The Position: 

This is a professional, management position in the unclassified service responsible for scheduling, purchasing, and managing Silicon Valley Power (SVP) electric and hydro energy requirements in the hour ahead and real-time markets by optimizing those resources and by dispatching the generation plants, scheduling water flows and making sales of surplus resources in order to serve our customers consistent with SVP"s risk parameters. This position requires working 12 hour day and night shifts along with holiday and weekend shifts. • Create and/or assess all electronic tags pursuant to Western Electric Coordinating Council (WECC)/ National Energy Regulatory Commission (NERC) Policies, South West (SW) business practices, and Independent System Operator (ISO) requirements;
• Adjust schedules real-time during emergency transmission derates or curtailments;
• Manage resources to meet NERC/SVP reliability criteria during all operating conditions;
• Determine resource costs and availability considering existing market conditions, generating plant limitations, maintenance, outages, transmission ratings and curtailments, and existing contract provisions;
• Conduct economic analysis of current resource options and market opportunities;
• Continually evaluate market conditions (including ISO ex-post prices, imbalance energy prices, ancillary service costs and transmission and congestion price differences), generating plant limitations, maintenance, outages, transmission ratings and curtailments, and existing contract provisions;
• Negotiate purchases and sales of energy, capacity, ancillary services and the purchase of transmission to meet load and SW trading objectives;
• Conduct economic analysis of current resource options and market opportunities;
• Determine optimal short-term use of existing power purchase contracts based on market information;
• Develop an hourly trading strategy for energy, capacity, transmission, and/or ancillary services by dispatching resources in a correct way;
• Evaluate and optimize the resources in real-time, to generation dispatch, capacity needs, energy, transmission and ancillary services purchases and sales;
• Utilize various market applications, including but not limited to California Independent System Operator (CISO) applications to submit capacity, energy, transmission, and ancillary service bids in power scheduling and power trading;
• Implement South West (SW) Trading Guidelines and management directives;
• Ensure that NERC/SVP reliability criteria are met;
• Prepare real-time documentation and reports for after-the-fact analysis;
• Develop pricing strategies for energy limited resources;
• Negotiate with assigned SW stakeholders
• Manage resources to meet WECC/NERC reliability criteria during all operating conditions;
• Work with trading staff to develop pricing strategy for energy-limited resources;
• Perform contingency analysis to develop optimized strategy for the dispatch of generation resources, and to optimize purchases and sales of capacity, energy, transmission, and ancillary service;
• Manage hydro reservoir levels and in-flows to ensure economic dispatch of SW’s projects;
• Prepare and submit all reports required as a scheduling coordinator including inter-tie, California Central System Operator (CISO), and South West (SW);
• Adjust/optimize/balance schedules to account for system outages;
• Provide training of co-workers;
• Forecast weather conditions by using like seasons, days and temperatures;
• Forecast customer energy requirements considering historical demands and applicable load shapes;
• Develop and maintain harmonious operations with interconnected utilities, wholesale entities, electric and hydro trading partners and other stakeholders through the use of effective communications practices; and
• Perform other related work as required.

EDUCATION AND EXPERIENCE
Education and experience equivalent to:
•  Graduation from an accredited college or university with a bachelor’s degree in Engineering, Business, or a closely related field; and
• Three (3) years experience in public or private sector power scheduling or trading and/or Independent System Operator (ISO) scheduling.

LICENSE
Possession of a valid Class C California driver’s license is required at the time of appointment and for the duration of employment.

SPECIAL CONDITIONS
• Incumbents must have the ability to work, as assigned, to schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.

Under general supervision, this position performs the full array of duties in the Solid Waste division, including maintenance, operating collection vehicles and refuse equipment operation. DISTINGUISHING CHARACTERISTICS

The Refuse Truck Driver II is the journey-level class responsible for a wide variety of maintenance and refuse collection tasks. This classification is distinguished from the next higher classification of Senior Refuse Truck Driver in that the latter performs the more complex assignments and lead responsibilities. 

SUPERVISION RECEIVED/EXERCISED

This position receives general supervision from the Solid Waste division’s Public Services Supervisor. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs general maintenance, repair, construction, equipment operation and installation work in refuse collection.
• Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. DISTINGUISHING CHARACTERISTICS

This is a journey technical level position in which incumbents are expected to independently perform the full range of duties assigned. The Communications Center in the Support Services Division of the Hayward Police Department is responsible for dispatching both Police and Fire Services throughout the City of Hayward. The FCTC Written Test is administered, at minimum, quarterly. Additional tests will be added as needed, so check this website frequently. FCTC does not administer online tests.

Scores will be added to a candidate's FCTC record within one week of the test date. Candidates must achieve a minimum passing score of 70%. The Public Safety Team will obtain candidate scores from FCTC.

2) Emergency Medical Technician Certification: Candidates must possess at minimum an NREMT certification verified through FCTC to be placed on the eligibility list. Candidates must possess or be in the process of obtaining their EMT - 1 Certification (EMT-1) issued by the State of CA in order to be invited to the Chief’s Interview. Possession of a current, valid CA Paramedic license [in good standing] may be provided in lieu of the EMT certification. Confirmation of your EMT-1 application with the SF EMSA will be verified by the SFFD during the Chief’s Interview. Candidates must be able to accredit with the local EMS Authority within the one-year probationary period if accredited in a different California County. Candidates who currently hold an EMT-1 certificate issued by the National Registry may find information about transferring EMT certification to CA at https://emsa.ca.gov/EMT/.

3) Candidates must have a valid CPAT with a testing date within one year during the Chief’s Interview and maintain their CPAT through the date background packets are due.

Candidate names will remain on the eligible list for a maximum period of 24 months. The Fire Department has the authority to hire any candidate named on the eligible list (“Rule of List”). Therefore, one’s placement on this list neither guarantees nor implies an offer of employment. Candidates who receive an offer of employment may waive the offer only two times. The Senior Educational Facilities Planner (Sr. Planner) provides professional planning services that guide the physical development of the campus and assists in strategic development and improvement of buildings and space to support UCSC's mission of research, teaching, and public service. As a senior member of the unit, the Sr. Planner is the resident expert on campus and UC policy regarding capital matters, and provides assistance and support in all areas of planning for CPSM staff, campus leadership. They also act as liaison to the Office of Capital Planning at the UC Office of the President.

The Sr. Planner uses skills as a seasoned, experienced planning professional with a full understanding of industry practices and procedures to resolve a wide range of planning issues; uses advanced planning concepts and objectives to resolve highly complex issues; develops short and long range capital plans, demonstrates good judgment in selecting methods and techniques for analyzing alternatives and recommending solutions; exhibits high levels of organization; recommends revisions to proceedures and policies to improve efficiency, and is able to operate with considerable independence.

The Sr. Planner provides high-level reports and analysis of campus space needs in an effort to ensure the efficient use of campus space; works with campus leadership and clients to provide in-depth programming, utilization and visioning studies for all types of campus space using a variety of planning tools: metrics, conceptual space plans, and test fit diagrams; coordinates with campus technical experts on the re-use of space; generates and manipulates large data sets, manages databases to comprehensively manage campus capital expenditures, leads and coordinates the annual updates to the multi-year Capital and Seismic Financial Plans, and generates analytics for capital planning, space management and capital outlay.

In addition, the Sr. Planner is responsible for generating or reviewing the technical and budget approval documents created by other planners to ensure that they are accurate and complete; has advanced proficiency in Google and Microsoft Office Suites, and working knowledge of AutoCAD and other communication and presentation software.

Capital Planning and Space Management (CPSM) is a unit within the Division of Business Administration (BAS.) The Division includes a broad and diverse set of operational units that provides and maintains administrative, student development and physical infrastructure that supports the mission of the campus. As a member of BAS, CPSM supports the Office of the Chancellor and Campus Provost/Executive Vice Chancellor in the areas of capital financial planning and policy analysis. In this capacity, CPSM develops and maintains relevant databases, provides analyses of policies and programs, assists in the determination of campus priorities, and in the development of strategies designed to achieve these priorities. CPSM is responsible for capital planning, space management, programming, management and utilization aspects of the campus capital improvement and space management programs; coordinates with the Office of Budget Analysis and Planning regarding the capital budget, and the execution of special studies as may be necessary to enable the Chancellor and Campus Provost/Executive Vice Chancellor to discharge his/her responsibilities in these areas.

Job Duties
35%: Applies advanced planning concepts to analyze and resolve difficult or complex planning and space management issues; manages and manipulates large datasets related to capital matters; develops, revises and refines long range campus planning initiatives such as the multi-year Capital Financial and Seismic Plans; provides preliminary planning and programming services to leadership and campus clients using a variety of planning tools: metrics, conceptual space plans and test fit diagrams; works with Budget Analysis and Planning to establish budgets and funding feasility models; prepares financial feasibility studies; identifies funding alternatives; authors funding approvals; and reviews off-campus lease and purchase opportunities.

35%: Serves as “Lead Planner” and expert regarding procedural and “capital matters” policy; prepares and reviews required planning documents prepared by others, to ensure they are accurate and compliant with the established UC and campus policies and procedures, and are delivered within the required deadlines; co-leads the capital project intake team, maintains the campus-wide comprehensive project list that tracks project status, schedule, and budget.

30%: Configures and manages multiple large scale data sets and campus specific databases; uses Google and Microsoft products and AutoCAD software; develops presentations and reports for internal analysis, and for delivery to leadership and the UC Office of the President.

Required Qualifications

• Education: Bachelor's degree or equivalent combination of education and experience in education, business administration, project construction administration, architecture, accounting, city planning, or facilities planning.
• Advanced knowledge / skills in facilities planning, architecture, engineering, or other planning-related fields; previous experience in providing capital planning and space management services, work with clients, develop space-use programs, conceptual space plans and test fit diagrams; and proficient in the preparation of associated presentation and budget approval documents.
• Advanced written, graphic, verbal, and interpersonal communication skills, including advanced political acumen; thorough knowledge of correct English grammar, spelling and punctuation; ability to proof documents independently and prepare documents for professional publishing; proven ability to organize collected information, extract pertinent data, prepare accurate reports in various formats to present data effectively, and draft formal written narratives and documents.
• Advanced analytical, project management and problem-solving skills to identify needs, conduct research, and develop innovative alternatives, proposals, and solutions; ability to independently interpret, explain, and apply appropriate applications of a variety of complex policies and procedures; demonstrated advanced experience and skill in using analysis to draw systematic and rational conclusions from data; ability to learn the operations of a department as they relate to the academic and capital planning, design and construction environment.
