Marin Water District seeks to fill a newly created Water Resources Specialist position. In the face of historic climate change driven drought conditions and resultant impacts to water storage levels, Marin Water recently created a new Water Resources Division to give a high level of attention to our needs related to a resilient water supply. The Water Resources Specialist position will be engaged in project work involving complex studies and use and maintenance of system models to understand and evaluate the potential for improvements to operations and will assist in the assessment of the impact of capital investments and demand management on water supply resiliency.

The ideal candidate will be a self-starter, with knowledge of engineering standards, regulations and water systems operations coupled with strong research and project management skills that will be valuable in completing a broad range of assignments, projects, analyses, hydrologic modeling, and studies.   This position offers opportunities for innovation while following industry standards and regulations.

The specialist will work with other Marin Water professionals, consultants and regulators to support water supply resiliency.  Key projects in the department include developing new water supplies, regional partnerships, integrating conservation into the District’s long term water supply planning and modeling potential impacts of climate change to our water supply. 

THE DISTRICT

The District provides high-quality drinking water to customers and visitors of its service area. The District is a medium-sized, municipal, water agency with a Board of Directors/General Manager organizational structure, 240 full-time employees and a $107,895,000 combined annual operating and capital budget for FY 2021. Annually, the District delivers water to 190,000 residents and businesses in the central and southern portions of Marin County and has stewardship responsibilities for 21,000 acres of pristine watershed lands on Mt. Tam. The District’s two water treatment plants and one finishing plant produce an average of 22 million gallons of water per day that are delivered to customers through 900+ miles of pipeline 95 pumping stations and 138 storage tanks.

TYPICAL DUTIES

• Directs or Assists in the performance of the preparation of complex analyses and planning reports relating to short-term and long-term water supply and/or water quality initiatives for a variety of District projects including use of engineering principles and practices to develop project schedules, preliminary design for the purpose of cost estimating;
• May develop, review, test, calibrate and maintain analytical computer modeling tools to conduct analyses of current and future water supply sources; utilize computer models to understand risks to District’s water supply reliability and resiliency;
• Conducts or assists in the conduct of research and preparation of reports on long-range projects to assure successful operation of, water supply, transmission and distribution facilities; analyze alternatives and recommend technical solutions to provide a high quality, reliable source of supply;
• May analyze or assist in the analysis of the water supply and distribution system to determine what projects or improvements and operational procedures are necessary to improve energy efficiency, water distribution and water quality; serve as project manager as assigned;
• Assist with research, investigations, and analyses, such as water supply planning, numerical modeling and analysis, forecasting and risk analysis, hydrologic studies, feasibility studies, water resources systems simulations, water quality and chemistry studies, financial analyses and other statistical analysis; apply water resources principles and practices to varied problems, recommend and implement best management practices;
• Analyze or assist in the analysis of proposed and current legislation and government rules and policies;
• May prepare or assist in the preparation of grant applications for State and Federal funding;
• Assists in preparation and negotiation of water supply contracts, imported water delivery schedules;
• Performs or assists in the preparation of water resources or water quality reports, project schedules, cost estimates, and regulatory documents for a variety of District projects;
• Review and analyze environmental and other engineering documents, providing technical support to other departments and projects; coordinate assigned activities with other District divisions and sections and outside agencies and groups as appropriate;
• Prepare staff reports and presentation materials; prepare correspondence and establish and maintain appropriate records and files;
• Research publications and information sources; maintain up-to-date knowledge of current technical, policy, and legislation impacting District water resource or water quality concerns;

DISTINGUISHING CHARACTERISTICS

The Recreation Coordinator is responsible for planning, overseeing, and directing the operations, services, staff, and activities of an assigned recreation program area. Performance requires ability to work independently with initiative and discretion within established guidelines. This classification is distinguished from Recreation Supervisor in that the latter has overall administrative and operational responsibility for recreation programs and related services.

QUALIFICATIONS

Education and Experience:  High School Diploma or GED, supplemented by two years or 60 units of college level coursework, in business administration, recreation, physical education, or a related field, Bachelor’s Degree desirable;

THE POSITION:

Under general direction of the Public Works Director, the position is responsible for the City’s most complex civil engineering projects in support of the Capital Improvement Program for the City of San Rafael. The Senior Civil Engineer will apply the broad parameters of departmental policy guidelines in order to execute the planning, design, construction, and project management of complex capital improvements; supervises the work of professional and sub-professional engineering personnel; performs professional field and office civil engineering work in connection with a variety of public work projects; and provides technical assistance to the Assistant Public Works Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: This list is meant to be representative, not exhaustive. Some incumbents may not perform all the duties listed and other related duties may be assigned.

• Plans, supervises and performs professional engineering work in the design and construction of all aspects of public capital projects, including but not limited to Streets, City Owned Property and Facilities, Drainage and Traffic projects and related facilities.
• Supervises the preparation of plans, project specifications, field inspections, and other engineering work performed by staff members and consultants.
• Manages complex construction projects and consultants; and meets with public and private engineers, architects, contractors and owners to explain and discuss projects.
• Responds to inquiries or complaints from staff, the public, and provides technical information to internal and outside Agency staff, City Council and the public.
• Prepares comprehensive technical and staff reports in verbal and written form to the City Council and Department Directors.
• Coordinates engineering activities and capital projects with other divisions, departments and agencies.
• Prepares, reviews, and approves engineering drawings, plans and specifications and other legal documents for the City Engineer.
• Ensures compliance with the Public Contracts Code, Federal and State laws, local ordinances and regulations.
• Delivers federally funded transportation projects in conformance with the Caltrans Local Assistance Procedures Manual (LAPM).
• Reviews and approves progress payments to consultants, contractors and vendors.
• May serve as a witness in court; may represent the department at public hearings and before the City Council and various commissions.
• Performs related duties as required.

KNOWLEDGE OF:

• Principles, practices and techniques of municipal civil engineering in order to manage projects from inception to completion.

• Bachelor’s degree in Civil Engineering. Five (5) years of increasingly responsible post degree engineering experience managing complex construction and maintenance projects and consultants. A master’s degree may substitute for 1 year of post degree engineering experience.

The City of Healdsburg is seeking a full-time Senior Civil Engineer to join the Public Works Department. This position will be responsible in providing high-level professional support on large scale Operations and Engineering projects. The San Rafael Sanitation District is looking to fill a Professional Temp – Sewer Maintenance Worker position to join our team.  This is a temporary (no benefits available) that will perform a variety of manual and semiskilled tasks involved in the maintenance, improvement and operation of the City’s sewage pumping stations and gravity sewer lines. 

This position performs the following essential job duties:

• Operates light power driven, handheld and “walk behind” equipment and uses shovels, rakes, other hand tools, jackhammers, dump trucks in the performance of assigned duties.
• Performs manual and semiskilled work in flushing, clearing and maintaining sewer and storm drainage, pipelines, culverts, force mains and pumping stations.
• Performs or assists in starts, stops, inspects, lubricates and adjusts pumps, valves, motors, drive shafts, universal joints and flow rates at pumping stations.
• Performs or assists in taking chemical samples and adjusts rate of chemical flows.
• Performs or assists in removing and replacing pumps, motors, valves and related, and performs repairs.
• Performs other related duties as assigned.

EDUCATION and/or EXPERIENCE:

• Basic use of hand and routine power tools.
• Understand and follow oral and written instructions.
• Good customer service skills
• Good communication skills.

• Some prior experience that would include mechanical and hydraulic repair of pumps, gates, valves, and related.
