The Manager of Accessible Services, under general policy direction of the Director of Taxis, Access & Mobility Services, provides strategic leadership to ensuring the accessibility of San Francisco’s transportation system. This role oversees one of the largest paratransit programs in the Bay Area and leads systemwide initiatives to expand mobility options for seniors and individuals with disabilities. The Manager is responsible for ensuring compliance with the Americans with Disabilities Act (ADA), shaping capital program priorities, and fostering collaboration with community stakeholders, while balancing fiscal responsibility and high-quality service delivery.

Accessible Services:

The SFMTA Accessible Services Program ensures that San Francisco's transportation system is accessible for older adults and individuals with disabilities by overseeing services such as fixed-route transit, paratransit, and emerging mobility options, meet or exceed relevant accessibility standards. This includes oversight of the Paratransit program, monitoring fixed route accessibility, providing input on the accessibility of streets and transit capital projects, shaping expectations for emerging mobility services, and operating the Regional Transit Connection (RTC) Discount ID Card office to support reduced fares. Some essential duties in these task areas are outlined below.

Paratransit and Service Delivery

• Oversees the SFMTA paratransit program, ensuring safe, reliable, ADA compliant, and customer-focused service for the City & County of San Francisco in collaboration with the Paratransit Program Manager.
• Oversees the Paratransit Program Manager’s work on budgets, contracts, and service provider performance to ensure operational efficiency, fiscal accountability, and high-quality service delivery.
• Guides the Paratransit Program Manager in conducting outreach and engagement with the senior and disabled community, including overseeing the staffing support for the Paratransit Coordinating Council, to inform service planning and improvements.
• Partners with the Paratransit Program Manager to develop and implement data-driven strategies that strengthen accessibility, reliability, and equity in paratransit service delivery.

Fixed Route Accessibility

• Provides senior oversight of accessibility across fixed route Muni services—including light rail, bus, trolley, historic streetcar, and cable car—in collaboration with designated program staff to ensure ADA compliance.
• Supervises staff responsible for training Operators and Muni personnel to ensure high-quality service for seniors and individuals with disabilities.
• Directs and guides staff in conducting outreach to the senior and disability communities, including staffing of the Multimodal Accessibility Advisory Committee, to solicit input on accessibility projects.
• Supervises the Manager of the RTC Discount ID Office, who oversees the issuance of approximately 11,000 IDs annually to qualified seniors and individuals with disabilities.
• Oversees staff involvement in the development of vehicle specifications for all modes to ensure ADA compliance and optimal design for seniors and individuals with disabilities.
• Reviews staff recommendations on transit facility designs for ADA compliance and user friendliness; guides the development and delivery of projects to improve accessibility, including the planning, design, and construction of new accessible light rail stops.

Capital Programs and Accessibility Integration

• Collaborates with planning, engineering, and operations teams to integrate accessibility priorities into major capital projects, streetscape improvements, parking changes, and Quick Build projects. Ensures that new facilities are compliant with Public Right-of-Way Accessibility Guidelines (PROWAG) and other relevant accessibility legislation.
• Serves as a representative on the SFMTA’s Transportation Capital Committee, influencing project delivery standards and long-term investment decisions.
• Pursues and manages external funding opportunities to support accessibility improvements and capital enhancements.

Policy, Strategy, and Organizational Leadership

• Leads the development and implementation of agency-wide accessibility policies and strategies that align with SFMTA’s equity and sustainability goals.
• Provides direction and mentorship to a multidisciplinary team of planners, analysts, and support staff.
• Establishes performance metrics, workflows, and accountability structures to strengthen team effectiveness and promote cross-departmental collaboration.
• Monitors relevant California Public Utilities Commission (CPUC) proceedings (including the Access for All Act and autonomous vehicle legislation) and submit agency comments on proposed rulings.
• Tracks federal, state, and local accessibility-related legislation to inform policy positions and ensure agency compliance.

Stakeholder Engagement and Community Partnerships

• Builds and maintains strong relationships with disability advocates, riders, community groups, and government partners.
• Directs public engagement efforts to ensure accessibility initiatives reflect community needs and priorities.
• Oversees events, campaigns, and outreach programs that promote accessibility awareness and participation.
• Serves as the agency liaison with Office of Disability & Accessibility (ODA), San Francisco Public Works Disability Access Coordinator, and other citywide ADA Coordinators.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university; AND

Experience: Five (5) years of professional-level experience in transportation related services or a related field interpreting and/or monitoring and/or enforcing accessibility legislation such as the Americans with Disabilities Act.  Professional-level experience consists of interpreting laws and regulations, and/or exercising independent judgment in the application of defined principles, practices, and regulations; and three (3) years supervising professional-level staff.

Substitution: Additional qualifying professional-level experience in transportation related services or a related field interpreting and/or monitoring and/or enforcing accessibility legislation such as the Americans with Disabilities Act may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Note: the required three (3) years of experience supervising professional-level staff need not be in addition to the five (5) years of professional-level experience in the required functional area.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.
2. One year of full-time experience is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hours work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

DEFINITION

Under the direction of the Transit Manager, the Transit Analyst II is responsible for carrying out a variety of analytical and technical assignments; and working on administrative and operational activities, analysis and special projects in support of Union City’s transit programs and services.

CLASS CHARACTERISTICS

This is the experienced-level class in the Transit Division. Work given to an incumbent in this class involves various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, transportation demand management, general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. Incumbents in this class perform advanced analytical work while following City and departmental policies while exercising the performance of more complex duties. The Transit Analyst II has general knowledge of the operating procedures and policies of transit and/or transportation planning. The Transit Analyst II is distinguished from the Transit Analyst I in that it is the full journey-level, professional class in the division and works more independently.

EXAMPLES OF DUTIES (illustrative only)

Duties may include, but are not limited to:

• Evaluates general planning, operations, and activities of the City’s public transit programs (fixed route, paratransit, and micro transit).
• Prepare and present comprehensive and, at times confidential, technical, administrative, statistical and financial analytical reports that present and interpret data, identify alternatives, present and justify conclusions, make forecasts, and offer recommendations based on data summaries and other findings.
• Provides recommendation to division leadership based on data and information from various sources in order to effectuate program and service delivery improvements and services for analysis and decision-making purposes.
• Coordinates a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Prepares the development of regularly occurring required plans or programs, such as the Short-Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Lead budget development and administration, and grant reporting for complex projects; analyzing proposed capital, operating, and maintenance of expenditures based on services to be rendered.
• Coordinates the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Use, review, and recommend web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system, provide service planning, and can generate the required versions of the general transit feed services by the region and state.
• Researching and responding to public complaints and inquiries; participating in the design and implementation of administrative procedures.
• Provide general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.

Role description

Under general supervision, performs skilled line work in the installation, maintenance, and repair of transit power systems including trolley overhead contact wires, poles, conduits, cables, feeders, switches, and related support structures.

Examples of Important and Essential Duties
According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
 

1. Strings, rigs and repairs electrical lines, cables, wires and related switches, including aluminum and copper conductors and support wires, under energized and de-energized conditions and in heavy traffic.  

2. Inspects overhead lines and circuits to identify and assess faulty lines or worn parts for on-site or later repair and replacement, including removing trees or other obstructions.  

3. Installs and maintains underground and overhead electrical systems/facilities and supporting structures.  

4. Repairs and replaces poles, cross arms, insulators and related hardware under energized and de-energized conditions, and in heavy traffic or in underground and subway stations.  

5. Digs foundations; sets, plumbs and anchors poles.  

6. Responds to emergency road call requests.  

7. Maintains routine records.  

8. Drives City vehicles.  

9. Performs related duties as required.
 

Nature of Work: Requires considerable physical effort and dexterity in the use of fingers, limbs and body; continuous exposure to physical and working conditions where serious injuries maybe encountered; working with high voltage electrical distribution lines and working in confined spaces; may be assigned to work day, swing or night shifts, weekends and holidays; may be required to wear respirators and work in inclement weather; may be required to work overtime; this is a 7 day / 24 hour operation.

How to qualify

Education:  Completion of a State certified Electrical Line Worker apprenticeship program recognized by the International Brotherhood of Electrical Workers;

OR  

Experience:  Two (2) years of full time verifiable journey-level electrical line worker experience in the installation, maintenance and operation of high voltage (above 600 volts) power transmission and distribution systems;

OR

Five (5) years of full time verifiable journey-level electrician experience as defined by the International Brotherhood of Electrical Workers of which two (2) years must have been assisting in the installation, maintenance and operation of high voltage (above 600 volts) power transmission and distribution systems.  

AND

License:  Possession of a valid driver license.  Must obtain a Class B driver license within six months of appointment.  Failure to obtain a Class B driver license is cause for termination.

Selection Procedures: (General Exam Process)

What else should I know?

Eligible List/Score Report:  A confidential eligible list/score report of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list/score report, shall not be made public unless required by law. However, an eligible list/score report shall be made available for public inspection, upon request, once the eligible list/score report is exhausted or expired and referrals resolved. Medical Examination/Drug Testing: Candidates who are being considered for appointment for positions which may be required to pass a medical examination. Candidates who cannot meet the medical requirement will be placed under waiver until this requirement is met. The medical examination will be administered only to those applicants who are being considered for appointment.

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7366 Transit Power Line Worker is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT)-regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from his/her prior employers concerning his/her drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. SFMTA will not hire any applicant for a safety-sensitive position who fails to provide this information or fails to provide written consent for the release of information from prior employers.

9180 Senior Operations Manager of Rail Maintenance: Under policy direction of the San Francisco Municipal Transportation Agency (SFMTA) Director of Transit, the Senior Operations Manager of Rail Maintenance plans, organizes, directs and coordinates the major activities of the Rail Maintenance unit. The Rail Maintenance unit represents more than 8 maintenance sections with skilled craft personnel responsible for the service, maintenance and repair of fleet comprised of more than 250 light rail vehicles, cable cars, and historic street cars including support facilities. 

9180 - Manager VI: Senior Operations Manager of Maintenance: The positions are responsible for leading overall vehicle and equipment maintenance, collaborating with fleet engineering for rubber-tire and/or rail cars, developing vehicle fleet plans to support revenue service requirements and monitoring activities related to vehicle procurement. These positions direct activities to ensure compliance with local, state and federal guidelines, safety and regulatory policies including leading investigation of activities directly related to field safety and overall vehicle maintenance.

The 9180 Senior Operations Managers of Maintenance are responsible for implementing programs and processes to enhance all aspects heavy and light-duty transit vehicles, and/or light rail and historic service. These positions provide leadership and guidance to a team of skilled craft personnel and supervisors, deliver highly complex management and policy support, and may be required to perform duties in the absence of the Deputy Director of Fleet Maintenance. The positions are subject to 24-hour callback during emergency situations.

Essential Duties and Responsibilities for Bus and Rail Maintenance:

• Provides direction, planning and management of the daily activities of Transit’s Bus/Rail Maintenance section and coordinates the work of professional and technical personnel;
• Oversees heavy-duty transit vehicle maintenance/ light rail vehicle maintenance by monitoring daily fleet availability and vehicle maintenance reports for trends and coordinates with supervisory staff to ensure maintenance programs are developed and implemented to ensure vehicle availability;
• Ensures adherence to heavy-duty transit, light rail, historic, and/or cable car vehicle safety programs and re-evaluates existing programs;
• Assists in developing and implementing strategies for safe, accessible and reliable transit service;
• Analyzes operations to improve productivity within various work sections;
• Coordinates workforce planning through staffing analysis and required adjustments to work schedules and staffing levels to ensure maximum efficiency for fulfillment of vehicle service requirements and demands;
• May be involved with the design and review of engineering plans and specifications for SFMTA vehicle procurement plans and construction projects;
• Oversees the training function including the development of new training programs for rail staff;
• Develops, implements and evaluates policies and procedures to ensure unit activities align with division objectives;
• Assists in the development, preparation and modification of short and long-range strategic plans in support of the SFMTA’s goals;
• Interprets and applies the provisions of the labor agreements in accordance with SFMTA guidelines and serves as a member of the management team in meetings and negotiations with labor unions;
• Develops, monitors and manages the operating budget for area of responsibility and assists in the development, analysis and administration of department’s capital budget;
• Develops detailed technical reports for various internal stakeholders and external regulatory agencies; 

The 9180 – Manager VI may perform other duties as assigned/required. 

How to qualify

Minimum Qualifications:

1. Education: Possession of a bachelor’s degree from an accredited college or university; AND
2. Experience: Eight (8) years of experience at a mass transit agency in the operation, maintenance, and repair of transit buses, and/or light rail transit vehicles, and/or related systems, and/or heavy-duty vehicle maintenance.  This experience must include at least four (4) years in a second-level supervisory and/or management-level position with responsibility for supervising staff. AND
3. License: Possession of a valid driver’s license.

Substitution: Additional qualifying experience in the functional areas listed above at any level (i.e., non-supervisory, any supervisory level, management level) may be substituted for the required degree on a year-for year basis. One year (2,000 hours) will be considered equivalent to thirty semester units or forty-five (45) quarter units.

San Mateo County Health is seeking a well-qualified individual for the position of Psychologist II-Youth Case Management-Behavioral Health & Recovery Services to provide professional diagnostic, therapeutic and consultative psychological services in a County program.

The current vacancy is on the Youth Case Management Team within Behavioral Health and Recovery Services Division (BHRS) located in San Mateo, but some travel throughout the County will be required to perform duties of the position.

As part of the Youth Case Management (YCM) team, the Psychologist reviews clinical information data for clients placed in higher levels of care to ensure it aligns with medical necessity criteria and authorization guidelines for youth with mental health, eating disorder, and/or co-occurring substance use diagnoses; works with provider staff, community agencies, clients, and families to coordinate effective clinical care: facilitates referrals for youth transitioning from Psychiatric Inpatient or Psychiatric Emergency Services (PES) settings to higher levels of care, including Intensive Outpatient Programs (IOP), Partial Hospitalization Programs (PHP), and Residential Treatment Programs.

Key responsibilities include tracking and monitoring referrals and outcomes, providing consultation to PES staff for youth presenting with acute mental health symptoms, conducting psychological evaluations as needed, consulting with providers to ensure client compliance with treatment recommendations, support and enhance co-occurring efforts of the division, and engaging in regular outreach to develop and maintain relationships with external psychiatric facilities and community partners.

Role description

The SFMTA Transit Division’s Maintenance of Way (MOW) Section is seeking an experienced, dependable, and strategic Deputy Chief Maintenance Officer (DCMO) of MOW Operations. The DCMO will provide high level leadership and strategic oversight for three functional units responsible for critical maintenance of all transit assets and infrastructure; Mechanical Infrastructure (comprised of Cable Car Track, Cable Car Propulsion, Light Rail Track, and Mechanical Systems), Electrical Infrastructure (comprised of Motive Power, Overhead Lines, Signals and Digital Systems) and Facilities Maintenance (comprised of Custodial Operations, Building Systems Maintenance, Skilled Trades, External Program Support and Shelter Platform and Maintenance). This position directs the work of Senior Operations Managers of these units and provides leadership across a workforce of maintenance professionals spanning multiple technical classifications. The ideal candidate is highly self-motivated, professional, with extensive experience working at a large transit agency with both rail and trolley vehicles.

Under the direction of the Chief Maintenance Officer (CMO), the DCMO, stewards the agency’s fixed-guideway infrastructure integrity and drives operational excellence through comprehensive planning, performance management, and analytical decision-making. Leads the development and execution of complex, high-impact programs that ensure safe, reliable, and high-quality transit infrastructure in support of SFMTA’s multimodal operations. The DCMO advises and reports to the CMO on the state of critical guideway systems. Role description

The SFMTA Transit Division’s Maintenance of Way (MOW) Section is seeking a Senior Operations Manager, Mechanical Infrastructure (Mechanical Infrastructure SOM). This role will oversee and manage the work of four mechanical and infrastructure-related units within MOW, including: Cable Car Propulsion, Cable Car Track Maintenance, Mechanical Systems, and Light Rail Vehicle (LRV) Track Maintenance. The role encompasses the leadership of over 100 maintenance personnel across various classifications, with an emphasis on ensuring high-quality infrastructure in support of SFMTA Muni operations. The ideal candidate is highly self-motivated and professional, with extensive experience managing complex maintenance programs within a transit or similarly scaled operational environment.

Under the direction of the Deputy Chief Maintenance Officer (DCMO), the Mechanical Infrastructure SOM plans, manages, supervises, and leads the execution of essential maintenance and repair activities involving mechanical systems and infrastructure that support the City’s transit operations.

This position is responsible for implementing and overseeing preventive and corrective maintenance programs, ensuring compliance with Standard Operating Procedures and regulatory requirements, and guiding staff in resolving technical and emergency maintenance challenges. The Mechanical Infrastructure SOM works closely with engineering and project delivery teams on capital projects related to mechanical infrastructure including design review and operational readiness support. The position may also serve as a delegate for the DCMO when required.

The MOW section of the SFMTA Transit Division directly oversees the fixed guideway infrastructure, ensuring smooth and safe operations of our rail and trolley-bus lines. MOW is comprised of three maintenance and operation units: Mechanical Infrastructure, Electrical Infrastructure, Facilities Maintenance as well as Engineering, Compliance and Administration units. Together these teams directly support four of the five SFMTA transit modes including trolley bus, light rail, historic streetcar and cable car. The MOW section works collaboratively with other SFMTA divisions and other city departments to provide services to our customers by operating and maintaining over 100 track miles of railway, 500 miles of electrical overhead and critical supporting systems.

Examples of Important and Essential Duties for the 9180-Manager VI:

• Oversees all day-to-day Maintenance of Way mechanical infrastructure functions.
• Provides direction to subordinate managers on operations, maintenance priorities, and performance improvement efforts within mechanical infrastructure teams.
• Plans, assigns, and oversees the work of staff engaged in the maintenance and repair of mechanical systems, cable car propulsion, cable car track and LRV track infrastructure.
• Adjusts plans and programs to address emerging problems and maintenance needs; develops and implements new initiatives to support departmental goals.
• Maintains and refines Standard Operating Procedures (SOPs),
• Monitor staff assignments, service levels, and organizational efficiency and recommend adjustments to the DCMO as needed.
• Identifies and implements opportunities for continuous improvement and operational excellence.
• Coordinates with Administration on budget development, tracking expenditures and evaluating cost estimates for repair options.
• Prepares and approves requisitions for materials and supplies.
• Investigates field work and complaints for procedural compliance, quality, and safety; ensures inspections are completed in accordance with regulations and standards.
• Works collaboratively with engineering personnel, contractors, and vendors on mechanical and facility projects, including capital improvements and emergency repairs.
• Supports employee development through training, coaching, and performance management.

The 9180 – Manager VI may perform other duties as assigned/required. 

How to qualify

Minimum Qualifications:

1. Possession of a bachelor’s degree from an accredited college or university; AND
2. Eight (8) years of full-time experience at a mass transit agency in the operation, maintenance and repair in any of the following: buildings, stations or passenger infrastructure; and/or use of heavy construction equipment; and/or track work; and/or maintenance engineering, which must have included three (3) years at the second supervisory level or management level which includes responsibility for supervising staff; AND
3. Possession of a valid driver’s license.

Substitution:
Additional years of qualifying experience (both second-level supervisory or non-supervisory) may substitute for the required education on a year-for-year basis. One year (2,000 hours) will be considered equivalent to thirty (30) semester units or forty-five (45) quarter units.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
