The Health and Human Services Agency Director is an at-will department head position appointed by the Board of Supervisors and works under the general direction of the County Administrative Officer. The HHSA Director has direct oversight of all activities and operations of the County’s Health and Human Services Agency including responsibility for overall policy development, program planning, fiscal management, and administration and operation of the integrated Health and Human Services Agency. Major functions of the position include:

• Applying strategic, innovative thinking to the development of the Agency’s annual budget, evaluating the Agency’s needs and fiscal condition while seeking opportunities for improvement and increased cost effectiveness;
• Monitoring legislation, trends, and national best practices to conduct short- and long-term planning for continued effective delivery of health and social services programs including the research, preparation, and administration of new and existing grant opportunities;
• Interacting with citizens and public interest groups in a community that is geographically dispersed with cultural and socioeconomic diversity;
• Maintaining a motivating and positive work environment by encouraging and recognizing excellence; and
• Representing the County Administrative Officer and the Board of Supervisors in meetings with representatives of private and governmental agencies, community organizations, and other important stakeholders internal and external to the County

Example of Duties:

• Develops and directs the implementation of goals, objectives, policies, procedures and work standards of the agency; oversees the preparation and administration of the agency's budget and reviews spending plans for conformance with state allocations.
• Plans, organizes, coordinates, and directs, through subordinate staff, all health and human services programs of the County, including public health, behavioral health, social services, community development and housing services, aging services, substance abuse and public guardian/conservator/administrator programs.
• Oversees the application for and monitoring of grants and contracts; reviews scope of work, budget and periodic reports for all programs.
• Formulates and maintains appropriate administrative policies, services, controls and reporting systems for the effective and efficient performance of the Agency's functions.
• Works closely with the Board of Supervisors, County Administrative Officer, related County departments and key officials of local, regional, state and federal agencies in developing and implementing health and human services programs and activities.
• Ensures that legislative and policy and procedural changes are effectively implemented.
• Prepares or directs the preparation of a variety of periodic and special studies and reports related to current and long-range agency action; directs and participates in the preparation of financial, statistical and other reports. 
• Directs, evaluates and improves agency services and operation.
• Directs the selection, supervision, work review and professional development of agency staff; reviews, evaluates and monitors the work of subcontractors as necessary.
• Represents the County and Agency before various governmental or public groups; makes or directs presentations and implements programs to provide community education and involvement.

The City of Thousand Oaks is seeking a Wastewater Treatment Plant Operator to join our team!

We are looking for a highly motivated and committed team player, who will occasionally work under the supervision of a Senior WWTP Operator and assist in the daily operations and maintenance of a Class V advanced tertiary, 14 MGD wastewater treatment plant in compliance with state regulatory agency requirements and safe work practices and procedures. 

Primary Responsibilities

The WWTP Operator I/II will assist in and learn the full range of skilled treatment plant operations and maintenance tasks, including checking equipment to ensure proper operation, performing regular inspections, collecting and checking wastewater samples, and performing laboratory tests and analyses to determine compliance with state and federal regulations.

Primary Responsibilities:

We are seeking team-oriented self-starters to join our Public Works Sanitation division as Plant Operator I/II/III. Ability to hire level I, II, or III based on relevant experience. This position performs a variety of skilled technical duties and semi-skilled labor in the operation and maintenance of the City’s wastewater treatment plant; performs adjustments and repairs to plant equipment; collects and documents samples for laboratory testing; and performs a variety of related duties as assigned.

$29.62 - $37.85 per hour

$35.61 - $45.43 per hour

$30.80 - $39.37 per hour

Our Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: Equivalent to the completion of the twelfth grade supplemented by specialized training in water or wastewater treatment plant operations.

Experience: Experience commensurate with each grade level of certification as required by the State of California, which includes some course work in the area of assignment.

License/Certificates: 

Water: Possession of a Grade I, II or III Water Treatment Plant Operator certificate issued by the State of California Department of Public Health.

Wastewater: Possession of a Grade I, II, or III Wastewater Treatment Plant Operator certificate issued by the California State Water Resources Control Board.

All Positions: Possession of a valid Class C California driver license. Positions in Wastewater require a Class B driver license within 12 months of employment.

Possession of, or ability to obtain, an appropriate, valid C.P.R. Certificate.
