, enterprise platforms (including AI), and modernization of legacy systems.

- Lead the design, development, implementation, and ongoing support of complex enterprise systems, applications, and databases.
- Serve as a technical lead and/or project manager on enterprise IT initiatives, including system implementations and modernization efforts.
- Partner with stakeholders and subject matter experts to define business processes and application requirements, and deliver innovative, cost-effective technology solutions.
- Collaborate with appropriate teams to determine optimal hosting strategies, and guide workload design, migration, and modernization efforts.
- Manage system deployment and endpoint management solutions, including asset management.
- Design, implement, and support enterprise endpoint management platforms (e.g., SCCM/MECM, Intune).
- Design, implement, and support complex enterprise applications (e.g., ServiceNow).
- Design and manage Identity and Access Management (IAM) solutions, including RBAC and MFA, aligned with security best practices.
- Establish and support secure network connectivity across environments (e.g., VPN and private connectivity solutions).
- Design and implement enterprise platforms supporting security, productivity, and administrative functions.
- Lead application and data transformation efforts, including dependency mapping, legacy system analysis, and compatibility planning.
- Design, develop, test, and maintain software solutions across multiple programming environments.
- Provide technical guidance and recommendations on system design, feasibility, and process improvements.
- Maintain and support core technologies that enable complex enterprise applications, including GIS.
- Lead the implementation of AI-driven solutions, including small language models (sLMs) for knowledge retrieval.
- Support automation initiatives, including Public Records Act (PRA) processes using eDiscovery tools across email and file storage systems.
- Assist with data collection, processing, and recommendations related to PRA requests.
- Contribute to the development of enterprise AI and data platform capabilities (e.g., data lakes).
- Develop and maintain technical documentation, system procedures, and user guides.
- Provide training, mentorship, and work direction to team members as needed.
- Troubleshoot and resolve complex system, application, and network issues.
- Ensure systems meet security, compliance, and quality standards.
- Stay current with emerging technologies, including enterprise platforms, AI/ML, and modern data architectures.

Ideal Experience:
- Five (5)+ years of experience supporting core technologies for complex enterprise applications (e.g., GIS, ServiceNow).
- Experience developing advanced scripts and creating technical documentation.
- Experience evaluating and testing system software, and developing complex IT workflows.
- Experience leveraging emerging technologies to improve efficiency and automate processes.
- Experience managing complex IT projects and coordinating cross-functional teams.
- Experience with system integration, data transformation, and modernization of legacy systems.

- Identity and Access Management (IAM), including RBAC, MFA, and Active Directory.
- Experience supporting enterprise collaboration platforms (e.g., Zoom, Microsoft Teams).
- Database management systems and data architecture principles.
- Virtual desktop infrastructure (VDI) design, management, and support.
- Experience maintaining and supporting core technologies that enable complex enterprise applications, including GIS and ServiceNow.
- System deployment and endpoint management, including asset management solutions.
- Experience with enterprise endpoint management platforms (e.g., SCCM/MECM, Intune).
- Foundational knowledge of AI/ML concepts, data platforms (e.g., data lakes), and enterprise analytics frameworks.
- Information security practices, compliance requirements, and quality assurance standards.
Ideal Training and Education:
Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in computer science, information systems, or a related field.Substitution
- Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education.
- Additional certifications in cloud platforms, cybersecurity, data engineering, or project management are highly desirable

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
