San Mateo County Health is accepting applications for Senior Accountant - Behavioral Health. The Senior Accountant plans, oversees, coordinates, and monitors a major accounting function and performs complex professional accounting work related to the Countywide and departmental financial systems. This advanced specialist and/or supervisory role exercises a high level of independent judgment on complex and specialized assignments and carries significant accountability for ongoing decisions.  Incumbents may lead the implementation or modification of accounting systems, project revenues and expenditures, and support budget development and fiscal reporting.

This position primarily supports Behavioral Health Services Act (BHSA) -funded activities. BHSA was established through passage of Proposition 1 in 2024, with full implementation beginning July 1, 2026. BHSA expands upon the former Mental Health Services Act (MHSA) to integrate mental health and substance use disorder services, address homelessness through housing supports, and strengthen accountability and equity across California’s behavioral health system.

There is currently one regular vacancy in the Behavioral Health and Recovery Services Division located in San Mateo, CA. Occasional travel may be required to attend meetings.

Key Responsibilities

• Monitor, analyze, and report financial data to ensure compliance with BHSA requirements
• Project and track BHSA revenues and expenditures, including monitoring funded projects and related costs
• Review and approve accounting transactions, including deposits, wire transfers, invoices, journal entries, and claims
• Ensure accurate coding of costs to appropriate funding sources, cost pools, and job ledger/object codes
• Develop, maintain, and refine accounting and coding systems to support BHSA fiscal reporting and compliance
• Support month-end and year-end close activities, including reconciliation and financial review
• Monitor BHSA contracts and related fiscal activities
• Prepare and submit BHSA claims, including administrative cost claims and required fiscal reports (e.g., BHOATR)
• Provide technical assistance to internal, external, and governmental auditors
• Participate in BHSA integrated plan development and fiscal planning activities
• Provide direction, training, and work review to assigned professional and fiscal support staff
• Collaborate with Contracts unit to ensure fiscal language and procedures are appropriate for provider agreements
• Serve as backup for other fiscal functions, as needed

 

The ideal candidate will:

• An understanding of generally accepted accounting principles (GAAP), the Governmental Accounting Standards Board (GASB), and the Financial Accounting Standards Board (FASB).
• One year of increasingly responsible experience performing a wide variety of financial duties in a large, complex public agency.
• One year of journey level accounting experience and a bachelor's degree in accounting, or finance.
• Experience completing Medi-Cal and other financial reports to the California Department of Health Care Services including administrative, Proposition 30, and Mental Health Services Act etc.
• Experience with healthcare finance and/or governmental financial principles, practices, procedures, and analysis.
• Experience with principles, practices, and procedures of financial compliance and claiming and audit facilitation.
• Ability to analyze, prepare and produce journal entries, worksheets and reports as requested; explain entries and data; use Microsoft Excel and Access; and County systems such as OFAS and SHERPA.
• Experience in coordinating and calculating entries for month-end and year-end closings.
• Experience with government budgeting, forecasting, and monitoring preferred.
• Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.

To perform responsible clerical accounting work involved with billing and collection of utility bills; the maintenance and review of financial and statistical records; the entry of data processing; and/or assisting in the preparation and maintenance of payroll and related records.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

Finance Clerk I:  This is the entrance level for clerical accounting employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. Finance Clerks I are normally considered to be on training status and, as assigned responsibility and breadth of knowledge increase with increased experience, may reasonably expect their positions to be reassigned to the next higher class of Finance Clerk II.

Finance Clerk II:  Positions in this class are normally filled by advancement from the lower grade of Finance Clerk I, or, when filled from the outside require prior responsible clerical accounting experience.  A Finance Clerk II works under general supervision and, within a framework of established procedures, is expected to perform a variety of accounting duties with only occasional instruction or assistance.

ESSENTIAL JOB FUNCTIONS

Prepare and process utility bills; collect payments over the counter and through the mail; balance cash drawer and prepare deposits; and process delinquent accounts; Set-up and maintain accounts on a computerized accounting system. Prepare or assist in the preparation of a variety of financial and statistical reports as assigned. Process accounts payable for the City; input purchase orders and blanket purchase orders to be paid into computer system; enter and verify invoices for payment; prepare and print claim report and distribute to City departments/divisions.

Process various transactions involving accounts payable, payroll, general ledgers and accounts receivable. Assist customers over the counter with respect to utilities billings, opening/closing accounts, problems, etc.; respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate. Print and mail out renewal notices, delinquent notices, billings changes, etc. Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations. Post a wide assortment of information to records. Process fixed asset requests, invoices and purchase order disbursements. Input a variety of data to computerized record keeping/data processing systems; maintain computerized and/or manual files of correspondence, records, and other documents as assigned. Receive, sort, and distribute in-coming and out-going mail as assigned. Order and maintain supplies. Perform related duties as assigned.

QUALIFICATIONS

Experience and Education:

This class is flexibly staffed with II-level and incumbents may advance to the higher level after meeting the qualifications of the higher-level class.
   
Victim Advocate II ($42.16-$52.72/hr.) is advanced journey-level classification and incumbents perform advanced victim/witness advocacy work. Employees in this class have completed the State-mandated course requirements for entry-level and have performed victim advocacy work for a total of three years.
   
In addition to possessing a bachelor’s degree with a major in criminal justice, social welfare, behavioral science, or a related field, the ideal candidate for this position will have the following essential experience, demonstrated knowledge, skills, and/or abilities:

THE POSITION:

The Finance Department has an opportunity for a Financial Analyst intern. The Department is responsible for the overall financial management of the City. Our team of 18 employees provides services in the areas of Accounting and Financial Reporting, Budget, Treasury, Purchasing, and Payroll. The intern will work directly with the Deputy Director of Finance and have an opportunity to assist with different areas of Finance in support of the City's 11 Departments as well as the San Mateo Consolidated Fire Department.

The Management Analyst (MA) will assist in the oversight of SMC EM program budgets, ensuring financial efficiency and policy compliance, with responsibilities including revenue projections, cash flow analyses, cost containment, grant disbursement, and managing annual and mid-cycle budgets. This role, which is primarily fiscal-related with 10-20% dedicated to grants, includes preparing budget estimates, evaluating revenue and expenditure budgets, resolving cross-departmental fiscal issues, reviewing budget submittals for accuracy, and assisting with funding challenges.

Working under general supervision, incumbents perform analytical and technical work within the department. At this level, the impact of decisions is moderate to significant, with work typically involving interpreting, explaining, gathering, and analyzing financial information.

Additionally, the MA will plan and administer SMC EM programs, conduct analytical studies, prepare reports, and ensure compliance with regulatory requirements. The selected candidate will track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).

This crucial position will also involve various tasks to support the County's financial integrity and operational excellence, significantly contributing to the overall success of San Mateo County's emergency management mission.

The Ideal Candidate Will Possess

• Strong financial management skills, including budgeting, forecasting, and grant disbursement
• Experience in developing and presenting operating and capital budgets, including preliminary estimates and salary projections
• Proficiency in tracking and monitoring budgets, preparing periodic reviews, and ensuring adherence to timelines

Examples Of Duties:

The MA's responsibilities may include, but are not limited to, the following:

• Develops and manages program, annual, and mid-cycle budgets, including revenue projections, forecasting, multi-year cash flow analysis, cost containment, distribution, grant funds disbursement, and salary and benefits projections
• Tracks and monitors the adopted budget and prepares periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC)
• Formulates, prepares, and communicates budget completion schedules, calendars, and deadlines
• Facilitates and coordinates the resolution of cross-departmental budgetary issues, including identifying and proposing procedural solutions
• Balances expenditures and revenues and identifies funding gaps; assists departments in resolving funding issues; prepares status reports and manages budgetary control systems; recommends and processes budget amendments
• Ensures compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices
• Attends meetings, conferences, workshops, and training sessions and reviews publications and related materials to become and remain current on principles, practices, and new developments in assigned work areas
• Performs other duties as assigned

This is a limited term position.  Limited term positions are full-time, fully benefited, temporary positions. This current position is funded for up to one year, depending on the department’s needs.  Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).

• Prepare clear and concise reports, correspondence, policies, procedures, and other written materials
• Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations
• Establish and maintain a variety of filing, record-keeping, and tracking systems
• Use English effectively to communicate in person, over the telephone, and in writing

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify could be:

• Education: Degree from an accredited four-year college or university with major coursework in business administration, finance, accounting, or a related field.  Master of Finance or equivalent degree preferred.
• Experience: At least five years of fiscal administrative experience.
