San Mateo County Health's Behavioral Health and Recovery Services (BHRS) Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician – Crisis and Outreach Team.
 
Supervising Mental Health Clinicians supervise and coordinate the professional work of licensed/license eligible mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration, and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth. Supervising Mental Health Clinicians are members of the BHRS Leadership Team and work with collaborative partners on initiatives focused on improving services and service delivery of their respective programs.  The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team which is a field-based team that includes the Psychiatric Emergency Response Team (PERT), Healthcare for the Homeless (HCH), and Homeless Engagement Assessment Linkage (HEAL) team.
 
Services provided by the Crisis & Outreach Supervising Mental Health Clinician include supervising the program specialist, clinicians, and paraprofessionals who are working in tandem with city law enforcement for behavioral health crises and/or other homeless outreach programs throughout the county, , conducting annual performance evaluations of these supervisees,  conducting trainings and presentations for various partner agencies and the community, and supporting BHRS in the operation of a Crisis Response Team (CRT) deployment as needed.  This position reports to a Clinical Services Manager.
 
The teams include psychiatrists, social workers, marriage and family therapists, mental health counselors, and community worker/peer specialists who are consumers or family members. The clinical teams may also work with clinical interns.

Key Responsibilities 

As the Supervising Mental Health Clinician, your responsibilities will include, but are not limited to, the following:

• Provide regular administrative and clinical supervision of all staff members of the Crisis and Outreach Team.
• Perform annual or as-needed employee performance evaluation of all supervisees.
• Consult with clinicians and staff members in the field to determine appropriate courses of action during crises that may involve law enforcement.
• Tracking data for established programs and pilot programs and reporting these statistics to leadership.
• Facilitating regular team meetings and program-related meetings with system partners collaborating with the Crisis and Outreach Team.
• Providing ongoing clinical training for field clinicians and law enforcement, including the Quarterly Crisis Intervention Training (CIT).
• Responding to active crisis scenes when required.
• Responding to and supporting requests for the deployment of the BHRS Crisis Response Team (CRT).
• Overseeing the daily operations of programs under the Crisis and Outreach umbrella.
• Performing all other duties or projects as assigned.

The ideal candidate will bring:

• At least two (2) years of post-licensure clinical experience providing direct mental health services, with crisis-related work preferred.
• Strong supervisory skills, including at least two (2) years of experience providing administrative and clinical supervision to mental health clinicians and paraprofessionals, including experience in supporting team-building activities, group dynamics, and complex client care needs.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Expertise in clinical work with older adults with serious mental illness, including individuals with co-occurring mental health and substance use disorders.
• Knowledge of system of care principles and crisis continuum of care, including inpatient and outpatient clinical settings.
• Ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Criminal Justice system, Psychiatric Emergency Services (PES), homeless services providers, and the public, including close collaboration with and engagement of community partners to plan, implement and coordinate needed services.
• Ability to make sound, timely decisions through the exercise of judgment and consideration of all available information, often during active crises situations.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses, including individuals who have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence-based clinical practice modalities, such as motivational interviewing, solution-focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong working knowledge of Avatar, EPIC and other tools or databases used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.
• Experience working with individuals from diverse cultures and backgrounds, including those living on the streets, in shelters, or in other community or residential settings.

Qualifications

 

Licensure/Certification: Possession of a current California license in at least one of the following: Clinical Psychology, Clinical Social Worker or Marriage and Family Therapy.
 
Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.

The San Mateo County Health’s Behavioral Health and Recovery Services (BHRS) Division is seeking a compassionate and experienced individual to join our Youth Services Center (YSC) BHRS Team and our Child Welfare Mental Health Team as a Mental Health Program Specialist. 

In this vital split role providing clinical and administrative leadership across two interconnected programs that serve vulnerable, children, youth, and young adults involved in the juvenile justice and child welfare systems. Working in close partnership with Supervising Mental Health Clinicians, you will help coordinate and strengthen services for youth ages 6 – 25 and their families who are involved with Children and Family Services (CFS), Juvenile Probation, and Specialty Mental Health Services.  

In this role, you will support multidisciplinary clinical teams, maintain a small caseload, and help shape the delivery of child and youth mental health services across San Mateo County.

Youth Services Center (YSC) BHRS Team

The YSC BHRS Team provides behavioral health services to youth and young adults involved with the Juvenile Probation Department. Clinicians deliver coordinated, culturally responsive, and trauma-informed care that promotes safety and healing, reduces recidivism and helps prevent unnecessary out-of-home placements.

Child Welfare Mental Health Team

The Child Welfare Team focused on improving behavioral health outcomes for children, youth, young adults and families involved with the child welfare system. Services emphasize coordinated delivery of Intensive Care Coordination (ICC), Intensive Home-Based Services (IHBS), and Therapeutic Foster Care services (TFC).

Key Responsibilities 

The Mental Health Program Specialist for the YSC BHRS Team and Child Welfare Team will:

• Coordinate services for justice-involved youth through established partnerships with Juvenile Probation and Juvenile Institutions as well as partners with Child and Family Services (CFS).
• Coordinate and support mental health assessments for youth involved in detention or re-entry, working closely with probation, healthcare, and community partners.
• Participate in scheduled on-duty and after-hours mental health coverage as assigned for the Youth Services Center. 
• Maintain a small caseload, providing direct support to youth and families as needed.
• Provide administrative supervision and guidance to staff, ensuring high-quality services, accurate documentation, and compliance with policies and regulations.
• Support Supervising Mental Health Clinicians with daily operations, including policy development, implementation and monitoring. Design and facilitate staff meetings, trainings and professional development activities.
• Collaborate with schools, clinics, community-based organizations, contractors, CFS, and justice partners to ensure coordinated referrals and continuity of care.
• Plan, coordinate and support implementation of the Pathways to Well-Being program, including the implementation of Intensive Care Coordination, Intensive Home-Based Services, and Therapeutic Foster Care Services.
• Collect data, prepare reports and contribute to program evaluation and continuous quality improvement efforts.
• Support family engagement and continuity of care after youth transition back to the community.
• Obtain and maintain certification in Trauma-Focused Cognitive Behavioral Therapy (TF-CBT).
• Perform other related duties as needed.

The ideal candidate will bring:

• At least two years of post-licensure experience providing direct clinical care to youth and adults, including assessment, treatment planning, and ongoing therapeutic services.
• Experience working with juvenile justice–involved youth and children and families involved in Child and Family Services, with an understanding of both systems.
• Strong skills in collaboration, partnership-building and multidisciplinary teamwork.
• Experience providing crisis intervention and de-escalation to youth and families.
• Knowledge of child and adolescent development, attachment, and trauma-informed care and the Integrated Core Practice Model.
• At least one year of field-based services experience and one year of supervisory and/or clinical coordination experience, including oversight of services, consultation, or interdisciplinary collaboration.
• Strong oral and written communication skills, with the ability to multi-task, prioritize, and manage multiple priorities effectively.

San Mateo County Health’s Behavioral Health and Recovery Services Division (BHRS) is excited to launch a new and innovative role supporting individuals newly eligible for services under Senate Bill (SB) 43.  This position is part of a brand-new team created specifically to serve a historically underserved population, expanding access to care for individuals with severe mental illness (SMI) and/or severe substance use disordered (SUD). 

This role offers a unique opportunity to help shape how SB43 is implemented locally, from building systems and partnerships to developing policies, procedures and outcome measures that will define success for this pilot program and beyond. 

The SB43 Program Specialist will work collaboratively with the Facilities Utilization Management, Collaborative Care teams and partners across San Mateo County Health, including Aging and Disability Services, San Mateo Medical Center and regional hospitals and licensed facilities. This position requires strong clinical judgement, systems thinking and the ability to build trust across disciplines and organizations.

About SB43

Senate Bill (SB) 43 expands the definition of Grave Disability, one of the criteria used to place individuals on involuntary holds. 

Under SB43:

• Severe substance use disorder is added as a qualifying condition.
• Inability to provide for personal safety or necessary medical care is included as a criterion.

• Individuals may be considered gravely disabled when a mental health disorder and/or severe substance use disorder prevents them from meeting basic survival needs, such as maintaining housing or adequate nutrition. 

This legislation enables earlier intervention and expanded pathways to care for individuals who previously fell outside the system, requiring counties to build new processes, partnerships and clinical approaches to serve this population effectively and compassionately. 

Key Responsibilities 

The SB43 Program Specialist may be responsible for, but not limited to, the following: 

Clinical Care & Coordination

• Conduct regular visits to in-county and out-of-county (OOC) facilities to review cases and assess appropriate Level of Care (LOC)
• Meet with facility staff and clients to support engagement, transitions and treatment planning
• Participate in treatment reviews and provide clinical recommendations, including individualized behavior plans
• Initiate and coordinate case conferences for high-utilizing clients complex needs

Serve as a clinical resource related to substance use disorder and severe mental illness 

Systems Building and Collaboration

• Build and maintain strong relationships with hospitals, licensed facilities and contracted providers within and outside San Mateo County
• Act as primary liaison between BHRS, San Mateo Medical Center, Aging and Disability Services and partner hospitals
• with the SMMC, BHRS and AAS to facilitate and coordinate appropriate level of care and placement
• Participate regularly in multidisciplinary team meetings, hospital coordination meetings and SB43 meetings
• Facilitate planning groups to address SB43 implementation priorities and emerging system needs

Program Development and Oversight

• Contribute to the development, refinement and implementation of SB43 policies and procedures
• Identify Service gaps, system challenges and operational shortfalls, and support solutions in collaboration with partners

• Assist with monitoring and consulting with in-county and OOC contract providers
• Train facilities on new SB43 placement criteria and compliance requirements
• Develop, update and maintain an electronic facility database to support data tracking and outcomes analysis

Leadership and Support

• Participating in required leadership meetings
• Providing coverage and support for other supervisors as needed
• Provide clinical supervision and training to interdisciplinary staff as needed
• Apply basic knowledge of Listen, Empathize, Agree, and Partner (LEAP) Methodology and other engagement strategies to support client-centered care

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Full-Service Partnership (FSP). The Manager of Accessible Services, under general policy direction of the Director of Taxis, Access & Mobility Services, provides strategic leadership to ensuring the accessibility of San Francisco’s transportation system. This role oversees one of the largest paratransit programs in the Bay Area and leads systemwide initiatives to expand mobility options for seniors and individuals with disabilities. The Manager is responsible for ensuring compliance with the Americans with Disabilities Act (ADA), shaping capital program priorities, and fostering collaboration with community stakeholders, while balancing fiscal responsibility and high-quality service delivery.

Accessible Services:

The SFMTA Accessible Services Program ensures that San Francisco's transportation system is accessible for older adults and individuals with disabilities by overseeing services such as fixed-route transit, paratransit, and emerging mobility options, meet or exceed relevant accessibility standards. This includes oversight of the Paratransit program, monitoring fixed route accessibility, providing input on the accessibility of streets and transit capital projects, shaping expectations for emerging mobility services, and operating the Regional Transit Connection (RTC) Discount ID Card office to support reduced fares. Paratransit and Service Delivery

• Oversees the SFMTA paratransit program, ensuring safe, reliable, ADA compliant, and customer-focused service for the City & County of San Francisco in collaboration with the Paratransit Program Manager.

• Collaborates with planning, engineering, and operations teams to integrate accessibility priorities into major capital projects, streetscape improvements, parking changes, and Quick Build projects. Ensures that new facilities are compliant with Public Right-of-Way Accessibility Guidelines (PROWAG) and other relevant accessibility legislation.
• Serves as a representative on the SFMTA’s Transportation Capital Committee, influencing project delivery standards and long-term investment decisions.
• Pursues and manages external funding opportunities to support accessibility improvements and capital enhancements.

Policy, Strategy, and Organizational Leadership

• Leads the development and implementation of agency-wide accessibility policies and strategies that align with SFMTA’s equity and sustainability goals.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university; AND

Experience: Five (5) years of professional-level experience in transportation related services or a related field interpreting and/or monitoring and/or enforcing accessibility legislation such as the Americans with Disabilities Act.  Professional-level experience consists of interpreting laws and regulations, and/or exercising independent judgment in the application of defined principles, practices, and regulations; and three (3) years supervising professional-level staff.

Substitution: Additional qualifying professional-level experience in transportation related services or a related field interpreting and/or monitoring and/or enforcing accessibility legislation such as the Americans with Disabilities Act may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Note: the required three (3) years of experience supervising professional-level staff need not be in addition to the five (5) years of professional-level experience in the required functional area.

Under general supervision, performs skilled line work in the installation, maintenance, and repair of transit power systems including trolley overhead contact wires, poles, conduits, cables, feeders, switches, and related support structures.

1. Strings, rigs and repairs electrical lines, cables, wires and related switches, including aluminum and copper conductors and support wires, under energized and de-energized conditions and in heavy traffic.

4. Repairs and replaces poles, cross arms, insulators and related hardware under energized and de-energized conditions, and in heavy traffic or in underground and subway stations.

How to qualify

Education:  Completion of a State certified Electrical Line Worker apprenticeship program recognized by the International Brotherhood of Electrical Workers;

Experience:  Two (2) years of full time verifiable journey-level electrical line worker experience in the installation, maintenance and operation of high voltage (above 600 volts) power transmission and distribution systems;

OR

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7366 Transit Power Line Worker is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions.
