What's the Role and What You'll Do
We’re looking for a highly motivated, reliable and skilled individual to join the Public Works Department as a Public Works Inspector I/II. Working with the City’s Engineering and Public Services teams, you will inspect work quality and materials used in a variety of streets and utilities infrastructure, public works construction projects, and development projects to ensure conformance with approved plans, specifications, and departmental regulations. What You'll Do
Review plans and specifications of assigned project; attend preconstruction conferences as assigned.

Inspect a variety of public works improvements such as utilities, streets, sidewalks, gutters, and other off-site construction; check line, grade, size, elevation, and location of structures for conformance with specifications and regulations.

Inspect a variety of public works construction projects such as City parks, traffic signals, roadway improvements, utilities, and building renovations. Verify conformance with project plans / specifications, and measure field quantities for payment.

Observe work during progress and upon completion; ensure that safety procedures are followed.
Monitor, inspect, and approve completion of work done under an excavation permit; ensure that all specified conditions are met.

Perform related duties as assigned.
 

The Essentials

Public Works Inspector I

Equivalent to the completion of the 12th grade with courses in drafting and related mathematics.
 

Possession of a valid California Class C Driver License.
 

Three years of public works construction experience.
 

Public Works Inspector II

Equivalent to the completion of the 12th grade supplemented by courses in civil engineering or construction management.

Possession of a valid California Class C Driver License.

Eighteen (18) months public works inspection experience equivalent to Public Works Inspector I in the City of Mountain View.

Bonus Points

The City of Newark is seeking an experienced skateboarding instructor who can connect with participants of all ages, especially youth and teens. The Recreation Instructor will be responsible for the planning and implementation of skateboarding classes to be held at Mel Nunes Skatepark in Newark. Responsibilities include teaching fundamental techniques, promoting safety, and creating an encouraging environment where participants can build confidence and have fun while learning to skate.

ABOUT THE POSITION
The City of Gilroy is recruiting for multiple full-time Maintenance Worker I positions in our Water Section to help ensure every home, business, school, and park has access to clean and reliable water. From maintaining water lines to supporting emergency repairs, your work will directly impact the daily lives of our residents. For this recruitment, preference will be given to candidates who possess a State of CA D1 Water Distribution Certification, a Class A driver’s license, experience operating heavy equipment, and/or underground construction experience.

Although current vacancies are all in the Water section, this recruitment will also create an eligibility list for future openings in our other sections – Parks and Landscapes, and Streets/Stormwater & Drainage/Trees and the Wastewater Section. Interested candidates should apply and get on the eligibility list in the event an opening occurs in the future giving you the opportunity to explore a variety of career paths within public service. Eligibility lists are typically good for one year and may be extended for an additional year. 

The Water Section personnel are responsible for planning, operation, and maintenance of the City’s wells, and water distribution system ensuring a safe and reliable supply of drinking water. The duties also include managing booster pumps, reservoirs, routine system maintenance, water sampling and the monthly reading of all water meters. Additionally, they oversee the City of Gilroy’s Backflow Prevention Program to ensure compliance with California State regulations.

The Streets/Stormwater & Drainage/Trees Section personnel are responsible for maintaining and repairing the City's improved and unimproved streets, curbs and gutters, bikeways, public parking lots and parking lots at City facilities. Streets/Stormwater/Trees also cleans and maintains the storm drains throughout the City and provides 24-hour emergency tree response, neighborhood tree clearance pruning, removal and replacement of dead and unsound trees, planting trees in new subdivisions, as well as processing permits for citizens who want to plant, prune or remove a City tree. In addition, the team performs maintenance and repairs to the Cities stormwater infrastructure.

The Parks/Landscape Section personnel are responsible for planning and developing new parks, and landscaping within those parks. Responsibilities extend to maintaining landscaped areas, such as median islands in the downtown public right of way and throughout the City. The team also maintains and provides a weed abatement program around sound walls and around City owned facilities. Parks/Landscape maintains turf, irrigation, and park amenities such as, playgrounds, restrooms, an athletic complex and equipment throughout the park system and City facilities.Under direct supervision of supervisor, this position performs work in one of the sections as assigned: Water, Wastewater, Parks & Landscape, or Streets/Stormwater & Drainage/Trees. Employees in this job classification may rotate/transfer between the sections noted above as determined by the City and will be required to fully meet the job requirements, including the obtaining of certifications, when assigned to a specific for an extended period of time.

ABOUT THE DEPARTMENT
The goal of maintenance operations is to enhance the quality of life for those who live, work, and visit the City of Gilroy. This is achieved by maintaining and preserving the City’s infrastructure through reliable, high-quality services that support public health, safety, and sustainability. The Operations team is responsible for the day-to-day maintenance of essential services and public assets in accordance with state and federal regulations and industry best practices.

 THE IDEAL CANDIDATE WILL

• Have knowledge and related experience in one or more areas of municipal maintenance: street maintenance, wastewater distribution system maintenance, tree maintenance, and maintenance of city parks and landscaped areas. Given that the current openings are in the Water Section, candidates with experience pertaining to the work performed by this section will be given the strongest preference. 
• Be customer service oriented with the ability to communicate clearly with members of the public. 
• Have strong record keeping skills with the ability to effectively document work completed in public works software. 
• Possess a clean driving record with a commitment to safe driving at all times. A Class A driver’s license at time of hire is preferred. 
• Have experience operating heavy equipment such as loaders, dump trucks, backhoes, etc. 
• Have certifications and training in one or more areas of public works operations such as a Playground Inspection Certification, CWEA Water Collection System Grade I Certification, Qualified/Pesticide Applicator Certification, State CA Grade I Water Distribution and/or Water Treatment Certification, or other similar certifications. 
• Have knowledge and experience with work zone safety plans and set up. 
• Be safety oriented and have current knowledge of safety practices related to the work.

Water Section:

1. Perform general maintenance work on the water system, as well as repairs and replacement of water mains, water services, fire hydrants and water meters.
2. Perform building maintenance on water system facilities.
3. Take water quality samples per State of California regulations.
4. Read water meters.
5. May assist with backflow tests on City-owned backflow assemblies.
6. May assist with cross-connection surveys on City and private premises.

1. Perform landscape and ground maintenance around public buildings, recreation facilities, rights-of-way, and open areas.
2. Perform irrigation maintenance and repairs as necessary.
3. Remove garbage and litter from assigned facilities.
4. Clean and maintain park buildings and restrooms.
5. Assist in park development when required.
6. Perform or coordinate necessary plumbing, carpentry, painting, and related building maintenance and vandalism repair as assigned.
7. Work closely with the Recreation Division, other City departments, allied agencies, and the public to coordinate maintenance schedules with the use of assigned facilities.
8. Perform work in the support of the Recreation Division such as reservations, ball field preparation and clean-up, and special event preparation and clean up.
9. Take appropriate action, such as notifying a supervisor or appropriate authorities, when laws, regulations, and policies pertaining to public use of the parks and municipal facilities are not being followed.
10. May be assigned to work in different facilities throughout the City.
11. May coordinate requisition, procurement, and storage of janitorial supplies.
12. May perform support services during major functions that occur in City facilities.

QUALIFICATIONS

• Minimum twelfth (12th) grade education or G.E.D.
• One (1) year of construction, maintenance, or landscape experience. Prior work for a public agency or other similar service industry preferred, but not required.
• Possess and maintain a valid California Driver's License and a safe driving record necessary to operate assigned vehicle(s).
• Possess and maintain a valid California Class A Driver License within 12 months of hire/transfer. May be required to obtain endorsements. Must participate in the Department of Transportation Drug and Alcohol Testing program, which includes submission to random drug and alcohol testing at such time the employee possesses a commercial license permit or a commercial license.  
• When assigned to the Water Section, will be required to obtain a State of California Grade I Water Distribution Certification within twelve months of hire or transfer.
• When assigned to the Parks and Landscape Section, will be required to obtain a Qualified Applicators Certificate with any one Category within twelve months of hire or transfer.
• When assigned to the Street/ Wastewater/ Trees Section, must demonstrate proficiency in at least one of the following pieces of equipment within twelve months of hire or transfer: backhoe, paint truck, or Vactor. A training certificate may be required.
• Per the AFSCME MOU, due to stand-by and call out duties, employee assigned to the Water and Streets/Wastewater/Trees Sections must reside within sixty (60) minutes normal driving time of the City Corporation Yard prior to the completion of one year of work. Normal driving time is the most direct route, at the speed limit. Residency within the sixty (60) minute response must be maintained during the course of employment.
• May be subject to scheduled 7 day paid standby duty on a rotating basis.

 The Utilities Department is a newly formed department focused on delivering exceptional water and wastewater services. The team promotes excellence in operations, integrity in decision-making, and collaborative problem-solving. The Utilities Department manages a combined budget of approximately $30.9 million for FY25, with $16.4 million allocated to sewer services and $14.5 million to water services. The Senior Environmental Engineer - Wastewater will oversee one direct report and, working alongside the third-party contractor for the treatment plan, will serve as the technical lead for complex CIP projects, regulatory reporting, consultant oversight, and cross-agency collaboration. EMPLOYMENT STANDARDS

Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.
• Alternative Minimum Qualifying Education/Experience:  Possess at least 60 semester college units from an accredited college or university (related coursework preferred); and possess and maintain a CA Drinking Water Distribution Grade D5 certification issued by the State of CA Water Resources Control Board.

• Senior Environmental Engineer - Wastewater: Must possess a valid Certificate of Registration as a Professional Engineer (PE) in the State of California. THE DEPARTMENT
The Public Works Department is responsible for providing high quality, safe and effective maintenance, operation and construction of streets, parks, storm drainage and related infrastructure. The Department is under new leadership with a renewed focus on master infrastructure planning, proactive capital maintenance and replacement, traffic engineering and customer service. Pipeline public projects include completion of the Civic Center Master Plan, design and bid of the new Santa Teresa Fire Station, a $7 million pavement rehabilitation project, a $3 million San Ysidro Park remodel project, and completion of Traffic Impact Fee Study. The City is processing multiple large private projects including an almost one million square foot Amazon data center as well as multiple residential subdivisions and multi-family projects.

THE POSITION
The City Engineer/Transportation Engineer reports to the Public Works Director and exercises and is afforded significant authority and discretion to oversee the day-to-day operations of the Engineering Division which is comprised of two sections--Capital Improvements and Development Review. The Engineering Division is responsible for the design, bid, management and inspection of City-owned capital infrastructure and facility projects. The Division is also responsible for the review of private development projects, issuance of typical engineering permits, and related inspections. Additionally, the position coordinates the internal Traffic Safety coordination including preparation of warrant studies and other engineering studies. The City Engineer will be the primary point of contact with the City’s Utility Department facilitating coordination of street and utility capital projects. As the City Engineer/Transportation Engineer, it will be important to effectively lead in a dynamic environment. The ideal candidate will have extensive experience overseeing and managing CIP projects and timelines, overseeing land development, working with cutting edge technology, have a desire to manage challenging and exciting projects, and thrive in a busy environment. The ideal candidate will support the director with engaging division employees to embrace the goals and workplans of the division and achieve results. Further, the ideal candidate will lead by example and serve as a coach and mentor to members of the Engineering Division team.

As the City Engineer/Transportation Engineer you will bring extensive knowledge of current trends and best practices that impact and influence all aspects of transportation and municipal engineering, interact with the community, present at council, commission, and community meetings, and build relationships with neighboring agencies as the City of Gilroy is rapidly expanding.

Examples Of Essential Duties:

1. Develop goals and objectives, organize, direct, advise and assist the activities of the Engineering Division, including the preparation of plans and specifications, engineering design, public works inspections, public works engineering office activities and field engineering. Make policy recommendations on City standards, and codes, regarding traffic, infrastructure, and public works activities.
2. Perform preliminary engineering review and consultation on various public and private projects with various developers and designers and project engineers, review maps, plans, specifications, and projects for compliance with sound engineering practice and existing laws, and review initial studies and environmental impact reports for adequate mitigation of infrastructure impacts.
3. Assume management responsibility for assigned engineering activities and operations of the Engineering Division including conducting traffic engineering and transportation planning studies, preparing traffic control plans, and making sound recommendations for improved traffic control services.
4. Prepare complex staff reports and memorandums regarding capital projects, development within the community, and traffic/transportation related matters.
5. Receive and responds to citizen complaints/concerns regarding traffic safety, signal operation, and congestion; resolve complaints in a timely and efficient manner.
6. Oversee and participate in conducting inspections for the installation of traffic control devices, traffic signs and pavement markings; review and approve bid documents.
7. Prepare city policies and guidelines for engineering activities including the installation of traffic control devices, pavement markings, street lighting, and traffic studies.
8. Select, train, motivate, and evaluate engineering personnel; provide or coordinate staff training; work with employees to correct deficiencies; prepare performance evaluations, professional development plans, and performance improvement plans.
9. Prepare and present comprehensive technical reports and economic analysis, including the comprehensive Fee Schedule analysis and comparison studies, estimates for operational and capital budgets, manpower projections and traffic safety and engineering analyses.  Compile annual Public Works Engineering Department fee schedule and listings of fees to build, plan and schedule long-range engineering, planning programs and environmental impact reports.
10. Oversee and participate in the development and administration of the Engineering Division budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement approved adjustments.
11. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures related to the Engineering Division; assess and monitor workload; identify opportunities for improvement and review with the Public Works Director; direct the implementation of improvements.
12. Manage CIP planning activities; provide oversight and input into the conceptual design of engineering projects; investigate and resolve problems with scope of work or cost issues of major projects.
13. Assist with engineering related matters associated with the South County Regional Wastewater Authority (SCRWA).
14. Analyze civil engineering plan design, specifications, and consultant and staff comments in accordance with design requirements and municipal and intergovernmental standards and regulations; recommend approval or additional engineering conditions or changes.
15. Serve as the liaison for engineering, including traffic engineering, activities with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
16. Meet and confer with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating engineering matters; provide information regarding city development requirements.
17. Serve as staff to support a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
18. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of municipal engineering.
19. Maintain good public relations, receiving and answering public requests and concerns.
20. Participate as a member of internal development review teams/groups and other inter-City and intra-City-related technical committees.
21. Participate in related training programs.
22. Perform related work as required.

Typical Qualifications:

• Bachelor’s degree in Civil Engineering, Traffic Engineering, Transportation Planning, or a related field from an accredited university.
• Five (5) years of progressively responsible professional-level public sector civil engineering work experience.
• Three (3) years of experience in a supervisory level position supervising public works engineering personnel to include making hiring recommendations, training, evaluating, and making disciplinary recommendations.
• Possess and maintain a valid registration as a Professional Civil Engineer issued by the State of California.
• Land Surveyor License desired, but not required.
