The Golden Gate Bridge, Highway and Transportation District is looking for a visionary and strategic Director of Budget and Financial Analysis who will be responsible for planning, organizing, and leading the preparation of the agency’s budget and participating in complex, sensitive, and detailed analytical work in the areas of budgetary, financial, grants, investments, regulatory, and administrative policy and/or contract administration. This role will be responsible for oversight of a wide variety of financial/statistical reports and complex financial analysis including financial forecasting, revenue projection, revenue analysis, modeling and cost/benefit analysis as well as interpret regulations for policy and financial impact on District programs.

Must have any combination of education, training, and experience equivalent to:

Four-year degree in Accounting, Finance, Economics, Public or Business Administration or related field from an accredited college or university. A minimum of seven (7) years of progressive supervisory experience in the field of budget and/or financial analysis which includes position related experience in budget preparation and analysis, financial/fiscal analysis, economic analysis, contract review and administration, financial programs, project management and relevant legislative/administrative policy analysis. Possession of a Master’s degree in Accounting, Finance, Economics, Public or Business Administration or related field from an accredited college, or university is highly desirable Must be proficient in using MS Word, MS Excel, MS Outlook, and PowerPoint

Position Summary

Under the general direction of the Senior Information Systems Manager, this position provides system support during implementation and ongoing support after implementation including report writing, configuration, routine inquiries and user support for the District’s various enterprise technology systems including UKG Pro Workforce Management Time & Attendance and Central Square Technologies Finance Enterprise.   The Business Information Systems Engineer works with end-users, vendors, and members of the Information Systems Department to identify, analyze, and resolve systems issues and provide maximum capability and satisfaction to users.

Essential Responsibilities

• Serves as a technical lead of the enterprise application
• Focused on delivering excellent customer service
• Adhere to incident, problem, change management, and other Information Systems best practices
• Plan, organize, direct and coordinate the ongoing automation and usage of the district-wide application systems
• Develop and maintain user and technical knowledge of application systems
• Serve as the liaison between application system users, vendor provided help desk as well as the Information Systems Department
• Plan, co-ordinate and test system upgrades
• Fulfill users various data mining requests
• Support the various large interface integrations between the application systems and fixing data problems that occur in these interfaces
• Develop and provide user training for all modules of the systems
• Writes user documentation, provides user information, procedures, and training materials in a variety of formats as needed
• Develops a knowledge base of problem symptoms and solutions to improve the timeliness of problem resolution
• Identify unused system functionality and present opportunities for improvement of business processes using this functionality
• Continue to monitor and stay current on new features contained in new releases of the software
• Recommend and implement software upgrade paths
• Develop relationships with other agency users of the applications
• Maintains strong technical competence in Microsoft Office products such as Access, Excel, Word, Outlook, Project, and PowerPoint
• Other duties as assigned at the direction of the Information Systems Manager
• Know and follows the safety and health rules and safe working practices applicable to the job
• Regular and reliable attendance and performance are required

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Environmental or Civil Engineer to ensure sustainable water solutions and make a positive impact on public health and our environment. In this exciting opportunity you will play a crucial role in designing, implementing, and optimizing water treatment processes and help develop sustainable practices that ensure clean, safe water for our community. Your expertise will help us enhance our wastewater systems, improve potable water quality, and expand our recycled water initiatives. 

The Environmental/Civil Engineer is primarily assigned to the South County Regional Wastewater Authority (SCRWA) treatment plant. The SCRWA plant has won multiple awards at both the regional and state levels, and is undergoing expansion from 8.5 MGD to 11 MGD capacity. Tasks include permitting, reporting, planning, coordinating, and directing the design, investigation, development, operation, and construction of a wide variety of civil and environmental engineering wastewater projects. Assignments may also relate to wastewater collection, recycled water, and potable water. The Incumbent will need to work effectively with the Senior Environmental Engineer, staff from the cities of Gilroy and Morgan Hill, Santa Clara Valley Water District, the Regional Water Quality Control Board, SCRWA legal counsel, and the general public.

The Environmental Assistant is a technical position that is responsible for assisting with a wide variety of projects and tasks in the solid waste and stormwater program areas within the Environmental Services Division. Assignments include field work, special events, public outreach, and administrative tasks. May work independently or in a team environment depending on project requirements.

EXAMPLES OF DUTIES

• Assist with conducting field assessments, research, and reports for stormwater permit and/or solid waste regulatory compliance
• Serve as a source of information and problem solving for incoming customer service calls
• Support City implementation of recycling and organics services at businesses, multi-family complexes
• Participate in special events including planning, preparation, and logistics support
• Assist with coordinating volunteer creek restoration or creek cleanup events
• Assist with environmental education camps
• Set up and maintain spreadsheets, project files or computer databases as required
• Perform other duties as assigned

SUPERVISION EXERCISED AND RECEIVED

General supervision is provided by the Environmental Services Administrator

MINIMUM QUALIFICATIONS

• Must be at least 18 years of age
• Relevant technical skill, or related education or experience
• Ability to establish and maintain productive relations and positive attitude toward others
• Strong written and verbal skills
• Organizational skills, flexibility and ability to work both alone or as a team member
• Experience with photo, graphics, and/or video software desirable

• Must be able to effectively handle sensitive and or stressful situations or information with tact, discretion, and confidentiality.

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include:

• An associate degree with coursework in liberal arts, humanities, social work, business, public administration, or a related field.
• Two (2) years of responsible experience providing direct client services including caseload management functions with an assisted housing or other social services program and customer service.
• A bachelor’s degree is desirable.
• Bilingual skills are desired, but not required.

The Role

Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. Provides internal customer service by assisting managers and executive level staff in complex analysis.  This position requires a high degree of accuracy, discretion, confidentiality, excellent communication skills, and robust customer service skills. 
 

Essential Responsibilities

• Serves as the primary analytical support to the District Secretary;
• Interprets meeting proceedings and prepares draft meeting minutes, with minimal oversight and as assigned, may attend meetings in the absence of the District Secretary;
• Performs legal functions of the office and guidance to office staff in the absence of the District Secretary;
• Performs a wide variety of complex legal analysis, research and briefings about claims for the District, Bridge, Bus and Ferry Divisions, and works with legal counsel in the areas such as government tort claims, subpoenas, Brady requests, small claims and lawsuits;
• Provides a wide variety of complex, confidential analytical duties in support of the District Secretary, Board of Directors, and standing Board committees;
• Independently composes, researches, compiles, summarizes, and prepares a variety of complex correspondence, reports and documents; reviews finished materials for completeness and accuracy; ensures documents comply with District standards, policies and procedures;
• Perform special studies for the District, and coordinates assigned activities with other District departments, and divisions, and outside entities;
• Independently responds to and resolves difficult and sensitive citizen inquiries and complaints;
• Coordinates and assists in the development of the annual budgets of the Board and District Secretary’s Office and monitors, reviews and approves department expenditures, and performs financial analysis for budgetary purposes;
• Assists the District Secretary with providing direct support in varied, analytical administrative projects related to the Board and its committees;
• Independently prepares and presents a variety of oral and written reports, correspondence, and statistical analyses with extreme attention to detail and accuracy;
• Works with Procurement to select vendors and purchase department services as needed for projects, and participates on panels for various District procurements especially those related to the District’s third party administrators for public liability and workers compensation, insurance advisors and e-document conversion;
• Has an in-depth understanding of the department’s functions and especially its role with the Board of Directors such as the steps involved in planning and executing Board events and maintaining key Board documents such as Rules of the Board, Master Ordinance and record of the Board’s proceedings;
• Autonomously draft client correspondence and legal documents, using proper format and appropriate language and content;
• Oversees newspaper advertisements for public hearings/meetings;
• Monitors activities and ensures maintenance of files related to insurance and accident claim matters to fulfill department records retention schedule;
• Engages with a wide variety of District representatives including the Board of Directors, Executive Team, mid-managers and staff in a wide variety of roles including those engaged in specialized trades;
• Performs additional related duties as assigned; and
• Regular and reliable performance and attendance is required.
