The City is seeking a Payroll Technician to support the Finance Department. Under general direction of the Finance Manager or Administrative Services Director, the Payroll Technician performs payroll and related financial recordkeeping functions.

Primary areas of responsibility include payroll processing, ensuring compliance with federal and state requirements, and general finance support as assigned.

DUTIES AND RESPONSIBILITIES

• Prepares and processes the full cycle semi-monthly payroll;
• Sets up and maintains employee master file records in the payroll system;
• Reviews personnel action forms (PAFs) and other employee deduction and contribution forms for completeness and accuracy and makes necessary entries into the payroll system;
• Reviews time and attendance records for accuracy and compliance with various MOUs and City policies;
• Reviews system-generated FLSA overtime payments, various payroll deductions and fringe benefit calculations and makes necessary adjustments;
• Performs retroactive pay calculations and applies adjustments;
• Runs trial payroll and reviews for accuracy; makes corrections as needed;
• Analyzes various payroll reports for error and out-of-balance messages and reconciles any discrepancies;
• Generates pay checks and direct deposits;
• Calculates separation payouts, including lump sum leave payouts and contributions to deferred compensation plans;
• Prepares spreadsheets to record and track disbursements;
• Creates accounts payable claims for payment of payroll liabilities and assists in reconciling payroll clearing accounts;
• Tracks accrued payroll tax liability, monitors deadlines and prepares tax deposits;
• Assists employees with various questions and requests for information;
• Receives and researches requirements for wage assignment orders and tax levies and implements related deductions;
• With guidance from Human Resources, Interprets and applies MOU provisions and City policies and procedures;
• Receives and completes various forms, surveys and verifications of employment;
• Assists in the preparation and reconciliation of annual W-2 forms;
• Establishes and maintains effective communication and working relationships with managers, supervisors, employees, retirees and all external customers; and
• Maintains a variety of payroll records and assists with gathering information requested by auditors or in response to Public Records Act requests.

PHYSICAL DEMANDS

The ability to maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties. 

WORKING CONDITIONS

This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard.  Additionally, the position requires near vision in reading correspondence, statistical data and using a computer.  Acute hearing is required when providing phone service and communicating in person.  The need to lift, drag and push files, computer reports or other materials weighing up to 25 pounds also is required.

This position performs a variety of highly complex technical para-professional administrative duties in support of fiscal and accounting procedures, including budget preparation and auditing a variety of financial records under limited supervision. This position will require thorough knowledge of accounting terminology and procedures. The position is full-time, and scheduled for forty (40) hours per week. 

JOB DUTIES

• Coordinates services and repairs with maintenance staff and/or vendors; conducts inspections, investigations, or interviews as needed to identify problems.

The Judicial Council of California is accepting applications for the position of Associate Fiscal Analyst for the Budget Services office.

The Associate Fiscal Analyst plays a key role in developing and implementing the annual budget for California’s 58 trial courts. Responsibilities include: (1) gathering, verifying, and compiling court data to support budget creation, (2) processing payments for trial court reimbursement programs, and (3) preparing monthly distribution templates in the FI$Cal system to allocate operational funding. The Judicial Council of California is accepting applications for the position of Manager in Budget Services.

This position will provide direct management oversight for the Trial Court Budget Management section within the Budget Services office, which includes the Court Budget unit (CBU) and the Funds and Revenues unit (FRU). The CBU is responsible for administering allocations and reimbursements of approximately $3 billion annually to the 58 trial courts, and provides budgetary support for various trial court programs. The FRU carries out advanced budgetary, technical, and analytical responsibilities related to the administration of judicial branch funds, including backfill for the Ability to Pay program and oversight of statewide collections.

This position directs Judicial Council staff support for the Trial Court Budget Advisory Committee and its subcommittees, managing administrative functions within the Judicial Council committee process to ensure that funding included in the budget is allocated to the trial courts in a timely and proper manner.

This position also represents the Budget Services office and the Judicial Council in interactions with a wide range of partners and stakeholders, including the Judicial Council’s Executive Office and senior management, trial court leadership, county government departments, and state agencies such as the Department of Finance, the State Controller’s Office, and the Legislature. The City of Menlo Park is recruiting for the exciting and challenging position of Management Analyst I/II. As a member of the Administrative Services team, the incumbent will serve as an experienced accounting and financial analyst for the City, with primary responsibility for maintaining, reconciling, and analyzing the City’s general ledger and related financial records. This position will provide financial analysis and reporting support while ensuring compliance with applicable governmental accounting standards and internal control requirements. Under the administrative direction of the City Manager, the Finance Director is a hands-on working position which serves as the department manager and plans, directs, reviews and manages the staff, operations and services of the City's Finance Department. The roles in the Accounting series support the City’s finance team by performing complex accounting tasks, preparing and reconciling financial data, assisting with the payroll and budget processes, and delivering responsive customer service.

IDEAL CANDIDATE

The ideal candidate for the Accounting Technician classification has a solid background in the municipal accounting process and regulatory compliance, can prepare clear and accurate financial reports, has some experience with payroll software, Excel, and payroll processing, and communicates effectively while working collaboratively and maintaining confidentiality when handling sensitive information.

The successful candidate will have experience supporting month-end, quarterly, and year-end accounting and reporting activities, and may assist with payroll-related filings, labor cost analysis, and audit support. This role requires knowledge of accounting principles, internal controls, financial reporting and office systems, applicable laws, and customer service practices, along with the ability to perform technical accounting tasks. The successful candidate will be able to analyze and interpret financial data, use specialized software, explain policies, provide responsive service, work effectively with diverse groups, and carry out duties safely and efficiently.

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Experience: Two years of increasingly responsible technical level experience in accounting or finance to demonstrate possession of the required knowledge and abilities. Experience performing fiscal record keeping or accounting work in a government finance environment is desirable. 
• Training: Equivalent to an Associate’s degree from an accredited college in business, accounting, finance or a related field.

Senior Accounting Assistant

• Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
• Experience: Three years of experience similar to that of Accounting Assistant II with the City of San Rafael.  
• Education: An Associate of Arts with course work in accounting or bookkeeping.

About the Opportunity

The City of Millbrae is looking for a full-time Deputy Finance Director based in Millbrae, California.

Reporting to the Finance Director, you will play a pivotal role in managing the day-to-day operations of the Finance Department and supporting citywide financial initiatives.

In this position, you will be primarily responsible for overseeing departmental functions, supervising staff, and supporting the Finance Director in budget development, auditing, and financial planning activities.

More About You

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.

Licenses: Possession of a valid California Driver's License and a satisfactory driving record. A Certified Public Accountant (CPA) license and a Certified Public Finance Officer (CPFO) certificate are highly desirable.

Speak clearly and understandably; operate standard computer programs and financial systems.
