The County of San Mateo is seeking a capable and multifaceted Assistant Director to assist the Director of the Family Justice Center with strategic planning, program development, and management of the County’s new Center. 

Under the Leadership of the Family Justice Center Director, the County is working with community partners and stakeholders to develop a one-stop holistic service and support center for families and survivors of domestic violence, child abuse, sexual assault, and other forms of abuse. The mission of the Center is to support survivors and their families by creating a single destination to receive crucial services and support. 

The San Mateo County Family Justice Center is a County-run multi-agency, multi-disciplinary service center where both public and private partner agencies assign staff on a full-time or part-time basis to provide services from one location. The Center’s focus will be on reducing the number of times survivors tell their story, reducing the number of places they must go for help, and through active collaboration with community-based organizations, increasing the quality of services and support they receive.

This is an opportunity for a committed public servant with extensive program management experience to successfully navigate the opportunities and challenges in developing and building new programs, collaborations, and a space that achieves the County’s goal of providing comprehensive, wrap-around services to victims of violence. The Assistant Director will be instrumental in carrying out the vision and goals by working alongside the Director.

Examples Of Duties

As the Assistant Director, you will have the opportunity to:

• Participate in the planning process to establish the Center which is modeled after successful Family Justice Centers across the country.
• Join in the effort to establish interagency collaborations.
• Engage with survivors to gather input and feedback that will inform the development and operation of the Family Justice Center, ensuring that their experiences and needs shape the center’s services and policies.
• Assist in facilitating focus groups and conducting best practice research as needed.
• Consult with County and external subject matter experts on relevant program issues.
• Participate in securing contracts with outside vendors, consultants, or organizations.
• Provide oversight for the program budget that ensures the accomplishment of program and service objectives within budget restrictions.
• Prepare detailed written reports, policies, procedures, and contracts.
• Assist in completion of phase one of the Family Justice Center

Qualifications

This project requires extensive research, careful planning, and successful collaborations. As such, the selected Assistant Director will need the following competencies:

In addition to possessing the above-listed competencies, any combination of education, training, and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to qualify is:

• A minimum of five years of increasing responsible experience in the areas of project management, victim assistance program management, program development, or management of non-profit or community-based organizations.

The Position

The work of the Forensic Interviewer is an integral part of the services the Center offers.  Under the general direction of the Director of the Family Justice Center, the Forensic Interviewer conducts neutral, legally sound, developmentally and culturally appropriate, and trauma-informed interviews of children, teens, and vulnerable adults who are victims or witnesses to child abuse or neglect, violence, exploitation, or other crimes referred to San Mateo County’s Child Advocacy Center (CAC).  

Using nationally recognized protocols, the Forensic Interviewer gathers accurate and developmentally appropriate information while minimizing re-traumatization. Interviews are structured to support criminal investigations and may be used as evidence in court.

Working as part of a multidisciplinary team (MDT), the Forensic Interviewer collaborates closely with law enforcement, child protective services, prosecutors, and advocates to ensure a coordinated, victim-centered response. The Forensic Interviewer is also responsible for thorough documentation and may provide expert testimony in legal proceedings. The role is essential in bridging the needs of the justice system with the safety and well-being of victims.  In addition to conducting interviews, the Forensic Interviewer will also attend regular peer reviews, monthly case reviews, and other meetings and trainings as required.

This is an opportunity for a committed public servant with extensive experience to support some of the County’s most vulnerable residents.  This position requires bilingual proficiency in English and Spanish.

• Conduct forensic interviews, in both English and Spanish with children and adolescents in accordance with San Mateo County protocols.
• Conduct forensic interviews, in both English and Spanish, with adult victims or witnesses, including adults with special needs.
• Provide information, crisis intervention, resource referrals and support to children and adolescents and their non-offending family members, as needed, and in collaboration with partner agency personnel.
• Participate regularly in Forensic Interviewer peer review and skills-based continuing education in forensic interviewing.
• Participate in monthly multidisciplinary team (MDT) meetings and case reviews.
• Work collaboratively with partner agencies personnel with case tracking and data collection. 
• Work on MDT projects and committees, as necessary.
• Testify in criminal and dependency court as a percipient witness for cases in which they conducted an interview
• Assist in the delivery of educational presentations, upon request.
• Attend forensic interviewer peer review a minimum of four times per year

Candidates may have more experience in some areas than others, but successful hires will have at least five years of experience working in a multi-disciplinary environment with Child Protective Services, Law Enforcement, or Human or Social Services and demonstrate these core competencies:

Education and Experience:

DISTINGUISHING CHARACTERISTICS:

Accounting Assistant I

The Accounting Assistant I is the entry-level classification in the accounting support series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine accounting support and customer service duties while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. Upon successful completion of one year as an Accounting Assistant I and gaining experience in at least two of the functional areas of the department, incumbents are eligible for promotion to the class of Accounting Assistant II. This classification is distinguished from the next higher level classification of Accounting Assistant II by the performance of work requiring a knowledge of at least two support function areas listed below and a greater degree of independence of action.

Accounting Assistant II

The Accounting Assistant II is the journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, and related support duties with minimum supervision. Assignments are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision when required. Upon successful completion of one year as an Accounting Assistant II and gaining experience in all accounting support functional areas of the department, they are eligible for promotion to the class of Accounting Assistant III. This classification is distinguished from the next higher classification of Accounting Assistant III in that the latter is the advanced journey-level class that has experience in and can work independently in all accounting support functional areas.

Accounting Assistant III

The Accounting Assistant III is the advanced journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, customer service, treasury and related support duties with minimum supervision. Incumbents are expected to be able to fully perform the duties and responsibilities in all of the department’s assigned functional areas. This classification is distinguished from the next higher classifications of Accounting Technician, Payroll Technician and Treasury Technician in that the latter are the para-professional level classes that perform a variety of specialized and complex task related to their assigned program area. 

SUPERVISION RECEIVED/EXERCISED:

Accounting Assistant I

Receives immediate supervision from one or more higher-level Finance staff, depending on assignment. Incumbents in this class do not routinely exercise supervision.

Accounting Assistant II

Receives general supervision from one or more higher-level Finance staff, depending on assignment. Incumbents may exercise technical and functional supervision over assigned staff.

Accounting Assistant III

Receives general supervision from one or more higher-level Finance staff, depending on assignment.  Incumbents may exercise technical and functional supervision over assigned personnel.  

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant I/II/III. A typical way of obtaining the required qualifications is to possess the equivalent of:

Accounting Assistant I

One year of clerical accounting experience, including public contact and some financial record keeping and report preparation, and a high school diploma or equivalent, supplemented by bookkeeping or accounting course work.

Accounting Assistant II 

In addition to the above, one year of experience equivalent to an Accounting Assistant I with the City of Burlingame, including the ability to perform the duties of at least two of the listed functional areas.

Accounting Assistant III

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant III. A typical way of obtaining the required qualifications is to possess the equivalent of one year of experience equivalent to an Accounting Assistant II with the City of Burlingame, including the ability to perform the duties of all of the functional areas.  

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data, and using a computer. Acute hearing is required when providing phone and personal service. • Plans, schedules, assigns and manages the Finance department of the Management Services division and provides professional support to MRCA; interprets and communi­cates District and MRCA policies to staff and ensures compliance with applicable federal, state and District safety regulations; interviews and participates in selecting new staff; establishes perform­ance require­ments and regularly monitors, evaluates and addresses performance.
• Contributes to the development of and monitors performance against the annual District budget; approves purchases and other expen­ditures in accordance with District policies and procedures.
• Develops, implements, maintains and provides internal consulting to directors, managers and employees on the administration of District financial accounting and payroll policies and procedures and the interpretation and application of Board Policies, Ordinance Manual and state and federal laws governing financial management.
• Recommends accounting policies, procedures and internal controls to ensure the integrity of District financial operations and compliance with all legal requirements.
• Provides complex professional and technical duties in the administration of District financial, accounting, payroll and auditing programs and activities; prepares and posts journal entries, verifies data and ensures the appropriate classification of transactions to accounts based on generally accepted accounting principles and applicable governmental and District account­ing policies and procedures.
• Approves payroll and sets up payment of payroll-related funds and transfers.
• Analyzes and reconciles expenditure and revenue accounts, manages cash flow, verifying availability of funds; performs bank reconciliations; researches and analyzes transactions to resolve discrepancies and posts correcting entries.
• Reviews and approves accounts payable transactions including oversight of the CalCard program and payments to contractors and vendors to ensure compliance with expenditure amounts, terms and contract/agreement provisions.
• Participates in forecasting revenues and expenditures and assists in developing, implement­ing and administering District operating and capital budgets; analyzes and works with District managers and staff to determine and report on the causes of budget variances; monitors inter­departmental and partner cost allocations and actual expenditures.
• Serves as subject-matter expert; tests and ensures financial enterprise system integration with other District systems is accurate and meets District standards; participates in the evaluation of new applications and system upgrades.
• Coordinates annual audits with the District’s external auditors; prepares audit schedules and responds to questions and requests for records and documents from auditors; supports the District with information for Board presentations as well as other auditing activities.
• Participates in the preparation of periodic and regular financial reports and statements; prepares the Board Investment Report and other necessary financial forms and documents.
• Establishes and maintains electronic and physical files and records relevant to the admin­istration of Accounting.

Other Duties and Responsibilities

• Represents the District at local, regional, state and national conferences, meetings, work­shops and training seminars.
• May be required to drive District or personal vehicle.
• Exempt employees may be required to work nights and weekends.
• Participates during disasters or when emergency response is needed.
• Performs related duties as assigned.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from an accredited four-year college or university with a bachelor’s degree in finance, business, accounting or a related field, and at least five years of progressively responsible account­ing, budgeting and financial administration experience; or an equivalent combination of training and experience.

Language Ability: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations. Ability to research and write reports, business correspondence and procedure manuals. Ability to make formal and informal presentations at Board meetings, employee meetings and public forums.

Math Ability: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to apply financial, budgeting and accounting principles in accordance with Generally Accepted Accounting Procedures (GAAP), Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB).

Reasoning Ability: Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to understand, interpret, explain and apply Board, state and federal laws, codes, regulations, policies and court decisions governing the District’s and MRCA’s financial management programs.

Ability to research and analyze a variety of administrative and financial management problems, collaborate with administrators, managers and staff, and provide expert advice and counsel to develop solutions to complex issues

Certificates and Licenses:  

• Valid California driver’s license with a good driving record and current automobile insurance.
• Department of Justice fingerprint clearance.
• All full-time candidates require satisfactory completion of a pre-employment functional capacity examination.

Other Required Skills: Use of word processing, spreadsheets and database programs including utilizing enterprise accounting and information systems and query tools to extract data from databases for inter­preting and communicating data.

Ability to exercise tact and diplomacy in dealing with sensitive and complex financial issues and employee situations. Maintain confidentiality of information and work products.

Supervisory Responsibilities: This position manages the Finance department and performs the full range of supervisory responsibilities for assigned staff.

DESCRIPTION

Perform a variety of responsible accounting support and administrative duties involving the preparation, processing, maintenance and verification of accounting documents and records, related to accounts payable and accounts receivable activities and performs other duties as required.

DISTINGUISHING CHARACTERISTICS

This is the journey level position in the Accounting Technician series. It differs from the Senior position in that the Senior position exercises a significant amount of decision making and functions with a higher degree of independence.

ESSENTIAL DUTIES
Accounts Payable

• Verifies, audits and edits employee time entry in Telestaff; reviews and finalizes daily rosters for payroll
• Reviews all invoices for appropriate documentation and approval prior to payment
• Pays vendors by; verifying Federal ID numbers; scheduling and preparing checks; resolving purchase order, contract, invoice or payment discrepancies and documentation; insuring credit is received for outstanding memos; issuing stop-payments or purchase order amendments
• Processes check requests, wire transfers and ACH payments Audits and processes credit card statements for payment
• Responsible for maintenance of 1099 and W9 records throughout the year and prepares and reports annual 1099 information
• Responds to vendor inquiries, reconciles vendor statements, researches and corrects discrepancies when necessary
• Compiles sales and use taxes by calculating requirements on paid invoices Maintains files and documentation thoroughly and accurately, in accordance with department policy and generally accepted accounting practices; assists in month and year end closing

Accounts Receivable

• Maintains billing system, customer files and records; generates monthly/quarterly billing
• Processes billing, collections and reporting activities in accordance with accounting policies and procedures
• Runs monthly A/R reconciliation and aging reports; monitors customer accounts for non- payments and other irregularities
• Researches and resolves payment discrepancies and customer inquiries
• Initiates collections efforts and works with collection agency to ensure collection of monies owed
• Assists with month/year end closing

MINIMUM QUALIFICATIONS

• Graduation from high school or GED equivalent
• Completion of 12 units of relevant accounting classes 
• Experience can be substituted on a year for year basis

• Three (3) years of experience in bookkeeping and accounting with at least two (2) years of experience in accounts payable and in accounts receivable

REQUIRED QUALIFICATIONS

• Knowledge of financial record keeping, bookkeeping and governmental accounting practices and procedures
• Thorough knowledge of applicable accounts payable practices and procedures

SKILLS AND ABILITIES

• Read, interpret and record data accurately
• Organize, prioritize, and follow-up on work assignments
• Work independently and as part of a team; make sound decisions within established guidelines
• Communicate clearly and concisely; follow written and oral directions

• Maintain department records, including confidential personnel and fiscal matters. Operate a variety of standard office equipment
• Perform other duties as assigned
• Maintain internal control of payroll operations
• Interpret, explain and apply a variety of laws and regulations governing payroll administration
• Accurately maintain payroll records, reports and files and process payroll in a timely manner
• Identify errors in records and payroll information and make appropriate changes
• Match, batch, code and enter invoices; reconcile batches
