THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs.

THE POSITION

The mission of the Senior Management Analyst in the City of San Rafael’s Public Works Department is to provide strategic analysis, fiscal oversight, public communications,  and management projects that enhance the City’s infrastructure, services, and quality of life. This role works to build relationships through internal and external stakeholder collaboration and issue resolution. Data-driven insights, innovative problem-solving, and collaborative partnerships all play a critical role in advancing the Department’s efficiency, accountability, communications, and service delivery.

• Assists or leads projects, tasks, and assignments that are priorities for the Mayor and City Council and/or the senior management staff.
• Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.

EDUCATION/EXPERIENCE

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:

Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.

Position Duties

The Fleet Management Division in Public Works Department is responsible for the management of the City’s fleet including the comprehensive inspection, maintenance, repair, acquisition, and disposal. The City’s vehicle and equipment fleet currently consists of over 2,700 assets. 

The Department of Public Works Fleet Management Division is recruiting to fill one (1) Equipment Mechanic Assistant I/II (EMA I/II) position. The EMA I/II is responsible for performing inspections, communicating with other staff and customers, servicing, installation of electronic electrical equipment, ordering parts, entering data in the fleet management system, road testing and diagnosing problems to make various repairs and adjustments on automotive, heavy truck and/or heavy equipment. While working under general supervision, the EMA I/II will be expected to perform safely and follow all rules required by the City of San Jose. These positions, depending on facility assignment, will require working various shift hours and overtime.

Equipment Mechanic Assistant (Parts) position orders, receives, and issues automotive, truck, and equipment parts. This position also researches and identifies select parts for issue, stocks and verifies inventories, and utilizes the fleet database to manage inventories.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Clinical Supervisor will provide clinical and administrative leadership to the Aging and Family Services Division. The mission of the Aging and Family Services Division is to foster a high quality of life for older adults through its Senior Support Services. The Senior Support Services employs a team of caring professionals from diverse backgrounds which include social workers, a public health nurse, counselors, and peers who will work closely with other department staff to provide cohesive wrap-around services for older adults and their families.

The Santa Clara County Housing Authority (SCCHA) is seeking a Risk Analyst to join our highly collaborative and dedicated team in advancing the Housing Authority’s risk management and insurance programs. The Risk Analyst will have the opportunity to expand their expertise in risk management, insurance programs, and property mitigation. They will also gain experience in policy development, analytical research, and strategic planning, providing a comprehensive approach to risk management. The Risk Analyst will evaluate, design, and coordinate SCCHA’s risk management efforts, including insurance programs, property and construction risk, and claims management programs. In the first year, the Risk Analyst will improve claims/incident report protocols, evaluate and enhance SCCHA’s existing risk management and insurance programs, including researching insurance options in the face of rising insurance costs, and administer SCCHA’s insurance policies and manage insurance-related claims and negotiations.

The Department

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, and park planning.

The Position

The Park Ranger/Naturalist will provide information and assistance to the public, as well as enforce laws, rules, regulations, and the Fremont Municipal Code. The primary focus of the position will be to assist with implementing the initiatives of the Homeless Task Force. Additionally, the incumbent may conduct natural resource protection and environmental education programs.

Examples of Job Duties

• Work in prescribed uniform and is responsible for general patrol and supervision of City of Fremont’s parks, plazas and trails.
• Interact and engage with unhoused populations on a daily basis, providing guidance and encouragement, enforcing laws and regulations and connecting community members with service providers.
• Perform homeless response strategies and mitigation efforts, such as posting notice to abate nuisance tags, collection on unattended property and removal of debris.
• Provide assistance and act as a liaison to the public, responding to questions concerning park and recreation facilities, programs, policies, and rules and regulations.
• Demonstrate knowledge of and enforce the Fremont Municipal Code or other rules, regulations and ordinances pertaining to park operations within the City, including the issuance of citations.

The Position

The Fremont Police Department is recruiting for the position of Animal Services Officer. Under general supervision, the Animal Services Officer serves as a member of the Animal Services team in providing a caring, humane environment in which to perform animal control services duties in the animal shelter and in the field; performs related duties as required.

Examples of Duties

• Investigates reports of animal welfare abuses.
• Recommends appropriate solutions to animal service requests.
• Investigates complaints and issues citations.
• Prepares investigative reports for animal bites.

• Successful completion of PC 832 training by the completion of probation is required.
• Willingness to work weekends.
• This position is required to wear a uniform.

Instruct Bus Operators for safe operations of vehicles, uniform compliance, and enforcement of District rules, regulations, policies, and procedures. Document Bus Operator Students’ performance. Must be willing to work shift assignments from Santa Rosa, Novato, San Rafael, or San Francisco Division locations. May be assigned to perform other duties.
 

Essential Responsibilities

• Conducts training class for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Develops classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators.
• Acts as designated D.M.V. examiner in the testing and certification of bus operators; or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Maintains complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Performs individual evaluations of student operators progress in the training program.
• Conducts ongoing Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain a V.T.T.
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.

• Works with the Director of Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Develops and implement minimum standards for bus operator trainees.
• Monitors progress of trainees and provide periodic counseling and progress evaluation.
• Conducts refresher training for bus operators returning to work after extended absence.
• Testifies on training or related fields at bus operator hearings, arbitrations, or trials.

• Re-trains bus operators as directed by disciplinary hearings on accidents or rule violations.
• Evaluates new equipment and changes in existing equipment and prepare data to be used as instruction criteria. (This material is distributed to bus operators when training on this equipment) outlines and checklists.

• Compiles and maintain "Training Subjects Manuals."
• Obtains and maintain appropriate certifications.
• Works with appropriate staff in the recruiting and selection process for bus operators.
• Works with passenger relations and planning department to provide ADA training for persons with disabilities.
• Represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo.
• Instructs and monitor operation of G.F.I farebox and radio systems.
• Observes and monitor safe operation of vehicles by riding with operators, contact and correct operators on safety procedures.
• Issues infractions and/or discipline for violations of safety policy and procedures.
• Ensures employees under their supervision follow established safe work practices and obey all safety rules.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations; and issues discipline for safety violations observed.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
