Reporting to the Transportation Manager, the Senior Transportation Engineer will manage the development of the Citywide Multi-modal Improvement Study; provide oversight and management on major strategic initiatives as stipulated by City Council; manage the City’s Traffic Management Center; plan, assign and review the work of transportation engineering staff; perform technical evaluations related to traffic operations in the City, including signal system operations, streetlight system operations, management of neighborhood traffic calming efforts; perform complex and advanced transportation engineering related studies; and provide overall support to the Transportation Manager.

ABOUT THE POSITION

Under the general direction of the Public Works Manager, this position will manage, organize and operate the Town's automotive repair shop; repair and maintain Town vehicles, trucks, fire apparatus and other motor operated equipment, either directly or through outside vendors; coordinate inventory, order and maintain parts and supplies in a cost effective manner, make recommendations and administer the surplus of vehicles and equipment, and do related work as required.

Plan, organize and perform fleet maintenance shop services.  Maintain vehicle repair, service history and maintenance records; maintain a supplies inventory; secure bids; deliver and pick up vehicles; service and repair vehicles.

Will assess work as it arrives at the shop and either repair and maintain equipment or make recommendations of where to send out if needed.  Perform journey-level repairs Typical service and repairs may include:  lubricate chassis and other moving parts; change fluids; tune-ups; remove and replace filters; remove and replace belts, hoses, spark plugs, freeze plugs, wiring, lights, fuses, shock absorbers, brake linings, drums, rotors, cylinders, starters, solenoids, manifolds, water pumps, alternators, power steering pumps and lines, steering linkage, ball joints, control arm bushings, sway bar mounts and bushings, wheel bearings, air conditioner compressors, u-joints, tires, dash and interior components and other similar items; safety inspections of vehicles pursuant to schedule, using a variety of mechanical and electronic tools and devices.

Other duties include maintaining tools and equipment in good working order; maintaining the shop and office areas in a clean and safe manner; installation and removal of exterior and interior vehicle emergency equipment; mount brackets, prisoner restraints, prisoner transportation cages, and any other items or pieces of equipment attached or inside a Town vehicle; fabrication or repair of metal items and equipment using various fusion devices, cutting tools and/or grinding equipment commonly found in an automotive repair shop; and any other duties as assigned.

QUALIFICATIONS

Knowledge of: General theory and principles of the internal combustion engine, motor vehicle design, chassis, suspension and braking, the transfer of energy through the drive train; the general function of each component that makes up a typical motor vehicle; general motor vehicle repair techniques; vehicle diagnostic testing equipment; general record keeping; inventory control; cost control; principles of operating an automobile repair facility; knowledge of basic mathematics; and general or basic knowledge of personal computers.

Ability to:  Express ideas and thoughts clearly, both verbally and in writing; maintain a good working relationship with other Town employees, business representatives and citizens; work with a minimum amount of supervision. 

Demonstrate appropriate mechanics and operations skills; conduct inspection and safety tests; diagnose equipment failures and ensure corrective measures are taken maintain status logs and other shop records. Troubleshoot based on operator’s complaints.  Prioritize workload.  Maintain accurate records.

Physical Demands: Must be able to lift 60 lbs. (large parts, tires etc.), sit, stand, stoop, kneel crouch or crawl, reach.

Experience: Minimum five years as a Journeyman Mechanic or five or more years of  employment in a state licensed vehicle repair shop; basic record keeping.  Journeyman level welding/fabricating preferred.

Education: High school graduation or equivalent.  Certification as a National Automotive Institute of Service Excellence (NAISE) Diesel Mechanic, Truck Mechanic, Body Technician or other related area. Automotive Service Excellence (ASE) master is preferred (by assignment).

Licenses: Valid Class C California Driver's License in conformance with established Town employee driving standards.  Possess, or have the ability to obtain within 6 months of employment start date, Class B California Driver’s License.

CHIEF EQUIPMENT MECHANIC

$5,128 - $6,234/mo. + excellent benefits

DEFINITION: Under general supervision from the Public Works Manager, leads skilled and semi-skilled mechanics in the most difficult and complex vehicle and equipment maintenance and repair work; and personally makes the most complex mechanical repairs to automotive, diesel, and other power driven equipment. The incumbent exercises functional and technical supervision over lower level, equipment maintenance staff.

EXPERIENCE: Two years of increasingly responsible experience performing automotive and equipment maintenance and repair duties. EDUCATION: Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance, including specialized training in the maintenance and repair of gas and diesel powered equipment. LICENSES/CERTIFICATIONS:  Possession of a valid California Class “A” Driver’s License w/Tanker Endorsement.

ESSENTIAL FUNCTIONS: The incumbent must have the ability to:

• Lead, train, and assist journey level and semi-skilled mechanics; assign work to mechanics; assist the Fleet Maintenance Supervisor in the day-to-day supervision activities.
• Inspect, diagnose, and locate mechanical difficulties on City automobiles, trucks, and a variety of diesel and gasoline powered maintenance and heavy construction equipment.
• Use welding equipment, drill presses, metal brakes, metal shears, lathes, grinders, and a large assortment of other power and hand tools and measurement instruments required for journey level fabrication work.
• Overhaul, repair, and adjust engines, transmissions, differentials, clutches, pumps and valves, and heavy construction equipment hydraulic systems.
• Tune up engines, replacing electrical and electronic parts and cleaning and adjusting carburetors.
• Replace or repair faulty parts including wheel bearings, clutches, or oil seals, shock absorbers, exhaust systems, steering mechanisms, and related parts and equipment.
• Install, repair and replace two-way communication equipment in City-owned vehicles.
• Prepare and replace such components as generators, distributors, relays, lights, and switches.
• Assist in the purchasing of equipment maintenance parts and materials.
• Maintain work, time, and material records.
• Ability to use a computer and knowledge of computerized maintenance management programs.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain cooperative working relationships with those contacted in the course of work.
• Perform any other tasks or functions deemed necessary to the daily operations of the employer.

The employee must have knowledge of tools, equipment, and procedures used in the overhaul, repair, and adjustment of gas and diesel powered equipment; operation and care of internal combustion engines, pump systems, hydraulic equipment; methods, materials, equipment and tools used in welding and fabrication work; operating and repair characteristics of a wide variety of City owned equipment; safe work practices; and principles of personnel supervision and training.  In addition, the employee must have the ability to lead and train skilled and semi-skilled mechanics; perform skilled welding and fabrication work; perform minor and major mechanical work on mechanical equipment; use a variety of tools and equipment with skill; perform advanced journey level equipment mechanic work including the troubleshooting of equipment for both major and minor repair work; work independently in the absence of supervision; and accurately determine mechanical repair needs and estimate the cost and time or repairs.

The City of Lincoln is hiring for the seasonal, part-time position of Maintenance Worker I within the Parks and Facilities Division of the Public Works Department.  We are accepting applications until 5:00 PM on October 28, 2019; or we receive 100 applicants, whichever occurs first. DISTINGUISHING CHARACTERISTICS

The Maintenance Worker I is the entry level class responsible for a wide variety of maintenance and construction tasks.

SUPERVISION RECEIVED/EXERCISED

The Maintenance Worker I receives general supervision from a Public Works Supervisor or designee. Incumbents of this class do not routinely exercise supervision.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs maintenance, repair, construction, equipment operation and installation work in streets, water, sewers, refuse collection, parks, streetscapes, open space and buildings.
• Parks and Facilities Division: Maintains lawns, shrubs, and trees; cuts, sprays and removes weeds; clears brush and debris; assists with planting and maintenance of landscaped areas; installs, maintains, repairs and programs irrigation systems; cleans and maintains parks and city buildings; assists in the performance of minor carpentry, plumbing, electrical, painting and remodeling tasks.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.

• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

Other Divisions duties include, but are not limited to the following:

• Streets: Breaks, removes, crack seals, hydropatches, and repairs surfaces; digs, shovels, hauls, loads and unloads materials; operates jack hammers, tampers, pavement breakers and other hand and power tools; rolls and irons asphalt; operates trucks, backhoes, rollers, pavers, street sweepers and other construction vehicles and equipment; assists in the installation and maintenance of City signs, road markings, striping and delineators; paints street lines and crosswalks; performs concrete sidewalk, curb, gutter and ramp installation and repair; installs, maintains and repairs street lights; installs shoring and trench plates; monitors underground service alert (USA’s) and marks when necessary; conducts street leaf pickup; mows roadsides.
• Water Distribution and Drainage: Constructs, maintains and repairs storm conduits, curbs, gutters and drainage facilities; installs, repairs and maintains water mains and lines; conducts maintenance at well sites; monitors pump stations; operates jack hammers and other tools and equipment; inspects tools and equipment for safety and mechanical defects; installs and repairs water service connections, meters and boxes; performs monthly meter reads; repairs, installs and tests hydrants; monitors USA’s and marks when necessary; operates trucks and other construction vehicles and equipment; locates and repairs leaks in water lines; cleans storm drains, flood control facilities and inlets; operates sewer camera and hydrovac.
• Solid Waste: Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Fills out reports and work orders; climbs or uses hydraulic aerial devices to top, trim, reshape, strip, treat and remove trees; operates airport fueling vehicles; responds to after-hours call-outs if assigned.

KNOWLEDGE/ABILITIES/SKILLS

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

Position and Duties

ESD is seeking to fill Maintenance Worker II (MWII) positions as part of the Removing and Preventing Illegal Dumping (RAPID) team.  The RAPID team has a positive impact on the cleanliness of our streets and sidewalks, responding to concerns made by the public and proactively collecting illegally dumped materials.  RAPID’s MWII employees are passionate about beautifying San Jose, engage positively with residents, and contribute to a healthier environment. MWIIs work in small and large crews to collect reported and non-reported illegally dumped materials. MWIIs also work with educating the public on their options for appropriately discarding unwanted materials.

Under general supervision by a Senior Maintenance Worker and Supervising Environmental Service Specialist, employees in the Maintenance Worker II (MWII) positions engage in the abatement and response to illegal dumping complaints throughout the city and provide support to the Public Litter Can Program. MWIIs are major contributors to the Department's efforts to provide exceptional service to its customers and all have important field responsibilities.

MWII responsibilities include but are not limited to the following:

Employees are expected to work a five-day per week schedule, either Monday through Friday or Tuesday through Saturday.

ILLEGAL DUMPING MAINTENANCE: The responsibilities of these positions include planning work and participating in small and large crews engaged in the response and abatement of reported and non-reported illegally dumped materials within public right-of-ways including streets and sidewalks. These positions will be expected to know/learn how to safely care for and operate our leaf body dump trucks, bucket trucks, and compactor vehicles.

Under immediate supervision, the Maintenance Assistant performs unskilled work in the maintenance and repair of streets, pavements, sewers, landscaping, traffic signs, and traffic signals.
