THE POSITION: 

The Finance Department at the City of San Mateo has an opportunity for an entry level Accounting Assistant I to work in the Accounts Payable section. The Accounts Payable team manages the payment of invoices, expense reimbursements, and credit cards, among other things, for the City as a whole and is part of a team of 18 Finance employees. The Accounting Assistant I will work with the Senior Accounting Assistant to support 11 Departments as well as the San Mateo Consolidated Fire Department.

DUTIES:

Depending upon assignment, duties may include, but are not limited to the following:

• Audit invoices against purchase orders; verify encumbrances; research discrepancies; approve for payment and post to the proper account.
• Open and close accounts; maintain various ledgers, registers, journals, and spreadsheets according to established account classifications.
• Maintain daily transaction records by balancing, preparing summaries, and entering into financial system; maintain records of delinquent invoices.
• Respond to citizen inquiries; research and answer employee and department questions regarding the status of accounts and payments, the proper coding of transactions, and other matters.
• Participate in the preparation of payroll, accounts payable and accounts receivable as well as control and account verification of an accounting system.
• Perform related duties and responsibilities as required.

MINIMUM QUALIFICATIONS: 

• One year of clerical experience, preferably including some financial and statistical record keeping.
• Equivalent to completion of the 12th grade.

The City is seeking a Payroll Technician to support the Finance Department. Under general direction of the Finance Manager or Administrative Services Director, the Payroll Technician performs payroll and related financial recordkeeping functions.

Primary areas of responsibility include payroll processing, ensuring compliance with federal and state requirements, and general finance support as assigned.

DUTIES AND RESPONSIBILITIES

• Prepares and processes the full cycle semi-monthly payroll;
• Sets up and maintains employee master file records in the payroll system;
• Reviews personnel action forms (PAFs) and other employee deduction and contribution forms for completeness and accuracy and makes necessary entries into the payroll system;
• Reviews time and attendance records for accuracy and compliance with various MOUs and City policies;
• Reviews system-generated FLSA overtime payments, various payroll deductions and fringe benefit calculations and makes necessary adjustments;
• Performs retroactive pay calculations and applies adjustments;
• Runs trial payroll and reviews for accuracy; makes corrections as needed;
• Analyzes various payroll reports for error and out-of-balance messages and reconciles any discrepancies;
• Generates pay checks and direct deposits;
• Calculates separation payouts, including lump sum leave payouts and contributions to deferred compensation plans;
• Prepares spreadsheets to record and track disbursements;
• Creates accounts payable claims for payment of payroll liabilities and assists in reconciling payroll clearing accounts;
• Tracks accrued payroll tax liability, monitors deadlines and prepares tax deposits;
• Assists employees with various questions and requests for information;
• Receives and researches requirements for wage assignment orders and tax levies and implements related deductions;
• With guidance from Human Resources, Interprets and applies MOU provisions and City policies and procedures;
• Receives and completes various forms, surveys and verifications of employment;
• Assists in the preparation and reconciliation of annual W-2 forms;
• Establishes and maintains effective communication and working relationships with managers, supervisors, employees, retirees and all external customers; and
• Maintains a variety of payroll records and assists with gathering information requested by auditors or in response to Public Records Act requests.

PHYSICAL DEMANDS

The ability to maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties. 

WORKING CONDITIONS

This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard.  Additionally, the position requires near vision in reading correspondence, statistical data and using a computer.  Acute hearing is required when providing phone service and communicating in person.  The need to lift, drag and push files, computer reports or other materials weighing up to 25 pounds also is required.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger. 
• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

This position performs a variety of highly complex technical para-professional administrative duties in support of fiscal and accounting procedures, including budget preparation and auditing a variety of financial records under limited supervision. This position will require thorough knowledge of accounting terminology and procedures. The position is full-time, and scheduled for forty (40) hours per week.

The Judicial Council of California is accepting applications for the position of Associate Fiscal Analyst for the Budget Services office.

The Associate Fiscal Analyst plays a key role in developing and implementing the annual budget for California’s 58 trial courts. The Judicial Council of California is accepting applications for the position of Manager in Budget Services.

This position will provide direct management oversight for the Trial Court Budget Management section within the Budget Services office, which includes the Court Budget unit (CBU) and the Funds and Revenues unit (FRU). The CBU is responsible for administering allocations and reimbursements of approximately $3 billion annually to the 58 trial courts, and provides budgetary support for various trial court programs. The FRU carries out advanced budgetary, technical, and analytical responsibilities related to the administration of judicial branch funds, including backfill for the Ability to Pay program and oversight of statewide collections.

The City of Menlo Park is recruiting for the exciting and challenging position of Management Analyst I/II. As a member of the Administrative Services team, the incumbent will serve as an experienced accounting and financial analyst for the City, with primary responsibility for maintaining, reconciling, and analyzing the City’s general ledger and related financial records. Under the administrative direction of the City Manager, the Finance Director is a hands-on working position which serves as the department manager and plans, directs, reviews and manages the staff, operations and services of the City's Finance Department. Functional areas of responsibility include finance, purchasing, information technology, risk management, grant and contract administration and human resources. The Finance Director coordinates activities with other City officials, provides highly complex technical and administrative support to the City Manager and performs a variety of duties relative to assigned areas of responsibility.

The roles in the Accounting series support the City’s finance team by performing complex accounting tasks, preparing and reconciling financial data, assisting with the payroll and budget processes, and delivering responsive customer service.

IDEAL CANDIDATE

The ideal candidate for the Accounting Technician classification has a solid background in the municipal accounting process and regulatory compliance, can prepare clear and accurate financial reports, has some experience with payroll software, Excel, and payroll processing, and communicates effectively while working collaboratively and maintaining confidentiality when handling sensitive information.

The successful candidate will have experience supporting month-end, quarterly, and year-end accounting and reporting activities, and may assist with payroll-related filings, labor cost analysis, and audit support. EDUCATION/EXPERIENCE

Accounting Technician

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Experience: Two years of increasingly responsible technical level experience in accounting or finance to demonstrate possession of the required knowledge and abilities. Experience performing fiscal record keeping or accounting work in a government finance environment is desirable. 
• Training: Equivalent to an Associate’s degree from an accredited college in business, accounting, finance or a related field.

Senior Accounting Assistant

• Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
• Experience: Three years of experience similar to that of Accounting Assistant II with the City of San Rafael.  
• Education: An Associate of Arts with course work in accounting or bookkeeping.  
• Supplemental course work in accounting, office management, computer science or related field is desirable.
• License or Certificate Possession of, or ability to obtain, a valid California driver’s license. 

Accounting Assistant I/II

• For AA I: High school diploma or general education degree (GED) with some course work in accounting preferred;
• For AA II: an AA preferred; two years related experience and/or training; or equivalent combination of education and experience.
