The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

• Manage a caseload of 28-32 clients comprised of older individuals with complex medical conditions.

What You'll Do:

• Conduct cross-connection surveys and tests to identify potential cross-connections to the water system. 
• Monitor the provision of backflow prevention at user connections. 
• Provide technical supervision over maintenance staff performing backflow prevention assembly installation, repair, inspection, and testing.
• Inspect potable and recycled water systems to determine the existence of cross connections and recommend corrective actions as necessary.
• Test, install, repair, and maintain backflow prevention assemblies.
• Perform plan reviews to ensure proper water system connections.   Identify potential cross-connections and provide written comments.
• Maintain records of installations, locations, tests, and repairs of backflow prevention assemblies.

The Essentials:

Cross-Connection Control Specialist

• Two years of experience in water system maintenance, equivalent to the responsibilities of a Water Utility Worker in the City of Mountain View
• Equivalent to completion of the 12th grade supplemented by approved courses of instruction in the theory, laws, regulations, and techniques of backflow prevention and/or cross-connection control.
• Possession of a valid California Class C driver’s license.
• Possession of an AWWA Backflow Prevention Assembly Tester Certificate and a California Water Resources Control Board Water Distribution Operator Grade 1 Certificate.  
• Possession of an AWWA Cross-Connection Control Specialist Certificate within one year of appointment.  

Bonus Points:

• Experience administering a water system cross-connection inspection program is highly desirable.
• Completion of a recycled water site supervisor’s training class is highly desirable.

Position

Read Santa Clara, the adult and family literacy program of the Santa Clara City Library, has offered English as a Second Language (ESL) services since 2023, as part of a state grant project. The ESL Program Assistant provides 1:1 and small group tutoring for limited English-speaking adults to strengthen their basic English speaking and listening skills and help achieve their goals. This position works with and reports to the ESL Program Specialist and Literacy Program Supervisor. This position is responsible for supporting literacy volunteers, assessing adult learners’ literacy needs, and documenting program data for grant reporting.  The ideal candidate has a passion for serving adults with limited English language skills from historically underserved communities.

This is a grant funded position for 15 hours a week till June 30, 2026. The position’s continuation beyond this date is subject to the availability of grant funds.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Of the required experience one (1) year shall include supervising the work of others or as a project leader AND one (1) year of experience must involve customer or public service or paraprofessional library work.

• Additional qualifying experience may be substituted for the required education on the basis of one (1) year of experience for thirty (30) semester units or forty-five (45) quarter units up to two (2) years.

Overview: 

The Resident Construction Inspector will be responsible for performing onsite construction inspection duties to ensure that construction work is performed in accordance with approved plans, specifications, and regulatory requirements, while also ensuring quality and safety. This role is critical to Valley Water’s capital projects in support of flood control, water storage, treatment plant, distribution and facility improvements with a primary focus on projects within the 10-Year Pipeline Inspection and Rehabilitation Program such as the West Pipeline Inspection and Rehabilitation Project- Phases 1&2 as well as the Almaden Valley Pipeline Inspection and Rehabilitation Project.

The Department: 

The Purchasing Division of the Department of Finance is hiring a Materials Handler for its Utility Warehouse. The department is looking for experience related to warehouse materials management and receiving deliveries with an emphasis in computerized inventory management system.

The Materials Handler is an entry-level position at the purchasing warehouse or the electric utility warehouse.  Under general supervision, this position is responsible for receiving, storing, shipping, and distributing materials, equipment and products to City staff.

The City of San Rafael Library and Recreation Department is now accepting applications for the position of Facilities Attendant (Athletic Fields).    This position is responsible for supervision of athletic fields during assigned work hours while providing a positive and welcoming presence at the park.  The Facilities Attendant serves as an ambassador to park visitors, ensuring renters have access to their permitted spaces, unlocking soccer goals as needed, and promoting responsible use of the facility.  The Facilities Attendant also positively enforces park and field rules, encourages users to clean up after themselves, and helps to maintain a safe, respectful, and enjoyable environment for all.  Bilingual in Spanish is preferred but not required.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.
• Establish and maintain effective professional relationships that foster an inclusive work environment and constructive problem-solving.

• Demonstrate sound independent judgment and the highest standards of integrity in carrying out duties.
• Perform other related duties and responsibilities as assigned.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).
• Familiarity with data analysis skills including advanced Excel, PowerBI, Tableau, or other statistical/analytics tools. Comfortable working with complex datasets and databases.
• Strong leadership and management skills and experience working effectively with diverse stakeholders in fast-paced, sensitive, and politicized settings.
• Ability to operate as an effective tactical and strategic thinker.
• Exceptional written and verbal communication skills with excellent presentation and organizational skills.
• Adaptability and flexibility in handling changing circumstances in dynamic work environments.
• Ability to plan, prioritize, exercise initiative, and complete multiple competing projects within established timeframes while also ensuring accurate, high-quality work products.
