This is the supervisory-level class in the Transportation Engineering series. About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

The Position

The City of Fremont is seeking applicants to fill full-time, temporary positions within the Fremont Urban Forestry Service Corps. These positions are paid and have a five-month duration, starting February 3, 2025, and ending June 27, 2025. These positions work five days a week in small cohorts completing a combination of in-class learning and in-the-field service projects.

• Learn and study a variety of topics related to urban forestry, public greenspace, and sustainability.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.
 

IDEAL CANDIDATE SECTION:

The ideal part-time Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. Capable of organizing duties, meeting critical deadlines, and following up on assignments with minimal supervision to maintain parks and public facilities according to established standards. Additionally, the ideal candidate will have knowledge of basic techniques, tools, equipment, and materials used in park and landscape maintenance, as well as an understanding of occupational hazards and related safety practices.

Typical Duties and Responsibilities:

• Maintains all types of landscaped areas through mowing, watering, planting, trimming, weeding, and fertilizing.
• Applies insecticides, herbicides, and fertilizers.
• Operates trucks, tractors, mowers, chippers, and related grounds and tree maintenance equipment.
• Cleans and perform minor repairs to park and recreation equipment, buildings, and related facilities; maintains and prepares athletic fields.
• Assists in the maintenance of sprinkler systems; assists in the maintenance and minor repair of power-driven equipment.
• As assigned, works extended or irregular hours.
• Assists in the general cleaning and maintenance of the Corporation Yard.
• Performs other related duties as required.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

• Possession of, or ability to obtain, an appropriate, valid California driver’s license, and a satisfactory driving record.

The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The Newark Recreation and Community Services Department is looking for Aquatic Instructors (Swim Instructors) for our fantastic swim lessons and aquatic programs, to work at the Silliman Activity & Family Aquatic Center. We are looking for positive, patient, motivated, self-driven individuals that have a passion for working with children and wish to make a difference in a child's life by teaching them lifelong water skills!

RESPONSIBILITIES:

• Under the supervision of the Aquatics Coordinator, this position provides swim instruction to adults and children and conducts related work as required
• Swim Instructors teach, supervise, and assess students of all ages and abilities
• Teach group and private swim lessons to adults and children of all abilities
• Use proper teaching tools, equipment, and techniques while teaching swim lessons
• Maintain order and prevent accidents through the enforcement of policies, rules, regulations, and ordinances governing the conduct of patrons in the pool area.

Facilities Maintenance Technician II (journey-level class in the classification series)

Responsible for performing the full range of maintenance duties at City buildings and facilities in order to ensure that all are maintained in a safe and effective working condition and provide the highest level of safety for City and public use. Incumbents are responsible for performing maintenance and alterations on buildings and facilities, electrical and mechanical systems, identifying and evaluating construction-related problems, and performing installation and repairs on plumbing systems. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Facilities Maintenance Technician in that the latter is responsible for technical and functional supervision of lower level maintenance staff and is capable of performing the most complex duties assigned to the series.

Senior Facilities Maintenance Technician (advanced journey-level class in the classification series)

Responsible for providing lead supervision and training to facilities maintenance staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment, including performing the most complex duties required to ensure City buildings, facilities, and grounds are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include training, developing and scheduling Facilities Maintenance Technicians, inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of City buildings, facilities and grounds. Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned section. The work involves problem-solving of unique issues or increasingly complex problems without precedent and/or structure. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products.

The Senior Engineer, Railroad Structures reports to the Manager, Engineering Structures and Facilities, and is responsible for Caltrain corridor engineering, construction support of capital improvement projects, engineering design and maintenance support of facilities, including maintenance facilities and historical stations, project planning support, and design studies support for railroad structures including railroad stations, and railroad facilities for the Peninsula Corridor Joint Powers Board (Caltrain).

Essential Functions & Duties

Examples of Essential Functions:

• · Provide engineering architectural and design support related to design review, renovations, structural improvements and repairs for Rail Operations, Capital Projects, Construction Management, and other Caltrain departments.

• · Works closely with key stakeholders internally and externally to maintain railroad facilities, structures, tracks, tunnels and bridges (civil/structural).

• · Review and perform capacity calculations on railway structures, design reviews and capital improvement projects to protect the integrity of the railroad structures, including historical preservation and to ensure technical requirements are met.

• · Oversee projects to be performed by outside agencies (3rd party projects) working on Caltrain property.

• · Participate in capital project development studies including consultant negotiations, estimating, and scheduling.

• · Identify root causes of engineering structural issues and present appropriate solutions.

Examples of Essential Duties:

• · Review engineering design project documents including plans, specifications, calculations, cost estimates, project schedules, and constructability review reports.

• · Review project design documents, interface with Caltrain Operations, monitor construction progress, and inspect construction fieldwork.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• · Bachelor’s degree in structural or civil engineering, or another related field.

• · Four (4) years of progressively increasing responsibility in structural engineering.

Under general supervision, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments.  Typical functions may include, but are not limited to reception, word processing, record keeping, and filing.  May also perform related work as assigned.

CLASS CHARACTERISITICS:

Office Specialist I – This is the entry-level class in the Office Specialist series.  Initially under close supervision, incumbents learn office and City procedures.  As experience is gained, there is greater independence of action within established guidelines.  The Office Specialist I class includes part-time and temporary positions with incumbents available to provide relief support to a variety of City departments.  This class is alternately staffed by the Office Specialist II class.  Full-time incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher class.

Office Specialist II – This is the journey-level class in the Office Specialist series.  Requires the competency to independently perform a variety of office support duties.  All positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances.  Specific duties, including the amount of typing, word processing, and use of on-line of personal computers will vary with the organizational unit to which you are assigned.  This class is distinguished from Office Specialist III, which is the working lead-level of the series, because that class performs more complex and/or specialized office clerical support functions.  Full-time incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher class.
