THE ROLE AND PROJECTS:
Reporting to the Economic Development Program Manager, the Intern will be engaged in project-based work to advance key economic development strategic initiatives.  Examples of the work include, but are not limited to the following:

• Implement tasks outlined in the San Rafael Economic Development Strategic Plan.
• Develop a business support communications plan in collaboration with business support partners.
• Support Division Manager to activate outreach to businesses.
• Learn and assist with contract management.
• Evaluate resources available to various business groups through an equity lens.  Research strategies for business support for underserved sectors in San Rafael.
• Support activation of the Downtown San Rafael Arts District Strategic Plan.
• Administrative tasks as assigned.

HOURS, COMPENSATION & BENEFITS:
This position will work approximately 12-20 hours per week.  The candidate will have hands-on learning and work experience at San Rafael City Hall and outreach in the community.

This is a temporary position and hours worked may not exceed 1,000 hours in a fiscal year (July 1 thru June 30).

In accordance with the salary resolution, this position receives no benefits with the exception of Paid Sick Leave and a retirement plan.  

• Temporary employees are entitled to receive sick leave in accordance with California's Paid Sick Leave Law (AB 1522).
• Participation in a retirement plan is mandated by Federal Law and you will be enrolled in the Public Agency Retirement System (PARS):
  • Employee contributes 3.75% of salary
  • City of San Rafael contributes 3.75% of salary

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. Assigned duties and responsibilities of this position are performed primarily in an office environment, requiring the ability to read and understand complex written documents including laws, rules, and regulations; to use computers and computer software, and telephones; and to develop effective working relationships with individuals from a variety of ethnic and socio-economic backgrounds.

 

Essential Functions

All Assignments:

• Leads the work of a Division charged with the responsibility to develop and implement programs to support families and individuals of all ages.
• Assesses program needs and existing/projected capabilities and develops resources to meet their needs.
• Establishes policies, priorities and standards of practice for service team programs, including training, project monitoring, evaluation and cost effectiveness.
• Develops procedures for collaborative/service integration projects.
• Conducts/participates in multi-agency case consultations and staff orientation and training.
• Supervises multi disciplinary staff such as Clinical Supervisor, Counselor, and Administrative Assistant.
• Provides technical assistance to increase capacity of the community to problem solve, and assists in organizing services to meet the community's needs.
• Develops and integrates new programs into agency administrative structure and service delivery system.
• Interprets policies and procedures for staff.
• Ensures compliance with laws, regulations and professional standards.
• Prepares or directs the preparation of a variety of narrative and statistical reports.
• Evaluates and recommends staffing levels.
• Plans, organizes, assigns, reviews, and evaluates the work of assigned staff.
• Prepares and submits funding proposals.
• Writes grants, planning documents and program effectiveness reports, and ensures that the grant requirements are understood and met by appropriate staff.
• Prepares and justifies budget requests, and ensures Division operates within budget.
• Analyzes and interprets proposed and enacted legislation and regulations.
• Recommends and implements new/revised policies, programs and procedures.
• Represents the program/department to the community, other agencies and service providers, the City Council and other appropriate legislative bodies.
• Develops and implements a service marketing program.
• Participates in service team program planning and policy formulations.
• Assists in establishment of goals and evaluating Division services.
• Provides staff support for relevant Advisory Boards, Commissions, or Committees.
• Works in close collaboration with other management staff to ensure that clinical issues are performed within a team orientation.
• Works collaboratively with non-profit organizations in the Community including County and State level regional bodies and taskforces.

Aging & Family Services Assignment:

• Plans, organizes, and manages social work and counseling services.
• Designs and directs implementation of programs such as Pathways to Positive Aging to meet program and community needs.
• Serves as an advocate on behalf of families of all kinds such as families with dependent older adults and grandparents raising grandchildren.
• Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

Under the direction of the Director of Public Works or their designee, the Management Analyst I performs a variety of journey-level, professional and technical administrative duties in support of Public Works. Work assigned may be in a specific program area and/or to perform administrative duties in support of a division of Public Works or the department as a whole, including research and analysis. The incumbent plans, manages, implements, and evaluates assigned programs, systems, procedures and operations; and coordinates assignments with other departments and outside agencies. Performs other duties as assigned.

The Management Analyst I plays a vital role in supporting the efficient operation of the Public Works department and will be responsible for:

• Asset Management and Tracking: Facilitating the acceptance of new streets and utilities into the City’s inventory and maintaining meticulous records of maintenance activities through ArcGIS. 

• Optimizing Fleet Operations: Ensuring adherence to regulatory standards and requirements such as annual use reporting, emissions, registration, vehicle/fuel procurement and inventory systems. 

• Public Communications, Marketing, and Stakeholder Outreach: Assisting in the development and execution of public communication strategies, marketing campaigns, and stakeholder outreach initiatives to enhance community engagement and awareness of Public Works programs and projects.

• Department and Division Budgeting: Collaborating with departmental stakeholders to assist in budget preparation, tracking, forecasting, and contributing to the development and publication of the Capital Improvement Program (CIP) bi-annually.

• Sanitary Sewer System Program Management: Supporting the management and implementation of the Sanitary Sewer System program by overseeing tasks such as managing and updating sewer lateral ordinances, updating sewer rates, calculating and tracking Equivalent Dwelling Units (EDUs), and updating the Sanitary System Management Plan and annual reporting Plan in compliance with regulatory requirements.

• Personnel Functions: Acting as a liaison to Human Resources and assisting in various personnel functions including recruiting, onboarding, training coordination, tracking, and calendar updates as necessary to ensure timely personnel management. 

• Contractor and Consultant Procurement: Supporting the procurement process for contractors and consultants, including contract administration and tracking of services rendered.

• Street, Tree and Neighborhood Assessment Districts: Managing Special District programs, including but not limited to, development of assessments, regular rate review and updates, stakeholder outreach, coordination and recommending required council action. 

Examples of Essential Duties (include but are not limited to):

• Support the assigned Department Head or manager in achieving division/department-wide goals and initiatives with analysis, management, and program development.
• Carry out special projects and assignments related to the overall objectives of the division or department. Examples of projects and assignments include but are not limited to: recruitment and training, grant-writing, research, marketing, public-private partnership opportunities, and others.
• Promote programs and stake; create marketing materials and newsletters and communicate with the public. 
• Perform research, conduct surveys, and provide statistical analysis and evaluation as assigned.
• Analyze federal and state laws and regulations as they relate to assigned programs and ensure appropriate compliance measures are included in policies and training.
• May be assigned to provide administrative support to a City board, commission, or committee which includes: preparing and distributing agendas, taking minutes, acting as a liaison.
• Coordinate and participate in training of personnel.
• Prepare comprehensive written reports regarding program activities.
• Regularly interact with other city staff, city council, community representatives and citizens regarding programs.
• Answer questions and provide information to the public, outside agencies, and City staff.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

Salary:
$96,681.00 - $105,865.50 Annually (Engineer I)
$101,653.50 - $122,440.50 Annually (Engineer II)

Description:
There are currently three (3) full-time vacancies between the Engineering and Construction Divisions that will be filled at the Engineer I or Engineer II level. Candidates will be considered for the level(s) for which they meet minimum qualifications.

The Engineer I – II series provides technical support of the assessment of infrastructure, engineering planning, development and construction of capital improvement projects, traffic engineering and operations, and review of private development projects for conformance with County standards and requirements. The Engineer I – II reviews, analyzes, and prepares studies, technical reports, construction plans, specifications, estimates, schedules, and correspondence related to a variety of projects such as land development, flood control and drainage systems, commercial buildings, roads, traffic control systems, bridges, and other structures.

DEFINITION:

Under the general direction from Union City’s Cybersecurity Manager and/or Director of Information Technology Services, the Cybersecurity Intern will fulfill a variety of valuable functions. POLICE COMMUNITY SERVICE and EVIDENCE TECHNICIAN

The City of Sausalito Police Department is seeking a dedicated and detail-oriented individual to join our team as a Police Community Service and Evidence Technician. This vital role supports our mission to maintain public safety and maintaining evidence, as well as enforcement of parking rules and regulations

This is a journey-level non-sworn classification in the Police Department that performs the full range of duties related property and evidence as well as assists the patrol officers with minor evidence collection, reporting writing and responding to related calls for service as needed to effectively provide police services. Incumbents are expected to work independently and exercise judgment and initiative.

THE POSITION

Under supervision of the Public Works Manager, the Maintenance Worker I performs entry level unskilled, semi-skilled, or skilled labor in construction, maintenance, and related service activities applied to the areas of general landscaping, grounds maintenance and street maintenance.

 TYPICAL TASKS AND RESPONSIBILITIES

• Grounds Maintenance:  Operate mowers and other equipment and tools for purposes of cutting grass, trimming trees and shrubs, and planting and transplanting flowers, bulbs, shrubs, and trees.
• Storm Prevention Maintenance:  Assist in cleaning ditches, culverts, and storm drains.
• Street Maintenance: Assist in repainting of pavement markings, basic pothole, and street repair; installation and repair of street signs and markers; mixing and application of Class III pesticide materials.
• Vehicle/Equipment Maintenance:  Assist in the care, maintenance and cleaning of vehicles, tools, and equipment.
• General:  Contact residents concerning maintenance and service problems; refer complaints and requests to proper supervisory personnel. Assist supervisory personnel in preparing and maintaining proper records and logs. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

QUALIFICATIONS

The general knowledge of basic construction methods, materials and terminology, standard hand tools, light equipment, and light vehicles; general knowledge of basic safety precautions and practices necessary in working with hand tools, light equipment, and vehicles; general knowledge of basic methods and practices involved in the care of shrubs, trees and flowers. Ability to learn technically complex construction and maintenance procedures in water systems, streets, parks and building maintenance; use hand and power tools; perform heavy manual labor for extended periods of time under inclement weather conditions; work alone or with small groups.

SPECIAL REQUIREMENTS

Possession of a valid California driver's license and ability to maintain a satisfactory driving history.

EXPERIENCE AND TRAINING

Completion of high school or its equivalent, or completion of a trade or vocational school.  Some directly related experience is desirable.

COMPENSATION AND BENEFITS

• Monthly Salary: $4,855 to $6,269 per month. Placement within the range will be based upon the selected candidate’s experience and salary history.
• Health/Medical Benefit: Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. In lieu of medical coverage, the City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.
