SUMMARY DESCRIPTION

DISTINGUISHING CHARACTERISTICS

Wastewater Operator I - This is the entry level class in the Wastewater Operator series. This class is distinguished from the Wastewater Operator II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Wastewater Operator II - This is the full journey level class within the Wastewater Operator series. This class is distinguished from the Wastewater Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Operate and adjust controls on treatment plant equipment and machinery, such as valves, pumps and motors.

2. Grease and clean plant equipment; read and interpret meters and gauges; regulate plant effluent.

3. Monitor, repair, and maintain wastewater system lift stations; remove debris; disassemble and clean pumps; perform minor repairs when necessary.

4. Respond to emergency calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages. 

5. Collect samples and perform various lab tests.

6. Inspect and make repairs to plant equipment.

7. Perform general plant maintenance work such as sweeping, cleaning, sanding and painting of equipment and facilities.

8. Assist in operating video inspection system.

9. Perform general grounds maintenance work.

10. Rod sanitary sewers; install and repair sanitary sewer laterals and trunk lines.

11. Enter and work in permitted confined spaces and underground trenches.

12. Locate, mark and notify sewer lines per USA (underground service alert) requirements.

13. Observe and enforce safety precautions. 

14. May temporarily be assigned to work with other City departments as needed.

15. Operate trucks, tractors and other motorized equipment of comparable size and complexity.

The Environmental Services Manager is a member of the Public Works Department, reporting to the Public Works Director, and exercises independent judgment in managing the City’s Environmental Services programs. Responsibilities include overseeing waste management, recycling and organics recovery, stormwater, energy conservation, climate protection, sustainability, sea level rise adaptation, and Climate Action Plan implementation.

The Manager directs program development, provides technical expertise, and ensures compliance with local, state, and federal environmental regulations. Duties include analyzing environmental data, preparing regulatory reports, supporting the Hazard Mitigation Plan, managing the Environmental Services budget, securing and administering grants, and overseeing contracts. THE POSITION

To collect and examine water, wastewater, stormwater and related materials.  Performs a variety of standardized and complex tests and analysis of such samples. Maintains and calibrates laboratory equipment, prepares glassware, mixes reagents and media. Prepares reports, performs special studies, analyzes results and works with a variety of outside labs.  The purpose of this recruitment is to fill a current vacancy in the Water Pollution Control Facility, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid certificates.

IDEAL CANDIDATE

The Ideal Candidate will have previous experience working in a laboratory or related position.  Candidate will be familiar with the principles and practices necessary in the operation of a Water Pollution Control Facility and have completed previous coursework in chemistry, microbiology, mathematics and other relevant fields.  The Ideal Candidate will be organized, flexible, hardworking, and have the ability to communicate clearly and concisely, both orally and in writing.  Candidate will be detail oriented, have excellent time management skills, have the ability to maintain accurate records, be a cooperative team player, and bring a positive, professional attitude to workplace.

Laboratory Technician I:
This is the entry-level classification in the flexibly staffed Laboratory (Lab) Technician series.  Positions at this level are distinguished from the Lab Technician II level by providing a narrower range of duties, usually of a less complex nature in the treatment plant laboratory.  Incumbents learn and perform a variety of clearly defined duties involved with cleaning and maintaining laboratory material and equipment and performing routine testing and analysis in the laboratory. Laboratory Technician II provides lead supervision and training as needed to the Laboratory Technician I.

Laboratory Technician II:
This is the journey level classification of Lab Technician series.  Positions at this level are distinguished from the entry level by performing complex testing and analysis in the treatment plant laboratory.  Incumbents are thoroughly familiar of defined duties involved with calibrating and maintaining sophisticated laboratory equipment.  Provides lead direction to Lab Technician I in addition to performing NPDES required analyses in the laboratory and the more complex laboratory analysis. The Laboratory and Environmental Compliance Manager provides direct supervision. 

ESSENTIAL JOB FUNCTIONS

Laboratory Technician I - Collects and prepares water, wastewater, receiving waters and related samples for analysis.  Conducts standard physical, chemical and biological analysis of such samples.  Makes mathematical calculations and statistical analysis for test results.  Prepares and maintains a variety of logs, records and reports related to the work performed.  Performs complex sampling techniques.  Prepares lab supply and equipment order lists.  Regular and consistent attendance.

Laboratory Technician II – All of the essential functions listed above and:  Prepares standardized reagents and media used in laboratory analysis.  Samples, schedules and ships samples to outside laboratories.  Performs analysis on quality assurance samples for compliance with State Health Department to maintain laboratory certification.  Participates in the laboratory quality assurance program by reviewing and verifying records and reports for the NPDES permit requirements.  Schedules laboratory and maintenance work, ordering of materials, and maintains records as directed by the Laboratory and Environmental Compliance Manager.  Ensure proper maintenance and repair work on all laboratory equipment.

OTHER JOB FUNCTIONS

Cleans and prepares laboratory equipment and glassware.  Maintains laboratory in a clean and orderly condition.  Observes safe work methods, practices and precautions; uses appropriate safety devices and equipment in accordance with laboratory standard operating procedures.  Perform related duties as assigned.

QUALIFICATIONS

Laboratory Technician I:
Education:  High School Diploma or equivalent supplemented by related college level coursework. 

Experience:  One (1) year experience in a laboratory or related position is desirable.

License and Certificate:  Required upon hire, possession of a current California Driver’s License.  Possession of a current California Water Environment Association Grade I Laboratory Analyst Certificate within eighteen (18) months of appointment.  Grade I Wastewater Treatment Plant Operator certificate is desirable.

Laboratory Technician II:
Education:  High School Diploma or equivalent is required.  Completion of one (1) year of related college level coursework is preferred.

Experience:  Two (2) years of general laboratory experience is preferred. 

License and Certificate:  Required upon hire, possession of all certifications required for the Laboratory Technician I and possession of a current California Water Environment Association Grade II Laboratory Analyst certificate within eighteen (18) months.  Grade II Wastewater Treatment Plant Operator certificate is desirable.

The County of San Mateo’s Department of Public Works seeks well-qualified candidates for the position of Departmental Human Resources Manager. This role serves as the primary HR partner for Public Works, supporting workforce strategy, labor relations, communication, equity, and acting as the key liaison to the County’s central Human Resources Department.

What You Will Do

This position is responsible for administering and supporting key human resources functions for the Department of Public Works, including but not limited to: 

Employee and Labor Relations

• Serve as the first point of contact for employee relations matters, including performance management, corrective action, investigations, and compliance documentation.

Summary Description

Under immediate supervision (Water Distribution Operator I) or general supervision (Water Distribution Operator II), performs skilled maintenance, repair, and construction work on the potable water treatment and distribution system of the water utilities services division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to water distribution and treatment.

Water Distribution Operator I: This is the entry level class in the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to City established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or indirectly related work experience. Employees work under immediate supervision while learning job tasks.

Water Distribution Operator II: This is the full journey level class within the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from level I.

The Department:

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services.

The Position:

This is the entry-level class within the literacy series responsible for helping raise community awareness of the library’s adult and family literacy services. The Literacy Advocate does community outreach, facilitates information meetings for new learners and volunteers and supports the involvement of adult learners in the Read Santa Clara program, connecting them to helpful library and community resources.  Read Santa Clara is the adult and family literacy program of the Santa Clara City Library. 

The position being filled is a 0.5 FTE position. Benefits for this position will be prorated to a half-time position. The annual salary range for this position is $34,966.38 - $44,692.20, this is a prorated amount. This position may be filled at or near the minimum of the salary range.

Minimum Experience Requirements:

Minimum of one year experience as a learner in an adult literacy program is required.

License/Certifications:

Possession of an appropriate, valid California driver’s license is required.

Desirable Qualifications:

• Experience working with a diverse group of adults.
• Experience doing community outreach with adults or families. 
• Knowledge of adult literacy issues.

Other Requirements: 

• Bend, stoop, reach, carry, crawl, climb and walk up and down stairs as necessary to perform assigned duties
• Walk or stand for extended periods of time
• Must be able to lift and carry library/literacy materials weighing up to 25 lbs
• May be required to work evenings and weekends
• Must be able to perform all of the essential functions of the job assignment
