THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.  

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.  

This individual will possess strong analytical and strategic thinking skills enabling them to navigate complex human resources issues and develop practical, innovative solutions.  Exceptional interpersonal and communication skills are essential to building and maintaining productive relationships with department leaders, elected and appointed officials, employees, and labor representatives.

• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department, assists in administering the department's budget.
• Plans, organizes, administers, reviews and evaluates the activities of professional and technical support staff.  Assist the Human Resources Director in employee relations and labor negotiations.

• Helps in preparing the department's annual operating budget; monitors expenditures to ensure that the department operates within the allocated budget.
• Oversees the recruitment testing and certification program for the City; reviews and approves recruitment and examination plans for open and promotional recruitments using established guidelines and authorities; works with subordinate staff to design and implement appropriate internal procedures to assure that the recruitment, testing, and certification meet accepted standards.
• Manages and directs the City's employee benefits program, including leave management programs; negotiates with insurance carriers on rates and coverage; works with insurance brokers to obtain the best rates and coverage for a variety of products.
• Participate in labor relations activities, including contract negotiations, meet and confer sessions and meet and consult sessions.
• Serve as the HR lead regarding Information Systems/Technological management
• May be required to conduct investigations into discrimination complaints and make recommendations for resolving complaints; coordinates City response to state and federal enforcement agencies when required.

EDUCATION/EXPERIENCE

Human Resources Operations Manager

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of direct supervision preferably in a public agency.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Principal Human Resources Analyst

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of increasingly responsible work in the areas of labor and employee relations and/or Worker's Compensation.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

THE POSITION

This class is distinguished from other office administrative classes in that the nature, scope, and diversity of responsibilities originating at a departmental level require a broader understanding of City functions and the capability of relieving a department head and/or related management, supervisory, and professional staff of day-to-day administrative duties.

The Administrative Assistant II in the City Manager’s Department provides crucial administrative support to department operations, communications, volunteer coordination, and public relations. This position is responsible for coordinating office operations, handling confidential documents, and assisting with event preparation. The Administrative Assistant II plays a key role in maintaining effective communication between staff, City officials, and the public, while also supporting day-to-day operations to ensure the smooth functioning of the department. THE DEPARTMENT

The San Rafael Fire Department is an all-risk fire agency with 69 highly trained operational firefighters providing services in firefighting, Advanced Life Support (ALS response, ambulance transport, technical rescue, hazardous material response, disaster response, fire prevention, and community preparedness.  We are dedicated to delivering the highest level of emergency service to our community--professional, compassionate, predictable, consistent, and sustainable.  

THE POSITION

The Wildfire Program Support Specialist provides operational, administrative, and technical support for the San Rafael Fire Department's wildfire prevention, mitigation, and community risk-reduction programs.  The Specialist will support the Wildfire Mitigation Program through the implementation of the San Rafael Wildfire Prevention and Protection Plan and Marin Wildfire Prevention Authority (MWPA) goals.  The position works closely with fire prevention staff, vegetation management personnel, contractors, community organizations, and residents to ensure efficient program delivery and high-quality customer service.  This role supports planning, data tracking, public education, defensible space evaluations, grant administration, and logistics for wildfire-related initiatives.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Support the implementation of the San Rafael Wildfire Prevention and Protection Action Plan and Marin Wildfire Prevention Authority workplan in an inclusive and equitable manner.
• Provide various administrative support services including but not limited to inputting invoices, contracts, and purchase orders, budget tracking, meeting support and responding to resident inquiries.
• Assist in coordinating contractors, scheduling inspections, and maintaining project timelines and documentation.  
• Conduct field support tasks such as collecting site information, documenting parcel conditions, preparing inspection forms, and entering data into department databases.  
• Maintain, organize, and update program data, reports, maps, and digital records.
• Assist with grant tracking, reporting, reimbursements, and documentation requirements.
• Support development and delivery of public education materials, community outreach events, and preparedness workshops.
• Provide logistical support for equipment, supplies, signage, and daily field operations.
• Prepare written summaries, report, presentations, and correspondence for supervisors and stakeholders.
• Support the residential assistance programs via documentation, scheduling, and coordination.
• Manage the resident hotline, including phone calls, emails and third-party software to ensure residents have timely information and support.
• Helps assure residents are informed through content creation to be shared via physical and electronic forms.

MINIMUM QUALIFICATIONS DESIRED

• Graduation from high school or equivalent and any combination of education and experience that would likely provide the required knowledge and abilities in qualifying.
• Must possess and maintain a valid California Driver’s License with a satisfactory driving record.
• A background in customer service or public service.
• Ability to speak, write, and read Spanish is desired but not necessary.

ABOUT THE DEPARTMENT

The San Rafael Fire Department is an all-risk fire agency with 69 highly trained operational firefighters providing services in firefighting, Advanced Life Support (ALS) response, ambulance transport, technical rescue, hazardous material response, disaster response, fire prevention, and community preparedness.   

The San Rafael Fire Department delivers exceptional public service from seven neighborhood fire stations.  Our department philosophy of community fire servicing emphasizes collaborative relationships with the community.  

THE POSITION

The San Rafael Fire Department is seeking a full-time Administrative Analyst to join our Administrative Division.  At the direction of the Department's Senior Management Analyst, this position provides professional administrative support to the Fire Department, with responsibilities including contracting, grant management, principles in accounting and other administrative duties.

The ideal candidate will be a blend of the following skills and experience:

• Background and knowledge of accounting and budgeting including accounts payable, accounts receivable, and budgeting.
• Experience with managing contracts, risk management, and the RFP process.
• Ability to create flyers, news posts, and other outreach material to the broader community.
• Excellent written and verbal communication skills, with the ability to prepare clear, accurate meeting agendas, minutes, and memos.
• Experience with payroll and understanding of basic human resources policies and principles.
• Ability to analyze data and present concise written recommendations or summaries of findings.
• A collaborative, service-oriented approach to working with the public, internal staff, and staff across departments.

• Plans, organizes, coordinates and implements day-to-day program assignments independently.

• Participates in the training of clerical personnel.  May provide work direction to others.
• Prepares comprehensive written reports regarding program activities.
• Educates and engages with other city staff, city council, community representatives, and citizens.

EDUCATION AND EXPERIENCE

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:  (Please see  job spec for additional details):  

• Equivalent to an Associate's degree with college course work in public administration, business administration, or a related field, AND
• Three (3) years of progressively responsible administrative support experience, preferably within a public agency.
• Experience involving extensive written customer communications, employer social media posts, research, budget preparation/reconciling; development of marketing materials and event planning/coordination may substitute for the required education on a year-for-year basis.
