The City of American Canyon Parks Public Works Department is seeking a Maintenance Supervisor to provide direct and indirect supervision to lower level Maintenance Workers and/or other City staff engaged in maintenance, construction, repair of parks, trails, and open space areas. The Maintenance Supervisor reports to the Public Works Director.

SALARY RANGE: Day Shift $30.36 per hour
Swing Shift $30.36 per hour + 10% differential pay
Graveyard Shift $30.36 per hour + 15% differential pay
Starts at 68% of Journey-Level Wage with Wage Progression Commensurate
With Skill Level Progression. Current Journey-Level Wage is $44.65 per hour. 40 hour work week.
(Employee pays up to 7% of salary/wage toward CalPERS retirement plan)

THE POSITION
The PSE I- Van Driver/Child Care Worker position at the Glenn County Health and Human Services Agency operates and drives a light van motor vehicle to pick up and deliver clients and children to a designated location within the county.  Follow schedules to insure clients are able to meet their scheduled appointments.  May pick up and deliver paperwork, equipment, materials and supplies at various locations as assigned.  May use assigned vehicle to move clients’ belongings from one location to another as directed.  This position is at-Will, Temporary and Part-Time - scheduled for up to nine (9) hours per week working two shifts of one and a half (1.5) hours twice per day on Tuesday, Thursday, and Friday for a total of three (3) hours per day. Under general supervision, the Assistant Groundsworker is assigned to the Parks Maintenance Division of the Public Works Department and is responsible for performing a variety of skilled and semi-skilled tasks including gardening, golf course maintenance, and general grounds maintenance.

 Description

Sonoma-Marin Area Rail Transit (SMART) is a commuter rail and bicycle/pedestrian pathway project located in Marin and Sonoma Counties.

We are seeking an experienced and self-motivated person to join our  team.

The incumbents support the work of management staff by conducting day-to-day support , professional-level procurement and contract administration activities and by providing a professional-level resource for organizational, managerial, and operational analyses and studies

Under general direction, provides professional-level procurement and contract administration duties, including developing requests for proposals, soliciting bids, administering and monitoring contracts, issuing purchase orders, and processing new vendors.  The incumbent performs detailed analyses and support relating to procurement, administrative, budgetary, and contract administration to assigned departmental projects and programs; develops, summarizes, and maintains detailed administrative and procurement records; analyzes programmatic practices and procedures and makes recommendations for organizational, operational, and procedural improvements; fosters cooperative working relationships with District managers, public, and regulatory agencies; and performs related work as required.

• Coordinates and performs complex professional-level administrative and programmatic work in such areas as procurement, contract administration, and financial analysis.
• Researches and develops detailed product and/or service specifications and establishes contract terms; confers with department staff to resolve questions regarding intent and expected use of goods and services, specification definitions, and scope of work statements.
• Develops and/or assists with bid invitations and solicitations, formal and informal bids, and requests for qualifications/quotes/proposals while ensuring legal and contractual provisions are included to protect SMART’s interests.
• Prepares and distributes notification to vendors on SMART mailing lists, Disadvantaged Business Enterprise (DBE) businesses, and others; places advertisements in local newspapers; assists with pre-bid and pre-proposal conferences; write and posts addendums.
• Coordinates and participates in the evaluation of bids; develops evaluation criteria and materials; performs price/cost analyses and assesses the quality and suitability of proposed services and purchases; recommends modifications as needed; summarizes bid responses and prepares documentation; participates in the selection of contractors and vendors; develops reports for approval of contract awards.
• Reviews purchase requisitions for accuracy and completeness, creates purchase orders in SMART’s financial system, and tracks shipment of products.
• Conducts a variety of analytical and operational studies regarding procurement activities, including financial, regulatory, operational, or administrative issues or questions; evaluates alternatives, assists with making recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval.
• Assists in the preparation of comprehensive technical records and reports.
• Reviews and verifies invoices, documents, packing lists, and forms related to assigned area for accuracy, completeness, and conformance to applicable policies, rules, and regulations.
• Serves as a liaison to employees, the public, private organizations, government agencies, community groups, and other organizations; provides information and assistance regarding procurement programs and services; receives and responds to complaints and questions relating to assigned area of responsibility; reviews problems and recommends corrective actions.
• Reviews contract insurance compliance and works with brokerage firm with regards to compliance and insurance requirements.
• Assists in the development of departmental goals, objectives, policies, procedures, and training materials.
• Maintains accurate records and files; develops storage of records and retention schedules.
• Performs other special projects and duties as assigned.

About the Position:  Seasonal Open Space Technicians assist with building and maintaining roads and trails on District lands, operating mechanical equipment such as chainsaws, power pruners and mowers. Additional duties include cleanup and routine maintenance on District lands, in buildings and restrooms and driving trucks as required. Seasonal Open Space Technicians also use hand and power tools to do semi-skilled carpentry, construction tasks and to remove invasive non-native plants. Requirements:  Basic requirements include high school diploma or G.E.D.; possession of a valid California driver’s license; skills to perform basic construction and maintenance assignments; ability to perform manual labor requiring bending, stooping, kneeling, and lifting; and the ability to work in, or around, poison oak.

Highly desirable traits include prior work experience in a park, forest, or public recreation area involving work with equipment and tools used in park maintenance. Upon hire, employee must purchase and wear the required uniform. In addition, candidates selected for the position will be required to successfully pass and obtain certification in Basic First Aid/CPR, AED for Lay Responders.   

Working Conditions: This is a full time, Monday through Friday position, with occasional weekend and holiday work required. Employees work in the field in rugged and remote areas and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical or electrical hazards, hazardous physical substances and fumes, and poison oak. Seasonal assignments will not exceed 950 hours (approximately 6 months of full time work) and do not include benefits.

The PRNS Department is recruiting to fill several Groundsworker positions. Under general supervision, this position performs semi-skilled and skilled grounds maintenance functions of routine difficulty. The typical duties and responsibilities for Groundsworker are to maintain park grounds. This may include, but is not limited to: irrigation, cultivation, pruning, planting, and transplanting a variety of turf, shrubs, trees, and plants. The position may also operate mowing equipment in parks and athletic fields and operate triplex gang/rotary mowers, power edgers, tractors, rototillers, sprayers, dump and other trucks, power chain saws and other light power equipment and hand tools used in grounds and maintenance work. The position may also apply fungicides, herbicides, insecticides, and fertilizers. The position may also maintain and make minor repairs to playgrounds, picnic areas, athletic fields and sport courts, park trails, and firebreaks as well as make minor repairs and adjustments to irrigation systems, mowers, and miscellaneous equipment. The position may also perform clean-up and litter pick-up functions, clean pools and fountains, schedule automatic irrigation controllers, maintain work-related records, and prepare corresponding reports. The position may also explain programs and policies to the public, provide lead guidance to less experienced workers, assist in firefighting and rescue duties in wilderness park areas, and may be responsible for vehicle and pedestrian traffic safety in work areas. Candidates must be willing and able to work weekends, holidays, and/or other shifts as needed.

THE JOB

The Engineering Division of Public Works is divided into six Sections. Each Section has a unique set of responsibilities to help “Build Fremont Forward” and shape our community. The City is currently looking for Engineering Specialists to assist in the Public Works Transportation Engineering Section. The Engineering Specialist, under general supervision, will perform the operation and maintenance of the traffic signal infrastructure and support Citywide Transportation Projects.  Typical duties include:

• Receive and respond to public inquiries
• Schedule and perform field investigation and observation
• Asset management and documentation
• Assist with design and development of specifications and cost estimates of traffic signal projects
• Researches and compiles data needed for traffic design projects such as traffic volume, current and future development plans, accident history, utility plans, street construction plans, right of way and turning movement counts
• Assists in the preparation of conceptual, preliminary and final traffic project plans
• Reviews project specifications and estimates
• Other duties as assigned – which may include: identify, assess, and troubleshoot traffic signal problems and makes recommendations for repair

THE PUBLIC WORKS DEPARTMENT

The Public Works Department plays a key role in shaping the community and its future, as Fremont has several transformative land use and transportation projects underway to support the City’s vision of being “strategically urban”. Public Works is responsible for engineering, transportation, civic facilities, inspections, and maintenance for the City. The Engineering Division within Public Works helps deliver land development projects, executes the design and construction of public projects, and maintains and enhances the City’s transportation network.

Fremont’s new 5-year CIP has grown to a value of nearly $200 million and includes major investments related to infrastructure rehabilitation, pavement rehabilitation and maintenance, improved facilities for walking and bicycling, and infrastructure investments supporting the vibrancy of Downtown Fremont and Fremont’s Innovation District.  Private development in Fremont is active with the design and construction of projects totaling over 5000 housing units, 3 million square feet of office/industrial development and a 5 million square foot expansion of the Tesla Motors factory.   

Fremont is “on the rise” with a bold plan to develop Downtown Fremont into a vibrant mixed-use district, including a new civic center. Other key projects include the Warm Springs “Innovation District” where over 850 acres are transforming into a mixed-use, transit-oriented employment center home to advance manufacturing companies.   Public Works is managing the construction of an iconic pedestrian access bridge which will cross over Union Pacific Railroad to connect the new Warm Springs BART station to the nearby employment hub—home to the Tesla factory, Fremont’s largest employer.

THE IDEAL CANDIDATE AND QUALIFICATIONS

Knowledge of:

• Applicable local and state laws and standards for the design and operation of traffic signals
• Fundamentals of traffic signal equipment, intelligent transportation systems (ITS) components, and network telecommunication systems
• Geographic information system and other graphic design programs
• Microsoft office

Ability to:

• Operate electronic and computerized systems and software for traffic signal operating controls and equipment
• Comprehend electrical drawings, plans, and specifications
• Maintain accurate and complete records
• Communicate effectively, both orally and in writing, with City staff and stakeholders
• Establish and maintain effective working relationships with individuals from a variety of cultural and socio-economic backgrounds

Any combination of education and/or experience which has provided the knowledge, skills, and abilities necessary to satisfactory job performance would be qualifying.  A typical way to obtain the required knowledge, skills, and abilities would be: completion of an AA or AS degree from an accredited institution of higher learning in Civil Engineering Technology or Drafting Technology and four years of progressively responsible technical civil engineering experience, or completion of six years of progressively responsible technical civil engineering experience.  Additional course work in civil engineering is desirable.
 

Possession and continued maintenance of a valid California driver’s license is required at time of appointment.

COMPENSATION & BENEFITS

The annual salary range for this position is $79,686.93 –$96,873.19.  Placement in the range will depend on experience and qualifications.  Fremont offers an attractive benefits package, which includes, but is not limited to: CalPERS retirement plan, paid holiday, medical, dental and other City paid benefits.
