What You’ll Do

The Human Resources Technician provides a wide variety of technical human resource work in a variety of program areas including employee and labor relations; performance management; benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing.  Duties include administering employee benefit programs; conducting benefits and onboarding orientation; maintaining benefits enrollments; counsel employees and supervisors on City policies, procedures and collective bargaining agreements; process a multitude of employee transactions such as appointments, promotions, leaves, acting pay; proctor test administration for a variety of classifications; orientate oral panel members on examination guidelines; gather and assemble data in preparation of routine or custom and special HRIS reports; respond to employee inquiries regarding benefit eligibility.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports. Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; 2 years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net). Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary: $6,987 to $9,050 per month. Placement within the range depends on experience and qualifications.

One position will be filled as either an Associate Landscape Architect or a lower level Landscape Architect/Designer II, depending upon qualifications and fit. The Air District is recruiting for the position of Assistant Counsel I/II in the Legal Division. This is an open recruitment for one (1) full-time, exempt, management position.

About the Position
The Bay Area Air District is seeking an experienced enforcement attorney to join our legal team as Assistant Counsel in the Office of General Counsel. The Air District has recently expanded its enforcement focus, assessing over $110 million in penalties last year aimed at holding violators accountable and deterring future non-compliance. We invest the penalty funds collected back into the communities impacted by the violations under a groundbreaking equity-focused community benefit policy adopted by our Board of Directors in 2024. We are looking to expand our team with a creative and dynamic civil prosecutor with a passion for achieving justice for the Bay Area communities most impacted by air pollution. 

This position will focus primarily on enforcement of air quality violations, including cases seeking civil penalties and/or injunctive relief before the Air District's administrative Hearing Board and in Superior Court. Experience prosecuting or defending such cases under air quality or other environmental laws is highly desirable, although an experienced civil prosecutor with a background in other similar enforcement contexts would also be ideal for this position. 

In addition to enforcement work, the position will also provide legal advice, counseling and representation on related legal issues arising under local, state and federal air pollution laws and regulations, including air quality permitting, development of new regulations, California Environmental Quality Act issues, administrative law issues, and civil rights compliance, among others. 

Many of the most pressing air quality issues the Bay Area faces relate to disproportionate air pollution burdens in historically disadvantaged communities, so experience and familiarity with environmental justice issues is highly desirable.

About the Division
The Legal Division provides a wide array of legal services to support the entire Air District, including handling enforcement cases; advising on the California Environmental Quality Act, AB617 Community Emission Reduction Plans, contracts, grants, and finance matters; developing regulatory language; supporting the permitting program; reviewing records under the Public Records Act; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General. For cases in environmental justice communities, Air District staff can directly engage with community members when determining the appropriate legal remedies, including high enough penalties to reach deterrence-based outcomes and ensure the community benefits from the related funds.

Assistant Counsel II: In addition to the above, two additional years of experience as an attorney engaged in the practice of environmental law with a public agency in the State of California.

San Mateo County Health is seeking a well-qualified individual for the position of Community Program Analyst II - Aging & Disability Services.

The Community Program Analyst II position within the In-Home Supportive Services (IHSS) Unit, a community-based service for older adults and people living with disabilities, within the Aging and Disability Services (ADS) Division. The position performs a variety of technical tasks related to monitoring, policy interpretation, policy development, and development of training materials for the IHSS program. Much of the work includes compiling and analyzing data, collaborating with staff and clients/families to ensure a service delivery system that is responsive to the needs of older adults and people with disabilities. Individuals should have knowledge of issues regarding aging, disabilities, functional/cognitive/mental limitations and experience in QA within a large, regulation driven service delivery system.

The Community Program Analyst will conduct QA case documentation reviews, home visits, and consultation as detailed by the California Department of Social Services (State). The analyst will provide technical guidance and education on program regulations and county operations and produce monthly, quarterly and year-end reports for Aging and Disability Services management/executives and State QA/Program Integrity. In addition, the analyst will serve as liaison among social workers, Public Authority and IHSS clients/providers to resolve disputes. The role also includes leading investigations and collaboration with the California Department of Health Care Services on suspected program misuse and oversight of all required QA monitoring work of the unit.

Community Program Analysts provide technical assistance and evaluate program functions to support effective community and client service delivery. They serve as County liaisons with contract service providers, and community-based organizations, ensure compliance with program regulations and procedures and monitor contracts related to assigned programs. Analysts may also perform other work-related duties as required.

The current vacancy is in the ADS Division located in San Mateo, CA, but may move to the South San Francisco office if needed. The position will travel throughout the County to perform the duties of this position. Travel to meetings and training courses located in Sacramento and other counties is also required.

The ideal candidate will demonstrate:

• Fluency in Spanish, Russian, Tagalog, Mandarin, or Cantonese (preferred but not required).
• A self-directed, proactive, and solutions-oriented approach, with strong attention to detail.
• Excellent written and verbal communication skills.
• Two to three years of leadership experience in a highly regulated program.
• Prior experience with IHSS.

• Familiarity with QA desk reviews and home visits, including identifying assessment discrepancies and concerns, and developing solutions to improve compliance with regulations.
• The ability to analyze, interpret, and implement new and existing federal, state, and county regulations and laws related to IHSS and the continuum of care for older adults and people with disabilities

This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. THE POSITION

The current opening is for a per diem position and is under the direction of the Police Dispatcher/Records Supervisor.  The Police Dispatcher/Clerk is a non-sworn technical and complex clerical support classification associated with law enforcement support services assigned in the Town Police Department.  Police Dispatcher/Clerks learn and perform a variety of responsible records management, communications and dispatching duties for emergency and non-emergency calls for service.

The Permit Technician will perform a variety of responsible technical and office support work in the Engineering division. SPECIAL EMPLOYMENT INFORMATION: This is a part-time position requiring a minimum of 24.5 hours per week, up to 37 hours per week. The schedule will typically be 25 hours per week, Monday through Thursday, with some flexibility with days and hours.
 

Examples of Duties:

• Provide customer service by responding to general public, developer, and agency inquiries by phone and at the counter; provide information regarding building, encroachment and grading permit policies and application procedures; and work cooperatively with property owners, contractors, architects, developers, engineers or their representatives to resolve questions regarding permit issuance and permit fees. 
• May review building, traffic control or engineering plans and specifications for completeness and conformance to application requirements and regulations; ensure that required permits have been obtained; verify contractor licensing; route plans to appropriate departments for review and sign off; track plans and ensure timely returns; prepare and track plan packets for plan check by outside contract services; and compiles plan check comments.
• Calculate, collect and record permit application and plan check fees; coordinate fee collection with staff; issue building, grading, encroachment, and over the counter permits for development projects; and coordinate bond releases with finance staff and contractors.
• Coordinate with outside agencies to ensure all necessary approvals acquired before issuing permits.
• Work closely with Code Enforcement Officer on code compliance issues to ensure community concerns are addressed and building code is adhered to.
• Assist in scheduling daily building or engineering inspections; monitor Division inspection phone line; and coordinate utility releases with building inspectors and utility company.
• Maintain department records, file and other reference materials; compile and disseminate data regarding permit activity and fee collections; prepare and edit correspondence, plan check comments and various technical and statistical reports.
• Establish positive working relationships with building contractors, developers, engineers, representatives of community organizations, state/local agencies, associations, City management and staff, and the general public.
• Perform related duties as assigned.

Typical Qualifications:

Knowledge of:

• Building and municipal code sections as related to permit processes and inspection procedures; various construction methods and terminology; real property description and terminology; basic research methods used in the collection, tabulation, analysis and application of building inspection data. 
• Related departmental policies and procedures.
• Modern office practices, procedures, methods and equipment, including computer systems and software, including specialized permit maintenance systems.
• English usage, spelling, grammar and punctuation.

Ability to:

• Read, interpret and review plans, blue prints and supporting documentation; interpret, apply and explain applicable laws, codes and regulations.
• Use initiative and sound judgment within established procedural guidelines.
• Organize, coordinate and carry out assigned functions and activities.
• Compile and maintain complex and extensive records, analyze and compile technical and statistical information, and prepare detailed reports.
• Work independently in the absence of supervision and shift priorities as needed.
• Communicate clearly and concisely, both orally and in writing.
• Work cooperatively with other divisions, City officials and outside agencies; facilitate cooperation in pressured or confrontational situations.
• Represent division and the City as required with diplomacy and tact.
• Interpret and apply policies, laws and regulations.
• Operate and use modern office equipment, including computer equipment and software. Experience in utilizing permitting software would be preferred. 
• Maintain confidential data and information.
• Utilize a computer and type at a speed necessary for adequate performance of assigned duties.
• Establish and maintain effective working relationships with those contacted in the course of work.

Experience & Education:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and experience would be:

Experience: Three (3) years of office support experience including public contact and at least one year working in an Engineering or Building department.

Education: Associates degree in public administration, architecture, or other closely related field.

Under direction of the Chief Building/Fire Code Official, performs complex residential and commercial inspections of buildings and structures in various stages of construction, alteration and repair for compliance with applicable building, accessibility, energy and zoning codes and ordinances; responds to inquiries from the public, applicants, contractors and other City staff and departments; performs related duties as required.
