Under administrative direction, the Finance Director plans, manages, oversees, and directs the operations and services of the Finance Department. The Finance Director coordinates activities with City officials, departments, outside agencies, and community organizations while providing complex and responsible staff support to the City Manager and City Council.

Additional duties include, but are not limited to:

• Assuming full responsibility for all Finance Department operations and services, including budgeting, accounting, payroll, cash management, and centralized purchasing.
• Developing, implementing, and maintaining departmental goals, objectives, policies, and procedures; evaluating work methods and processes to improve organizational performance and service delivery; and ensuring departmental goals are achieved.
• Planning, directing, and coordinating departmental work plans; assigning responsibilities to staff; evaluating organizational effectiveness and productivity; and identifying and resolving operational issues.
• Overseeing the recruitment, training, development, and evaluation of Finance Department personnel; coordinating staff training; addressing performance issues; administering discipline as necessary; and ensuring compliance with applicable federal, state, and local laws, regulations, and policies.
• Participating in the development and administration of the City’s annual budget; monitoring expenditures; preparing long range financial forecasts; and supervising mid-year budget reviews.
• Planning, directing, and participating in audits of City finances; performing the technical duties of Treasurer; managing City cash and assessment district investments; and overseeing the preparation of quarterly investment, redevelopment, and other financial reports.
• Preparing and managing the department budget; forecasting staffing, material, and supply needs; presenting and defending departmental programs and expenditures; monitoring expenditures; and implementing budget adjustments as needed.
• Serving as a resource to City staff, department personnel, and external organizations by coordinating information, resources, and collaborative efforts that support a productive and positive work environment.
• Attending professional and community meetings; remaining current on developments in municipal finance and administrative services; fostering a customer-service oriented culture; and responding to sensitive and complex inquiries and concerns.
• Establishing and maintaining positive working relationships with community representatives, business organizations, governmental agencies, and City staff.

The Manager, Grants & Fund Programming is responsible for developing short and long-range bus and rail capital/operating program funding strategies. The Manager, Grants & Funding Programming will manage the development of a robust transportation grant program to support projects, programs, and services; serve as the agency representative on local and regional fund programming forums; and provide expert advice on funding and grant matters for SamTrans, the Peninsula Corridor Joint Powers Board (PCJPB) and Transit Authority (TA).

The Housing Authority is seeking an exceptional, team-oriented candidate to oversee projects and initiatives in support of the Alameda Housing Authority (AHA)’s affordable housing development and neighborhood revitalization programs in the City. This may include new construction development, acquisition and rehabilitation of properties, and development for projects for AHA’s nonprofit development affiliate, Island City Development. AHA’s pipeline of multifamily projects includes serving family, homeless, workforce, and senior populations and managing major renovation of occupied properties within AHA’s portfolio. THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. Bringing supervisorial and leadership experience, the Director will have an opportunity to continue to build and enhance the department team as it faces future retirements. The Director will offer recommendations and solutions to the City Manager and will advise the City Council on long-term financial planning on policy matters. Working collaboratively with other members of the executive team and staff, the Director will take a proactive approach to identifying opportunities for new ideas, creativity, innovation, and technological advances. In addition, the Director will foster a team approach of customer service and problem solving as well as a culture that accepts and embraces change. Exceptional communication skills and a strong desire to provide superior services to both internal and external customers are critical. The Director will be comfortable in an organizational culture that welcomes input, engagement with, and participation of the community. The city utilizes a two-year, budget and currently faces budgetary challenges due to changing CalPERS retirement costs and laws, decreased tax revenues, and other structural issues. The Director will work closely with the City Manager, executive team, and staff in order to address these issues, identify necessary solutions, and facilitate highly efficient services and programs to the community.

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree, and desirably a Master’s degree and CPA, in accounting, public or business administration or a related field. In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

While experience in municipal finance is highly desirable, a combination of public and private sector experience is acceptable as well. 

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. The position is also responsible for ensuring project compliance with appropriation availability periods, recommends reappropriations when needed, forecasts cash flow to ensure cash flow loans remain sufficient and advises Facilities Services staff on project scope, cost, and budget changes during the bi-monthly budget meetings with Facilities Services management.

This position prepares and review materials required by the State Public Works Board and the Department of Finance for the ongoing phases of Capital Outlay projects, including memos, fiscal displays, and agenda items. These package submissions are done approximately eight times annually. The role also updates and escalates project costs for Executive staff to support accurate advocacy for project funding. In addition, the position manages the twice-yearly bond sales process, a 3.5 month cycle involving extensive preparation, detailed bond document review, meeting participation, and coordination with the Judicial Council Facilities Program, Department of Finance, the State Treasurer’s Office, Judicial Council Legal services, and the tenant courts. The position also prepares and reviews budget documents and fiscal displays containing Capital Outlay budget data for inclusion in the budget galley, published three times per year, and provides backup support to other areas within the State Budget Unit.

RESPONSIBILITIES
