The City of Pacifica's Community Development Department is looking for a full time Code Enforcement Officer.
Through public education and enforcement, this position seeks the public's compliance with the City of Pacifica's Municipal Code and other related codes and ordinances in areas relating to, but not limited to, nuisance abatement, weed abatement, planning and zoning related issues. The Code Enforcement Officer coordinates with the Planning, Public Works, and Building Inspection Divisions and establishes and maintains a citywide monitoring system for tracking complaints and compliance and will perform other duties as required.
This is a skilled position involving the enforcement of the City's ordinances and the abatement of nuisance conditions. Responsibilities include the regular contact with property owners, representatives of business or community organizations, and the general public in investigating complaints of ongoing violations and nuisance problems. The incumbent spends a significant portion of time working independently.

Qualifications:
Knowledge of:
- Some knowledge of basic ordinances, Housing Code, abatement of nuisance conditions and related codes.
Ability to:
- Read, understand and interpret laws, regulations, ordinances, resolutions and other documents associated with enforcement duties.
- Communicate effectively, both verbally and in writing.
- Prepare and make verbal presentations to small and large groups.
- Prepare factually clear, concise and complete written reports and correspondence.
- Drive and possess a valid California driver’s license.
Education and Experience:
Any combination of education and experience that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Education:
- High school graduation or equivalent;
- At least two years of college education and/or training in law, writing, public speaking and areas related to code enforcement desirable.
Experience: Three years of full-time public contact experience requiring field investigation of, public education in, or enforcement of City, County, or other governmental codes and ordinances.
License: Possession of or ability to obtain PC 832 (POST) Certification. CCEO certification (Certified Code Enforcement Officer) desirable.
Benefits
The City's comprehensive benefits package includes:
Holidays: Thirteen (13) days per year.
Vacation: From 11 to 27 days per year, depending on length of service.
Sick leave: Accrual is one day per month, with no limit on accrual.
Retirement: The City contracts with CalPERS to provide a retirement plan that utilizes the formula of 2.5% @ 55 for "Classic members" or 2% @ 62 for "PEPRA members." Classic Members contribute 8% employee contribution plus 2.5% employer cost share for a total contribution of 10.5%. PEPRA members pay 6.75% employee contribution plus 2.5% employer cost share for a total contribution of 9.25%.
Insurance: The City provides its employees with a medical insurance allowance that allows employees to purchase medical insurance through either Teamsters Union #856 Health and Welfare or CalPERS medical benefits plan. Some plans require employee contributions. Employees with proof of qualifying health insurance coverage through another group health plan may qualify for a "Health In-Lieu Payment" when declining city coverage.
The City contributes toward a dental insurance plan and vision plan for employee and all eligible dependents.
The City pays premiums for:
· Life insurance premium in the amount of $30,000.
· Long term disability insurance (to begin sixty days after onset of non-work-related illness or injury).
Deferred Compensation Plan: Employees may participate in a pre-tax retirement savings plan.
Union Membership: This position is represented by Teamster Local #856 - Wastewater Treatment Plant, and union membership is required.
Training: The City will pay up to $650 per year toward the cost of books and tuition required as part of courses taken that are job-related (suspended in current MOU).
